Abstract

This essay presents an analysis of 'A Wave', the watershed poem of Ashbery's later career, as a Wordsworthian response, in the medium of the romantic crisis poem, to the rise of Reagan and neo-liberalism. 'A Wave' was composed between 1982 and 1984 amid drastic changes to US domestic and foreign policy that aggravate the necessity for a change in poetic stance from the newly 'central' American poet Ashbery had become. In this context, the relationship is explored between 'A Wave' and a poet similarly engaged in articulating crises of social conscience as part of a more specific development of poetic personality. 'A Wave', then, is read as a reading of Wordsworth's Prelude. In this, the particular stylistic issue of Ashberyan metaphor is raised, as 'A Wave', for the first time within Ashbery's reading of romanticism, begins to position irony at the centre of romantic metaphor. Finally, I conclude that the result of Ashbery's wavering crisis poem is a positioning of style as the ultimate determinant of social self-identity.  相似文献

We analyze the structural determinants of social construction processes in the environmental justice movement. We argue that initial structural conditions legitimated environmental grievances that were transformed in the 1980s into a sense of environmental injustice. Environmental injustice was produced through perceptions of: the Love Canal and Three Mile Island disasters; the Reagan administration's environmental deregulation; and continuing discoveries of contaminated communities. In the extrapolation of meaning, the grievance of environmental injustice evolved into the goal of environmental justice through interaction between grassroots environmental activists and national civil rights leaders.  相似文献

Abstract

Americans claim to be the most religious people in the Christian world. Religion has informed their politics ever since the Pilgrim Fathers, who began the tyranny of the majority which Tocqueville outlined in Democracy in America (1985), his version of Aristotle's ‘ochlocracy’. In recent times this has taken the form of the ‘moral majority’ institutionalized by Jerry Falwell and the fundamentalists who set out to capture the Republican Party under Nixon and Reagan. In fact, it was never a majority: ‘born again’ Christians, not all of the right‐wing in politics, were less than one fifth of a national sample in 1980 ‐ a third of African Americans, who voted ten to one against Reagan. Nonetheless they influenced every President from Eisenhower to Bush, and they are the major force behind the move to impeach Clinton. Since they failed, they may now give way for a more moderate politics of Christian forgiveness.  相似文献

Abstract

This paper examines how elite newspaper editorials and opinion pieces (hereafter collectively called op-eds) debated the attack on Iraq. The period examined was the two months preceding Congress's October 2002 authorization of the use of force against Iraq. The 292 op-ed pieces examined represent one of the most extensive looks at such op-ed activity in the United States.

There were several major findings. First, contrary to some liberal charges, the commentary overall was more critical than supportive of the administration. On the other side, however, if the elite press was not slavishly supportive of U.S. foreign policy, its criticisms were also rather muted. Supported therefore is the view that the elite media keep respectable opinion on foreign policy within a narrow range that excludes the most damaging criticism. Most notably missing from the print debate on Iraq in this period was much objection to the attack on specifically legal or moral grounds. The avoidance by the elite press of legal and moral language arguably helped convey the general impression that no legal or moral considerations were at stake. At the very least, it is shown, this sector of the public sphere did little to help the nation as a whole to deliberate morally about war.  相似文献

Did the Reagan administration disregard majority will when craftingits policy initiatives? Did it cater to a narrow partisan constituencyinstead? The answers to these questions will help with an assessmentof Jacobs and Shapiro’s (2000b) hypothesis that presidentssince the late 1970s have used private White House survey researchas a tool to manipulate or assuage centrist public opinion whilemeeting the policy demands of their partisan core supporters,resulting in a decline in presidential responsiveness to majoritywill. Using the actual surveys administered by Richard Wirthlin(Reagan’s pollster) between 1981 and 1983, this articlewill demonstrate the level of consistency between majority opinionon 129 policy issues and Reagan’s behavior through 1984,and it will explore the conditions under which the presidentwas more or less likely to respond to public preferences. Thedata reveal that the Reagan administration was constrained bythe popular will in predicable ways: if the policy issues wereabout domestic concerns, highly popular, and visible in themedia, then the administration acted in line with public preferencesmore than 70 percent of the time. Further, Reagan and his adviserswere selective in responding to party activists: they championedissues drawn from their conservative ideological agenda thatfit with the current tide in public opinion, while sidesteppingother issues dear to party activists that encountered strongmajority resistance. While I do not contest Jacobs and Shapiro’s(2000b) important observation that presidents often use surveyresearch to "craft talk" in an attempt to channel the publicdebate, the evidence here highlights how the president nonethelessremains constrained by the popular will, at least on domesticissues.  相似文献

