In semiconductor manufacturing, machines are usually qualified to process a limited number of recipes related to products. It is possible to qualify recipes on machines to better balance the workload on machines in a given toolset. However, all machines of a toolset do not have equal uptimes and may further suffer from scheduled and unscheduled downtimes. This may heavily impact an efficient recipe-to-machine qualification configuration. In this paper, we propose indicators for recipe-to-machine qualification management based on the overall toolset workload balance under capacity constraints. The models, deployed in industry, demonstrate that the toolset capacity must be considered while managing qualifications. Industrial experiments show how capacity consideration leads to an optimal qualification configuration and therefore capacity utilization.  相似文献

Planning theory and practice derived from corporate experience, management science and rational decision theory have had little influence on decision-making in the public sector. The political environment and organizational complexity of public decision making render conventional approaches to objective, rational, comprehensive planning of limited value in government agencies and in private corporations involved in public policy making. A more effective approach to strategic planning and management must be based on an understanding of the political dynamics through which policies are made. It must adopt a variety of styles directly related to major functions in the policy making process and use a variety of political intervention and influence techniques that facilitate the implementation of plans and policies.  相似文献

This paper reports on the design and implementation of a multi-methodology intervention intended to support a budget prioritisation decision by a multi-organisational group tasked with tackling the problem of teenage pregnancy in an English borough. The intervention approach involved the combined use of cognitive/causal mapping and a multi-criteria decision analysis method to develop and prioritise a number of projects aimed at alleviating issues associated with teenage pregnancy. The paper describes and discusses the process of developing and applying the intervention approach, and provides an evaluation of its perceived impact by the client group. Drawing on the rich seam of data gathered over the course of our work with the multi-organisational group, we explore the varying degrees of impact that the mapping and multi-criteria evaluation methods achieved during and after the intervention. Analysis of the intervention data suggests that both methods were perceived to facilitate a different way of thinking and learning. In addition, we find that the mapping and multi-criteria evaluation methods successfully addressed participants' democratic and rational concerns. However, despite these reported positive effects, the full recommendations of the intervention were not implemented. An attempt is made to explain this outcome in terms of both the multi-organisational context within which the intervention took place and the nature of the group task. Directions for further research are then proposed.  相似文献

Because of the increase in workplace automation and the diversification of industrial processes, workplaces have become more and more complex. The classical approaches used to address workplace hazard concerns, such as checklists or sequence models, are, therefore, of limited use in such complex systems. Moreover, because of the multifaceted nature of workplaces, the use of single-oriented methods, such as AEA (man oriented), FMEA (system oriented), or HAZOP (process oriented), is not satisfactory. The use of a dynamic modeling approach in order to allow multiple-oriented analyses may constitute an alternative to overcome this limitation. The qualitative modeling aspects of the MORM (man-machine occupational risk modeling) model are discussed in this article. The model, realized on an object-oriented Petri net tool (CO-OPN), has been developed to simulate and analyze industrial processes in an OH&S perspective. The industrial process is modeled as a set of interconnected subnets (state spaces), which describe its constitutive machines. Process-related factors are introduced, in an explicit way, through machine interconnections and flow properties. While man-machine interactions are modeled as triggering events for the state spaces of the machines, the CREAM cognitive behavior model is used in order to establish the relevant triggering events. In the CO-OPN formalism, the model is expressed as a set of interconnected CO-OPN objects defined over data types expressing the measure attached to the flow of entities transiting through the machines. Constraints on the measures assigned to these entities are used to determine the state changes in each machine. Interconnecting machines implies the composition of such flow and consequently the interconnection of the measure constraints. This is reflected by the construction of constraint enrichment hierarchies, which can be used for simulation and analysis optimization in a clear mathematical framework. The use of Petri nets to perform multiple-oriented analysis opens perspectives in the field of industrial risk management. It may significantly reduce the duration of the assessment process. But, most of all, it opens perspectives in the field of risk comparisons and integrated risk management. Moreover, because of the generic nature of the model and tool used, the same concepts and patterns may be used to model a wide range of systems and application fields.  相似文献

The powerful positive results of implementing teamwork are not always achieved. It has been suggested that attempts to implement theories regarding teamwork do not always lead to those theories being put into practice, and as a result positive outcomes are not always found. The participation of employees in the development and implementation of an intervention may help to ensure that changes take place. In this longitudinal study (N = 583) of teamwork implementation in Denmark we examined the links between pre-intervention working conditions and well-being, levels of participation in planning and implementation, employees' reports of changes in procedures, and intervention outcomes. Pre-intervention levels of autonomy and job satisfaction predicted the degree of employee participation in the planning and implementation of the intervention. Pre-intervention well-being and social support were linked directly to the degree to which employees reported changes in existing work practices concerning teamwork. In addition, participation and changes in work procedures were significantly associated with post-intervention autonomy, social support and well-being. The results indicate that employee participation in intervention processes is crucial in what appears to be an important association with perceived changes in procedures and, therefore, in intervention outcomes.  相似文献

