The goal of the social work reform process was to provide a generic framework and single professional body within a broad conception of generic social work. However, debates about the role and nature of social work continue to exist. This paper explores whether contemporary child and family social work is inclined at times to make use of a less humane social work practice with families and children. The policy context and the culture of child and family social work are considered. Implications for social work education are identified. The key message of this paper is twofold. There is a tendency in contemporary child and family social work to become synonymous with a particular version of child protection. The type of child protection adopted tends to be authoritarian with at times a limited consideration of the humanity of parents and adult carers in particular.  相似文献

This paper revisits core family support messages for social work practice in working with children and families, linking to findings from high-profile child protection cases in the UK and the Republic of Ireland. Drawing on a comparative study where these identified practice messages were explored through the lens of testimony of family support workers in the UK and Ireland, these core messages are examined. Operating with hard-to-engage children and parents, we hear how families and family support worker colleagues now view the core functions of child and family work across both jurisdictions (Ireland and England). The authors argue that by naming a more detailed set of practices that are deemed as most useful by families, based on the benefits and challenges of intensive family support work, key messages arise that have major resonance for social work and multiagency practice into the future. A basic message from this study is that valuable lessons on engagement and intervention with families can be drawn for professionals by examining the practice elements of this group of paraprofessionals in the child and family arena. This paper adds to debates on the role of support and intervention in social work and family support work.  相似文献

European welfare states have substantial provision to ensure that children are brought up in conditions that meet the articles of the United Nations’ Convention of the Rights of the Child. In our analysis of two preventable deaths in Germany and England, we focus primarily on Article 18, which directs states to ensure that there is adequate provision to support parents in their responsibilities, and Article 19, which ensures children’s safety and protection. We outline the legal framework, which existed at the time of two child deaths: Kevin from Bremen and Peter in London, both young children who were subject to formal state supervision and oversight. The events – including the press response, their aftermath and the subsequent changes to social work practice through legislation and guidance will be examined. Our subsequent analysis will evaluate the extent to which events altered the balance between Articles 18 and 19 in the two countries, and the extent to which a Children’s Rights approach in this area offers new insights. The analysis will suggest that a rights-based approach offers some benefits for a comparative framework and understanding child and family social work, but also that it is not without some difficulties.  相似文献

ObjectiveThis article describes empirical results of the views of child protection workers, parents and children along different dimensions including interpretation of engagement, approaches with families in the engagement process, collaboration and relationship, barriers and factors promoting engagement.MethodA qualitative study was undertaken of a sample of eleven child protection workers, eleven parents and eleven children in one county in South-Estonia. The study explored the participants' experiences and perspectives of the engagement, within the context of assessment in child protection practice, through in-depth semi-structured interviews.ResultsResults indicate that child protection workers demonstrate an over-reliance on expert- and deficit-based approaches, indicating a requirement for a focus on traditional social work assessment, concentrating on problems, and more investigative, coercive, and judgement-focused approaches. Both workers and parents valued the quality of relationships, emphasising trust, dialogue and support as important elements of engagement. According to children, they were not always considered as a subject in the assessment process, including their needs as the primary focus; children expressed the wish to be more heard and understood, with their opinions being taken into account.ConclusionsFindings propose that child protection workers are ‘stuck in the past’, in traditional deficit-based discourse, however families prefer ‘modern’, strengths-based perspectives.  相似文献

The involvement of parents within child and family social work has become an important research topic during the past few decades. Within this research, a lot of attention is paid to partnership, which is recognised as a dominant concept in current thinking about the parent–worker relationship in present-day practice. The debate on parent–worker relationships, however, seems to be mainly focussed on the individual relationship between the parent and the social worker. Based on a historical analysis of policy documents on a Belgian child and family welfare service, this article offers a historical and sociopolitical contextualisation of the current debate on the parent–worker relationship. The analysis reveals that sociopolitical ideas about the responsibilities of the state, the community and the private family have induced a continuous reflection on which children and parents should be seen as the most appropriate clients for a particular service, as well as an ongoing development of diagnostic instruments to legitimise inclusion and exclusion of families within child and family social work. Consequences for parent–worker relationships in child and family social work are discussed, as well as some implications for future research on child and family social work practices.  相似文献

ABSTRACT

Family victim advocates in child advocacy centers provide a valuable resource to children and parents involved in child abuse investigations. This work requires that family victim advocates be knowledgeable in such areas as child development, crisis intervention, community resources, family relationships, child welfare and criminal justice systems. Because family victim advocates provide essential services to parents and caregivers, the role requires ongoing training and education to remain current on the ever-changing complexities of working with not only the children and families but also the criminal and child protection systems responsible for investigating these cases. The current study reports the findings from a nationwide survey of family victim advocates employed in child advocacy centers related to their motivation for doing the work as well as their perceptions of their training and potential training needs. A group of doctoral students comprised the research team and worked collaboratively under the supervision of university faculty to conduct the qualitative data analysis. The findings describe the characteristics and motivations of family victim advocates working in child advocacy centers and emphasize the need for more advanced trainings that focus on skill-building and strengths-based practices utilized to support children and parents in child abuse cases.  相似文献

