Neo‐liberalism represents a significant and enduring shift in the politics shaping social policy. Although frequently ascribed a hegemonic, all‐powerful status that focuses our attention on the coherence found in neo‐liberal policies, this article builds on scholarly work highlighting variegation in the neo‐liberal project across different policy areas, national settings and time periods. Specifically, it employs Peck's and Tickell's (2002) view that neo‐liberalism has gone through multiple phases in response to both external and internal crises as an entry point for studying neo‐liberalism's impact on public support for the welfare state. Drawing upon New Zealand and British attitudinal data, the article argues that public reactions to an early period of retrenchment (‘roll‐back’ neo‐liberalism) differ from those reported in the ‘roll‐out’ or embedding phase of neo‐liberalism implemented by Third Way Labour Governments in both countries. Indeed, continuing public support in many policy areas arguably contributed to the internal crisis that provoked an adaptation to the neo‐liberal project. The article further explores public support for the welfare state following the external crisis provoked by the financial meltdown of 2008–09 asking whether New Zealand and British attitudes showed signs of resisting austerity measures or whether they, instead, indicated a third, ‘roll‐over’ period of neo‐liberalism where the public accepted not only a neo‐liberal economic agenda but also the need for further retrenchment of the welfare state. Conclusions about the politics of social policy at the level of public opinion offer both good and bad news for welfare state advocates.  相似文献

The British ‘welfare state’ has been transformed. ‘Welfare’ has been replaced by a new ‘workfare’ regime (the ‘Work Programme’) defined by tougher state regulatory practices for those receiving out‐of‐work benefits. US‐style mandatory community work programmes are being revived and expanded. This article, therefore, considers shifting public attitudes to work and welfare in Britain and changing attitudes to working‐age welfare and out‐of‐work benefits in particular. It also considers the extent to which recent transformations of the state may be explained by declines in traditional labourist politics and class‐based solidarity. Thus, we attempt to develop a richer understanding of changing public attitudes towards welfare and the punitive regulatory ‘workfare’ practices engaged by the modern state in the liberal market economy; reflecting on the nature of the relations between ideology, party policies, popular attitudes and their political impact.  相似文献

Welfare state modelling has long been an important strand within comparative social policy. However, since the publication of Esping‐Andersen's ‘Worlds of Welfare’ typology, welfare state classification has become particularly prominent and a multitude of competing typologies and taxonomies have emerged. Each of these is based on different classification criteria, and each is trying to capture what a welfare state actually does. The result is that the literature is in a state of confusion and inertia as it is unclear which of these rival systems is currently the most accurate and should be taken forward, and which are not and should perhaps be left behind. This article extends Bonoli's two‐dimensional analysis of welfare state regimes by using multivariate analysis of variance and discriminant analysis to compare and contrast the various classifications on universal criteria. It also examines the usefulness of the two‐dimensional approach itself and suggests how it can be enhanced to benefit future attempts at holistic welfare state modelling. The article concludes that there are some welfare state classifications that are more useful than others, especially in terms of reflecting a two‐dimensional analysis: it thereby ‘sifts the wheat from the chaff’ in terms of welfare state regime theory.  相似文献

Studies taking a mediation perspective have highlighted how the actual impact of economic globalisation is mediated by institutions that include welfare regimes. Some have examined how the welfare systems of East Asian developmental states have changed and adapted since the Asian financial crisis of 1997/1998. Using Hong Kong as a case study, this article examines how the developmental state of Hong Kong mediated the impact of the global financial crisis of 2008, particularly on disadvantaged groups. Hong Kong's welfare regime has provided insufficient support to ‘non‐productive’ groups despite incidents of social crisis. The government's welfare responses have been characterised by long‐term strategies to improve the competitiveness of the economy, and short‐term measures to boost the spending power of the general public. Measures targeted at disadvantaged groups have been piecemeal and minimal. The government's approach towards crisis management after 2008 has been similar to that taken after the 1997/1998 financial crisis.  相似文献