Chemical risk protection in the workplace relies partly on informing workers about possible risks using material safety data sheets (MSDS). This article reports on phase 2 of a project (phase 1 reported in Cox et al.), which employed a mental models approach to improve on data sheets as communicative interventions for perchloroethylene in dry cleaning and rosin-based solder flux in the electronics industry within small businesses in the United Kingdom (small enterprises (SEs) < 25 employees in the workplace). It focuses on the efficacy of a multimethod evaluation strategy to assess (1) the capacity of a mental models approach to yield contextually relevant data for intervention design and (2) the effectiveness of the strategy itself in validating the mental models data. The evaluation was conducted using postal questionnaires and semi-structured verbal protocols to provide responses to the alternative intervention content and to prioritize risk messages. User discussion groups were then employed, particularly as a means of establishing whether contextual information could be obtained that would differ qualitatively from the kind elicited through individual (semi) structured methods. We conclude that the mental models approach as part of an iterative process including systematic multimethod evaluation is successful in supporting the design of relevant communications to the users of chemicals. The overall viability of communicative interventions in the context of health and safety in small businesses remains in question. Future research might aim to develop a more holistic approach to interventions in complex occupational contexts.  相似文献

This paper reports on an innovative seminar in which implementation of operations research and management science was the primary theme. Traditional educational strategies have sought to improve OR/MS acceptance by further exposing managers and management scientists to OR/MS techniques and management problems respectively. The present approach assumes that an understanding of the barriers to successful implementation and a knowledge of possible strategies for overcoming them are potentially more productive than the study of more OR/MS techniques. The seminar was designed to combine straightforward reading and discussion with empirical research on actual implementation situations. It is suggested that educators consider the value of this type of educational exercise in OR/MS curricula and M.B.A. programs.  相似文献

In this paper, a mixed integer programming model is formulated for scheduling a set of jobs through a shop when each job is supplied or provided with multiple process plans or process routings. Simultaneous selection of a process plan for each job and the sequencing of the jobs through the machines in the shop based on the set of selected process plans is addressed. The procedure developed seeks to integrate the selection of machines for each job and the sequencing of jobs on each machine based on the objective of minimizing production makespan. the application of the procedure is demonstrated with an example problem. The following conclusions were drawn as a result of the research: (1) the procedure developed produces optimal or near optimal solution; (2) the benefit from the developed approach is that it allows a shop to adaptively select process plans for jobs to optimize on production makespan. By combining solution quality with scheduling flexibility and efficiency, the productivity of a shop can be greatly enhanced.  相似文献

The increasing demand on productivity and quality requires machines to be constantly available for production. It is therefore crucial to develop an adequate maintenance programme. To facilitate this, several criteria need to be considered, such as: downtime, maintenance frequency, spare parts costs, bottleneck impacts, etc. In the literature, a strategy is selected for each machine with a multi-criteria decision choice method. However, before making an informed decision, each strategy needs to be tested on each machine and then their performances evaluated with a multicriteria decision method. This is time-consuming, inefficient and often unfeasible. As machines׳ performances are usually systematically collected by industries, a much more practical approach is to assign machines to a maintenance strategy. This is referred to as a sorting problem. However, this problem cannot be solved by existing multi-criteria sorting methods because maintenance strategies cannot always be completely ordered: incomparable strategies exist. Recently, a Decision Making Grid was proposed to allocate machines to incomparable strategies. However, this technique can only be applied to problems with two criteria. In this paper, we have developed ELECTRE-SORT, a new sorting method that is able to consider an unlimited number of criteria in order to assign machines to incomparable strategies. A case study illustrates that ELECTRE-SORT provides more precise and flexible maintenance strategies than the Decision Making Grid.  相似文献

We consider the production process of a manufacturing workcell. Production items obtained from an outside supplier are not processed adequately as far as their quality is concerned. Production items meeting the required quality depend on the workcell state, which degrades according to the number of produced items. The workcell is completely restored by some restoring operations leading to its as-new condition. The method of deriving the restoration period, which leads to the maximum probability that produced items meet the required quality, is introduced. It is based on the nontraditional approach, i.e. on the simplest strategies method for the formulation of the problem presented here. The implementation of this optimization approach is illustrated with an example.  相似文献

