Though sometimes overlooked, the availability, affordability, and quality of housing in rural communities are a potential barrier to transitioning from welfare to work. In this investigation we examine housing issues confronting 17 rural women and their families who were recipients of welfare benefits in 1997. Respondents' housing accounts illustrate the significance of reliance on both government housing subsidies and informal subsidies supplied by friends, family, and more distant relatives. The study focuses on concerns women have in meeting their families shelter needs and the complexities involved in doing so. The findings of the research suggest that additional housing policy initiatives, as well as a targeted research agenda are needed, especially for families whose welfare benefits are nearing termination.  相似文献

Occupational licensing laws erect barriers to entry into various labor markets, impeding the upward mobility of welfare recipients seeking to transition into employment. This paper, recognizing that labor market interventions have often been used precisely because of this effect, proceeds to examine various restrictions which directly affect low-skilled workers in the U.S. economy who now have stronger incentives to participate in labor markets in response to recent welfare policy reforms. Three distinct types of labor market restrictions are identified: (1) the licensing of professional, high-skilled occupations tends to crowd workers into lower-skilled occupations, lowering such wages and thus weakening work incentives among the welfare population; (2) quantity license restrictions (permits which set quotas limiting the overall number of suppliers in a market) suppress demand for low-skilled workers, and may substantially reduce work opportunities and, thus, incentives. Taxi license restrictions alone, for instance, may result in several hundreds of thousands of lost employment opportunities throughout the United States; and (3) quality license restrictions, where entrants face higher entry costs (typically through educational requirements above the requirements of the market), may paradoxically provide welfare recipients with enhanced opportunities for employment, particularly when coupled with job-training subsidies typically extended to welfare recipients. This we call a “de facto liberalization” of occupational licensure. While incumbent workers are certain to resist enhanced entry by welfare recipients into licensed occupations, vocational schools should aggressively support such entry, affording a possible realpolitik to the migration path envisioned. More interestingly, once entry has accelerated under de facto liberalization, occupational license rents will predictably decline, thus increasing the likelihood of explicit liberalization, and further opening labor markets to competitive entry.  相似文献

I examine transfer schedules for the Temporary Assistance for Needy Families (TANF) program and find a causal relationship between the time directly after welfare payments and intimate partner violence against women. This study supports the hypothesis that the husband uses threats of violence as an instrument to gain control over the allocation of household resources, and suggests that the increased incidence in physical violence after welfare payments is associated with alcohol use. Additionally, I find that states that pay TANF recipients twice a month do not have this effect on threats of violence. This suggests that smaller, more frequent payments may reduce the husband's incentive to use verbal violence as a bargaining tool. (JEL I38, J18, J12)  相似文献

Abstract

Workfare initially originated as an approach to guide welfare recipients towards self-sufficiency. Today, the same strategy is being utilized as a desperate means by the States to move welfare recipients into the workforce in order not to suffer further cuts in federal assistance.

This paper reviews many of the common barriers which participants experience as they attempt to move from being welfare recipients to employees. In addition, it presents effective workfare programs, identifies critically needed support services for workfare participants, and suggests policy recommendations for the future.  相似文献

Current discussions regarding the relationship between welfare governance systems and employment promotion in disability policy appeal to a rejuvenated neo-liberal and paternalistic understanding of welfare governance. At the core of this rationality is the argument that people with disabilities not only have rights, but also duties, in relation to the State. In the Australia welfare system, policy tools are deployed to produce a form of self-discipline, whereby the State emphasises personal responsibility via assessment tools, ‘mutual obligation’ policy, and motivational strategies. Drawing on a two-year semi-longitudinal study with 80 people with a disability accessing welfare benefits, we examine how welfare governance subject recipients to strategies to produce productive citizens who are able to contribute to the national goal of maintaining competitiveness in the global economy. Participants’ interviews reveal the intended and unintended effects of this activation policy, including some acceptance of the logic of welfare-to-work and counter-hegemonic resistance to de-valued social identities.  相似文献

Following the shooting of Mark Duggan by police on 4 August 2011, there were riots in many large cities in the UK. As the rioting was widely perceived to be perpetrated by the urban poor, links were quickly made with Britain's welfare policies. In this paper, we examine whether the riots, and the subsequent media coverage, influenced attitudes toward welfare recipients. Using the British Social Attitudes survey, we use multivariate difference‐in‐differences regression models to compare attitudes toward welfare recipients among those interviewed before (pre‐intervention: i.e. prior to 6 August) and after (post‐intervention: 10 August–10 September) the riots occurred (N = 3,311). We use variation in exposure to the media coverage to test theories of media persuasion in the context of attitudes toward welfare recipients. Before the riots, there were no significant differences between newspaper readers and non‐readers in their attitudes towards welfare recipients. However, after the riots, attitudes diverged. Newspaper readers became more likely than non‐readers to believe that those on welfare did not really deserve help, that the unemployed could find a job if they wanted to and that those on the dole were being dishonest in claiming benefits. Although the divergence was clearest between right‐leaning newspaper and non‐newspaper readers, we do not a find statistically significant difference between right‐ and left‐leaning newspapers. These results suggest that media coverage of the riots influenced attitudes towards welfare recipients; specifically, newspaper coverage of the riots increased the likelihood that readers of the print media expressed negative attitudes towards welfare recipients when compared with the rest of the population.  相似文献

