Accurate vital statistics are required to understand the evolution of racial disparities in infant health and the causes of rapid secular decline in infant mortality during the early twentieth century. Unfortunately, U.S. infant mortality rates prior to 1950 suffer from an upward bias stemming from a severe underregistration of births. At one extreme, African American births in southern states went unregistered at the rate of 15 % to 25 %. In this study, we construct improved estimates of births and infant mortality in the United States for 1915–1940 using recently released complete count decennial census microdata combined with the counts of infant deaths from published sources. We check the veracity of our estimates with a major birth registration study completed in conjunction with the 1940 decennial census and find that the largest adjustments occur in states with less-complete birth registration systems. An additional advantage of our census-based estimation method is the extension backward of the birth and infant mortality series for years prior to published estimates of registered births, enabling previously impossible comparisons and estimations. Finally, we show that underregistration can bias effect estimates even in a panel setting with specifications that include location fixed effects and place-specific linear time trends.  相似文献

This paper presents the results of an attempt to determine, through the use of demographic analysis, the approximate magnitude of the resident illegal alien population in the United States. The method described is the comparative analysis of trends in age-specific death rates in the United States and selected States, 1950 to 1975. The procedure depends on two assumptions: (a) that few or no illegal aliens are included in decennial census counts or current population estimates; and (b) that the reported statistics on deaths include deaths to all or nearly all illegal aliens. If the illegal alien population has increased by several million since 1970, then death rates in geographic areas where illegal aliens are most concentrated should show substantial excesses over the rates for the remainder of the country. A roughly similar downward trend in the death rates of all age groups since 1970 in all areas of the United States is apparent and hence does not support the view that many millions of illegal residents (perhaps over 6 million) are living here. However, the finding of a persistent deviation in the death rate trend for 10 selected States since 1960 for whites males, ages 20 to 44, and for no other group, suggests that the deaths of illegal aliens are being recorded in our vital statistics system. A range of estimates of the illegal alien population based on this analysis is presented and compared with the results of other studies.  相似文献

Abstract A comparison of the proportionate age distributions for negroes enumerated in the decennial censuses of the United States in the first half of the rorh century indicates that by 1850, negro fertility apparently had been declining for at least 20 years. This paper develops the relationship of the age distribution of a declining fertility population, where the decline has persisted for less than 25 years, to the stable population with the same current schedules of fertility and mortality. This relationship is used to estimate the negro birth rate and total fertility as of 1850. In turn, these estimates and the relationship of the age distributions of two stable populations with different fertility are used to estimate the negro birth rate and total fertility as of 1830.  相似文献

The ‘own-children’ method is a census- or survey-based reverse-survival technique for estimating age-specific birth rates for years previous to enumeration. In this paper it is extended to estimate birth rates and birth probabilities by parity as well as by age. The refined method is tested for accuracy by comparing ‘own-children’ estimates of age-parity-specific birth probabilities for the United States in 1969 with parallel estimates obtained by the method used in Vital Statistics of the United States. The ‘own-children’ estimates give relatively lower values at ages 15-19 and higher values at ages above 40, but compare well in between. The discrepancies are probably due mainly to adoption of illegitimate children of young mothers by older women. The ‘own-children’ estimate of the total fertility rate is very close to the published vital statistics estimate.  相似文献

