This paper offers evidence on the sensitivity of child poverty in South Africa to changes in the adult equivalence scale (AES) and updates the child poverty profile based on the Income and Expenditure Survey 2005/06. Setting the poverty line at the 40th percentile of households calculated with different AESs the scope and composition of child poverty are found to be relatively insensitive to the scale used. The rankings of children of different ages, girls versus boys, racial groupings and children living in rural versus urban areas are unaffected by choice of AES, although some provincial rankings on the poverty headcount measure are. The proportions of children and households ‘correctly’ identified as poor for the full range of scales is extremely high. These findings support the argument that it may be appropriate for profiling poverty in South Africa to use a poverty line based on a per capita welfare measure. For the construction of the child poverty profile, per capita income is used as the welfare indicator with the poverty line set at the 40th percentile of household. The profile suggests that poverty amongst children is more extensive than amongst the population or adults even after the massive injection of transfers into households with poor children through the child support grant. The child poverty headcount, depth and severity are all highest amongst children age 0–4 and lowest amongst those aged 15–17, who are not yet beneficiaries of the grants. They are also highest amongst African and Coloured children. Large variations across provinces remain. The analysis underlines the importance of prioritising children in the fight against poverty, particularly in their earliest years.  相似文献

In-work poverty is a growing problem in many developed economies. In Hong Kong, there were 200,700 working poor households in 2016, and approximately half of the total poor population in Hong Kong was living in those working poor households. A growing body of literature has examined the problem of the working poor, but most studies have used relative income as a measure of poverty. In this paper, we adopt the material deprivation approach for assessing the poverty situation of in-work poverty households in Hong Kong. We have interviewed 3565 workers in Hong Kong during a survey conduct in 2016. We compare the results of the material deprivation approach with those of the income poverty approach and evaluate the adequacy of the official income poverty line in gauging the situation of in-work poverty. Our findings reinforce existing studies indicating that deprivation offers an important complement to the income poverty line in poverty analysis. Our results show that there is a moderate overlap between workers identified as poor by the deprivation approach and by the income poverty line. And these two groups of workers have very different profiles. The results provide important policy implications for alleviating poverty among the working poor in Hong Kong.

This paper analyzes the data from the Population Census of 2011 to identify the characteristics of poor ethnic minority groups in Hong Kong and the factors that are associated with child poverty among these ethnic minorities. The results show that the child poverty level varies between different ethnic groups and that ethnic minorities from developing nations are likely to have a higher poverty level. In particular, Pakistani children have the highest poverty rate among all ethnic groups. The results also show that Pakistani, Nepalese, and Mixed (Chinese and Asian) nationalities have a higher child poverty rate than that of Chinese individuals who constitute the majority of the Hong Kong population. The main reason for this is that, unlike their Chinese counterparts, some of these ethnic minority households have not benefited from their own human capital or their length of exposure in the local society in Hong Kong. And even if they have benefited, the positive impact of these factors on ethnic minority households was much weaker compared to that of Chinese households. These results suggest that ethnic minorities need to be categorized as a separate group in order to assess their specific needs, and assimilation policies, especially support on Chinese language learning, need to be an integral part of the government’s poverty reduction strategy to reduce child poverty among ethnic minorities.  相似文献

In Hong Kong, child poverty is a serious social problem which may lead to intergenerational poverty, but nevertheless only a few studies have examined this issue, particularly for immigrant families. Using Census data (5 %) from 1981, 1991, 2001, and 2011, we assessed child poverty rates in the past three decades and identified key variables contributing to changes in the risk of child poverty for both immigrant and local families. Our results indicate that child poverty rates in Hong Kong-born families have fluctuated between 14.3 and 15.8 % over the past three decades, while for immigrant families they have increased steadily and substantially from 18.1 % in 1981 to 36.5 % in 2001 and then to 37.5 % in 2011. We show that the increase in immigrant child poverty is associated with changes in the Hong Kong economy that have made it more difficult for such families to adapt to the host society, especially in the 1990s and that this negative effect offset the positive influence of compositional changes among this group of immigrant families in terms of parental education levels and family size. The gap between immigrant and local families in terms of child poverty risk is mainly due to the fact that during the 1990s the negative effect of contextual changes in Hong Kong was cancelled out by the beneficial impact of compositional changes for local families, but not for immigrant families where the latter effect was minimal.  相似文献

According to the Luxembourg Income Study data, the U.S. child poverty rate is the second highest among 15 high-income nations. The present work reveals that 55% of all American children living in a household headed by a single female with no other adult present live in poverty-the highest rate for any of the five living arrangements in the 15 countries examined in this study. While previous analyses have focused on market forces and governmental redistribution across households, we question the contribution of demographic factors that place children in family structures with different poverty risks relative to other factors such as differential market opportunities and governmental benefits for adults caring for children in various living arrangements. Applying a classic demographic decomposition technique to the overall poverty gap, we find that the distributional effect of demographic behavior contributes little to the U.S. poverty gap with other nations (and none with respect to the United Kingdom). Overall differences in labor markets and welfare schemes best explain the U.S. child poverty gap, although for some countries, the gap is accentuated by the gradient of governmental transfers, and for most countries, by the gradient of market earnings across living arrangements.  相似文献

