This paper evaluates the impact of agency work on temporary workers’ posterior likelihood of being hired on a permanent basis. We use administrative data on two groups of temporary workers for whom we have complete work histories since they are first observed in 1998 until the year 2004. One group consists of workers employed through a temporary help agency (THA) at some point during the 7 year period under examination (treated group). The other group is composed of individuals employed as direct-hire temps at some point between 1998 and the year 2004, but never via a THA (control group). Using propensity score matching methods, we find that agency workers endure a lower likelihood of being hired on a permanent basis following their temporary assignment than their direct-hire counterparts. However, there are relevant differences for some groups of workers.

During the 1980s, a significant increase occurred in the employment of temporary workers — employees hired for a specific task and for a limited duration — because of changing economic conditions that raised both the demand for and supply of temporary workers. Using time-series data, we investigate the factors that influenced temporary employment growth by analyzing the expansion in the temporary help supply (THS) industry. On the demand side, increasing aggregate output and heightened foreign competition were the most important factors that encouraged firms to hire temporary workers. On the supply side, increasing participation of certain demographic groups, notably married women, shifted the supply curve of temporary workers outward. In this study, we analyse the consequences of the conditions of the labour‐market contracts for working on board merchant ships. More specifically, we examine how seafarers hired on different contracts work together. Seafarers’ conditions of work differ considerably: some, mainly workers in the West, have permanent contracts with a shipping company, are paid a relatively high monthly wage and can go ashore every second month, whereas others performing the same tasks may have to stay at sea for more than six months at a time, and work for less money on temporary contracts. Drawing on the economic sociology of markets and institutional theory, in this article we present the institutional conditions of globalized labour markets for seafarers and analyse unique data derived from observations and interviews on board merchant ships. We argue that the notion of market is a key explanatory factor for how the work is conducted on board. Theoretically, our elaboration on markets allows us to conceptualize and address global and transnational markets.  相似文献

I use linked employer-employee data from the German Federal Statistical Office to estimate within-firm wage differentials between temporary workers with fixed-term contracts and workers with permanent contracts in the context of dual internal labor markets. Wage-tenure profiles of permanent workers are estimated separately for each firm to obtain a proxy for the prevalence of internal labor markets. Temporary workers earn significantly lower wages in firms with steeper wage-tenure profiles. This finding is consistent with the segmentation in a primary permanent workforce with high wages and a secondary temporary workforce with low wages, if internal labor markets are more prevalent.  相似文献

I use a multinomial logit model and the Spanish Active Population Survey (EPA) for the period 1987–1996 to study labor force transitions of temporary workers. These workers hold fixed-term employment contracts, which Spanish labor law distinguishes from indefinite contracts. Since the EPA questionnaire allows the identification of workers with either type of contract, I use matched EPA files to analyze transitions from temporary to permanent employment and explore the extent to which workers holding fixed-term employment contracts tend to be trapped in temporary employment relationships. A model with fixed effects and controls for state-specific linear time trends is developed to analyze the influence of state unemployment insurance taxes on temporary help services employment using state level panel data from the Bureau of Labor Statistics’ Quarterly Census of Employment and Wages. Prior research has shown that imperfect experience rating of unemployment insurance taxes increases temporary layoffs and that, conversely, more extensive experience rating leads to a decrease in temporary layoffs. The current analysis demonstrates that more extensive experience rating increases temporary help services agency-intermediated temporary employment. To the extent that the increase in temporary help services employment represents a substitution of temporary help services jobs for traditional direct hire jobs, it implies a negative effect on job quality. Steps to address low unemployment insurance recipiency rates by temporary help services workers may alleviate the impact of unemployment insurance tax structures on temporary help services employment.  相似文献

For Filipino migrant care workers in Singapore, visits home are highly anticipated and longed for, but only as long as they remain brief. Drawing on long-term ethnographic research, this paper examines such visits as emotionally complex events that bring intense joy as migrants reunite with dispersed family members, but also reveal divergent expectations and feelings of loss and betrayal. These experiences are especially felt among migrant women given the gendered constructions of their migration journeys that demand strenuous relational work on their visits and far beyond. Visits home, nevertheless, are important moments through which migrant care workers re-orient their priorities and aspirations as migrants and as women over time, often leading to prolongations of their ‘temporary’ absences. The paper further examines how migrant care workers, many of whom are on temporary work contracts in Singapore, fear and anticipate the moment when short visits ultimately become permanent returns.  相似文献