Written for those who use Chinese population data and want a better understanding of their provenance and reliability and those who may directly utilize local level materials in studies of Chinese population and social structure, this report describes the statistical system of 1 rural county, Shifang Xian in the Chengdu Plain of Sichuan Province. It is based on interviews with local government officials, on examinations of population records and reports at different levels of administration, and on a sample survey of households conducted in the winter and spring of 1981. Until the mid 1970s, the primary source of China's rural population data was the household and vital events registers established in the 1950s. Following the formation of the Birth Planning Office in 1971, a separate reporting system of population statistics began to develop alongside the household registration system. The birth planning system uses the reports of team, brigade, and commune level cadres concerned with health work and women's affairs to provide a richer and more current set of vital events and birth planning data than the household registration system could provide. Discrepancies in data emerging from the 3 sources are bound to occur because of error and because of the different methods used in the compilation of data. Currently, there are 2 basic sources for population data in Shifang Xian: the monthly reports of the brigade level birth planning workers and the year end reports of the team accountants. The household and vital events registers, once central to population statistics, retain their legal role but have diminished importance for statistical purposes. There continues to be important questions about the operation of the statistical system. With increasing reliance on the newly developed birth planning statistical system for information on vital rates, Shifang has apparently moved from statistics based on date of registration derived from a de jure system of vital events registration to statistics based on date of occurrence derived from de facto or quasi de facto records of health workers and team accountants. As the latter system is more accurate, it seems likely that transition has been marked by discontinuities in time series of population counts and vital rates. The statistical system observed in Shifang is administered by highly motivated cadres. It apparently produces statistics of good quality. Linkage to the economy, constant updating, surveillance of pregnancy, and a level of overlap give the overall system considerable strength and should not produce substantial errors under normal circumstances. A serious remaining problem, i.e., the underreporting of infant deaths, is primarily due to inadequate training of statistical workers. Shifang Xian is an unusual county, and no conclusions should be drawn about the accuracy of rural population statistics based on performance there.  相似文献

Based on population statistics from China's 2nd and 3rd national censuses, China's unusually high male/female birth rates are examined. It appears that the lower male/female birth rates are generally found in China's minority-populated autonomous regions. Xizang Autonomous Region (Tibet) has the nation's lowest male/female birth ratio of 101.3; the highest ratio, 112.5, is in Anhui province; the national average for 1981 was 108.47. Although geographic, socioeconomic, and other factors may be attributed to regional differences, it is maintained that the high male/female birth rate is universal throughout China. The significant difference between the relatively high male/female birth rate in China's urban areas in 1981 (109.9), and the lower rate in the rural areas (107.6) is challenged by the author, who suggests that China's urban statistics are unquestionably more reliable than the rural statistics. The author suggests that factors such as the importance of raising male offspring, China's traditionally male-dominated family system, and the desire for male farm workers is strongest in China's rural sector. The current male/female birth rate is not a recent trend; prior to 1949, the male/female birth rate ranged from 110 to 115.  相似文献

Data from interviews with staff of government offices, relevant literature and national statistics are used to analyze laws, regulations, rules, policies and operational procedures concerning birth registration in China. The current status of and existing problems with birth registration, as well as the influences of delayed birth registration on children’s rights and welfare are examined. Finally, barriers to birth registration in China are explored and strategies to improve the process of birth registration and to protect children’s rights are proposed. The main findings are as follows: First, the rate of birth registration in China is low and in rural areas and for marginalized children, it is even lower. Second, the dual birth registration system and interference from the Population and Family Planning department cause serious administrative difficulties. Third, the serious problems surrounding birth registration in China are a result of interactions among the interests of different stakeholders, while most stakeholders are unaware of the dimensions of the problems. Strategies and policies to promote birth registration are discussed.  相似文献

India's ad hoc sample registration scheme for obtaining current estimates of rural birth and death rates for the whole country is being implemented quite rapidly. Five states have 140 sample units, and eleven states will have from 20 to 100 units in the study depending upon the stage of implementation by March, 1967.Essential elements of the project for each unit are: (1) continuous registration of vital events by a paid part-time local enumerator, (2) a six-month household survey to detect births and deaths which occurred during the previous six months, and (3) matching events from registration and surveys and field recheck of unmatched events to obtain the "best" count of real number of events. Preliminary results in a non-random sample indicate that the crude birth and death rates are around 37.1 and 15.7 per 1,000, respectively, for India's rural population, but these probably will be found to be on the low side.Most of the problems of implementation are operational or administrative rather than statistical: (1) For various reasons, some states are slow in agreeing to assume financial and other responsibilities for the scheme. (2) In many states, even after the scheme has been accepted, there are delays in recruiting the staff, training, and so forth. (3) The most serious problem in the whole project is maintaining control of field operations well enough at each stage to insure that prescribed instructions and methodology are being followed.Experience in India indicates that staged implementation of such projects is highly desirable when trained staff are limited. There still are a number of methodological problems which must be tested as the sample registration evolves. Sample registration is one of the first steps in the Indian program to. develop an adequate vital statistics system. Exploratory studies to measure completeness of civil registration are being done now in an effort to develop means of using civil registration data alone for measurement of vital rates.  相似文献

