In responding to victims of child sexual abuse, considerable attention has been given to multidisciplinary collaborative response teams. Recent evidence, however, suggests that team members may be divided by differences in attitudes towards victims and offenders and about the causes and consequences of abuse. This paper draws on a larger study of the various professionals who make up one child abuse response system in Newfoundland, Canada. In particular, the paper focuses on social workers, teachers and the police, and their views about the characteristics and credibility of sexual abuse victims, and the extent to which they attribute to the victim some responsibility for the abuse. Data for the study were collected in two stages: key informant interviews; and a survey of social workers, teachers and police. The analysis includes an interpretation of the role of gender, professional group membership and experience with cases. The most striking finding is the extent to which the child's age and behaviour appears to influence differentially attitudes about the victims' credibility. These differences complicate multidisciplinary collaborative initiatives since it would appear that those with the least real case experience, and the least knowledge about the relationship between abuse and behaviour, are the ones most likely to be the first point of contact for reports or disclosures.  相似文献

Professions functionally define a field by the types of behaviors or circumstances to which they direct their attention and efforts. For psychology and mental health professionals concerned with child maltreatment, child sexual abuse has been the dominant interest over the past two decades and has been virtually synonymous with child maltreatment within psychology. This is discrepant from the broader scope of child maltreatment, as seen both in child welfare populations and in the general population. In child welfare, sexual abuse is an important but nonetheless relatively less frequent issue. Child neglect and physical abuse dominate child welfare caseloads, and historically always have. The disconnect between the interests of mental health professionals and child welfare appears to be waning, both in terms of dialogue within psychology and apportioning of research resources. This article examines what this emerging change may mean for practice and research in terms of the changing nature of populations involved, different types and locations of services, different roles and new multidisciplinary alliances.  相似文献

Most sexuallyabused children still do not disclose the fact that they arebeing abused and it has been argued that new ways of approachingthe problem of child sexual abuse are needed. A study was madeof the policy development work being carried Out by the children'scharities and by survivors' organizations in this area. Individualsurvivors were also questioned as to the type of help they neededwhen children to enable them to end or escape the abuse. Itemerged that, in the main, the charities espouse pathologized/legalisticsolutions to the problem of child sexual abuse. In contrast,survivors' organizations tended to adopt a view of the problemwhich challenges societal attitudes, male sexual socialization,and the labelling of victims as passive and damaged. This articleattempts to find explanations for why these different approacheshave been taken and examines the implications for policy developmentin this area. It concludes that social workers and the children'scharities could benefit considerably from greater collaborationwith both survivors and survivors' organizations.  相似文献

Summary The sexual abuse of children by persons who work with them -institutional abuse - is a focus of major concern among policymakers, practitioners and the public. Despite this, knowledgeabout it remains limited. This paper presents findings froma study of institutional abuse cases referred to social servicedepartments or the police in eight local authority areas. Whilesuch cases were relatively uncommon and constituted a smallproportion of all child protection referrals, some involvedlarge numbers of victims and abusers. Institutional abuse casesin the present study shared some characteristics with the majorityof (intrafamilial) abuse cases, but there were also importantdifferences, such as the proportion of male victims and theextent to which abuses used techniques of targeting and entrapment.Contrary to media representations, the institutional abuse reportedhere was not just a problem of children's homes, social workor the public sector, but occurred in a wide variety of settingsand sectors and was perpetrated by a range of occupational groups.If all children are to be protected, then policy and practicemeasures to prevent abuse need to be directed towards a muchwider range of institutions.  相似文献

A report of child sexual abuse leads to a multi-agency investigation that often reveals other maltreatment and dysfunctional behaviors within the family. Due to recent developments in this field, the emphasis of the investigation has shifted to the child’s history rather than information from the parent or accused, or the presence of injuries. In the last 10 years Children’s Advocacy Centers have become a central component to the investigation of child sexual abuse and provide a means for long-term follow-up of referred families. The idiosyncrasies of this investigative and advocacy system have provided an in-depth view of the families of sexually abused children.Four family types emerge: safe and secure, safe and insecure, unsafe and enmeshed, and unsafe and insecure. The characteristics of child sexual abuse, the response to the child’s disclosure of abuse, and the prognosis for the child victim vary among the different family types. An innovative long-term program of wrap-around services for sexually abused children and their families provides counseling, peer activities, family mentoring, and child mentoring while tracking the symptoms and behaviors of the child victims. The identification of a child victim of sexual abuse can be a tragic crisis and an opportunity for intensive and timely intervention.  相似文献

