ABSTRACT

This study compared exits between citizen and noncitizen heads of household from the Temporary Assistance to Needy Families (TANF) program. With longitudinal monthly administrative data and a Cox proportional hazard model, the study examined how the economy and recipients’ personal characteristics affected their exits. The sample consisted of 28,308 families headed by citizens and 2,547 families headed by a noncitizen on TANF. Key findings reveal that families on TANF exit the rolls primarily during the first 8 months after entrance. Results showed that families headed by a noncitizen remain on TANF longer than families headed by a citizen. The roles of minimum wage and unemployment in shaping the risk of exit for noncitizen compared to citizen families were explored. Suggestions for further research and how to serve recipients best in times of economic downturns are provided. Similar research needs to be conducted in states where temporary TANF time limits do not exist.  相似文献

ABSTRACT

The Great Recession that officially began in December 2007 and ended in June 2009 was the most severe recession since the Depression of the 1930s. To accurately explain the number of families and children receiving cash assistance from Temporary Assistance to Needy Families (TANF) during the 2007 recession, it is important to capture state-level variations in recessionary periods, economies, and TANF policies. This study breaks ground by using multiple regression to explain the number of families enrolled in the TANF program when the TANF caseload peaked in each of the 51 jurisdictions’ recessions as a function of their severe TANF policies while controlling for benefit levels, unemployment rates, and size of populations. Key findings strongly suggest that all else constant, TANF did not grow as much as it would have in the 2007 recession partially due to shorter lifetime limits (less than 60 months) or temporary time limits, multiple severe policies, or benefit cuts witnessed in some states. This study is important to policy makers and academics concerned with the effect of severe policies on the enrollment of needy families with children in the TANF program. The federal government should encourage states to relax some of their requirements during recessions. Future research should examine the consequences of severe TANF policies on the well-being of families with children during recessions.  相似文献

This secondary data analysis examined racial disparities in associations betwen welfare dependence/financial independence and human capital, local economy, and state TANF policies. A sample of 6,737 parents was extracted from the public-use data set titled “National Longitudinal Survey of Youth.” Results showed that restrictive TANF policies reduced African Americans’ likelihood of welfare use and increased likelihood of their financial independence. Multinomial logistic results also showed that, among Hispanics, employment growth in neighboring counties promoted welfare use; whereas among Caucasians such growth promoted financial independence. County poverty increased (a) Caucasians’ likelihood of welfare use and (b) Hispanics’ likelihood of being working poor; it decreased Caucasians’ and African Americans’ likelihood of financial independence. Across ethnic groups, education reduced likelihood of welfare use and working poor status; across minority groups, education increased likelihood of financial independence, but among Caucasians it decreased such likelihood. Across ethnic groups, occupational skills hindered dependence and improved odds of employment (regardless of welfare or poverty status). This study concluded the studied TANF policies and job markets were not color-blind. Interventions this study implies include less-restrictive TANF policies, generous support services, TANF staff cultural-competence training, and antidiscrimination rules. Research investigating particular TANF policies’ and services’ effects by ethnicity might prove useful.  相似文献

This article reports on focus group data from African American women after participating in year-long groups while attempting to make the transition from welfare to work. Qualitative data analysis is employed to examine the women's words about their experiences, within the context of Temporary Assistance for Needy Families (TANF) requirements and group work models for women who are multiply oppressed. Their words point to recommendations for group work knowledge and skills to best support the needs of these women in the era of TANF.  相似文献

Despite the critical role that paid maternity leave can assume in the economic lives of low-income families, research to date has paid insufficient attention to whether paid maternity leave reduces welfare use for low-income families. Using the Current Population Survey (CPS) March Supplement 2007–2014 with the difference-in-difference (DiD) technique, this study finds a significant policy effect of paid maternity leave on reducing the probability of using Temporary Assistance for Needy Families (TANF), TANF benefit amounts and TANF participation length. This study confirms that paid maternity leave is likely to prevent low-income families from using welfare during job interruptions stemming from the birth of a child. Given that TANF is often associated with negative political and social connotations, paid maternity leave can be used as an important social policy to improve economic security as well as offer empowerment in overall social standing for low-income mothers. The discussion focuses on the implications of the findings in a broader context of American welfare states.  相似文献

ABSTRACT

This secondary data analysis examined the impacts of human capital, child care, fringe benefits, child support, ethnicity, county economy, and county minority-population size on participation in Temporary Assistance for Needy Families (TANF) by parents living at or below the federal poverty threshold. Longitudinal records of 1,789 such parents were extracted from the National Longitudinal Survey of Youth (1996–2008). Multilevel mixed-effects linear regression showed that having personal/family problems, being African American, and residing in a county with widespread unemployment were associated positively with TANF receipt. TANF receipt was associated negatively with employment offering a retirement plan, full-time employment, part-time employment, and residence in a county with a large Hispanic population. Future research might explore the relationship between subpopulations’ sizes and states’ TANF policies.  相似文献