Civil Registration and Vital Statistics (CRVS) Systems are playing increasing roles in national and global data infrastructure, facilitating the achievement of key developmental goals. The performance of CRVS systems in many developing countries including Nigeria is sub optimal and information on their structure and operations scanty. This paper characterizes the statutory, institutional, and operational elements and social contexts of the Nigerian CRVS System. It includes a context analysis of the system and a review of improvement strategies and interventions. The paper shows that the Nigerian CRVS System is built on viable statutory and institutional platforms—the constitutional enshrinement of: universal, compulsory and continuous civil registration and, a central registration institution—the National Population Commission (NPC). NPC has registration hierarchy and infrastructure deployed at every level of political administration and mechanisms for efficient coordination of registration and production of vital statistics on live-births, deaths and stillbirths amongst other vital events. The major weaknesses of the system include inadequate financing and deployment of registration facilities, conflicting statutes and institutional arrangements for the registration of key events like death and stillbirths. Other weaknesses include intra-organizational conflicts in resource allocation and weak ICT infrastructure within the NPC. These are compounded by overarching contextual issues namely registration unfriendly sociocultural norms, weak national data infrastructure, systemic corruption, poverty and undeveloped civic culture. Domestic initiatives and interventions to improve the system have focused on birth registration, while multilateral interventions have only made a modest impact on the system. Thus, holistic in-country improvement initiatives supported with robust interventions are imperative to overcome weaknesses in the Nigerian CRVS system. However fundamental improvements in CRVS systems in developing countries like Nigeria may likely only follow sustainable solutions to overarching contextual issues especially poor infrastructure, weak institutions, poverty and systemic corruption.  相似文献

Abstract This paper develops two models, each of which is designed to estimate the probability of surviving from birth to selected exact ages of early childhood: namely ages two, three and five. The models are designed for use in areas with deficient registration systems. They require, as input, statistics which can be derived from retrospective data supplied by census or survey respondents. The first model, the age model, converts statistics on the proportion dead of children ever born to women in age groups 20-24, 25-29 and 30-34 into estimates of q2, q3 and q5. The second model, the marriage model, converts statistics on the proportion dead of children ever born to women of five-year marriage duration intervals into these estimates. The models can be used independently or simultaneously. These models were developed from data generated by a large number of empirical fertility and mortality schedules. Regression analysis was used to determine the parameter values of the relationships specified, and several sets of equations for estimating values of qa, for a = 2, 3 and 5 comprise the final product of the paper. It should be noted that the conceptual basis for the models was first derived by William Brass. The data generated for the regression analysis provided an opportunity to test the original Brass estimated model. We are able to report that the model performed well over the wide range of fertility and mortality conditions included in the test.  相似文献

Abstract The Sample Registration Project in India is designed to obtain current estimates of birth and death rates for the whole country. It is being implemented quite rapidly. Rural and urban areas in all states and Union Territories in India will be covered before the close of 1969. Bigger states have 150 sample units in rural areas and 60 to 100 units in urban areas. Essential elements of the project for each unit are: (1) continuous enumeration of births and deaths in respect of usual resident population by a paid part-time local enumerator; (2) a six-month household survey to detect births and deaths which occurred to the usual resident population during the previous six months; and (3) manual matching of all event from enumeration and surveys and field re-check of unmatched events to obtain the 'best' count of real number of events. The results of a full-scale sample in four states and pilot sample in ten states indicate that the crude birth and death rates are around 40 and 18 per 1,000, respectively, for India's rural population. Most of the problems of implementation are operational or administrative rather than statistical. The main problem in the whole project is to maintain control of field operations well enough at each stage to ensure that prescribed instructions and methodology are being followed; particularly in the six-month survey. Experience in India indicates that sample registration techniques are capable of providing reliable birth and death rates in similar conditions in developing countries. However, there are still a number of methodological problems which must be tested as the sample registration evolves.  相似文献

