本项研究对教育部重大攻关项目(2003-2006)年“中国公民人文素质调查与对策研究”中有关中国大陆31个省市不同社会群体(共计32504人)的消费价值观的数据进行了统计分析,结果表明:(1)中国公民的消费价值观存在一致性,大部分人注重物质消费或投资,而忽视了精神消费;(2)不同的群体体现出不同的消费价值取向。  相似文献

Heterosexism contributes to an unsafe campus climate for lesbian, gay, and bisexual (LGB) college students. Intergroup dialogue courses about sexual orientation seek to build awareness, cross-group relationships, and commitment to social action to address anti-LGB prejudice and discrimination. Although dialogue courses are growing in popularity, few courses address sexual orientation. To advance knowledge of these dialogues, this qualitative study explores heterosexual students' motivations and expectations, challenges, and learning outcomes related to their participation in intergroup dialogue courses on sexual orientation. Core themes include desire to learn about the LGB community, concerns about offending classmates, anxiety around LGB stigma, conflict with classmates around controversial topics, affirming LGB people, and learning about heterosexism, privilege, and intersectionality of identity. Implications for intergroup dialogue pedagogy and research are discussed.  相似文献

This study examines the role of political efficacy and social networks in rural China to understand the social characteristics that might affect an individual’s disposition to join in public deliberations. A model is developed and empirically tested by Partial Least Squares analysis. This shows active involvement in public deliberation to be positively influenced by political efficacy (with external political efficacy being a partial mediator), high internal or external political efficacy, and a high internal efficacy leading to high external political efficacy. Social networks have a moderating effect, individuals with a high social network status having an enhanced positive internal political efficacy-public deliberation involvement but weakened positive external political efficacy-public deliberation involvement. The research advances the theoretical understanding of complex political psycho-behavior relationships and provided insights into the role of social settings. The findings could also help boost deliberative democracy in such limited democratic societies as China.  相似文献

There has been considerable debate whether fiscal decentralization improves the provision of public goods. Based on individual-level data from a nationally representative survey and county-level data from national compendiums of financial statistics and demographic statistics, this study analyzes the effect of expenditure decentralization on citizen satisfaction with public healthcare in urban China. The results indicate a significantly positive effect of expenditure decentralization on citizen satisfaction with public healthcare. We also find evidence that the impact of decentralization is associated with residency status. Further investigation highlights the importance of local economic development in realizing the potential gains from a decentralized system. This study suggests that decision-making at lower levels of government is more responsive to local needs and that the efficiency gains of decentralization are not necessarily accompanied by equitable distribution of welfare.

In the last decades, policy discussions have increasingly considered participation in arts and cultural activities as a vehicle to reach broader social policy goals, such as social inclusion or active citizenship. However, convincing empirical evidence on the social impacts of arts and culture is still scarce. In particular, little attention has been given to the impact that cultural participation may have on individuals’ engagement in civil society, especially in Europe. In order to address this lack of evidence, this paper explores the connection between cultural participation and civic participation in Italy using Likert-scale data collected in the ISTAT “Aspetti della Vita Quotidiana” Survey (2014). To do so, two composite indicators—the participation in cultural life indicator and the participation in civic life indicator—have been built using an approach based on partial order theory and the concept of Average Rank. The effect of cultural participation on civic engagement has been estimated using a quantile regression model which controls for potentially cofounding factors such as education, income, age and gender. Results do confirm that participation in arts and cultural activities is highly correlated with participation in civic life. It is particularly worth noticing that at higher levels of civic participation, cultural participation has a positive and strong effect on civic engagement of people having a low educational level.

This paper explores the domains and indicators ofsocial inclusion and exclusion and their interactionat national and community level, within the context ofthe social quality construct and the notions of Demosand Ethnos.Social inclusion/exclusion is conceptualiseddynamically within the overarching construct of socialquality. Micro and macro aspects of social quality arediscussed along with the relationship betweenorganisations and institutions and communities, groupsand individuals. This study examines children’s images in constitutions and/or amendments as articulated in the Convention on the Rights of the Child while they intersect with the three dimensions of the Human Development Index (HDI) of 2008: life expectancy, educational index, and GDP. The connection between the images of the child and the fulfillment of the dimensions within countries represents the current childhood conditions and determines their future wellbeing. It is the interdependency of the elements of HDI and the premises of the CRC that potentially impact nation-state’s developmental outcome with the process of rights. This study highlights the strength of the connection among the dimensions, and emphasizes the importance of considering children as vital to dialogue around human rights and a human development agenda.  相似文献

Since the 1990s, the European Union has launched different programs to promote urban development plans. Implementation and outcomes evaluations have resulted in a “European urban acquis” concerning the importance of comprehensiveness, collaborative governance, and participation to promote “good plans.” However, the evaluation of the quality of local plans, has received less attention. This article analyses quality of local plans developed under the framework of European Policies in Spain applying the plan quality evaluation approach, as well as factors explaining quality levels of these local plans. A scale to measure plan quality is proposed based on five main dimensions (fact base, objectives, policy actions, plan governance, evaluation). 64 local plans are analyzed applying content analysis. RgW and AD tests are used to measure codification reliability. Confirmatory factor analysis (CFA) is used to assess the validity of plan quality scale. Lineal regression is applied to analyze the impact of different aspects of planning process included in the ‘European urban acquis’ on plan quality. Main results show that CFA validates the scale proposed to measure local plan quality as a second-order factor; and point out objectives and policy actions as the most important first-order factors. Public participation during planning process, and more comprehensive plan across different policy areas, are the main factors explaining ‘good plans’. Therefore, the importance of the ‘European urban acquis,’ is confirmed in order to produce ‘good’ urban development plans; and the article provides a validated scale to evaluate the quality of urban development plans, and their main dimensions.