The purpose of this paper is to understand the influence of organizational factors on occupational accident causation. A field study was undertaken and focused on the phase of concreting the floors of a residential block in a building project in Brazil. The methodological approach was based on the analysis of carpenters' work practices and of the workers' accounts of minor falls. Observations were noted on work practices over this stage. Furthermore, interviews were conducted with the workers hired by the subcontractors and with professionals working for the main contractor. The results show that falls were related to the introduction of new building technology and its use by the workforce. The production planning and organization of activities by the subcontracted firms also led to temporary demands that were additional determining factors for falls on site. The work analysis reveals the need to consider organizational factors in prevention practices.  相似文献

This paper discusses one strategy that Chinese crewing agencies adopt to compete with each other in the global seafarer labour supplying market. This strategy is related to Chinese seafarers’ social insurance participation. It shows that crewing agencies utilised a dual workforce – ‘company-owned seafarers’ and ‘externally hired seafarers’. Externally hired seafarers, though in precarious employment, are offered higher salaries in place of social insurance coverage. By contrast, company-owned seafarers are paid less, though enjoy social insurance arranged by agencies. This strategy serves to segment the seafarer labour market, conceal the level playing field and help agencies recruit seafarers cost-effectively, though in violation of labour rights. This paper argues that this strategy grows out of the competitive landscape co-shaped by the national regulatory and institutional settings and the global structure of the shipping industry.  相似文献

This article examines the impact of the growing number of temporary employment contracts in the public sector on equal opportunity theory, policy and practice. Quantitative and qualitative data from two case study local authorities are utilized to examine the mechanisms by which temporary work becomes an equal opportunities issue. A strong association between part‐time work and temporary employment status is demonstrated as an important aspect of the gendered nature of temporary work. Links between ethnicity and temporary work are less clear but are based upon the insecurity of targeted funding for teachers and the under‐valuation of the skills of the workers concerned. The data indicate that temporary workers are largely excluded from equal opportunity policy and practice, bringing into question a concept of equality that can permit less favourable treatment for certain groups of workers. It is argued that public sector restructuring, particularly concerning decentralization and the quest for flexibility, has facilitated the differential treatment of employees, thereby fundamentally eroding the basis of equal opportunity policy and practice.  相似文献

As firms increasingly rely on temporary clerical workers, previous control mechanisms centered in the workplace no longer are sufficient to maintain labor discipline and ensure production quality and uniformity. Through participant observation of four temporary help service firms and two placement sites, this case study reveals forms of control that differ from those in place at more commonly studied manufacturing enterprises. Temporary help service firms have developed a dualistic form of control that operates on two levels: (1) a decentralized level, whereby the temporary help service firm indirectly controls workers; and (2) a bureaucratic level, whereby the temporary help service firm rationalizes jobs in the organization's hierarchy by delimiting a set of tasks, competencies, and responsibilities.  相似文献

Workplace accidents involving machines are relevant for their magnitude and their impacts on worker health. Despite consolidated critical statements, explanation centered on errors of operators remains predominant with industry professionals, hampering preventive measures and the improvement of production-system reliability. Several initiatives were adopted by enforcement agencies in partnership with universities to stimulate production and diffusion of analysis methodologies with a systemic approach. Starting from one accident case that occurred with a worker who operated a brake-clutch type mechanical press, the article explores cognitive aspects and the existence of traps in the operation of this machine. It deals with a large-sized press that, despite being endowed with a light curtain in areas of access to the pressing zone, did not meet legal requirements. The safety devices gave rise to an illusion of safety, permitting activation of the machine when a worker was still found within the operational zone. Preventive interventions must stimulate the tailoring of systems to the characteristics of workers, minimizing the creation of traps and encouraging safety policies and practices that replace judgments of behaviors that participate in accidents by analyses of reasons that lead workers to act in that manner.  相似文献

Based on the testimonies and career paths of Moroccan workers hired on seasonal contracts through the International Organization for Migration (IOM), this article shows how the governance of chemical risk in agriculture has authorized the circulation of toxic substances in the workplace. By setting up a regulatory framework for exposure, the “controlled use” of pesticides produces “clandestine” contamination and makes it possible to sidestep responsibility for its health effects. This paper explores the question of how the IOM's seasonal immigration process helps organize both the invisibilization of occupational exposure to pesticides and the outsourcing of the pathologies it causes.  相似文献

Mental health workers with favorable attitudes toward empirically supported treatments (ESTs) are more likely to break through implementation barriers. The Evidence-Based Practice Attitude Scale has been shown to be reliable for mental health workers, but it has not been validated with addiction workers. This study investigates the use of the scale with a convenience sample of addiction workers from 4 agencies in 1 city. Results show that compared to mental health providers, addiction workers were more likely to view ESTs favorably if they were mandated and intuitively appealing. They also tended to rely more heavily on practical experience in forming attitudes toward treatment options. These results might help addiction agencies understand which types of workers are more likely to implement ESTs and inform effective engagement approaches specific to addiction workers.  相似文献

