Central to the controversy over ritual (satanic) child sexual abuse have been claims concerning agency ‘diagnoses’ of cases. Specifically, it has been alleged that agency findings of ritual abuse have been erroneous and are the product of poor practice. There is, though, little systematic information regarding agency assessment of suspected ritual abuse cases. This paper presents two cases where there was evidence both of child sexual abuse and ‘ritual’ but where agencies adjudged that these aspects occurred independently of one another and were not indicative of ritual child sexual abuse. The existence of these cases underlines the need for a broader and more balanced debate in respect of ritual abuse in general and the agency handling of these cases in particular. To examine the intergenerational transmission of abuse, the study compared 25 mothers whose child had been under the supervision of the child protection services (CPS) with 25 mothers who had had no contact with the CPS. The groups were compared with respect to their own self‐reported childhood abuse, their abuse of their own child and punitiveness. The data were gathered using interviews and files. There were no significant differences between the groups in self‐reported childhood physical abuse, but the CPS mothers had experienced more childhood psychological abuse, especially rejection, accusations, terrorizing and corrupting. The groups did not differ in the self‐reported physical or psychological abuse inflicted upon one's own child. In the total sample of 50 mothers, hierarchical regression analyses showed, however, that the mothers' childhood abuse experiences predicted their abuse of their own child. Punitiveness was best predicted by maternal childhood psychological abuse. The results thus provide evidence for the cycle of abuse model. Copyright © 1999 John Wiley & Sons, Ltd.  相似文献

When the authors of this article undertook a study into the way the Australian legal process managed child abuse allegations in custody and access disputes following partnership breakdown in de facto and legal marriages, they encountered what they came to think of as ‘the child abuse and divorce myth’. The myth centred around a belief that child abuse allegations made during or after partnership breakdown were weapons fashioned to gain advantage in the marital war. Therefore, they were not real; therefore, they should not be taken seriously. Despite little previous research, these views were strongly held by both families and professionals. The article examines the myth, believed to be an international phenomenon, and shows, in detail, how the study's findings do not support it. In fact, the findings from this unique study contradict the myth in its totality and in its specific aspects. Thus, it is argued that the myth should be abandoned and a new knowledge base for professional intervention that recognizes the reality of this problem be adopted instead. As a result of the study, a new specialized intervention program for children involved in residence and contact disputes where child abuse was alleged is being trialled in the Family Court of Australia. Hopefully, the introduction of further intervention programmes based on the reality of child abuse in these circumstances rather than on the myth will follow. The investigation of alleged child abuse should be multi-professional and coordinated to minimize distress to the child and family. Much attention has focused on the joint interview process, with less prominence being given to the medical component of the initial investigation. No standard practice exists in the United Kingdom regarding the conduct of the medical examination or in the training requirements of the doctors who perform the examination. We present a model of practice which has evolved in Edinburgh and the Lothians, drawing on the combined expertise and experience of paediatricians and police surgeons, which has operated for over 2 years; and propose a formal accreditation process for doctors who wish to specialize in the field of child abuse. © 1998 John Wiley & Sons, Ltd.  相似文献

The label ‘organized abuse’ is widely used but without an agreed meaning. An agreed definition would improve communication among practitioners and make it easier to compare the results of different pieces of research. Items classified together must possess at least one feature in common: in the case of organized abuse this is that they all involve more than one perpetrator. Some types of case for which the label ‘organized’ has been used, like those that concern children's sexual abuse in an institution or that include allegations of a ritual context, do not fulfil even this initial criterion. Some cases of institutional or ritual abuse may also be cases of organized abuse but the terms are not synonymous with each other. Domestic cases, where all the perpetrators and the victims are members of a single household, are also sufficiently unlike the paradigmatic case of organized abuse for them to be excluded from the category. The recognition that exclusion is as necessary to rigorous definition as inclusion requires making explicit what definitions are and what they are for.  相似文献