Summary

Despite social work's historic ambivalence toward income support programs, the policy changes introduced by the TANF welfare to work program demand the profession's attention. Although social workers are not directly responsible for the administration or implementation of the program, many serve TANF clients whose lives have been affected by these changes. Tracing social work's historic but reluctant involvement with income support, this paper urges the profession to respond to the challenges posed by the TANF program in a more systematic way and to contribute more effectively to the wider task of poverty eradication.  相似文献

Abstract

Mandel'shtam's poetry reflects a feeling of alienation from his surroundings both as a poet, whose calling endows him with unique perceptiveness, and as a person crushed by the Soviet regime. This alienation is concretized in different ways: familiar places and scenes are estranged and distanced, foreign names and places are mingled with native loci, and direct references are made to an encounter with foreign elements.

This paper offers readings of two poems through their versions in translation. Since translation attempts to familiarize the foreign, much can be gathered from these versions about the nature of the foreign, or alien, elements in each poem. The first of them, 'He …' ('Don't tempt foreign languages …'), presents ambivalent emotions aroused by foreign speech. In the second poem '' ('I'm still far from patriarch …'), the speaker strolls through Moscow, where he feels a stranger and a native inhabitant at once. The translations indicate to what extent each text is felt to be foreign through the degree by which they mitigate and familiarize it. They also shed light on the poems in specific places. Finally, the popularity of a given poem in translation often indicates its universal appeal. Thus, the present study suggests the comparative examination of translations as a method of reading and interpreting poetry.  相似文献

This article analyses the effects of the politics of seasonal foreign worker admissions on migrant legality in the context of the post‐1945 and the post‐1990 seasonal foreign worker policy in Switzerland, France and Spain respectively. It seeks historical evidence attesting to the ability of seasonal admissions to restrict workers to their non‐resident status. It presents implications for circular migration, the dernier cri in European migration policy aimed to strike a compromise between a perceived post‐crisis demand for the admission of foreign workers and the reluctance to make them prospective citizens.

  • Migration policy stakeholders have shaped foreign worker admissions according to their interests.
  • Under some conditions, low‐skilled seasonal foreign worker admissions have contributed to irregular migration, either through workers' overstays or through parallel irregular entries
  • There are both differences and similarities between the seasonal admissions advocated under the post‐2007 circular migration schemes, and those of the 1950s–1960s, as well as those of 1990s to early 2000s. The similarities could, under some conditions, trigger the repetition of some of the unexpected outcomes revealed by historical seasonal foreign worker admissions under the post 2007 schemes.

Abstract

The emergence of policy—practice is a recent development in social work. In this article, policy—practice is defined as a direct social work practice mode with the potential to strengthen the social work profession's abilities to meet its century-long commitments of providing policy-informed services to those in need of them. At the same time, policy—practice advocates for and participates in policy implementation and change. This article examines policy—practice and places it within the context of the profession's historic cause—function debate and identifies several barriers that have complicated development. Most important, the article reviews five policy-practice models found in the literature: (1) social worker as policy expert, (2) social worker as change agent in external work environments, (3) social worker as change agent in internal work environments, (4) social worker as policy conduit, and (5) social worker as policy itself.  相似文献

Simultaneous monetary and fiscal policy reaction functions are derived and estimated for the 1969:2–1984.3 period. The results suggest that the Reagan administration has abandoned fiscal policy as a stabilization tool. Furthermore, although the average money growth rate declined in the Reagan administration, variation in the rate of money growth indicates that monetary policy has been used to combat unemployment. Finally, monetary and fiscal policies were not coordinated during this period. Rather, monetary and fiscal policy appear to be set by a Nash equilibrium in a non-cooperative game. In a Nash equilibrium, the policy chosen by each authority maximizes its payoff, given the policy choice of the other authority.  相似文献

Abstract

This study traces the gender-based patterns of judicial selection for four presidents from 1976 to 2000. The differences among the presidents are discussed in terms of the number of women they appointed, their selection process, and eligible pool, partisan and ideological considerations. Career and educational background characteristics of women judges appointed by Carter, Reagan, G.H.W. Bush, and Clinton are compared and clear differences emerge. The study concludes that women's paths to the federal bench have not changed much in the last 25 years and that women appointees appear to have “climbed” a judicial ladder that men have not.  相似文献