This study explored changes in net disposable income for low‐income single‐mother families before and after the 1996 welfare reform in the USA. Although many studies on welfare reform have focused on employment or total family income as a way to measure low‐income single‐mother families’ economic well‐being, little is known about their net income after expenses related to entering the workforce. This study analyzed net disposable income after tax deductions and childcare costs to provide a more accurate understanding of income changes using data from the Survey of Income and Program Participation conducted by the US Census Bureau. The results revealed that while low‐income single mothers were working more after welfare reform, their net disposable income decreased during this time because their earnings were low and offset by an increase in childcare costs and a decline in means‐tested benefits, including Temporary Assistance for Needy Families benefits. Wide income inequality in a society has been associated with worse aggregate health. Regarding the relationship, often termed as ‘the Wilkinson Hypothesis’, a number of empirical findings and related systematic reviews have reached inconsistent conclusions. In addition, the Scandinavian welfare regime is expected to have better aggregate health indicators in comparison with the other welfare regimes. The expectation is largely based on the Wilkinson Hypothesis because the regime has relatively narrow income inequalities. Again, related empirical findings and systematic reviews have produced inconsistent conclusions. This article reports on two rounds of ‘review of reviews’ (RR) over six previous (systematic) review articles. The first round of RR found that the review articles reached divergent conclusions. The second round of RR over another set of three review articles also demonstrated that their conclusions did not reach a consensus. Neither the hypothesised Scandinavia's good health nor the Wilkinson Hypothesis was given solid empirical backing.  相似文献

There has been an increasing academic interest in understanding the dynamics of social policy in the Middle East and developing a conceptual ‘model’ to account for the particular characteristics of welfare arrangements in the countries of the region. While part of this framework, Turkey represents an exceptional case due to the Europeanization processes the country is undergoing in various policy areas, including social policy. The influence of the European Union on the shape of Turkish social policy, as illustrated by the government's recent reforms in the labour market and social security domains, is hereby used to outline the position of Turkey vis‐à‐vis both the Southern European welfare regime and the Middle Eastern pattern. This article seeks to assess the dynamics of Turkish social policy in light of the country's political, and socio‐economic dynamics, as well as the external influence exerted by the EU and international financial institutions. The aim is to examine Turkish welfare arrangements in a comparative manner and consider its suitability with reference to either of the two models. Looking at major trends in social security and the labour market, the article argues for a Turkish ‘hybrid’ model embodying the characteristics of both. Subject to EU explicit pressures for reform absent elsewhere in the Middle East, the data nevertheless show that Turkey has yet to make the qualitative leap forward that could place it firmly within the Southern European welfare group.  相似文献

In the context of inconclusive evidence on the extrinsic successes of quasi‐markets, policy defences of school choice and competition in education have often discussed the intrinsic, empowering value of choice for consumers, arguing that school choice for parents is ‘what people want’. Discourses often imply that choice is desired for its own sake rather than merely as a means by which families can escape what are deemed to be poor quality schools. Support for an idealistic, abstract notion of ‘choice’ is also taken to imply support for quasi‐markets overall and is not considered alongside possible competing values that people may hold at the same time as they value choice. Additionally, views of parents are often examined without considering possible differences in views between parents and non‐parents. Contributing to debates about how far a public desire exists for quasi‐markets in education, this article draws on data from newly designed questions fielded as part of the 2010 British Social Attitudes survey. The article finds that while choice ‘in the abstract’ is supported widely by both parents and non‐parents (albeit slightly more so by parents), a valuing of choice among the British public appears to be more instrumental than intrinsic – potentially problematic given evidence on the extrinsic benefits of quasi‐markets is mixed. Support for choice is tempered among parents and non‐parents by clear opposition to vouchers, school diversity, government spending on transport costs to facilitate choice and by strong support for the idea of sending children to the ‘nearest state school’.  相似文献

The article's starting point is that the now‐conventional conceptualization of welfare state retrenchment as a shift from state provision of income support to market processes is misleading. Rather, state provision may be replaced by benefits negotiated collectively by trade unions and employers. As a first step to further investigate this development the article suggests a typology of institutional contexts within which industrial agreements on social benefits emerge. This typology is based on Thomas H. Marshall's distinction between political and industrial citizenship. Following the comparative method of the ‘parallel demonstration of theory’, the typology is applied to four countries where collective agreements on social benefits have recently been concluded, namely Denmark, France, the Netherlands and Germany. It is argued that, on the one hand, the state's activity or passivity in labour relations and, on the other hand, the timing of the institutionalization of political and industrial citizenship is decisive for the development of collectively negotiated benefits. The conclusion for comparative welfare state research is that, when viewing policies of welfare state retrenchment, the research should systematically include industrial relations and their historical trajectories in its frame of reference.  相似文献

This article examines the relationship between welfare and state governance in Iran since the 1979 Revolution. It argues that the contemporary set of social welfare organizations in Iran arose as a corollary to post‐revolutionary state formation, particularly during the 1980–8 war with Iraq. The Revolution itself resulted in a process of ‘dual institutionalization’ where new revolutionary organizations appeared in tandem with the inherited bureaucracies of the Pahlavi Monarchy, and both sets of institutions were directed by the new regime towards social welfare in areas relatively untouched by the ancien régime. These institutions were locked in place by the exigencies of the long war that followed, and most have continued to the present. This is followed by a discussion of the main developmental outcomes of the past three decades in Iran in literacy, health and poverty. The article concludes by discussing how the successes and shortcomings of the Islamic Republic's welfare system are consequential for understanding broader developments in Iran today.  相似文献

