This Supplement in the International Journal of Social Welfare presents the main findings of a United Nations Research Institute for Social Development research project on social policy in late industrializers, covering countries in East Asia, Latin America, Middle East and North Africa (MENA), and sub-Saharan Africa, as well as the Nordic countries. One of the findings from the research is that social policy has been used as an integral part of economic development in successful late-industrializing countries. In the MENA region and sub-Saharan Africa, however, social policy was tried for too short a period to be properly implemented and tested. East Asian and Latin American countries started with a narrow-based social policy, but social policy in East Asia was extended to foster social solidarity, bringing people into the mainstream of social change. Such findings suggest that social policy is multifunctional, not only in terms of social protection but also economic development and democratic governance.  相似文献

ABSTRACT

This study examines the ways that social capital sustains flourishing among rural Chinese children, including left-behind children (LBC). Social capital combines structural, substantive, and functional components. Data came from a survey of 995 children in rural areas of China. Results show that LBC experienced significantly lower flourishing and social capital than did other children. In addition, background factors including caretakers’ education and parental marital status had great positive effects on flourishing. Furthermore, the interaction effect of social capital and parental marital status was significantly positive on flourishing. The findings imply the need to boost social capital and flourishing in LBC. Meanwhile, maintaining parental marriage is important for boosting flourishing.  相似文献

ABSTRACT

Although policy practice is regarded as an essential component of social work, the actual involvement of social workers in policy practice is apparently very limited. This article presents the findings of a study that seeks to explore the role of social and professional values in support by social workers in Israel for engagement in policy practice and their actual involvement in this type of practice. The findings indicate that socioeconomic orientations and professional values have an impact on social worker's perception of policy practice and the degree to which they are actually involved in the social welfare policy process. In particular, it was found that attitudes toward social justice played a major role in the social worker's perceptions of, and involvement in, policy practice.  相似文献

This study examines the relationship between social capital and health. We use various estimation methods such as pooled OLS, a split-sample approach, a quadratic regression, and fixed effects model to investigate country-level unbalanced panel data of 194 countries for the time period 1990–2015. The results support the negative effect of bonding social capital and the positive effect of bridging social capital on health. The effects are more pronounced in low income countries. The first contribution of the paper is to better explain the mixed results of previous studies by focusing on the distinction between the two types of social capital. The second contribution of the paper is to address endogeneity and nonlinearity problems and to capture dynamic change by using various econometric methods. The findings imply that the socio-economic effects of social capital are different depending on the type of social capital.  相似文献

This study examined the relationship between social capital and life satisfaction in an Asian context, focusing on South Korea and Taiwan. We considered two components of social capital – networks and trust – and argue that the ability of social capital to increase life satisfaction depends on the context. Using the national Life and Society survey data from South Korea (N = 978) and Taiwan (N = 1,200), our analysis found that, when several control variables, such as subjective social status, self‐reported health condition, sex and belief in individualism, were considered, social capital was positively related to life satisfaction in Taiwan, while there was no significant association between social capital and life satisfaction in South Korea. The South Korean case revealed that social capital is not a good predictor of life satisfaction in a context in which being successful is overwhelmingly emphasised.  相似文献

Latin American countries saw an important expansion in social policy in the first two decades of the 21st century. Along with this increased inclusion, however, social policy remains segmented. Using recent data from ECLAC, World Bank, and other sources, this paper offers a comprehensive analysis of trends in social policy for the period 2000–2020 for 17 countries in Latin America. Four areas of social policy are assessed in longitudinal and comparative perspectives: transfers, health care, education, and family policies. Conditional cash transfers (CCT) and noncontributory pensions (NCP) are the two main policy innovations that allowed countries in the region to expand social rights to previously excluded populations (outsiders). At the same time, due to their design, these policies have introduced new layers of fragmentation to the welfare mix, without resolving—or even increasing—segmentation in social policy. Segmentation is still the rule for the areas of health care and education, and increasing privatisation went unabated even in the periods of social policy expansion and in the countries governed by left coalitions.  相似文献

ABSTRACT

Developing service users’ bonding and bridging social capital is an increasingly recognized role of social workers. A survey of 570 Chinese service users, sampled from 41 social service units in Hong Kong, provided data for the study. Results demonstrated convergent and discriminant validity in a confirmatory factor model about the measurement of bonding and bridging social capital development, mutuality, and assistance to the community. This evidence for the validity and usefulness of social capital development endorses social workers’ role in developing service users’ social capital. Further research needs to assess the generalizability of the present findings in other sociocultural settings.  相似文献