Child welfare concerns have drifted to an inappropriate focus on crisis intervention and a punitive approach to child protection intervention at the expense of community-based preventive child welfare programs. Recent attempts to divert cases from the child protection system through differentiated response mechanisms have been criticised for failing to provide access to relevant services or preventing vulnerable families from re-entering the child protection process. A tension inherent in providing both child protection and family support within the one agency is also identified as a barrier to effective service delivery. This paper discusses the value of the UK Children in Need approach as a model for enhancing support to children and families outside the statutory child protection system. Information from an evaluation of a trial implementation of the UK Children in Need approach in Victoria is used to discuss the implications for policy and practice of placing responsibility for coordinating a response based on the needs of children and their families within family support services.  相似文献

A review of the various etiological possibilities for child abuse and neglect, designed to offer an additional and different possibility. Consideration is first given to problems, namely the lack of universal definition, heterogeneous effects, and retrospective research. The probability of multifactor models is noted, and sexual abuse is given separate consideration, followed by an exploration of the existing models termed ecological, transactional, transitional, and attachment. An interactive aggression model is then offered as the new possibility. Empirical evidence for cultural and/or ethnic predispositions suggests that society can be a supporting or inhibiting factor in terms of promoting or opposing violence.  相似文献

Armed combat in childhood is a form of child abuse. It may lead to serious consequences, including post‐traumatic stress disorder. The inherent emotional abuse and acts or omissions by caregivers may cause behavioural, cognitive, emotional or mental disorder in the child. Nineteen former child soldiers were interviewed in a rehabilitation centre using a standard questionnaire. Reasons for recruitment included: volunteered (18), hatred of enemy (revenge) (5), virtue of being a freedom fighter (martyrdom) (9), as a means of supporting their family (economic) (3). One child was abducted, 7 joined for fear of the ‘enemy’ abducting them, and in 5 a family member was killed by ‘enemy’ or own group. The children were involved in manual labour (15), guard duty (15), front‐line fighting (7), bomb manufacture (5), setting sea/land mines (5) and radio and communication (2). Fifteen were trained in firearms and 14 in self‐destruction. Twelve children attempted to or did run away and 11 refused to obey orders or argued. This led to various punishments, including kitchen duty, beatings, imprisonment, blackmail or death threats. A majority of the children felt sad and emotionally upset when they remembered their mother and family. Children's involvement in war, whatever the ‘justifications’ may be, should always be considered as forced, as they cannot truly comprehend their action in war. The responsibility must be taken by the adult caregivers. The following definition of the abuse of children in armed conflict is proposed: ‘The involvement of dependent, developmentally immature children and adolescents in armed conflict they do not truly comprehend, to which they are unable to give informed consent, and which adversely affects the child's right to unhindered growth and identity as a child’. This paper describes the Child Protection Service, Flinders Medical Centre, South Australia, a specialist assessment service for infants, children and adolescents following allegations of abuse and neglect. The psychosocial and medical services provided for infants, children, adolescents and their families are outlined briefly and the Child Protection Service's view that the assessment process can and needs to be therapeutic is discussed. Data was provided about the age and gender of infants, children and adolescents seen and the number of families referred on for longer-term therapeutic intervention. The unit's philosophical stance, affecting its clinical practice and interagency and consultation service, is described, as is its research focus. The paper also raises a number of issues that warrant further and detailed attention. These include the need for workers to monitor and attend to their emotional responses while working in the area of abuse and the destructive potential of denial that may consequently and subtly impact on professional practice. The tendency for professionals and the wider society to ignore the impact of physical abuse is also raised.  相似文献

The last ten years have witnessed a significant shift in the police response to investigations of child abuse. One of the most ‘visible’ manifestations of this shift has been the establishment of specialist units where children can be interviewed, medical examinations conducted and, in some cases, overnight accommodation made available to children and their non-abusive carers. The history of these units in Scotland is summarized in this article, together with a brief outline of their remit and some of the current issues facing them. A closer examination of the way in which Scottish units have responded to the issue of joint child abuse investigations with social workers is made, drawing on evidence from research conducted in Scotland.  相似文献

