Is Work-Family Policy Use Related to the Gendered Division of Housework?   总被引:6,自引:6,他引:0  
Researchers have proposed that work-family policy use may either reinforce or challenge the existing gendered division of labor within couples, but results from prior studies have been inconclusive. Using data from a regional survey of work and family life, we extend this research by focusing on how housework is divided within couples and by differentiating between traditionally female- and male- typed housework tasks. Results show that among dual-earning women, policy use is not related to share of female- or male-typed tasks. Among dual-earning men, policy use is positively related to share of female-typed tasks and negatively related to share of male-typed tasks. These findings suggest that work-family policy use does not reinforce the gendered division of housework.

This study considers the relationship between social supports and employment and how this relationship may differ for Hispanic, non-Hispanic Black, and non-Hispanic White unmarried mothers with young children. Using data from the Fragile Families and Child Wellbeing Study, this article examines how various perceived and received social supports influence later employment outcomes. Multinomial regression analyses indicate that family, individual, and family background supports promoted employment while community supports were associated with lower employment levels. Race-specific analyses indicate that supports were related to employment to a much greater extent for Hispanics and non-Hispanic Blacks than for non-Hispanic Whites. Results suggest that unmarried mothers’ unique needs and supports must be taken into account to accommodate employment.

Analyses of data from the 2000 US Census show that the gender pay gap differs by sector of employment and according to the part of the earnings distribution that is considered. The gender pay differential in the private sector in the US does not display either the glass ceiling or sticky floor effects that have been reported for many other countries. The government sector is, however, characterized by a distinct sticky floor effect in the female–male pay differential. Regardless of the sector of employment, females have lower hourly rates of pay than men across the entire earnings distribution.

This article presents a simple conceptual framework integrating three couple-related outcomes analyzed in this volume: wage differentials in earnings related to couple formation, household formation (including cohabitation and registration as Registered Domestic Partnership), and intra-household allocation of income. Discussions about the role of paid employment in high school students’ lives usually involve untested assumptions about historical trends in the frequency, intensity, and selective nature of students’ employment behaviors. Using several nationally representative data sources, we find few changes in rates of employment or hours worked per week among adolescents since 1940 or among students since 1980. We observe important changes in recent decades in racial/ethnic and gender differences in employment and intensive employment. Finally, we observe that the relationship between students’ intensive employment and high school completion has been stable and persistently significant since the late 1960s.

This paper investigates the channels through which maternal employment affects childhood obesity. We use time diaries and interview responses from the Child Development Supplement of the Panel Study of Income Dynamics which combines information on children’s time allocation, children’s BMI, and mother’s labor force participation. We find some evidence that supervision and nutrition play significant but small roles in the relationship between maternal employment and childhood obesity. Although the difference in the effect of maternal employment varies by mother’s education, we find few differences in the mechanisms by mother’s education.

The relationship between minimum wage increases and youth employment is investigated using county-level data and spatial econometric techniques. Results that account for spatial correlation indicate that a 10% increase in the effective minimum wage is associated with a 3.2% decrease in youth employment, a result that is 28% higher than the corresponding estimate that does not control for spatial correlation. Thus, estimates that do not take into account spatial correlation may significantly underestimate the negative effect of the minimum wage on teenage employment. Improperly controlling for factors that vary systematically over space can lead to incorrect inferences and misinform policy.

We test the hypothesis that in an economic recovery, unionization negatively affects job creation. We examine state-level job growth following two recent recessions, those with troughs in November 1982 and March 1991. In the five years following the troughs, we assess whether variations across states in union membership and right-to-work laws affect the rate of job growth. We find evidence that links union influence to slower job growth during an economic recovery, a finding consistent with previous studies reporting that unions negatively affect average employment and employment growth.

Increased demand will intensify pressures for informal caregiving, especially for sandwiched caregivers. Using 1999, National Long Term Care Survey data, we contrasted socio-demographic statistics, care environments, activities of daily living (ADL) and instrumental activities of daily living (IADL) assistance, life quality, and employment burden of sandwiched versus non-sandwiched parental caregivers. Regression analysis explored variables influencing caregiving hours, employment accommodation, stress, strain, time for self, social life limits, free time, and excess burden. We found no differences in caregiving hours, no greater labor force accommodation, but lower quality of life among sandwiched caregivers with more than they can handle, but they undertook parent care despite quality of life reduction. Uniquely, the research indicates sandwiched caregivers’ employment mitigates stress, strain, and burden and supports policy changes providing more supportive workplace environments.