Child sexual abuse has been a focus of concern for feminist writers for over a decade, and social work and probation practitioners are spending an increasing amount of time undertaking intervention with men who sexually abuse children. This paper uses a review of feminist literature which identifies three contested areas in the feminist discussion: theory, power and the fixity of gender, and discusses whether these debates are reflected in any way in the interventions being undertaken with men who sexually abuse children. The conclusion reached is of a distance between theory which draws on a radical patriarchal analysis of child sexual abuse and the practice of those who attempt to work with the perpetrators of such abuse. Although some workers frame their intervention in terms of a patriarchal understanding of society and of the nature of power within this – to this extent following a radical feminist approach – there is a sense in which practitioners' use of feminist theory is only partial. Thus feminist theory is often presented as unitary and there is a sense in which practitioners who say they are espousing feminism are not in touch with the subtleties of feminist analysis revealed in the literature review. In addition, the logic of the radical feminist perspective is not followed through in practice as there is evidence of a sensitivity to difference which may be aligning practitioners with a post-modern/post-structural interpretation of men's sexual violence towards children.  相似文献

Child abuse or child maltreatment has been a worldwide concern. In China, however, it receives scant attention from both academic communities and government. Chinese society has little awareness of child abuse as it is known in the West and there are apparently different conceptions and treatments of the problem. This paper attempts to delineate how the problem is now understood and treated in Mainland China. The reasons why child abuse has not yet been recognized as a social problem worthy of public concern in China are explored. It is argued that as a signatory of the UN Convention on the Rights of the Child there is a need for the Chinese government, the academic community and professionals to reflect on their conception and treatment of child abuse so as to achieve more effective child protection for all children who are victims of child abuse.  相似文献

General Practitioners are frequently the first resource for families affected by child sexual abuse, and in many places are legally required to report suspected cases to the authorities. Based on a recent survey of GP experiences and attitudes concerning child sexual abuse, the issues relevant to GP's ability to respond appropriately are analysed in terms of (a) their ability to detect occurrence, and (b) their willingness to make official reports. As children are relatively powerless, child victims of sexual abuse may be particularly dependent on appropriate protective action by the GP, and suggestions are offered for reducing the identified obstacles to detection and reporting by GPs.  相似文献

This article explores the issue of severity in relation to domestic violence and provides a number of reasons for the necessary engagement by workers with such a contentious issue. The specific role that the assessment of the risks posed by the perpetrator which has now developed in some police forces in the United Kingdom is examined, and its relevance to child welfare intervention discussed. A range of factors are identified that heighten the risks of increased violence. These include prior sexual assault; stalking and controlling behaviour; substance misuse and mental‐health problems; separation and child contact disputes; pregnancy; escalation including the use of weapons and psychological abuse; attempts and threats to kill; child abuse; isolation and barriers to help‐seeking. The ways in which perpetrator risk assessment can be used to inform the filtering of referrals to the statutory child care agency, enhance multi‐agency working, provide a structure for the assessment of the perpetrator, enhance partnership‐working with survivors (usually women) and inform the protection strategies for workers are explored.  相似文献

Action on the relationship between domestic violence and child abuse has been slow to emerge in mainstream child protection agencies. This paper reports a qualitative study of child protection files. Particular attention was given to the issues for Asian families. Initially the numerous strategies which social workers and other professionals at child protection conferences used to avoid the issue of domestic violence are explored. However, there was also a small, but emerging, pattern of child abuse in the context of domestic violence being taken seriously. In each of these cases strong expectations were placed on women to separate from or remain separated from men who were violent. These expectations were backed by 'threats' or the actual accommodation of children often with little interagency support for women undertaking this difficult and dangerous task, or before women were ready to undertake this separation. Suggestions are made about aspects of the organizational context which need to change if good child protection is also to include appropriate protection and support for the child's mother.  相似文献