The research in child protection and in work with other involuntary clients suggests that the use of certain skills by child protection workers is likely to be related to positive client outcomes. In particular, effective practice involves: helping clients and client families to understand the role of the child protection worker; working through a problem‐solving process which focuses on the client's rather than the worker's definitions of problems; reinforcing the client's pro‐social expression and actions; making appropriate use of confrontation; and using these skills within a collaborative client/worker relationship. This study attempts to identify the extent to which child protection workers make use of these skills and how these skills relate to client outcomes. Data were sought through 50 interviews with child protection workers and 282 interviews with family members. The child protection workers provided information about 247 client families. It was clear that when workers used the skills, their clients had better outcomes—the workers believed their clients showed better progress, the clients were more satisfied with the outcomes and the cases were more likely to have been closed 16 months later. This paper explores the potential contribution of forgiveness therapy to the treatment of minor children who have experienced the adversities associated with parental incarceration. Theoretical perspectives on the imprisonment of parents and on forgiveness, and a survey of existing forgiveness therapy (FT) models points to the utility of this therapeutic modality. DiBlasio’s family based conjoint model of forgiveness therapy is delineated and case illustrations of its application with children of incarcerated parents are presented. The possibility of forgiveness therapy facilitating successful family reentry is discussed, along with important limitations and contraindications of FT with youngsters whose parents are involved in the criminal justice system. Implications of forgiveness therapy for the field of practice of child and adolescent social work are considered.  相似文献

This paper presents a way of thinking about and doing child protection work using community development (CD) principles to guide practice. It suggests that a useful addition to CD can be found within the rights of the child provisions in Human Rights conventions. Using examples from the authors' three countries to illustrate the work that practitioners do in their work with children at risk, we argue that social work practice can be enhanced by the inclusion of these principles and practices which are essentially core generic social work practice. However, much of social work with the protection of children is bound by ‘risk’ perceptions which result in investigatory approaches being used as a first action, often to the exclusion of preventive approaches. This article demonstrates that in very different situations from different environments, CD in concert with the principles of the rights of the child can assist good outcomes with children at risk. A model is presented for unifying the worldview of human/children's rights with social work's core concern, the protection of children, using generic social work skills.  相似文献

Relationship-based social work practice with Australian Indigenous families, within an anti-oppressive framework, is considered effective in child protection work. However, procedural and legalistic approaches to child protection, as well as limited cultural competence, can limit the capacity of workers to develop relationships and take action that empowers vulnerable Indigenous families and communities to care safely for their children. This qualitative study, conducted in Australia, examines the inter-relationships between practitioners, agencies, families and community members expressed in day-to-day child protection practice with Indigenous families. There were tensions and constraints on relationship-building between practitioners and clients, between Indigenous and non-indigenous practitioners, and between government and non-government agencies. The findings support arguments to re-value and strengthen the concept of relationship-building as a foundation for practice. All practitioners must have greater support to build the culturally respectful relationships required for positive change, and more scope to work in partnership with families.  相似文献

This paper examines local authority social workers' decision‐making when considering referrals of children, where the concerns are on the margin of child protection procedures. In doing so, it describes the findings of a qualitative research study undertaken in the policy context of attempts to ‘refocus’ social work practice in the late 1990s and early twenty‐first century. Data collection involved interviews with social workers and parents in 23 cases. Conclusions are that referrals were evaluated on the basis of five key factors, specificity, severity, risk, parental accountability and corroboration, the use of which determined whether an initial assessment or an investigation of alleged abuse took place. The analysis builds on previous work in the child protection field, but demonstrates how the application of these factors differs between cases of child concern and cases of child protection. Policy implications concern the complexity of decision‐making in the uncertain context of limited referral information and it is proposed that the simplistic notion of a continuum of abuse is now outdated. A case example is used to illustrate how powerful a child abuser may become; where a complex hostage-type relationship develops between family members and is then extended to include the child protection worker. One consequence of this is the increased risk of re-abuse of the children. To establish this relationship the abuser uses a number of techniques such as violence, intimidation, isolation and unpredictability. In the case presented, the three children were subjected to ongoing severe abuse, although the child protection agency had known the family for 10 years. The children often denied and hid the abuse, and the child protection workers were left largely unsupported by other professionals and often appeared to comply with the wishes of the abusing parents. © 1997 by John Wiley & Sons, Ltd.  相似文献

Among sociologists of the family, there has been relatively little attention paid to child adoption. When it is mentioned, many characterize the process as a universal family form. The goal of this review is to complicate this subject by disaggregating adoption into three different market segments: foster care, domestic, and transnational. Specifically, the paper argues that adoption is an assortative process that stratifies parents and children. Of the members of the adoption triad (e.g. the birthmother, adoptive parent(s), and adopted child), prospective adoptive parents possess the greatest degree of choice when deciding which market segment to pursue. However, their options are often tempered by strict eligibility requirements and financial restraints. Drawing broadly on the extant sociological and child welfare literature, the bulk of the review is devoted to identifying and analyzing how these social forces funnel parents and children into forever families. I pay particular attention to the demographic profiles of children and adoptive parents, including how transracial adoption factors into foster care, domestic, and intercountry adoptions.  相似文献