Latin America is emerging from a century of transformation – from a traditional agrarian to an urban industrial economy – where countries have taken diverse historical paths. Some have almost completed this transformation, others are taking early steps, and most are living through it. State‐led transition has followed two successive development strategies. From the 1920s to the 1980s, state developmentalism, for the most part, successfully assumed the twin challenges of economic and social progress. In the final decades of the century, Latin American states adopted the policies of the Washington consensus, which emphasized the importance of business in the framework of globalization, benefiting the affluent few. However, an unambiguous shift in direction has been taking place in Latin America since the 1997 economic crisis. This article suggests that a new developmental welfare state model is in the making. How will it evolve over the wider space of an increasingly integrated Latin America?  相似文献

Among older youth transitioning from the foster care system, this longitudinal study examined the association of religious and spiritual capital to substance use in the past year at age 19. Participants consisted of African American (N = 179) and White non‐Hispanic (N = 133) older youth in foster care. Drawing from social capital theory, it was posited that religious service attendance (a proxy for religious capital) and belief in a spiritual force (a proxy for spiritual capital) would be inversely associated with substance use. Multiple logistic regression results indicated support for the first and second hypothesis for White foster youth only. Among White foster youth, more frequent religious service attendance and greater belief in a spiritual force were associated with a lower likelihood of illegal substance and polysubstance use. No association between religious or spiritual capital and substance use was found among African American foster youth. The findings underscore the importance of conducting spiritual assessments to help ensure older foster youth who have strong religious or spiritual orientations are in environments where they are accommodated and supported.  相似文献

ABSTRACT

According to the investment theory of social capital, the investment of valuable resources in social activity leads to the reception of social support. This theory is applied in examining the contribution of community participation to expected social capital. A survey of 1,523 mothers in low-income neighborhoods of Hong Kong, China, suggests that community participation was not generally conducive to expected social support. However, community participation tended to contribute to expected social support when coupled with family resources such as the employment and income of the mother and her partner.  相似文献

文化资本是影响个人教育获得和社会地位获得的重要因素。基于2008年上海市社 会结构调查数据, 从广义文化资本出发, 分别测量父母和子女文化资本对地位获得的 作用。研究发现: 父母和子女文化资本存量越高, 子女受教育年限越长; 子女文化资 本对地位获得具有显著影响; 在控制性别、父亲职业等变量后, 文化资本越多, 越有 可能进入更高阶层; 教育、家庭文化氛围和文化投资对地位获得具有持续且稳定的作 用; 文化资本是社会下层实现向上流动的有效手段。

Cultural capital plays an important role in individuals’ educational and status attainment. On the basis of data from the Shanghai Social Structure Survey of 2008 and from the perspective of broadly defined cultural capital, this paper measures the role of cultural capital of parents and children in the acquisition of social status. The findings are as follows: (1) Higher stocks of cultural capital on the part of parents and children mean more years of schooling for children. (2) Children’s cultural capital has a significant influence on their status attainment. (3) Controlling for variables like gender and father’s occupation, the more cultural capital one has, the more likely one is to enter a higher stratum. (4) A family’s education, cultural ambience and cultural investment have a sustained and stable impact on status attainment. (5) Cultural capital provides an effective way for the lower strata of society to achieve upward social mobility.  相似文献

Over the last 30 years, Latin America has pioneered structural pension reforms. This article focuses on a representative regional sample of seven Central American countries with diverse levels of development (Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama) studying contributory and tax‐financed pensions as well as recent pension reforms. It comparatively assesses system performance regarding five social security principles: unity; universal coverage; adequacy of benefits; equal treatment, solidarity and gender equality; and financial sustainability. It also evaluates the impact of the world crisis on these pension systems, highlighting the differences between public and private pensions, and extracts lessons and suggests policies for the future.  相似文献

ABSTRACT

Conventionally, social service planners conduct statistical analyses on service data for future planning. However, the limitations are their neglect of the spatial characteristics of these social data and their effects. All human activities have social and spatial dimensions. Social service provision is no exception. In this study, the authors suggest a socio-spatial framework in term of understanding service accessibility. A questionnaire survey was conducted and 491 participants, users and non-users, were interviewed. The results show that both spatial and social capital factors affect service accessibility. The study can help better service planning in densely-populated Asian metropolis like Hong Kong.  相似文献