This study investigated how family context affect poverty disparities between young children of immigrants from the Mainland China and children of local families whose parents were born in Hong Kong using 2006 bicensus data. 12,609 and 12,753 children of immigrant and local families were included in our data analyses. We find higher child poverty rates in immigrant families than in local families. Moreover, we found that family structure (single-parent vs. 2-parent), assimilation (first vs. second generation children of immigrant families), and parental human capital characteristics are significantly associated with the child poverty risk. Surprisingly, the impact of immigrant status on child poverty rates is stronger in 2-parent households than in single-parent households while child poverty declines associated with increasing assimilation defined by generational status of children are greater in 2-parent immigrant families than the corresponding declines in single-parent immigrant families. The implications of our results in intergenerational poverty are discussed.  相似文献

This study aims to investigate into the determinants of poverty in Hong Kong. Previous research on poverty, which usually adopted a logistic regression model to examine individuals’ probabilities of being poor, could not adequately reveal the heterogeneity in experiences among people across the poverty spectrum, therefore has limited policy effort to address diverse needs of individuals struggling with poverty. In the present study, this concern is addressed by using a quantile regression model to examine the differential effects of the determinants of poverty across the poverty spectrum. Data were drawn from the Hong Kong Panel Survey for Poverty Alleviation (n?=?1668). Logistic regression indicated that being elderly, being female, not having a partner, from a single-parent household, not being employed, living in public rental housing, have lower educational attainment, and have poor self-rated health, increased the probability of being poor. Informational support was a protective factor of poverty, while several negative life events, such as having family member(s) with disabilities/chronic diseases and having financial burden, were risk factors of poverty. Quantile regression analysis was adopted to further examine the extent to which determinants of poverty unfold across poverty spectrum, which was captured by five groups of “extremely poor”, “deeply poor”, “at the poverty line”, “near poverty” and “marginally poor”. Quantile regression indicated that people living across the poverty spectrum were similarly affected by not having a partner, living in single-parent households and not working. However, extremely poor and deeply poor were more adversely affected by old age than those near poverty and marginally poor. It is also discovered that public rental housing buffered the poverty risks more in those who lived in deep poverty than those who were near poverty and marginally poor. University education protected the near poverty and marginally poor to a larger extent than those who were extremely poor and deeply poor. Information support also buffered the poverty risks, and people living across the poverty spectrum were equally benefited from it.

Research on family structure and child well-being rarely includes children in same-sex parent families, a notable omission since 28 % of female–female couple households contain children. Using the 2010–2013 pooled current population survey (CPS), we examined children’s economic well-being by family structure. These data were ideal for this study because they included a sizeable number of children in same-sex cohabiting mother families and the CPS measured both official and supplemental poverty, incorporating the cohabiting partner. Using the official poverty measure, children in same-sex cohabiting mother families were more likely to be poor than their counterparts in either different-sex cohabiting or married parent families. Using the supplemental poverty measure, children in same-sex mother families were no more likely to be poor than children in all other types of different-sex two-parent families.  相似文献

This study aims to estimate the cost of children in Turkey by using equivalence scale approach for different income levels and suggests a new commodity composition for Muslim countries. We used 2003, 2007 and 2014 household budget survey micro data set. According to the calculations of Engel equivalence scales, the cost of children decreases from 2003 to 2014 in Turkey. Since the data of 2007 is determined as reasonable consumption behaviours of Turkish households, the inequality and poverty researches can use equivalence scales calculations of 2007. If anyone wants to estimate Rothbarth equivalence scales for a Muslim country, using of “adult goods” which is defined as “expenditures of alcohol, tobacco, adult cloths and adult shoes” in literature would not be suitable. This study suggests “a new commodity group” which is “furnishing and communication”. The Engel model estimations are significant for households who are at the middle and high income level whereas the results of Rothbarth model estimations are found as significant for low and middle income groups. As a result, we recommend to use equivalence scales estimations’ results for middle income groups in the inequality and poverty researches, since this group is free from irregular expenditure behaviors and gives significant estimations for both models.  相似文献

Hong Kong's population is aging but retirement research is largely missing from the research agenda in Hong Kong. This study, based on a telephone survey of 1,078 respondents, examines middle-aged adult's retirement planning activities in Hong Kong. The findings show men are more likely to be involved in financial planning, while women are more likely to take part in some forms of health, living arrangement and psychological planning for retirement. Further, there are age, education and income differences in the various forms of retirement planning activities within genders. Women are living longer; because of their lack of financial retirement planning, they are prime candidates for poverty. The discussion concludes with policy implications related to assisting midlife individuals, in particular women, in planning for retirement.  相似文献