Abstract

The article presents an empirical exercise about predictions in child welfare. In the exercise, social workers imagined letters which they could receive from a child and his/her parents in five years’ time. The children had been in care for one year at the moment of letter-writing. When the social workers wrote the imaginary letters, they used their professional imagination, based on practice knowledge and experience, and were involved in a role-play. The analysis of the letters (34 from ‘children’ and 33 letters from ‘parents’) demonstrates four themes shared by the letters: ordinary life, family contacts and return home, social problems as shadows and assessment of the placement. Two narratives were performed: the narrative of future of ordinary life and that of the troubles. It is suggested that imaginary letters are helpful in highlighting practitioners’ sense of the future, professional imagination as well as the empowering and critical points in practice.  相似文献

This paper is based on analysis of data collected for a study, commissioned by the Scottish Government, which examined child protection work with disabled children. At a conceptual level, the paper draws on Goffman's frame analysis and on different models of disability. Focus groups were conducted with five Child Protection Committees (40 individuals) and semi-structured interviews with a further 21 practitioners from social work, education, health services, third sector organisations and the police. The findings show that, for various reasons, abuse of disabled children may go undetected. Where it is suspected, effective action does not always follow, for example, where practitioners over-empathise with parents. When child protection work is undertaken, disabled children may remain relatively invisible in terms of participation and professional focus. It is suggested that the ways in which practitioners and managers “frame” disabled children has implications for how abuse is responded to and how well these children are protected. Participants also “framed” disability in different ways, and it is suggested that a social relational model seems particularly applicable. In conclusion, in many respects disabled children experiencing abuse may remain absent from or to some extent hidden within child protection services in Scotland. While some creative work is taking place, considerable changes are required to make child protection services accessible to all disabled children, sensitive to their needs and respectful of their rights.  相似文献

This study aimed to examine, first, the extent to which variations in family and school social capital can be explained by child's differing socioeconomic and demographic background and school characteristics; and second, the extent to which family and school social capital in combination might be associated with variations in child subjective well-being in Shenzhen, China. This study was a cross-sectional survey design, using stratified random sampling. A total of 1306 sixth-grade primary school children and their parents were drawn from 16 schools, and a self-administered questionnaire was used. The results suggested that gender difference, the only child status at home and hukou status had impacts on family and school social capital accrued among primary school children in Shenzhen. There were also links between child's perception of connectedness to their parents, peers, and teachers, and their positive child subjective well-being.  相似文献

This multiple case study responds to the need for process and effectiveness studies in mental health social work practice through providing an in-depth analysis of the operationalisation of the reframing technique from a psychodynamic perspective. The practitioner–researcher studies (1) the way reframing (theory) is applied in the work with the parents of six latency aged children suffering from child separation anxiety disorder (practice) and (2) the effects of the technique on the parents and their relationship with the child. Reframing provided relational meaning and accordingly modified the parental ambivalence to bring the child for assessment, the parental inability to set boundaries on child aggressive behaviours, the parental child overprotection behaviours, the separation anxiety symptoms of the child, the parental phobic anxiety, the emotionally painful parental psychosocial histories, and the parental couple relationship problems. The study establishes that the concept of reframing is worth further exploration in mental health social work practice.  相似文献

The current debate about the balance between child protection and family support, informed by the publication of a sequence of government sponsored research studies, tends to focus on the investigative stage of child protection relating to Section 47 of the Children Act 1989 and contrasts this with the less stigmatising approach of assessment and support to the families of children in need under Section 17 of the Act. Little attention has so far been paid in Government documents and guidance to the child protection process after the initial investigative stage. The work of the core group, set up by the child protection conference when a child's name is placed on the register, is, however, the main vehicle for the implementation of the plan to protect the child(ren) at risk in a family and marries the twin strands of protection and support.

Because of the pressures on training and staff development sections of Social Services Departments, as well as on academic institutions offering social work courses to meet the mandatory requirements of CCETSW and of the Training Support Programme, training and education relating to core groups have been afforded low priority in most authorities and universities.

Research suggests that there is great potential for prevention, for family support and for positive work with children and their families in this area of work. A recent national conference suggested models for progressing good practice. A pre-conference questionnaire was completed by conference participants and is to be extended to all local authority Social Services Departments to collect information on current practice and procedures.

Training Issues include the following:
  • 1. partnership practice with both family members and professionals;

  • 2. communication with children and young people and other family members;

  • 3. power and issues of difference;

  • 4. clear and detailed planning, monitoring and review;

  • 5. user perspectives.

Some examples of professionals' and service users' views will be given as well as suggestions for a framework and strategy for training in this area.  相似文献