Although not part of its stated aims, current welfare legislation is assumed to benefit children through increased parental employment and self-sufficiency. Research findings on the extent to which parental welfare participation improves child well-being are inconclusive. This study investigates the behavioral outcomes of young children whose mothers have received TANF using data from the Fragile Families and Child Wellbeing Study (N = 2169). Controlling for maternal demographic characteristics, current financial status, and health risks, we found that the difference between children's externalizing behaviors in families of former TANF recipients relative to children of mothers who had never been on welfare decreased the longer mothers had been off welfare. However, overall, externalizing behaviors were significantly higher among children of former TANF recipients relative to children whose mothers had never received welfare. The findings suggest that ensuring healthy development for children requires long-term supports to help mothers as they transition off welfare.  相似文献

This article examines the effect of child care subsidies on the standard work decision of single mothers. Results suggest that child care subsidy receipt is associated with about a 7 percentage point increase in the probability of working at a standard job. When the effect of subsidy receipt is allowed to differ between welfare recipients and nonrecipients, results indicate that subsidy receipt has a large and positive effect among welfare recipients, whereas the effect on nonrecipients is much smaller. These findings underscore the importance of child care subsidies in helping low-income parents, especially welfare recipients, gain standard employment. ( JEL J13, I38)  相似文献

Dutch citizens on welfare have to volunteer at Civil Society Organizations (CSOs) in return for their benefits. Through applying the ‘worlds of justification’ of Boltanski and Thévenot, this article aims to provide a better theoretical and empirical understanding of social justice of policies that obligate welfare clients to participate in CSOs. The analysis of 51 in-depth interviews with Dutch welfare recipients shows that respondents perceive these policies partly but not unilaterally as unfair. If respondents perceive welfare as ‘free money’ and if they are convinced that civic behavior demands interventions against free riding on welfare resources, ‘mandatory volunteering’ is considered as fair. Our main contribution is to the theoretical debate on recognition and redistribution by showing empirically how ‘othering’ plays an important role in determining when mandatory volunteering becomes a matter of redistribution or recognition.

Over the past thirty years the number of Americans on welfare has increased by 460 percent, generating concern about both the monetary and social costs involved. Long-term welfare dependence produces adverse outcomes for many families by distorting incentives for work and marriage. Government programs to reduce welfare have focused on work and training programs to raise the skills of welfare recipients, but these programs have not significantly reduced welfare participation. Policies to scale back welfare are essential for reducing welfare disincentives. New approaches to the delivery of education are viewed as an important preventive strategy.  相似文献

Recent welfare reforms in the United States shifted the emphasis from income maintenance to preparation for employment. Many families receiving welfare benefits have members with disabilities, which can complicate the process of transition into the workforce. Rehabilitation professionals have a unique set of skills, expertise and experiences which could enhance work transition outcomes for welfare recipients. This purpose of this article is to (a) familiarize rehabilitation professionals with welfare reform changes in the United States, (b) summarize the experiences of families affected by those changes who participated in a recent study, and (c) present a service delivery model to enhance parental power and flexibility based on rehabilitation principles.  相似文献

Contemporary US labor solidarity faces new opportunities and challenges in the midst of global economic and governmental restructuring. Indicative of these changes the 1996 welfare reform has created a new brand of contingent government contract workers to implement welfare-to-work while simultaneously fostering contingent work among welfare clients. In this paper I use ethnographic data from a major city in New York State to explore the relative positioning of these labor groups and I ask whether contingent government workers could mediate between organized labor and welfare recipients, thereby facilitating political collaboration. I conclude by identifying considerable structural and interpersonal barriers to solidarity including lack of contingent worker consciousness, difference in “skill” levels, antagonistic relationships with clients and a tendency to interpret client hardships in terms of personal defects. I contrast these findings with instances where labor unions have become involved in welfare issues and propose steps toward a new paradigm for labor solidarity.