The ‘welfare modelling business’ has become central to comparative social policy in recent years. However, we argue that one important element in this literature, the usefulness of identifying ‘ideal types’ of welfare production that support theoretical development, has been neglected. While much effort has been devoted to the results of the number and composition of the worlds, insufficient attention has been paid to the analytical basis of welfare regimes. This article attempts an audit of the ‘welfare modelling business’, with a review and consideration of the main concepts used in the literature. Our main conclusion is that definitions, concepts and methods need to be given urgent priority for the investment in the business to produce future returns.  相似文献

While many academic accounts treat post‐communist Europe as just another site of Europeanization with an emphasis on ‘adaptation’ and ‘learning’, this article argues that EU integration and the transformation of post‐communist Europe is a much more complex, volatile and uncertain process; not so much one of adaptation but more a ‘quantum leap’, apparently bypassing the stage of a Keynesian regime. Post‐communist Europe is asked to join an EU agenda that has many features of what Jessop calls the ‘Schumpeterian Workfare Postnational Regime’ (SWPR). In that sense, EU integration of post‐communist welfare is not simply a ‘catch‐up’, it is a complex transformation process whereby, rather than EU Enlargement and Eastern Europe being seen as a threat to ‘Social Europe’, the EU imposes its own ‘social deficit’ and economic hegemony onto Eastern Europe.  相似文献

This article contends that workfare programmes pursued by various OECD countries since the mid‐1990s do not amount to a fundamental change in policy. The limited potential of workfare is due to the fact that it fails to transcend the constraints of earlier forms of ‘active’ responses to unemployment. Furthermore, it suffers from specific policy‐making disadvantages not shared by these responses. The article opens with a survey of relevant academic debates on the subject. It then places workfare in a broader context by identifying its functional reach, as compared to other active policy responses to unemployment such as active labour market policy (ALMP). The third section analyses workfare policies in the United Kingdom, as developed since 1997, by re‐examining the British New Deal employment programme. That review demonstrates that workfare policies either depend on their ‘fit’ with the existing policy‐making heritage, or that they remain merely symbolic. The article concludes by suggesting that the potential of workfare to effect change in responses to unemployment continues to be of limited significance. In other words, capitalist employment and welfare systems continue to be characterized by incremental adaptation rather than by fundamental regime change as suggested by the critics of workfare.  相似文献

This article critically engages with Saxonberg's proposal (2013) to replace the (de)familialization perspective with the (de)genderization approach in comparative family policy/regime studies. It argues: (1) there is a need to refine the term ‘(de)familialization’ and to bring in the child's and elderly's perspective; (2) the ‘(de)familialization’ and ‘(de)genderization’ perspectives are mutually irreplaceable; and (3) there is a need to conceptualize the theoretical relationship between these two perspectives. The article further proposes to use the theoretical framework of Amartya Sen's Capability Approach (CA) to reinterpret both analytical perspectives with a dual advantage using that approach would lend. It first conceptualizes the de‐familializing and de‐genderizing policies as ‘means’ designed to increase peoples' ‘capabilities’ to achieve ‘valued functionings’ and not ultimate goals of policies that aim to change people's ‘functionings’. Thus, it addresses the criticism of de‐familialization and de‐genderization as policy strategies that enforce certain, potentially controversial ideals of societal and familial relations. Second, by using crucial CA concepts, i.e. ‘means’, ‘capabilities’ and ‘functionings’, it refines the interpretation of policy‐, regime‐ and outcome‐oriented analyses (typologies). As a result, it clarifies the distinction between these types of analyses and highlights the advantages of both a policy approach and a redefined regime approach.  相似文献

Ontario Works is a provincial income assistance programme of last resort, operating under a workfare policy structure. Based on interviews with clients and staff (case managers, supervisors, managers and administrators), as well as an examination of policy directives, this article explores the work of workfare including claims making, training and resocialization, and employment internships. This article asks particularly how the work of workfare and the complex and costly workfare infrastructure is justified in the face of its failure to lead to employment. Findings include a contrast between the official story of an employment‐focused programme and workers' reports of spending far more time on eligibility than employment readiness. In addition, applying Gramsci's notion of ‘common sense’, an argument is developed that the normative justification for workfare is based not on the effectiveness of workfare programmes, but on the belief that clients need to exchange their work for welfare and self‐improvement so that they appear ‘employment ready’ even if not employed.  相似文献