The paper takes a processual approach (Mintzberg and Waters, 1985; Pettigrew, Ferlie and McKee, 1992) in conjunction with a typology of middle-management influence upon strategic change (Floyd and Wooldridge, 1992) to investigate the role of middle managers in business planning in the National Health Service (NHS). Over time, as the business planning process becomes increasingly one which adopts a top-down approach, the main influence middle managers have is upon the implementation of deliberate strategic change. Middle managers modify the implementation of deliberate strategy by contesting the performance indicators that form the basis of the business planning framework. In particular they draw upon features of inner and outer context of the organization to question the legitimacy of business planning. However, the findings also show, albeit to a limited extent, that middle managers are purveyors as well as recipients of change. That middle managers can have upward influence has important implications for policy-makers since potentially, middle managers can enjoy an enhanced role and add value to organizations, in this case to patient care. Therefore recent attacks upon their numbers and role may be misplaced. In addition a high degree of central intervention in the NHS generally may be inappropriate, since it militates against an enhanced role for middle managers.  相似文献

Process technology capabilities are becoming increasingly important as flexible manufacturing continues to be more prevalent, and as competition compels companies to provide expanded variety, at ever lower cost, so introducing plant and processes technological constraints. Model flexibility can also benefit from an appropriate production planning process, especially concerning mixed-model assembly lines, since it can facilitate master scheduling and line balancing activities, which are essential aspects of flexibility. Robust and practical planning approaches have to take into account two different aspects: the first consists in ensuring that the elaborated aggregate plan can be disaggregated into at least one detailed feasible plan for the realised demand, whereas the second in ensuring that this detailed plan is feasible at the operational level. This article faces the model flexibility challenge, reviewing and discussing the planning problem of a real world assembly manufacturing system, producing high volume and a variety of agricultural tractors and machines, analysing and resolving some important issues related to technological, organisational and managerial constraints. This article illustrates the implementation of an Advanced Planning System integrated with a mixed integer-programming model, which is solved by a new iterative heuristic approach capable of achieving interesting planning improvements for model-flexibility management.  相似文献

Accumulating research suggests that the adoption of high performance work practices (HPWPs) is related to organizations' performance. The evidence base is limited by its reliance on retrospective survey reports. This study uses an intervention, including longitudinal interview and survey reports, of the implementation and outcomes of the introduction of HPWPs alongside time series data of objective performance metrics recorded before and after the intervention. The results showed that the implementation of HPWPs was associated with subsequent and sustained increases in productivity and safety performance. The study suggests that a specifically designed intervention involving HPWPs can have beneficial effects both on productivity and safety, but other intermediary variables associated with the implementation process may be critical in mitigating potentially detrimental worker welfare effects arising from work intensification.  相似文献

A large-scale random sample is used to empirically examine the relationships between implementation of Advanced Manufacturing Technology (AMT) and three organization-level measures that have historically been attributed to AMT, but not fully tested along the AMT spectrum: market-oriented flexibility of the production process, organizational integration of production processes, and administrative intensity of the organization. Results indicate that as an organization moves along the technology scale from stand-alone AMT (e.g., CNC machines) through functionally oriented AMT (FMS and CAM) toward CIM, not only do its production processes become more integrated with each other, but those processes become more integrated with other functional systems of the organization, and the quality and timeliness of production information increase. Furthermore, this relationship becomes stronger as companies increase their level of implementation for the latter two technologies. Conversely, market-oriented flexibility decreases and administrative intensity is not observed to change as companies move along the technology spectrum. Future research should examine how organizational redesign and implementation strategies that accompany AMT implementation can concomitantly enhance organizational integration of the production process and market-oriented flexibility.  相似文献

This paper describes a process which a company adopted to enhance her manufacturing system in a step-by-step manner. In order to increase the competitiveness of the company, the authors have identified a number of improvement strategies which were specific to the economic and political environment in China. The center of the strategies is a vision of an integrated manufacturing strategy. The detailed design and implementation of this vision is conducted through the proposed systematic manufacturing strategic analysis. The integration process encompasses various elements such as Total Quality Management (TQM), Manufacturing Resources Planning (MRPII) and Real-Time Monitoring System (RTMS), it emphasises not only the use of appropriate modern technology but also the management of technology change. In this paper, a concept model is used to describe the integration process, the detailed implementation is also elaborated using a proposed implementation process model. By adopting the integrated manufacturing system, and through continuing improvement, the productivity and hence the profitability of the company is increased. It is anticipated that the integrated approach to the design and implementation of manufacturing systems will be an important contribution towards the manufacturing strategy in a labour intensive environment such as China.  相似文献