Munchausen Syndrome by Proxy (MSBP) or Fictitious Illness by Proxy, the fabrication or induction of illness in a child, is a recognized form of child abuse in many countries. As such it is subject to inquiry under child protection legislation. Child protection legislation and practice guidance in Australia, the USA and most European countries requires professionals from a variety of disciplines to work together regarding the recognition, investigation and short and long-term assessment of the case. However, practitioners and managers find cases of MSBP difficult to manage at personal, professional and organizational levels. This paper identifies some of the tensions and dilemmas encountered by professionals when working with suspected cases of MSBP. Consideration is given to the impact that this has on multi-disciplinary practice in terms of working in partnership with other professionals and the family. The paper includes suggestions for promoting effective inter-agency practice to protect children who are the victims of this form of abuse.  相似文献

Mothers of children who have been sexually abused are often shamed, blamed and held guilty for their male partners' sexual perpetrations. These feelings are constrained by the dominant heteronormative discourses, institutions and systems that devalue women, that silence them and which subsequently blame women for the abuse as well as their silence. Paradoxically, the risks for mothers speaking out are reinforced by social criticism and professional response that draw on heteronormative discourses that accuse women for ‘failing to protect’ their children, for being ‘bad’ mothers or for making poor choices in their lovers. With these issues at the forefront, this paper illuminates how heteronormative discourses may operate to not only shame and blame women unable to leave their adult relationships and protect their children, but they also strengthen the perpetrator's power as strategic actors in concealing child sexual abuse. It is argued that the heteronormative discourses that reinforce women's sense of guilt obstruct professional intervention and make service engagement of these women difficult. In light of the power of discourse, the importance of combining an overlapping systems approach in which individualized client‐centred support is provided to each family member involved in child sexual abuse matters, including for the mothers in their own right, is discussed.  相似文献

Objective. This article examines gender justice at the International Criminal Tribunal for the Former Yugoslavia (ICTY) by analyzing sexual assault cases and the impact that gender composition has on sentencing outcomes. Methods. We employ regression analysis to explain the impact of male and female jurists as decisionmakers and the subsequent outcomes rendered for victims. Results. We find that gender is a determinate factor in sentencing outcomes, and that female judges have a distinctive role that varies depending on the gender of the victim in the case. Conclusion. Contrary to criticisms that the ICTY has not provided justice for victims in sexual assault cases, we find support for the exact opposite. Sentencing disparities indicate that female jurists more severely sanction defendants who assault women, while all male panels of judges do the same for male victims.  相似文献

Summary Feminist analyses of incest have revealed that this is a highlyprevalent form of sexual abuse which is perpetrated primarilyby male assailants against young girls. Feminists have focusedon incest as the expression of unequal power relations withinthe family, and demonstrated that it is more than the genitalpenetration of a young girl by her father or step-father. Thispaper examines incest from a feminist perspective and highlightsthe significance for the incest victim/survivor of the abuseof power taking place within intimate ‘family’ relationships.This abuse of power cannot be seen as anything other than abetrayal of trust which undermines the young girl's view ofherself as a sexual being and reinforces her feelings of powerlessnessand subordination. These feelings are very difficult to overcomeeven after disclosure, though dealing with them provides a cornerstonefor feminist work with incest victims/survivors. The traumatizing effect of rape and other forms of sexual assault on the victim has been documented in a variety of recent studies. The diversity of these studies with respect to their samples, data collcction methods, and measurement procedures makes it difficult to specify with precision (I) the effect of rape on adult vs. child victims, and (2) the cffect of rape vs. incestuous assault on child victims. The purpose of this research was to develop and apply a standardized assault impact assessment to a sample of victims admitted to a rape crisis treatment center. Three comparison groups compose the focus of this study: adult rape victims, child rape victims, and child incest victims. This article deals with the levels of trauma stemming from sexual assault in these groups and the implications of these findings for sexual assault treatment centers.  相似文献