This article is based on a historical‐comparative policy and discourse analysis of the principles underpinning the Australian disability income support system. It determines that these principles rely on a conception of disability that sustains a system of coercion and paternalism that perpetuates disability; this is referred to as disablism. The article examines the construction of disability in Australian income support across four major historical epochs spanning the period 1908–2007. Contextualisation of the policy trajectory and discourses of the contemporary disability pension regime for the time period 2008–now is also provided. The system was found to have perpetuated disablism through the generation of disability categories on the basis of normalcy and ableness as a condition of citizenship. Two major themes were found to have interacted with the ideology of disablism. The first theme – Commonwealth authority – set the tone for legitimising the regulation of disabled citizens. The second theme – conservative sanctioned paternalism and coercion – reflected the tensions between the paternalistic concern for income support provision while attempting to prevent idleness and welfare dependency. This article argues that a non‐disabling provision based on social citizenship, rather than responsible or productive citizenship, counters the tendency for authoritarian and paternal approaches.  相似文献

The article discusses the main determinants of welfare transformation after the regime change from communism towards democracy. The states of the former Yugoslavia, notwithstanding a common welfare state structure, albeit at different quality levels, after departing communism developed diverse trajectories. In response to the wars, war‐related consequences and growing economic pressures, the national political elites in Yugoslav successor states initially extended welfare provisions and thus thwarted popular mobilization. The international actors' agenda gained ground in a setting characterized by nationalistic resentments, popular disorientation and elite capture. What the analyzed country cases suggest is that democratization has contributed to making reforms more responsive to public concerns. On the other hand, ‘defective’ systems continue to impede economic development and compromise the welfare state's redistributive role.  相似文献

Several theorists have argued that social policy in East Asia can be seen as representing a distinctive welfare ideal type based around ‘productive welfare’. However, we have contested such claims in earlier work (Hudson and Kühner 2009) and, in common with theorists such as Castells, have suggested that some of the welfare states of the Organisation for Economic Co‐operation and Development (OECD) have a distinct bias towards the ‘productive’ rather than ‘protective’ dimensions of welfare. In this article, we build on our earlier work, utilizing fuzzy set ideal type analysis (FSITA) to explore the balance between ‘productive' and ‘protective’ dimensions of welfare state activity. Here we extend our analysis beyond the OECD, incorporating a range of nations on the ‘fringe’ of the OECD from Latin America, East Asia and the non‐OECD parts of Europe. In so doing, we contest simple notions of welfare regimes aligning with regional blocks. Primarily, however, we highlight the advantages of the ‘diversity‐orientated’ approach to data analysis that fuzzy set methods facilitate in comparison with standard quantitative techniques. In particular, we utilize FSITA to avoid data availability and reliability issues that have plagued quantitatively informed classifications of global welfare regimes. Not least, we argue FSITA allows for the contextualization of cases in a way that is sealed to quantitatively driven, comparative research. Thus, we argue FSITA has an important role to play in attempts to extend the inclusiveness of the ‘welfare modelling business’ in a manner that reflects diverse and highly significant cases beyond the Western lens that dominates the literature.  相似文献

This article contributes to the welfare state regime literature from a substantive and methodological perspective. At a very abstract level we confirm the relevance of the welfare state regime theory and stability for the period from 1971 to the end of the 1990s. However, by analyzing family policy and unemployment protection, we observe a dual transformation of the welfare state, consisting of a trend towards a ‘socialization’ of family policies and a retrenchment in unemployment insurance benefits. Our Multiple Correspondence Analysis (MCA) of the two policy domains captures the multi‐dimensionality of the decommodification and defamilialization concepts and visualizes welfare state developments over time in a Cartesian space. This dynamic analysis provides us with a nuanced understanding of welfare state regime stability and change.  相似文献

Titmuss's Social Division of Welfare (SDW) thesis is a vitally important but much neglected element of social policy analysis. This article seeks to explore the SDW, with a particular focus on fiscal welfare. Fiscal welfare has been described as forming a hidden welfare state, and while taxation is one of the main ways in which governments affect the lives of citizens, studies of welfare pay remarkably little attention to its impact. Fiscal welfare is examined by using, as an exemplar, local taxation in England, a subject that itself is neglected within social policy. Local taxation in England is of interest because it illustrates the impact of a system of taxation on different groups of citizens, and how this can operate to the benefit of rich over poor citizens. This is because the current system is highly regressive, meaning that those on low and middle incomes spend proportionately more of their income paying the tax than do those on high incomes. What is of further interest is how within the debate about reform of local taxation, concern with regressivity becomes obscured and ceases to be the focus of attention. We are thus provided with an example of how fiscal welfare remains a hidden issue. The article concludes by arguing that social policy analysis needs to move beyond the narrow confines of social welfare and develop a broader understanding of welfare, based on the SDW.  相似文献