Medical advances in the infertility field are coming at a rapid pace. This paper examines four areas of demography that are being affected by the delivery of infertility services in the United States, or have the potential to be affected. The greatest effects are currently seen in the rapid increase in the rate of multiple deliveries, with smaller effects evident in delayed childbearing. To date the sex ratio at birth in the United States has not been affected by reproductive technologies. The experience from Asian countries such as Korea and China indicates that massive societal change coupled with reproductive technologies could bring about changes in the sex ratio at birth in the United States. The last area examined is the intergenerational transmission of infertility which to date has not been largely affected by reproductive technologies, but has the potential to affect a larger proportion of the population.  相似文献

The editor's comment in this issue of the journal cites 5 overlapping phases in the evolution of population and family planning programs in the United States. The phases are 1) collecting census data and vital statistics, 1790-, 2) family planning assistance to developing nations, 1963, 3) family planning assistance to the U.S. "disadvantaged," 1964-, 4) overpopulation as a national concern, 1969-, and 5) the multiple action phase, 197? (phase including diverse steps to limit population growth and occurring after basic attitudes toward human reproduction have changed). The issue of the journal focuses on total population size and rates of population increase rather than on the distribution of population, and on federal action rather than on the activities of state and local governments. The editor's comment is followed by an extensive discussion of population activities of the United States government, especially since 1963. Topics discussed include demographic data, international programs, research, federally subsidized family planning services, medical care programs, educational and international programs, national growth policy, and the roles of the legislative and executive branches of government. A directory listing federal agencies with substantial and identifiable programs concerned with population and family planning is appended.  相似文献

The American Community Survey (ACS) is a Census Bureau product designed to provide accurate and timely demographic and economic indicators on an annual basis for both large and small geographic areas within the United States. Operational plans for Census 2010 call for ACS to replace the decennial census long form (Census LF), pending the results of evaluation studies. This plan represents a major change in that variables that traditionally have been collected on a “snapshot” basis once every 10 years would be collected on a “rolling” annual basis. Using a loss function analysis and other tools, this paper reports preliminary findings from a comparison of ACS and Census 2000 results in Multnomah County, Oregon, one of five national “local expert” test sites set up to compare ACS data collected at the time of Census 2000. The preliminary findings suggest that there are notable differences between some of the corresponding variables found in the ACS and Census LF that require more detailed examination. For example, the loss function analysis reveals notable differences for race and disability variables. In other comparisons of corresponding variables between ACS and Census 2000, differences are found within each of the four major areas of interest: (1) demographic characteristics, (2) social characteristics, (3) economic characteristics, and (4) housing characteristics, with housing characteristics showing the least similarity overall. These results also suggest that more detailed examinations are needed to understand differences between corresponding variables collected by ACS and the Census LF.  相似文献

To assist in developing uniform reporting of vital events among the fifty states, Puerto Rico, and the Virgin Islands, the United States government prepares standard certificates of birth, fetal death, death, marriage, and divorce. These model forms are revised, with the assistance of the states, approximately every ten years. Revisions are now being prepared by the National Center for Health Statistics which will become effective beginning January 1, 1968. Important new source material for demography will be introduced.Most changes will appear in the Standard Certificate of Live Birth and in the Standard Certificate of Fetal Death. An item on education of father and mother will provide detailed national data on education and fertility. The date of the last live birth to the mother and the date of the last fetal death will provide information on previous pregnancy outcome and on child-spacing. The recording of state file numbers for mates born alive and dead in the same delivery will make it easier to match live birth and fetal death certificates for the preparation of detailed tabulations on multiple births. Several new items related to maternal and child health have also been added. No significent changes were planned for the Standard Certificate of Death.The Standard Certificate of Marriage will include as new items the education of the bride and groom, the date on which the last marriage, if any, ended, and specification of the officiant as a religious or civil official. The Standard Certificate of Divorce or Annulment will obtain information on the education of husband and wife, the approximate date on which the couple separated, the mode of dissolution of the previous marriage, and the total number of living children. It is anticipated that most of the new items will be included in the certificates of all the states. The National Center for Health Statistics will provide detailed tabulations related to these items, beginning with data year 1968.Demographers are making an increased use of vital records and at the same time are extending their contacts with state health departments; in some states collaborative projects have been undertaken. Because of the importance of the source documents, which in some cases have not been exploited fully, demographers should increase their contact with the state vital statistics offices which develop, collect, and process the records. By indicating an interest in vital registration and by making their research needs known, demographers can encourage the acceptance of new concepts and collaborate in the improvement of vital records for demographic research purposes.  相似文献