ABSTRACT

This longitudinal study analyzes the impact of one of the most ambitious employment and training programs in the nation, California's Greater Avenue for Independence (GAIN), on welfare terminations. The study isolates the effects of GAIN from other effects by controlling for AFDC program characteristics and labor market conditions. The findings suggest that, all else constant, GAIN increased terminations in a modest fashion. The paper discusses the difficulties future welfare-to-work programs are likely to have in substantially increasing terminations even with stringent mandatory work requirements.  相似文献

This research weighed the impact made by the economy, welfare policy and human capital on unemployed welfare mothers in the USA. Specifically, it asked how welfare mothers' employment status, poverty status, and enrolment for Temporary Assistance for Needy Families (TANF) are affected by these three factors. Longitudinal data from the Survey of Income Program Participation (SIPP) provided a sample of TANF mothers. The SIPP data shed light on modes of economic adaptation exhibited by these mothers. Event history analysis was applied to the data (for years 1996–2000), and results were obtained showing that restrictive welfare policies combined with high unemployment can boost the number of working poor Americans by severing them from TANF. Human capital contingencies – which here comprised development of the sample's occupational skills, work experience and education – helped TANF mothers gain employment and even leave welfare. Some were able to do so and live above the poverty level. Social support, especially family support, was another factor included in this study that was found to be of some use to unemployed mothers in terms of finding work. Results bear several implications for TANF policy.  相似文献

State food stamp caseloads have declined dramatically since the adoption of the 1996 welfare reforms. It is likely that the movement of large numbers of individuals from the welfare rolls to the work force has contributed significantly to the decline in food stamp usage. This hypothesis is tested by examining the impact that the pre-reform AFDC program had on food stamp participation. Employing OLS regression, we find that state AFDC caseloads are positively related to food stamp caseloads. Thus, welfare reform may be eliminating eligible food stamp participants.  相似文献

Loss of market income to families is recognized as a major risk factor of child neglect. In the 2008 recession, some poor families replaced their market incomes with cash assistance from Temporary Assistance for Needy Families (TANF). Using secondary data for 42 contiguous jurisdictions and DC, we examined the relationship between increases in TANF caseloads and changes in substantiated child neglect cases in each of the contiguous jurisdiction’s 2008 recession. Key findings suggest that reductions in child neglect cases in the presence of increasing TANF caseloads were more profound in about half the states than any increases in child neglect cases found in the remainder of the states. Applying Exploratory Spatial Data Analysis tools, local spatial clusters were found in four neighboring states in the Midwest-South corridor suggesting that child neglect increases were similar and substantial across these four states. Our findings provide important information to stakeholders who may want to better target federal resources to specific geographic regions. Neighboring states experiencing large increases in child neglect during economic downturns may extend their collaborative efforts so they can develop strategies for improving services. Future research should explain the growth in child neglect with other variables aside from TANF caseloads.  相似文献

ABSTRACT

This article presents the results of a randomized study that asked Division of Family and Children Services' (DFCS) clients throughout the state of Georgia to rate their satisfaction with Temporary Assistance to Needy Families (TANF), food stamps, child care services, and Medicaid services, as well as their perspectives of the customer service they received through their county DFCS offices. Telephone interviews were conducted with 2,408 clients. Overall client satisfaction percentages are: TANF, 80%; food stamps, 88%; child care, 92%; and Medicaid, 94%. Satisfaction indices were also created from the data collected. Client suggestions for improvement are presented as well as practice and educational implications.  相似文献

ABSTRACT

Using a survey that was administered individually to respondents at set locations, this study examines the effects of participation in an asset-building program in resource-constrained households in rural Ghana (n = 120 in the experimental group and n = 120 in the comparison group). Results suggest the program is effective in reaching the most economically vulnerable households. We also learned that program participation was related to ownership of social assets, as well as psychosocial and financial well-being. Program characteristics, including trust among members and time spent on program-related activities, were related to enhanced social and financial assets, respectively. A number of implications emerge from this study. Given that the program, although effective in reaching the most economically vulnerable households, did not produce significant outcomes in such households, attention may be devoted to understanding ways to enhance the welfare of vulnerable program participants. A targeted approach may be a viable option. With respect to policy, consideration could be given to incorporating microfinance models in poverty alleviation strategies. Continued research using more rigorous design is needed to explore the relationship between microfinance and the welfare of vulnerable participants.  相似文献

Abstract

Four parenting practices were investigated among one group of female current and former participants in the Temporary Assistance to Needy Families (TANF) program, and among a second group never enrolled for TANF. The sample numbered 16,681 mother/child pairs. The mothers were able-bodied, non-elderly adults. Results demonstrate that TANF receipt wields negative impact on parenting practices and that becoming employed reduces the amount of “quality time” TANF mothers spend with their children (although new employment does not reduce the nurturing and monitoring mothers provide their children). The study also examined the role in parenting of neighborhood safety, education, racial/ethnic background, single motherhood, and mothers' anger with children.  相似文献

Abstract

The author examines the trends in TANF caseloads in West Virginia and selected states outside of Appalachia while including national trend data for further comparisons. State administrative data on the reasons for case closures is also reviewed. The major findings indicate that caseload declines accelerated in each state, as well as nationally, after the passage of PRWORA in 1996. National declines are resulting in an increasing concentration of Hispanics and minorities among TANF recipients. Administrative data indicates that one-third or fewer of the selected states' closures were attributed to employment. While states have improved their tracking systems, there is still some uncertainty surrounding the reasons for closures. This suggests the need for further research on data reporting.  相似文献