Proponents of state and federal minimum wage increases argue that past minimum wage hikes have not adversely affected retail employment. However, the existing empirical evidence is mixed. This study uses monthly data from the 1979–2004 Current Population Survey to provide new estimates of the effect of minimum wage increases on retail employment and hours worked. The findings suggest evidence of modest adverse effects. A 10% increase in the minimum wage is associated with a 1% decline in retail trade employment and usual weekly hours worked. Larger negative employment and hours effects are observed for the least experienced workers in the retail sector. These results are robust across a number of specifications, but are sensitive to controls for state time trends.

Plurality rule is mostly criticized from being capable of choosing an alternative considered as worst by a strict majority. This paper considers elections in which the agenda consists of potential candidates strategically choosing whether or not to enter the election. In this context, we examine the ability of scoring rules to fulfil the Condorcet criterion. We show for the case of three potential candidates that Plurality rule is the only scoring rule that satisfies a version of the Condorcet criterion in two cases: 1) when preferences are single-peaked and, 2) when preferences are single-dipped.

The current crisis of neoliberalism is calling into question the relevance of key international institutions. We analyze the origins, nature, and possible impacts of the crisis through comparing two such institutions: the International Monetary Fund (IMF) and the World Trade Organization (WTO). Both originated in the post-World War II U.S.-led hegemonic order and were transformed as part of the transition to global neoliberalism. We show that while the IMF and the WTO have been part of the same hegemonic project, their distinct institutional features have put them on significantly different trajectories. Historical differences in the two institutions’ systems of rules have placed the IMF in a more vulnerable position than the WTO, which provides clues to the future contours of global economic governance.

Drawing on 1 year of ethnographic fieldwork in Los Angeles, this article examines how Latina nannies create workplace solidarity in a public park. This article reveals how nannies use public spaces in the neighborhoods in which they work to establish ties similar to co-worker relations in other settings. This paper demonstrates how nannies create a community at the park by incorporating park staff into their activities, reinforcing group values such as sharing and reciprocity, and distinguishing themselves from their employers. Adding to previous research which highlights the atomization and stigmatization that comes with domestic employment, this article shows how nannies create co-worker relationships that are buffers against unfavorable job conditions such as solitary work settings and unappreciative employers.

Current research has determined that a larger percent of social workers and other counselors are affected by PTSD types of symptoms when working with traumatized clients than the general population. While much of this research addresses workers in specific trauma areas like sexual assault centers or child welfare agencies, little specific thought has been given towards the special stress that working with Substance Abuse Disorders (SA) and trauma may present. This paper takes a brief look at the issues of vicarious trauma and compassion fatigue with SA practice and describes future investigation pathways toward this goal.

We present a general framework to study the project selection problem in an organization of fallible decision-makers. We show that when the organizational size and the majority rule for project acceptance are optimized simultaneously, the optimal quality of decision-making, as determined by the decision criterion, is invariant, and depends only on the expertise of decision-makers. This result clarifies that the circumstances under which the decision-making quality varies with the organizational structure are situations where the organizational size or majority rule is restricted from reaching the optimal level. Moreover, in contrast to earlier findings in the literature that the hierarchy and the polyarchy are generally sub-optimal structures, we show that when the size, structure and decision criterion are simultaneously optimized, the hierarchy and the polyarchy are in fact the only possible optimal organizational structures when decision-making costs are present.

Family size is the outcome of sequential decisions influenced both by preferences and by ongoing changes in the environment where a family lives. During the last two decades, the gap between the number of children women prefer and their actual fertility has widened in Spain. The paper uses the 1985 and 1999 Spanish Fertility Surveys to study whether the tightening of the labor market and worsening of economic conditions in Spain during the last 20 years are important determinants of this change. I find that women facing high unemployment rates in their mid-twenties tend to restrict their fertility below their ideal level. Among women in the labor force, the stability of a public sector job lessens the difficulties of balancing employment and family and of achieving preferred fertility. Temporary contracts work in the opposite direction. Findings are robust to the inclusion of controls for within-couple discrepancies in either preferences or religious affiliation.

This article describes the Therapeutic Palette approach to couple therapy. The Palette is organized in terms of three domains: Time Frame (past vs. present vs. future), Degree of Directiveness, and Change Entry Point (emotions, thoughts, behavior, physiology), and assists clinicians to draw from different schools of therapy in a flexible and purposeful way. In contrast to more structured, sequential approaches to integrative therapy, the Therapeutic Palette is designed to allow shifts among different theories and practices within one session. A detailed case vignette illustrates the approach.
