互联网的诞生与发展,迅速地改变着人类的社会生活,但这并不意味着人类从此走向了文明。网络技术从性质上讲是中性的,它在造福人类的同时,也带来了经济、政治、文化、法律、伦理等诸多道德失范问题,衍生了如网络色情、金融诈骗、窃取机密、造谣中伤、制造社会混乱等网络异化现象。网络主体道德行为失范,生存空间的二元性是前提;不良的道德观和价值观是基础;病态心理是动因;网络无法可依、主体教育脱节是外在条件。把握这些成因,对扭转网络主体道德行为失范现象具有重要意义。  相似文献

This paper examines the shift in housing policy from public housing to welfare housing during the 1970's and the period of the Fraser government in particular. The period saw a series of new Commonwealth State Housing Agreements directed toward market pricing of public rental stock; at the same time Federal funds were declining, with marked effects on the public housing sector. The paper reflects on these trends and highlights certain contradictions in public housing policy.  相似文献

当前我国经济已由高速增长阶段转向高质量发展阶段,且面临着国际市场需求低迷,贸易保护主义抬头等挑战。在此背景下,迫切需要加快经济发展方式的转变,实现内需的扩大和提高,其中扩大消费需求尤为重要。通过分析改革开放以来我国消费率的变动情况,发现我国最终消费率的下降主要发生在2000年以后,且主要是由居民消费率下降导致的,鉴于我国城乡二元结构的国情特征,选取农村居民与城镇居民2000年以后的收入与消费支出数据,将影响城乡居民消费的消费能力与消费意愿两个重要因素进行了量化分析,在此基础上运用ELES模型分析了城乡居民的消费结构,研究发现,与消费能力相比,消费意愿在较多年份制约了城乡居民消费支出的增长,且对城镇居民的制约程度大于农村居民;城乡居民居住类消费支出的增加对其他类消费的增长产生了一定的挤出影响;居住、交通通信、其他用品及服务类未来有可能成为城乡居民共同的重要消费增长点。  相似文献

Many types of housing for older people that do not fit into traditional categories have been proposed, and some have been activated. A number of models are discussed, including the boarding/rooming house, cooperatives, house-sharing arrangements, hotels, mobile homes, community housing, the "granny flat," group homes, and foster homes. The ways in which each housing type meets basic residential needs are considered, including needs for a familiar environment, independence, privacy, personal security, social interaction, and social support. Most alternative housing models are of low appeal, solutions that are turned to either when other alternatives are unavailable or when personal needs happen to fit a particular alternative especially well. For both reasons, it is important to understand and foster the development of such alternatives, even if the numbers served will never be really large.  相似文献

Management of public rental housing is out of public view because most of the rules, regulations, and management policy directions arise from within the housing authorities themselves. As such, the policies can be vague, contradictory, and unrelated to the actual social and economic situations of the residents of public housing. The housing estate manager must translate these policies into a workable day-by-day relationship with tenants. The quality of housing estates is the result. We must be concerned, for on this quality rests the success or failure of our public housing policy.  相似文献