ABSTRACT

A variety of terms and measures have been used in the literature to denote being socially integrated, and many studies of older adults focus on only social networks or social support and often only include those living in the community. The purpose of this study was to assess multiple constructs of social integration (i.e., social networks, social capital, social support, and social engagement) for older adults in nursing homes. Data were collected from 140 older adults at 30 nursing homes in Kansas. We interviewed older adults’ in-person using a survey questionnaire, and used multilevel confirmatory factor analysis to analyze the data. The final model that included the four constructs had acceptable fit (χ2 = 174.71; df = 112; p < .01; CFI = .93; RMSEA = .06; SRMR-W = .06; SRMR-B = .12). The results showed that the proposed model was supported at the individual level. At the between-level, social networks and social support were supported. Study results have methodological and practice/policy implications for the study of older adults in long term care settings. In particular, this study contributes to understanding how to operationally define and differentiate social integration variables in studies of older adults, particularly when study data are hierarchical.  相似文献

Do social policies in Latin America promote or discourage distribution? And if they do promote distribution, are coalitions a prerequisite? Drawing from a typology of welfare regimes elaborated for 18 Latin American countries, this article explores responses to these questions by addressing three emblematic cases: Chile, Costa Rica and El Salvador – that is, countries where the management of social risks primarily revolves around markets, states and families, respectively. Although the article is exploratory, findings suggest that societal coalitions have been, and are likely to continue to be, weak in market welfare regimes, strong in state welfare regimes and contingent to policy sectors in familialistic welfare regimes.  相似文献

ABSTRACT

Using a social capital and social cohesion lens, we reposition the concept of civic engagement among older adults to examine pathways for building age-friendly communities. We analyzed data drawn from a Community-Based Participatory Research study in the Southern U.S. that explored lived experiences of older adults, age 55 and above, who participated in individual interviews (n = 15) and six focus group discussions (n = 45) to examine their perceptions of social identity, social connectedness, and civic engagement geared toward an age-friendly city. Findings indicated that several older adults had access to social networks and socially invested resources, thereby having opportunities for civic engagement and building age-friendly neighborhoods. However, social, cultural, linguistic, and structural barriers were more evident among certain diverse ethnic populations. Marginalized low-income minorities and immigrants, such as Hispanic participants, felt the lack of social cohesion among the larger society limited their ability to give back, thus decreasing their civic engagement activities. In contrast, Caucasian and African-American older adults were able to contribute to the political process through more civic participation activities. We provide implications for examining the role of social capital and social engagement to bolster civic engagement among older adults in building age-friendly communities.  相似文献

This paper critically evaluates the debate on what makes local governments more effective, higher social capital (such as trust, reciprocity, and informal social networks) or stronger institutional structures (such as democratic processes, ombudsman, and social audits). Empirical analysis of a decentralized welfare scheme in India, the Andhra Pradesh Rural Employment Guarantee Scheme (APREGS), using the latent variable path analysis modeling approach reveals that creation of formal democratic institutional channels in itself does not impact governance performance. Rather, it is mediated by complex institutional and social capital issues. For example, formal information dissemination activates social capital, leading to effective local governance. However, this (higher social capital and better institutions) does not automatically lead to empowerment or trust in the local government. The influence of the economically and politically powerful mediates this relationship. These and other results, cumulatively, highlight the complexity involved in the effectiveness of government empowerment initiatives. The paper calls for a fresh and wider debate on decision‐making dynamics in rural India, especially the interaction between government institutions, social capital, and the historical societal dynamics.  相似文献

ABSTRACT

“Build the Social Justice Bridge” was a participatory photography project that engaged international group workers in an assessment of group work as a social justice profession. Inspired by principles of photovoice research, the project invited social work students, educators, and practitioners from around the world to contribute photographs and brief narratives that represented the relationship between group work and social justice. The photographs were exhibited during the opening session of the 2018 Symposium of the International Association for Social Work with Groups (IASWG) in South Africa, where more than 200 participants from ten countries reflected on the meaning of the photos for the group work community. In viewing the photos, symposium participants identified a common vision of social justice as well as culturally-specific approaches to group work. Implications are drawn for the internationalization of professional knowledge.  相似文献

The emergence of the two facets of social capital, the individual and the collective, has contributed to much of the confusion in the field of social capital. The overall objective of this article is to elaborate on a theoretical model aiming at clarifying some bridges between the facets and dimensions of social capital previously suggested in the literature. Initially, the article shortly presents and discusses some important definitions of social capital. Furthermore, limitations and shortcomings of previous definitions are discussed. Moreover, a theoretical model is elaborated on suggesting that social capital comprises social resources that evolve in accessible social networks or social structures characterized by mutual trust. This model also emphasises some of the potential dark sides of social capital. The presented definition does not definitively address the theoretical uncertainties in the field; however, it suggests that a resource‐oriented notion of social capital could be useful in bridging the facets of social capital.  相似文献