This study investigated child welfare practitioners’ ratings of the severity of parental discipline practices. Ratings varied by the type of act, age of the child, and by chronicity. Exploratory investigation into changes across time found that current practitioners (N = 27) rated several practices (e.g. spanking and shaking) as more severe than did professionals (N = 24) sampled in 1977. Results underscore the complexity of defining child maltreatment and offer implications for practitioners, applied researchers, and child welfare policy makers.The authors Stephen D. This paper reports on the factors influencing decision‐making for a group of 10 South Australian community nurses in cases of suspected child abuse. Each nurse participated in a structured interview. The data were organized into themes, using the computer program NUD*IST. Factors having an impact on the nurses' decisions to report included: the type of suspected abuse, making moral judgements and decision‐making, the consequences of reporting, and the impact versus the outcomes of reporting. Most significantly, the community nurses based many of their decisions on their estimation of the kind of intervention likely to be undertaken by children's protection services. Undertaking interview‐based research with victim/survivors of child abuse can be difficult and challenging for researchers. Much has been written about the impact of research on participants, but researcher effects are less explored. This paper reviews the literature on sensitive interview‐based research and child abuse research. The theoretical underpinnings of researcher trauma are outlined and challenges identified and related to child abuse research using researcher reflections from the authors' interview‐based research with children who have been abused and young mothers who were sexually abused in childhood. This study investigates the prevalence of emotional abuse of elite child athletes by their coaches in the UK. Previous research has focused primarily on the parent–child relationship, with little attention given to date on the sports environment. Participants were 12 former elite child athletes who competed as internationals in their respective age groups. All participants had been identi?ed as elite athletes between the ages of 8 and 16 years (M = 13.1 yr, SD = 2.4 yr) and had competitive careers of between 6 and 10 years. Participants were from the sports of diving (N = 2), football (N = 3), gymnastics (N = 4), hockey, netball and track and ?eld athletics (N = 1 each). The study was a retrospective analysis of their experiences as elite child athletes. (Age at interview: M = 22.9 yr, SD = 0.9 yr. male = 4, female = 8.) Thus, participants were re?ecting on experiences from about 10 years previously, so their responses represented the residual impact of their experiences that had survived over this period. Data were collected using semi‐structured interviews and response‐coding techniques. Abusive behaviours were categorized under eight headings: belittling, humiliating, shouting, scapegoating, rejecting, isolating, threatening and ignoring. Results showed that all (N = 12) of the participants reported experiencing belittling and shouting by their coach, nine athletes reported frequent threatening behaviour, nine reported frequent humiliation, seven reported scapegoating, six reported rejection or being ignored and four reported being isolated when they were elite child athletes. All participants reported that the behaviour of their coaches changed and became more negative after they were identi?ed as elite performers. Participants reported feeling stupid, worthless, upset, less con?dent, humiliated, depressed, fearful and angry as a result of the behaviour of their coaches. This paper examines the media coverage of preventing child sexual abuse. It draws on a content analysis of all press and TV news coverage about child sexual abuse that appeared in the UK during a complete 12-month period. The findings demonstrate that the bulk of the coverage was case-based, for example focusing on the Orkney case. There was very little opportunity for broader discussion of general issues of concern, including how sexual assaults against children might be prevented. The coverage of ‘prevention’ which did exist drew on a very narrow range of debates and was disproportionately concerned with abuse outside the home (abductions by strangers, or abuse within institutions such as schools or children's homes). Discussions about prevention were dominated by reactive news stories generated by particular ‘scandals’. The coverage was also largely drawn from a small constituency of official source agencies (such as government officials, court proceedings and police statements). There were few attempts to address the broader social conditions which might facilitate or inhibit sexual violence or to examine explicitly political analyses of the problem. The paper argues for a more diverse discussion about ways of preventing sexual violence against children, especially assaults by fathers, uncles, brothers and friends of the family. This demands close attention to the ways in which the mass media operate, as well as the priorities of source agencies. The paper points to factors within news production practices which both obstruct and facilitate debate about prevention and concludes by suggesting strategies to promote this issue as a vital part of the public agenda.  相似文献