While the U.S. Bureau of the Census has had a long-standing policy of abstaining from enumerating the religious beliefs or backgrounds of the American people, at least two-thirds of the Jewish population of the United States has been enumerated in decennial censuses and sample surveys in the guise of persons of Russian stock or origin. This has come about through the migration policy of the old Russian Empire and the statistical categories utilized by American immigration authorities and by the U. S. Bureau of the Census for immigrants and their children. Comparisons between the returns from an ethnic survey and a survey on the religious composition demonstrate the close congruence between persons of Russian stock or descent and American Jews on the national level.  相似文献

Seasonal variation of birth rates has been observed in every population in which it has been studied. Many hypotheses have been advanced to account for the variation, including seasonal variation in frequency of coitus. This relationship is known to be true for other primates, but seasonal variation in coital rate has not been previously documented in man.This paper presents over one hundred woman-years of data on coital rates from about .fifty white, mostly well-educated, premenopausal, married, husband-present volunteers. Seasonal fluctuations were seen in coital rates, of about the same magnitude as seasonal variations in the white birth rates reported for New York City, 1962-64; for the United States, 1963; and for the highest socioeconomic quintile census tracts, Baltimore, 1952-56. However, shifting the birth rates back forty weeks to approximate conception dates revealed no association with the observed coital rates.If the pattern presented has great generality, seasonal variations in births cannot be explained by seasonality of coitus.  相似文献

Many agencies require population estimates and projections by ethnic group. These projections need ethnic-specific, age-specific fertility rates (ASFRs) but their inclusion is challenging since ethnicity is not recorded at birth registration. In this paper maternity data are used in a case study of electoral wards in Bradford, West Yorkshire, to develop fertility rates for small populations for a 1991 based projection. The challenge is to capture local variations in fertility by ethnic group when data are sparse. Small areas were grouped together using cluster analysis to define combinations with similar sociodemographic and fertility experiences so that sparse data could be aggregated to estimate reliable ethnic-specific fertility rates. For comparison, the data were aggregated into the 1991 Office for National Statistics area type classification. Fertility rates by single year of age for all area types were smoothed using the Hadwiger function. For the White ethnic group there were sufficient births to create ethnic-specific, ward-level ASFRs. For other ethnicities grouping of areas was necessary. The accuracy of the ASFRs in predicting births was assessed using mean absolute percentage error. Results show that for some minority groups district-level ethnic-specific fertility rates produced the most accurate birth estimates even though they were based on a larger area. This implies that rates created may be informative about the local area for White ethnic type but not in the same way for smaller ethnic groups. In terms of grouping strategies we recommend that existing classifications are assessed to determine how well variations in rates are stratified before embarking on a custom scheme. Where population sub-groups are small in some areas, it may be more reliable to use rates derived for larger areas and apply these to local populations. Inevitably, the rates used in a projection are a compromise but hopefully will still capture important dimensions of population change.  相似文献

Population forecasts entail a significant amount of uncertainty, especially for long-range horizons and for places with small or rapidly changing populations. This uncertainty can be dealt with by presenting a range of projections or by developing statistical prediction intervals. The latter can be based on models that incorporate the stochastic nature of the forecasting process, on empirical analyses of past forecast errors, or on a combination of the two. In this article, we develop and test prediction intervals based on empirical analyses of past forecast errors for counties in the United States. Using decennial census data from 1900 to 2000, we apply trend extrapolation techniques to develop a set of county population forecasts; calculate forecast errors by comparing forecasts to subsequent census counts; and use the distribution of errors to construct empirical prediction intervals. We find that empirically-based prediction intervals provide reasonably accurate predictions of the precision of population forecasts, but provide little guidance regarding their tendency to be too high or too low. We believe the construction of empirically-based prediction intervals will help users of small-area population forecasts measure and evaluate the uncertainty inherent in population forecasts and plan more effectively for the future.  相似文献