Recently, the first ever estimate of the number of children living poverty in developing countries was undertaken. The incidence of child poverty was estimated by establishing how many children suffer severe deprivation in at least one out of seven indicators which are internationally recognized as their rights as well as constitutive of poverty. This is a major step forward in the analysis of poverty. In this paper, we generalize these findings on the incidence of children living in poverty by exploring how to estimate the depth and severity of child poverty. Two countries can have the same proportion of children living in poverty, however, the actual plight of children could be very different depending on how many deprivations, on average, children suffer. In addition, even if they suffer from the same average number of deprivations, these deprivation could be the same for all children or be very unevenly distributed. We show how these considerations can be used to estimate the depth and severity of poverty. We use regional data to provide applied examples of this methodology. The method proposed in this paper is similar to the one used to estimate the incidence, depth and severity of income poverty. The paper also offers some possible generalizations and ways forward for future research.  相似文献

Though there have been significant increases in the levels of expenditure among CSSA recipients, the expenditure among these poorest households in Hong Kong is still below that of non-CSSA recipients. Increasing poverty in Hong Kong is the result of increasing housing costs borne by these low expenditure households, who have to squeeze their expenditure on food and other items in order to meet the rising cost of housing. De-industrialisation and mass unemployment have given capital and the state unchecked authority to restructure the economy and to deregulate the labour market. Many low-income households have been hit hard as they faced redundancy, unemployment and wage-cuts after the 1997 Asian financial crisis. What jobs have been created are mostly part-time, temporary and contract jobs, and there has thus been an erosion in both job and income security. The quality of life of poor households is devastating not only in the sense that their living standards are low, but also that they are socially excluded from the mainstream of society.  相似文献

Due to a range of shortcomings of income-based measures of poverty in older people, an alternative approach is proposed to counteract those shortcomings. Hong Kong index of material deprivation aims to identify a consensus-based list of goods and services that are necessities in society and to establish that these goods and services are not available due to their lack of affordability. This paper reports on the validation of Hong Kong index of material deprivation based on an approach proposed by Townsend (Poverty in the United Kingdom, Penguin Books, London, 1979) in Hong Kong. Through a survey of 2339 older Chinese people aged 65 and older, we found that a broad consensus regarding the necessities in their daily lives exists and Hong Kong index of material deprivation is a reliable and valid measure of poverty because its reliability and validity is good and acceptable. Finally, we have shown that the overlap between the poor in terms of income and the deprived is moderate and the profiles of those who are core poor (both poor in terms of income and the deprived) are more similar to those who are deprived than those who are poor in terms of income. Hong Kong index of material deprivation index has been developed, which offers a supplementary measure of poverty other than income poor and provides future avenues for improved understandings of poverty in old age.  相似文献

The main aim of the paper is to contribute to the poverty measurement literature by demonstrating a method to reduce the impact of equivalence scales in poverty measurement. This is accomplished by choosing the most appropriate reference household type. The results showed that one adult household is certainly not suitable for being the reference household type. When one adult household is set as the reference, in the range of no equivalence scale and per capita equivalence scale, poverty head count ratio changes from 1 to 48 %, showing the huge effect of the equivalence scale choice. Also the analyses at household size level showed that one adult household type is not convenient to be the reference household type. On the other hand, no clear distinction could be made between central household types, but the importance of choosing a household type close to the center was demonstrated for Turkish data.  相似文献

The CUHK Hong Kong Quality of Life Index, which aims to assess and monitor the quality of life in Hong Kong, is a composite index incorporating both objective and subjective measures. This index, developed by the Faculty of Social Science of The Chinese University of Hong Kong, employs data collected in representative sample surveys and official statistics. A wide range of life domains is covered and the year 2002 is taken as the base year of the study. Index scores demonstrate that in general the quality of life in Hong Kong has improved slightly in 2003; scores of the composite index and the three sub-indices on sectorial performance are somewhat higher than those of the previous year. It is noteworthy that Hong Kong has made noticeable progress and performs as well as many economically advanced societies in certain life domains; yet, the well-being of the people relies on further improvement in others.  相似文献

Despite a wide under-prioritization, the issue of child poverty has received increasing attention worldwide over the last decade. The acknowledgement in Vietnam that child-specific poverty measurement is crucial for poverty efforts directed towards children, and the current lack thereof, instigated the development of a Vietnam child poverty approach. This paper proposes a country-specific, multidimensional and outcome-based approach for the measurement of the incidence, depth and severity of child poverty. It does so at the level of the individual child using household survey data. The development of such an approach at the level of the individual child presents an appropriate alternative for or supplement to the widely used monetary poverty approach, allowing for the use of compatible analytical methods. Findings suggest that 37% of all children in Vietnam live in poverty, with the most pressing areas of deprivation being water, sanitation and leisure. We do not find evidence for a gender bias but do observe a large urban–rural divide, regional disparities and large ethnic inequalities. We argue that this tailor-made approach is a valuable new tool for policy makers and analysts in Vietnam as it enables identification and analysis of poor children, their characteristics and most pressing areas of deprivation within the country’s specific social and cultural context.  相似文献