This study examines changes in MSW students' perceived cultural competence across 11 child welfare practice skills before and after participation in a University's Title IV‐E program and explores students' perceptions of cultural competency and cultural humility. The findings indicate modest gains across all 11 practice skills; however, focus group interviews revealed that students do not necessarily feel prepared to conduct culturally competent practice with children and families. A culturally informed practice in public child welfare is discussed and includes training implications for Title IV‐E programs.  相似文献

Objective. In the mid‐1990s, welfare usage declined disproportionately among noncitizens, prompting some policy analysts to argue that the 1996 Welfare Reform Act (PRWORA) had a “chilling” effect on welfare receipt among eligible non‐citizens. However, naturalization among noncitizen welfare recipients could account for the disproportionate decline. This article evaluates the role of naturalizations in producing the so‐called chilling effect. Methods. The research uses longitudinal data (the Survey of Program Dynamics) to decompose changes in citizen and noncitizen welfare receipt into parts due to shifts in citizenship status and shifts in welfare receipt. Results. A substantial portion of the relative decline in welfare usage among noncitizens can be explained by shifts in naturalization. Conclusions. A more cautious interpretation of results about the effects of welfare reform on immigrants is called for, particularly results of analyses that use cross‐sectional data and disaggregate the change in welfare receipt by citizenship status.  相似文献

ABSTRACT

Given the demographics of youth served by the child welfare system, culturally responsive approaches are critical to effective social work practice and desperately needed. Like many adolescents who grow up in the child welfare system, Paul, a White adolescent male in foster care, was beset by a lack of adequate environmental resources and multiple stressors and had little hope or motivation to work on improving his situation. This article highlights the author's “use of self” as an African American male therapist who worked with Paul, using a Winnicottian and caring framework. Because child welfare workers are often overburdened by the demands of work, including large caseloads and clients with few to no resources, they find it difficult to consistently provide empathic and caring behaviors for their clients. The author highlights his therapeutic work and struggles with Paul and offers cultural insights and Winnicottian strategies when working with adolescents in the child welfare system who are ultimately in need of permanency and stability.  相似文献

Objective. We ask whether individual and local factors known to influence reliance on welfare continue to be important under the TANF program, and if such factors differentially affect exit from TANF for African Americans and whites. Methods. We use monthly administrative data on TANF recipients from October 1996 to July 2004 from the Mississippi Department of Human Services. These data are linked to local economic, social, and spatial characteristics to estimate discrete time hazard models of TANF exit. Results. Personal barriers to work (e.g., low education and children) and limited economic and social opportunities in communities reduce the likelihood of leaving TANF. The results show that African‐American exits from TANF are more influenced by human capital and local economic, social, and spatial conditions than are whites' TANF exits. Conclusion. The work‐first initiative under TANF is most viable where individual barriers to work are limited and economic opportunities and community support to become self‐sufficient exist for all people.  相似文献

Individual development accounts (IDAs), wealth-building programs for the working poor, have existed since the late 1980s. Current research suggests that IDA programs benefit families while contributing to local and state economies. This program evaluation assessed the impact of one state Temporary Assistance for Needy Families (TANF)-funded IDA initiative. Quantitative and qualitative data were collected from four agencies chosen using cluster sampling across the state. Agency programmatic and participant data from the last year of operation (N?=?160) were examined. Agencies also provided contact information for three participants who had graduated and three who exited the program prematurely in the past year of operation. In person, interviews were held with agency directors (n?=?6) and IDA participants (n?=?11) were interviewed by telephone. Results indicate that 69% (n?=?111) of IDA enrollees successfully completed the program. IDA participants who exited the program prior to completion also expressed benefits associated with the time in which they were involved. Programmatic and individual benefits and challenges reported guide recommendations for improving IDA marketability, participant outcomes, and organizational performance rates. A critical implication of the findings is the need to expand the use and design of IDA programs legislatively to better serve historically oppressed and working poor families more effectively.  相似文献

Welfare program participation among rural‐to‐urban migrant workers in China Int J Soc Welfare 2011: 20: 10–21 © 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. An estimated 225 million Chinese people have migrated to cities from China's rural areas over the past two decades. These rural‐to‐urban migrant workers have greatly challenged China's welfare system. The pre‐reform welfare system was a duel scheme with an urban–rural distinction in which rural residents were not covered by state‐run welfare programs and had to rely on their families and rural collectives. The development of employment‐based social insurance programs in 1999 made social welfare programs available for rural‐to‐urban migrant workers. Using an anonymous survey conducted in seven cities across China in 2006, we found that social insurance program participation rates were low among rural‐to‐urban migrant workers. Individual factors, including lack of knowledge of welfare programs and of a willingness to participate, and macro‐level factors, including type of employer and industry, are critical in determining migrant workers' participation in welfare programs. Implications for policies and practice are discussed.  相似文献