The factors contributing to observed racial disproportionality and disparity in the child welfare system have been the subject of national discourse for decades. This qualitative study used focus groups to engage child welfare and collaborating system decision makers, community partners, and families in a subjective interpretive analysis of racial disproportionality and disparity that had been demonstrated by a previous quantitative analysis of Oregon's child welfare system. Thematic analysis yielded eleven themes from the participant focus groups, four of which clustered around individual and structural/systemic bias and are examined in this paper: visibility bias; cultural bias and insensitivity; personal influences on determination of minimally adequate care; and foster and adoptive parent recruitment and licensing practices. Participants offered recommendations to improve outcomes for children and families of color in light of these observations: increase awareness of bias, create checks and balances in decision-making, contract with and hire culturally and racially diverse professionals, and increase funding for training.  相似文献

This article reports the results of a study that examined the ways in which current and recent TANF recipients assembled or “packaged” their child care arrangements among formal and informal providers. The findings are drawn from in-person, in-depth interviews with current and former welfare recipients. The study found that most of the respondents used multiple providers within the category of informal child care for reasons including availability, the use of a network of social acquaintances as a problem-solving resource, the need to accommodate irregular work hours, and personal trauma that contributed to a distrust of strangers in formal settings. The findings can affect the efficacy of practice with TANF recipients by contributing to social workers’ understanding of the context of decision-making regarding child care.  相似文献

Since the 1996 PRWORA welfare reform act requiring workforce participation in order to receive services, evidence has emerged that many welfare recipients experience mental health work barriers. Yet, little is known about effective approaches for assisting women with a mental health work barrier in the welfare-to-work transition. This paper addresses this gap by first surveying the empirical research on mental health work barriers among welfare recipients. Second, I propose a comprehensive service provision model to identify and assist welfare recipients with a mental health barrier. Recent scholarship and public discourse highlight an apparent waning of civic engagement in the United States. Although the welfare state is generally thought to support democracy by reducing economic inequality, it may paradoxically contribute to political disempowerment of some groups. We examine the effects of state interventions on civic participation among young adults, hypothesizing that involvement with stigmatizing social programs, such as welfare, reduces political engagement, while receipt of nonstigmatizing government assistance does not dampen civic involvement. Using official voting records and survey data from the Youth Development Study (YDS), a longitudinal community sample of young adults, a series of regression models suggests that welfare recipients are less likely to vote than nonrecipients, whereas recipients of non-means-tested government assistance participate similarly to young adults who do not receive government help. These effects hold even when background factors, self-efficacy, and prior voting behavior are controlled. Welfare receipt is not associated, however, with suppressed participation in nonstate arenas such as volunteer work. Intensive interviews with YDS welfare recipients are used to illustrate and develop the analysis.  相似文献

Females with recent participation in public welfare are a disproportionate and growing share of temporary help services firm employees. Research documenting low earnings, frequent job transitions, and low benefit rates among temporary workers has raised concerns that welfare recipients taking these jobs might have poorer labor market outcomes than those entering permanent positions. My findings show that a majority of welfare recipients working in temporary jobs were satisfied with their pay and working conditions and did not earn much less than those in other jobs. They did report, however, high levels of dissatisfaction with the lack of employment benefits received, and their annual earnings were still very low, reflecting chronic job instability that is endemic to the welfare population.  相似文献

This article provides a brief overview of CASAWORKS for Families (CWF), an innovative intervention designed to help substance-abusing parenting women on welfare. CWF was developed in response to the passage of welfare reform legislation in 1996. Factors that provided a background and context for the development of CWF are considered. The rationale, key elements, and the conduct of a pilot demonstration of CWF are described. Evaluation findings that serve to guide the next steps to improve the intervention are reviewed. Finally, new welfare policy priorities emerging around the importance of addressing behavioral health problems among welfare recipients are highlighted.  相似文献

Welfare reformers sought to reduce “dependency,” or reliance on state‐supported cash benefits and deployed a discourse of “self‐sufficiency” to promote the legitimacy of efforts to remove welfare recipients from publicly funded cash assistance through either wage labor or marriage. We use longitudinal, qualitative interview data collected from 38 initially welfare‐reliant women to examine what self‐sufficiency means to them and their perspectives on how work and marriage affect their ability to be self‐sufficient. Grounded theory analysis revealed that for these women, self‐sufficiency means formal independence from both the state (i.e., Temporary Assistance to Needy Families [TANF]) and men (i.e., marriage). Although they value marriage as an institution and would ideally marry, they do not consider marriage to be a likely route to self‐sufficiency given the pool of men available to them. Rather, they embrace their own market‐based wage labor as the means by which they can attain some measure of independence. Taking our lead from the women in this study, we challenge the emphasis on marriage in current welfare policy. We argue that employment training that results in better jobs for women and men and work supports that make low‐wage work pay are clearly the appropriate direction for policy aimed at the welfare‐reliant and working poor.  相似文献

When parties can bargain with each other in an externality situation, it is frequently argued that liability rules are preferable to property rules. The case for liability rules is thought to be strongest when the parties behave strategically, when the collective authority responsible for maximizing social welfare has perfect information, and when lump-sum transfers are not available. It is shown here that liability rules are not generally preferable to property rules in these circumstances because of their limited ability to redistribute income between the parties.  相似文献