One of the major challenges for the implementation of local energy planning is the successful development of a Sustainable Energy Action Plan (SEAP) by the local authorities (especially within the framework of their participation to the Covenant of Mayors’ initiative). This aspect constitutes a decision making problem, since the local authorities have to identify the best fields of actions and opportunities for reaching their long-term CO2 reduction target. However, the already available methods and tools do not offer an integrated framework for the SEAPs’ development and especially the selection of sustainable Renewable Energy Sources (RES) and Rational Use of Energy (RUE) technologies. In this context, the aim of this paper is to present a participatory supportive framework for the implementation of local energy planning. At the first level, the proposed approach incorporates the development of alternative Scenarios of Actions (using knowledge-based process, participatory approach and aspiration level). At the second level, a direct and transparent multicriteria decision support is introduced, in order to evaluate the feasible Scenarios. It includes the application of a multicriteria ordinal regression approach and an extreme ranking analysis method for the estimation of the best and worst possible ranking position of each Scenario. The results from the pilot appraisal of the methodological approach to a “real” problem are presented and discussed. The adopted approach contributes to the selection of the most appropriate combination of RES/RUE actions, supporting in this way the local authorities to the development of their SEAP.  相似文献

Deregulation, with concurrent pressure on electricity utilities, has fundamentally changed the once-"closed" radioactive waste management system controlled by the so-called "nuclear establishment." Advocacy coalitions may change-who knows in which direction-but policy learning may also take place. This article presents a framework to evaluate the management options for a specified concept of "sustainability." When weighing the different objectives in view of the long-lasting potential danger of radiotoxic substances, the overall goal of a sound waste management system is to demonstrate safety. The first-priority objective of a disposal system, therefore, is its stability so that it can comply with the protection goal, that is, the long-term protection of humans and the environment from ionizing radiation. The complementary objective is flexibility, defined here as intervention potential. Because trade-offs within the "sustainability triangle" of ecology, economy, and society are unavoidable, the concept of "integral robustness"-both technical and societal-is introduced into radioactive waste management. A system is robust if it is not sensitive to significant parameter changes. In the present case, it has to have a conservative, passively stable design with built-in control and intervention mechanisms. With regard to technical implementation, a concept called "monitored long-term geological disposal" is presented. Such an "extended" final disposal concept emphasizes technical robustness, recognizes evaluation demands (for a potential break-off of a project), and enhances process-based transparency. This open approach admittedly sets high challenges with regard to technicalities as well as the institutional setting and the management process. It requires "mutual learning" by and from all stakeholders to achieve a truly sustainable radioactive waste management system.  相似文献

Research in the field of management and organizational sciences has yielded a deeper understanding of many emerging business issues. However, the relevance of the contributions has been increasingly criticized, in both the academic and public spheres. We propose the intervention research approach – originally developed by the research group at Ecole des Mines de Paris – as a design science approach able to address both the relevance gap issue and the growing complexity of management practice. It is argued that increasing our understanding of management requires research that is more insightful, influential and immediately applicable. This in turn requires closer collaboration between management and researchers during the inquiry process, which is not always easy to achieve. An illustrative case study of an intervention research project focusing on creativity, conducted in Italy in collaboration with a fashion company, demonstrates how intervention research can be rigorous and relevant to practitioners, and how it can advance theoretical knowledge in management science.  相似文献

In this paper we study online scheduling problem on m parallel uniform machines with two hierarchies. The objective is to minimize the maximum completion time (makespan). Machines are provided with different capability. The machines with speed s can schedule all jobs, while the other machines with speed 1 can only process partial jobs. Online algorithms for any 0<s<∞ are provided in the paper. For the case of k=1 and m=2, and the case of some values of s, k=1 and m=3, the algorithms are the best possible, where k is the number of machines with hierarchy 1, and m is the number of machines. Lower bounds for some special cases are also presented.  相似文献

Since the early 1990s, there has been a growing literature on organizational-level interventions for work-related stress, and associated calls for such interventions to be evaluated. At the same time, doubts have been expressed about the adequacy of traditional scientific research methods in applied psychology (the natural science paradigm) in providing an effective framework for such evaluations. This paper considers some of the philosophical and methodological issues raised by evaluation research in relation to organizational-level interventions for work-related stress. Four key issues are discussed: the concept of a study being “fit for purpose” in relation to research designs and the nature of acceptable evidence; the issue of control of research conditions in real-world studies; the need to evaluate process as well as outcome, including the interrelated nature of process and outcome; and the interpretation of imperfect evidence sets. The starting point of this paper is the reality of organizational life, which is complex and continually changing. Its main objective is not to offer an alternative to a scientific approach but to argue for a more broadly conceived and eclectic framework for evaluation that acknowledges the limitations of the traditional approach. It espouses an approach that is reflective of the reality of organizational life and in which the methods used for evaluating an intervention are fit for purpose. The paper concludes by offering an outline framework for this broader approach to the evaluation of interventions.  相似文献