In order to understand how insecurity is organized, we draw from our conversations with marginal workers from a variety of contexts in India – Tamil and Tibetan refugees, informal sector workers, contract or temporary workers and organized sector workers with apparently stable contracts. We theorize insecurity as the experience of injustice, and the structuring of inequalities to which workers are forced to give muted consent. We also read insecurity as the production of sovereignties in which the nation, state and the corporation intersect to produce regimes of injustice. Finally, we read insecurity as the abduction of the subject of the worker, and her conversion into a resource from whom value is extracted. Perhaps, the hope of resistance lies in the politics of vulnerability, a politics which undoes the subordinations and the violence of contracts.  相似文献

On the basis of fieldwork in a temporary staffing agency (TSA), I argue that while temp agencies may provide transitional mobility for jobseekers, in the long run the TSA systematically exploits and reproduces structural vulnerability in the labor market. The agency creates a core of permanent temporary workers separate from the periphery of surplus workers, such that the former is given priority in job allocation. The staffing agency can use alliances with institutions such as private correctional facilities to control its peripheral workers. At the same time, highly valued core workers also face precarious conditions when they are barred from job mobility and their wages are capped. The agency further reinforces precariousness during the moment of work by extending the agency’s surveillance to client sites.  相似文献

By most accounts, crisis preparedness in organizations globally has been appalling (0035 and 0250). The situation is no different in Singapore (Wu & Dai, 2001). With crisis expertise often lacking from within organizations, many resort to engaging public relations (PR) agencies to help. This study, which is inspired by Frandsen and Johansen's (2008) study in Denmark, aims to evaluate the contributions of consultants from PR agencies. Adapting indicators to assess professionalism proposed by Lages and Simkin (2003) and Sallot, Cameron and Lariscy (1997) and integrating them with variables from the contingency theory (Pang, Jin, & Cameron, 2010), this study seeks to examine: (1) the level of expertise of consultants in offering crisis management consultancy; (2) the level of experience of consultants offering crisis management consultancy; and (3) the value and expedience of the consultancy services offered. Findings showed that agencies in Singapore hired consultants based on skills such as writing, speaking and ability to manage the media. For some, lack of direct experience was compensated by in-house training. International agencies appeared to have an advantage over the local agencies by virtue of their access to expertise and knowledge from their international network. However, as the majority of agencies had only managed few crises, it was difficult to assess the value these consultants added. Studies examining consultants in PR agencies are rare. It is hoped this study would trigger research around the world.  相似文献

The current study reanalyzed 250 electrical fatalities in the construction industry from 1996 to 2002 into seven patterns based on source of electricity (power line, energized equipment, improperly installed or damaged equipment), direct contact or indirect contact through some source of injury (boom vehicle, metal bar or pipe, and other conductive material). Each fatality was coded in terms of age, company size, experience, performing tasks, source of injury, accident cause and hazard pattern. The Chi-square Automatic Interaction Detector (CHAID) was applied to the coded data of the fatal electrocution to find a subset of predictors that might derive meaningful classifications or accidents scenarios. A series of Flow Diagrams was constructed based on CHAID result to illustrate the flow of electricity travelling from electrical source to human body. Each of the flow diagrams can be directly linked with feasible prevention strategies by cutting the flow of electricity.  相似文献

The authors use an original cross‐sectional data set to examine the impact of informal and flexible contractual arrangements on the wages of domestic workers hired by private employers in Portugal. OLS estimations suggest that formality benefits workers, whether they have a stable or a flexible contract. However, social and labour market processes help to shape and maintain inequality, especially for migrant workers. Although skills are undervalued and do not generate rewards, higher wages are identified for workers who are engaged in contingent work, work for multiple employers or provide care for the elderly. However, such workers are still subject to exploitation and insecurity.  相似文献

The paper investigates whether increased labor market flexibility leads to a reinforcement of the existing segmentation of the labor market or whether it is dismantling the barriers in the labor market. Using spell data (employment and unemployment periods) from the German Socio-economic Panel (GSOEP, time period: 1984–1999) both determinants of fixed-term contracts and their consequences (renewed temporary employment, unemployment) are investigated with the help of random-effects logit-models. The results show that respondents’ characteristics (amount and type of human capital, formerly experienced periods of unemployment), structural variables (branch, firm size), and occupational characteristics (position, marginal employment) are influencing the risk of getting a temporary job. Furthermore it becomes evident that fixed-term contracts are increasing the risk of getting a temporary job again or of becoming unemployed after termination of the temporary job. These results show that fixed-term contracts above all are part of the secondary labor market, and that they especially have negative consequences for the employees in this segment. On the other hand fixed-term contracts can be seen as a chance in the way that they offer at least an alternative to unemployment. Hence, a too narrow evaluation of temporary employment would be too simplistic.  相似文献
