WITH all of its fun and games, the Spring Festival fair at the Temple of Earth in Beijing is a good place to spend the holidays. Ever since 1985, when the temple first resumed the practice of holding the fair during the Spring Festival, the annual event has attracted more and more people every year. In fact, the temple fair has gradually developed into a holiday exhibition of traditional local culture as well as an influential mass cultural activity. Accountability Agreements in Ontario Hospitals: Are They Fair?

Governments can be accountable for improving the fairness oftheir priority setting through enhanced transparency and stakeholderengagement. A case analysis is conducted of priority settingin a government health care context in Ontario, Canada, assessinghow implementation of hospital accountability agreements meetsthe conditions of a leading international ethical frameworkfor priority setting, "accountability for reasonableness" (A4R).Hospital accountability agreements provide a mechanism for governmentto ensure that public funding achieves desired performance inhospitals. A key goal of priority setting is fairness. A4R linkspriority setting, legitimacy, and fairness to theories of democraticdeliberation, making a claim for fairness if the four conditionsof relevance, publicity, revision/appeals, and enforcement aresatisfied. Regarding the relevance condition, this analysissuggests that government only partially met the relevance conditionproviding limited stakeholder engagement but with evidence ofpolicy learning and movement toward the establishment of inclusivestakeholder arrangements. Evidence suggests that governmenteventually progressed toward meeting the publicity condition.Government only partially met the revision/appeals conditionand did not meet the enforcement condition, as the other conditionswere only partially met. It is our view that regional governancestructures in Ontario (i.e., Local Health Integration Networksor LHINs) provide an opportunity for the province to improvethe fairness of their accountability agreement processes throughenhancing transparency and stakeholder engagement. More broadly,this case study provides a guide for government to enhance accountabilityby focusing on A4R to improve the fairness of its priority setting.     

What Makes Inheritance Fair in Stepfamilies? Examining Perceptions and Complexities

This article examines the complexity of fairness in the inheritance process within the context of divorce, remarriage, and stepchildren. Interpersonal social justice theory and qualitative vignette methods were used to explore family members' perceptions of fair inheritance outcomes and processes for financial assets and personal possessions. Findings identify decision rules for determining fair outcomes, including treating biological and stepchildren equally and differently. Who participates, what structures are relied upon, the role of information, and ethical interpersonal treatment were identified as key factors when determining fair processes. Understanding fairness provides a sound basis for helping stepfamily members navigate unavoidable inheritance decisions.     

Beyond the visual: panoramatic attractions in the 1900 World’s Fair

The 1900 World’s Fair congregated a large number of attractions that revolutionised the tradition of panorama. These attractions were complex devices: often, they incorporated highly technological advances and played a vital role in the emergence of an entertainment culture. In this paper, I attempt to reconstruct three of these devices through an examination of archival material: the Maréorama, which followed the tradition of simulating a journey; the Globe Céleste, which was similar to today’s planetariums; and the Phono-cinéma-théâtre, which, following the example of the Théâtroscope, was based on the representation of a stage performance. All three of these combined visual, sound and scenic effects. I will try to interpret how the visual experience was complemented by other sensory stimuli, such as sounds and smells, as well as by the immersive nature of the devices. My aim is to investigate what these attractions, as material objects, may have contributed to overcoming a merely visual conceptualisation of perception. Also, the paper explores how the fin de siècle culture appears to have assumed this new perspective, as reflected by its objects, and examines its relationship with the incipient mass culture.     

Siting Affordable Housing in Opportunity Neighborhoods: An Assessment of HUD’s Affirmatively Furthering Fair Housing Mapping Tool

In this article, we examine the content and structure of the new affirmatively furthering fair housing mapping tool (AFFH-T) developed by the US Department of Housing and Urban Development (HUD) as part of its new assessment of fair housing (AFH) process. Our analysis is focused on the degree to which the data included in the AFFH-T is suitable for the development of plans to site affordable housing in opportunity neighborhoods, and the utility of this tool as a public participation GIS (PPGIS) platform. Our analysis highlights strengths and weaknesses of the AFFH-T and we offer recommendations for its further development.     

I am not that Caitlin: a critique of both the transphobic media reaction to Caitlyn Jenner’s Vanity Fair cover shoot and of passing

In this article I discuss and critique transphobic media reactions to the celebrity Caitlyn Jenner’s 2015 Vanity Fair cover shoot. I then consider these in the light of Garfinkel, H. [1967. Studies in Ethnomethodology. Englewood Cliffs, NJ: Prentice-Hall] concept of ‘passing’ in his celebrated case story of Agnes and argue that ‘passing’ is often conflated with ‘being out’. I argue that the two are significantly different and claim that the former is implicitly based on a public lie. I use several auto-ethnographic narratives to illustrate the argument.     

Rural roots,rural routes: discourses of rural self and travelling other in debates about the future of Appleby New Fair, 1945–1969

The notion that Gypsies, in an idealised form, have a place in the rural idyll has been sufficiently influential within Geography that it currently features in our undergraduate texts concerned with the meaning of place. The position of real Gypsy-Travellers in the countryside is of course more complex, and this paper seeks to move the debate forward by examining how the group, who are still marginalised in geographical research, were portrayed by rural residents in the post-War period, and what these representations of a travelling other reveal about the nature of the rural self. The route in is through local print media reports about Appleby New Fair, a horse fair in Northern England which is one of the largest Gypsy-Traveller gatherings in Europe and a major tourist attraction. Analysis of this source highlights the contested position of Gypsy-Travellers in the country, and the lines of differentiation in rural society that these challenges to their position reveals. In so doing, the paper not only adds crucial texture to our appreciation of spatialised understandings of difference but also highlights the possibilities of radical openness in rural society, which contrasts with more common reactionary attempts to bound rural space.