Over the past 40 years, considerable progress has been made in our understanding of the aetiology and processes of child abuse. This understanding has been based within two scientific paradigms: the psychodynamic and sociological models. More recently, both strands have been incorporated in a more comprehensive ‘ecological’ paradigm. This presents child abuse as occurring within the context of the child's environment at different, nested levels. The ecological paradigm is currently the most comprehensive model we have for understanding child abuse, providing a systematic framework in which to conduct both research and child protection practice. This paper begins by describing the nature and use of scientific models in both research and practice. Three levels of models are outlined: working models, paradigms and worldviews. The paper then goes on to consider how models are used in our understanding of child abuse, focusing on three major paradigms (sociological, psychodynamic, ecological). The ecological model or paradigm is then described in detail, expounding the four different levels within it. The uses and limitations of the ecological model are discussed in relation to both research and practice. Finally, some practical suggestions are provided for the reader to creatively apply this understanding at a personal and professional level. Copyright © 2001 John Wiley & Sons, Ltd.  相似文献

Abstract

This paper explores the agenda-setting role of the media in child abuse, citing local and international examples. The author argues that much media coverage of child abuse promotes a conservative, pro-family political agenda, offering a narrow individualistic/legalistic view of child abuse as opposed to a broader structural definition. This conservative agenda is particularly reflected in media hostility to social workers involved in child abuse cases. Attention is drawn to the major manifestations of this criticism, and to some of the reasons why social workers experience disproportionate media censure. Suggestions are then made regarding the potential for a more effective and pro-active social work response.  相似文献

Thirty child abuse prevention programme evaluation studies were selected according to a set of methodological criteria following an extensive manual and computer literature search. Targets for intervention in 17 studies were children; in three parents; in four teachers; and in six studies multisystemic programmes were evaluated where some combination of children, parents and teachers was targeted for intervention. From a review of the 30 studies, it was concluded that child abuse prevention programmes can lead to significant gains in children's, parents' and teachers' safety knowledge and skills. Best practice guidelines arising from the review include the use of multisystemic programmes; child‐focused curricula which cover a wide range of safety skills and concepts; and the use of didactic instruction and discussion, video modelling and active behavioural skills training techniques in programme delivery. The curricula for parents' and teachers' programmes should cover child protection issues and local child protection procedures along with an overview of the children's programme lesson plans. Longer programmes conducted by trained staff are preferable and such staff may include teachers, parents, mental health professionals and law enforcement officers. This paper reports the results of a scoping study that reviewed research about child abuse, child protection and disabled children published in academic journals between 1996 and 2009. The review was conducted using a five stage method for scoping studies. Several studies have revealed a strong association between disability and child maltreatment, indicating that disabled children are significantly more likely to experience abuse than their non‐disabled peers. Those with particular impairments are at increased risk. There is evidence that the interaction of age, gender and/or socio‐cultural factors with impairment results in different patterns of abuse to those found among non‐disabled children although the reasons for this require further examination. It appears that therapeutic services and criminal justice systems often fail to take account of disabled children's needs and heightened vulnerability. In Britain, little is known about what happens to disabled children who have been abused and how well safeguarding services address their needs. Very few studies have sought disabled children's own accounts of abuse or safeguarding. Considerable development is required, at both policy and practice level, to ensure that disabled children's right to protection is upheld. The role of disclosure on psychological well-being of adolescents with child sexual abuse experience was investigated in a subsample of 74 disclosers among 800 adolescents recruited in the community in Hong Kong. The results supported that CSA experiences have differential impact on adolescents’ psychological well-being. Family characteristics of the disclosers accounted for only a small amount of the variance in an array of psychological well-being measures. CSA characteristics were robust predictors of disclosers’ sexual eroticism and externalizing behavioral symptoms. Disclosers’ cognitive appraisal of CSA experience and quality of parental attachment were strong predictors of their self-esteem and internalizing behavioral problems. After controlling for the aforementioned factors, negative disclosure experience still significantly predicted lower self-esteem, higher sexual anxiety, more internalizing behavior, and more severe post-traumatic stress disorder responses. Research to understand the factors that generate negative disclosure experiences is needed for developing effective intervention strategies to mitigate the negative consequences of disclosure.  相似文献