Girls are becoming involved in the juvenile justice system at a remarkable rate. As a result, the juvenile justice system must become more responsive to their physical, mental, and educational needs. Many of these girls have been victims of childhood emotional, sexual, or physical abuse resulting in serious mental health problems. This article describes a psycho-educational group intervention designed for adolescent girls involved in the juvenile justice system that have been affected by childhood abuse. The intervention takes place in a residential program for delinquent girls and is a voluntary group. The psycho-education format allows for the participants to gain information about what abuse is and what the impact of abuse can be on their thoughts and actions. The group format provides a supportive environment that promotes group curative factors and mutual aid.  相似文献

For some 20 years now in the UK, assessments of the effectiveness of child protection have been carried out under the shadow of child abuse inquiries. Yet, relatively little is known about social work and matters of child life and death that preceded the first major inquiry into the death of Maria Colwell in 1973. This paper offers a socio-historical perspective on child protection and the lives and deaths of children in child abuse cases, and excavates the foundations upon which the major developments of the past two decades have proceeded. The emergence and development of a'modern' ideology of child protection, which held that it is possible and desirable for social intervention to work to protect children in time, is traced to processes that unfolded from the late nineteenth century. Statistical evidence on the numbers of children who have died in cases across the twentieth century is examined and analysed in the context of social theories of modernity and perspectives on the changing ways in which child death has (literally) been handled by professionals and knowlege about the problem managed over time.  相似文献

Abstract

Women born before 1945 are the older women of today. Many of these women were subjected to childhood physical and sexual abuse and spouse battering at a time where there were no laws to protect them and few people discussed such subjects. Some of these women became substance abusers or lived with substance abusers. While there are retrospective studies on the experiences of adult women who suffered abuse in the family, little is known about the experiences of women over the age of 60 years.

Similarly, there is information on substance abuse among young and middle-aged women, but very little information on or about older womens' experiences with substance abuse. In this study, we review the literature on abuse and substance abuse. We present three clinical cases of older women who have experienced various forms of abuse and who in turn abuse substances. The cases are analyzed. Assessment, treatment, and evaluation methods for social workers are discussed.  相似文献

Government and organizationsworking with children have done little to address possible implicationsof such research. This study explores gender differences inan expressed sexual interest in children, a history of childhoodsexual abuse, and the relationship between these two factors.A self-administer questionnaire was given to a sample of 92female and 91 male public sector child care workers. Resultsshowed a significantly higher percentage of males (15 per cent)than females (4 per cent) expressed a sexual interest in children.Females (20 per cent) were more than twice as likely as males(8 per cent) to report childhood sexual abuse. More than twiceas many men who had been sexually abused as a child (29 percent) expressed a sexual interest in children compared withnon-abused men (14 per cent), but this did not reach statisticalsignificance. In summary, this study found that a sexual interestin children is relatively common among male public sector childcare workers. Prevalence findings for childhood sexual abuseare broadly in line with other research. Experiencing childhoodsexual abuse was not related to a sexual interest in children,but this finding is based on small numbers reporting such aninterest.  相似文献

A significant portion of children living in the United States have experienced trauma. Informed by the developmental traumatology model, we explored the effects of physical abuse and witnessing intimate partner violence (IPV) on childhood trauma symptoms. This study utilizes a convenience sample of 580 high‐risk children between 3 and 12 years who received services from one‐child advocacy centre during a 12‐month period. We performed a series of binary logistic regression analyses to examine if physical abuse, exposure to IPV, and dual exposure (i.e., both physical abuse and IPV) are distinctly associated with six trauma symptoms, including anxiety, depression, posttraumatic stress (PTS), dissociation, anger, and sexual concerns. The results indicated that dual exposure was predictive of all trauma symptoms, except for dissociation. Additionally, physical abuse was associated with PTS, anger, and sexual concerns, whereas exposure to IPV was associated with depression, PTS, and sexual concerns. Research and implications for practitioners working with young children are discussed.  相似文献