We study the empirical consistency of survey based (micro level) indicators of social capital and local government performance on the one, and municipality based (aggregate level) measures of these two concepts on the other hand. Knowledge about the behavior of these indicators is helpful for evaluating the value of studies carried out in isolated contexts, that is, with access to data on either, but not both, levels. The method is by comparing data collected by Statistics Belgium on Flemish municipalities, to data collected at citizen level by means of a face-to-face survey. The available evidence supplies at best a meager basis for presupposing a shared component of the indicators under study.  相似文献

ABSTRACT

This article explores mobilities of everyday knowledge by analyzing the diffusion of northern aerobics, a particular form of Guangchang wu (plaza dance), from the Chinese mainland to Sanya, a coastal city in southern China. It understands mobile everyday knowledge as an ongoing process, and examines its dynamism by scrutinizing its complex and unstable routes, shaped by multiple agents and power relations. The transfer of northern aerobics undergoes continuous changes in its trajectories and is influenced by the discourse of professionalism, everyday leisure practices of Houniao, mainland migrants and local residents, and unequal interactions between the three groups of recreationists. The Houniao are mostly retirees from northern provinces, who undertake seasonal travel and pass winter in Sanya. Their regular and exclusive mobilities have greatly shaped the process of the transmission of leisure knowledge to Sanya and granted them privileged status in aerobic exercise. Nonetheless, mainland migrants, who have relocated in Sanya, begin to take on an increasing important role by changing the trajectories of knowledge diffusion. Through daily participation, local residents are also involved in reproducing the mobile leisure knowledge and negotiate a host identity. This article offers further insight into the dynamism and politics of knowledge diffusion in everyday life.  相似文献

The current discussion about participation is taken up by the case of health promotion. So far, sociological approaches have deconstructed participative practices within health promotion as a new form of governance. To antagonize the instrumentalization of participation a theoretical foundation of the concept is needed. By means of sociological systems theory health promotion is reconstructed as a communicative practice whose success relies in its ability to resolve three improbabilities (addressability, understanding, acceptance). Thereby, participation is identified as strategy to ensure that communicative offers are more familiar to the cultural context of the target group (redundancy) and carry a moment of surprise with them (variety) ?? both mechatnisms are central to the success of communication. In reference to systems theory a definition is proposed that distinguishes participation in decision-making processes according to the time, factual and social dimension.  相似文献

This paper looks at the role of statistics-based knowledge in the making of EU policy. We highlight shortcomings in the use of statistical indicators made in the course of the Lisbon strategy, ended in 2010. In our opinion the shortcomings are: (i) The paradox of the coexistence within the same European Commission of two holistic frameworks: the Structural Indicators and the Sustainable Development Indicators. One does not understand which of these two systems is taken to measure the overall policy performance of the European Union. (ii) A communication issue whereby the Lisbon strategy and its offspring EU 2020 are not communicated (Lisbon is to the average citizen the capital of Portugal) and are especially not communicated in relation to existing statistical indicators of good quality, against the opinion of academicians that transparency and accountability based on sound statistics favour democracy and participation. We illustrate the reasons that lead us to see these points as problematic and offer suggestions on how these should be tackled in line with the practices developed in the Open Method of Coordination. The danger is that in the absence of a debate on the issue, these shortcomings be perpetuated in the EU 2020 strategy.  相似文献

This article presents a systematic discussion of the concept of the quality of municipal services. Based upon the argument that service quality is a subjective and collective experience of the citizenry, the quality of municipal service is conceptualized is the interaction of two components: (1) the level of citizen satisfaction with the service and (2) the extent of variation in the distribution of service satisfaction across neighbornoods within a community. To measure these two components, Indices of Service Adequacy and Service Equality are constructed. The indices are employed in the analysis of survey data collected from three Illinois middle-size cities in order to assess and compare their service qualities in the areas of police protection, street maintenance and public education. The findings suggest that citizens of the three cities are less than highly satisfied with the quality of these public services.  相似文献

Relatively little is known about the differences in voting behavior between immigrantsand native-born Americans, primarily due to a lack of good quality data on the national level. Using data from the Voting and Registration Supplement to the November 1996 Current Population Survey (CPS), we examine whether variables known to affect electoral participation among the citizen population are also important among naturalized citizens. We find that naturalized citizens are less likely to register and to vote than native-born citizens, net of other factors. Citizens born abroad in Europe, Latin America, and Asia are less likely to register and those born abroad in Europe and Asia are less likely to vote than those born in the U.S. Among naturalized citizens, region of origin does not remain a major explanatory variable once time in the U.S. is considered.  相似文献

A ‘good society’ has recently been portrayed as one in which citizens engage in voluntary associations to foster democratic processes. Arguably, such a good society is considered as one where people are content with their own lives as well as public life. We consider whether participation in civil society leads to more satisfied individuals on the one hand and a better evaluation of society at a country level on the other. With data from the first round of the European Social Survey, we illustrate that participation in voluntary associations not only depends on individual characteristics, but that there is a clear country-level effect on civil society. This can be explained with measures of quality of society after socio-demographic determinants have been controlled for. Nonetheless, it remains difficult to say what comes first: a ‘good society’ or a thriving civil society.

Between 2000 and 2015, the U.S. deported unprecedented numbers of Mexican immigrants. During the same period, the population of U.S.-born children living in Mexico doubled in size. This study estimates the number of U.S.-born children who emigrated to Mexico from the United States in order to accompany a deported parent: de facto deported children. The data come from the Mexican National Survey of Demographic Dynamics (ENADID), a national probability sample of households in Mexico collected in 2014 and 2018. About one in six U.S.-born children living in Mexico in 2014/2018, amounting to an estimated 80,000–100,000 U.S.-born children, were there because the U.S. government deported one or both of their parents. De facto deported U.S.-born children are socioeconomically disadvantaged in Mexico compared to U.S.-born children whose parents migrate to Mexico for other reasons. Women are overrepresented among deported people who bring their U.S.-born children to Mexico, and when deported mothers bring their children, they are far less likely to do so with a partner than are deported fathers. U.S. policy should consider the interests of U.S. citizen children forced to live abroad when redesigning immigration and child welfare policies.  相似文献

Problem and background

In an earlier research project midwives were asked to perform women-centered care focusing on the assumption that the physiological process in the second stage of labour could be trusted and that the midwives role should be encouraging and supportive rather than instructing. There is no knowledge about how midwives participating in such a research project, uses their skills and experience from the study in their daily work.

Aim

The aim in this study was to investigate how midwives experienced implementing woman-centered care during second stage of labour.

Methods

A qualitative study was designed. Three focus groups and two interviews were conducted. The material was analysed using content analysis.

Findings

The participating midwives’ experiences were understood as increased awareness of their role as midwives. The overarching theme covers three categories 1) establishing a new way of working, 2) developing as midwife, 3) being affected by the prevailing culture. The intervention was experienced as an opportunity to reflect and strengthen their professional role, and made the midwives see the women and the birth in a new perspective.

Conclusions

Implementing woman-centered care during second stage of labour gave the midwives an opportunity to develop in their professional role, and to enhance their confidence in the birthing women and her ability to have a physiological birth. To promote participation in, as well as conduct midwifery research, can enhance the development of the midwives professional role as well as contribute new knowledge to the field.  相似文献

The author investigates emerging developments of social indicators through the experience of a health planning initiative begun in 1986 under the coordination of the World Health Organization (Europe). By 1993 over 400 municipalities in first world countries had voluntarily committed themselves to participation. The paper results from interviews and reviews of some participants' programs and materials, with significant reliance upon material from Canada and the coordinating WHO office. The author divides indicator development into political and technical components, stressing the former. He makes nine principal conclusions relating to indicators' success: (1) three stages of indicator development are understanding, consensus and commitment; (2) indicators must be grounded in target population's reality; (3) indicators are historical artifacts; (4) programs must be in place that make indicator need apparent; (5) process is product; (6) new skills must be supplied; (7) indicators are client-driven; (8) good process protects indicators' integrity from inappropriate influence; and (9) quality is a culturally-derived value defying aggregation.  相似文献

Offering an Indigenous perspective, this commentary discusses collaborative research, shared meaning making, and knowledge building specific to child development, and reflects on social, cultural, and historical aspects that influence these processes. Drawing upon experiences of developing a collaborative research approach with which to engage Aboriginal communities to appreciate, understand, and potentially use the Early Development Instrument (EDI; Janus and Offord in Can J Behav Sci 39:1–22, 2007), a teacher-administered rating scale on kindergarten children’s development, the commentary focuses on five key questions relevant to research processes undertaken with Indigenous Peoples, and the importance of social, ethical, and cultural aspects of validity: How do Indigenous epistemologies and knowledges inform and influence research processes that utilize the EDI as a measurement tool? How can the EDI be used as a measurement tool within a research process that fosters the thriving of children and their families in Aboriginal communities while promoting Indigenous Peoples’ self-determination? In what ways do local, Indigenous cultural and ethical considerations inform aspects of validation research pertaining to the EDI? How can (Western mainstream) universities build research capacity that is informed by Indigenous knowledges and ways of being, doing, and knowing? What are the potential consequences of using normative research tools—such as the EDI—as a method to build knowledge on children’s development with Indigenous Peoples and Aboriginal communities? This commentary suggests that from an Indigenous perspective, research on child development is valid and meaningful knowledge if it is clearly linked to the children’s and families’ wellbeing according to local cultural norms and values.  相似文献