Abstract

Under contemporary US immigration policy, the US-Mexico border has become a new 'American Frontier', a 'Tortilla Curtain' that marks the edges of nation and of national knowledge. As a result of such US policies and the increased cultural and political tensions in the area that result from them, the border region has more clearly emerged imaginatively and culturally as, in Gloria Anzaldúa's terms, a 'third country'. This paper analyses that 'third country' and its relationship to an arbitrarily imposed and emphatically enforced political and cultural border in the work of the Chicano writer George Rabasa and the Native American writer Leslie Marmon Silko. Both Rabasa and Silko actively map a wide variety of ethnicities and cultures into the physical border region itself, engaging with the complex relationships between culture and nature, community and place. Both also emphasise an increasingly transgressive and transnational perspective. In this context, both writers highlight and expose the indeterminacy, fragility and permeability of borders of all kinds.  相似文献

In China, joint ventures (JVs) between foreign investors and Chinese local firms were the most popular form of foreign affiliates before 2001. Over time, with policy space to operate as foreign wholly owned (WOs), many foreign investors in JVs chose to consolidate ownership and turned JVs into their WOs. Here, we examine how institution quality affects foreign investors' JV‐to‐WO ownership consolidation odds. For each province‐year, we construct an institution quality index from the business and judicial quality indicators, and further compute a relative quality index to highlight provincial variations. Using more than 43,000 JVs operating in China's 30 provinces over 1998–2007, we find that increases in institution quality decrease the odds of foreign investors to divorce their Chinese local partners. The odds for foreign investors in JVs to consolidate ownerships are significantly higher if they operate in provinces with relatively weaker institution quality. The odds of foreign investors' JV‐to‐WO decision vary with JVs' local firms being state‐owned enterprises (SOEs) and non‐SOEs, with foreign investors' origins from Hong Kong, Macao, and Taiwan (HMT) and other regions (Foreign), and with foreign investors' initial equity positions. Our results are not driven by foreign direct investment policy shocks, and are robust to alternative measures of institution quality. (JEL F23, L23)  相似文献

ABSTRACT

Economic globalization is an important aspect of the ideology of the United States. The US has long been championing notions of a global free-market system, free of trade barriers. One of the ways in which the US has tried to challenge these trade barriers is through economic sanctions under Section 301 of the Trade Act of 1974. Section 301 gives broad powers to the President to combat unfair foreign trade practices. However, these broad powers have also been used for protectionist measures themselves. This paper examines the power of Section 301 and whether it undermines economic globalization, using the Reagan tariffs on semiconductors as a case study. This paper argues that Section 301, instead of promoting economic globalization, undermines it by its own protectionist nature.  相似文献

Abstract

This article describes the history of social workers' involvement in the treatment of addictions in the United States. Beginning with Mary Richmond, the “mother of social casework,” social workers have played an increasingly important role in the treatment of individuals with alcohol and other drug problems and of their family members. Today, social workers are important players not only in program development, administration, and treatment of chemical addictions, but also in “process” addictions, such as eating disorders and gambling. Moreover, social workers are increasingly involved in addictions research and policy arenas.  相似文献

Building on the burgeoning literature on gender and transnationalism, this article considers how Filipina women's labor and marriage migrations are intertwined in complex and paradoxical ways with global, local, and personal factors. Central to the article are the stories of two women, one a Filipina overseas contract worker in Hong Kong and the other a Filipina in the Philippines who sought to meet a foreign marriage partner through correspondence. These stories illustrate how, because of the absence of divorce in the Philippines, women creatively maneuver across transnational terrain in order to realize their desired marital subjectivities. These stories point to women's agency and to the importance of structural factors-particularly legal ones-that both constrain women and yet simultaneously allow them to creatively utilize legal inconsistencies across transnational spaces to redefine themselves as wives and to reclaim a "respectable" marital status. In contrast to the common assumption that women marry foreign men in order to migrate or primarily for material gain, this article argues that-in at least some cases-migration can also serve as a means to attain the valued goal of (re)marriage.  相似文献

Abstract

Located in northern Iraq, the Kurdistan Regional Government (KRG) rules over an autonomous province in Iraq. Constitutionally, ‘Kurdistan Region’ is not independent, but empirically the KRG behaves as if it is a sovereign entity. With an elected parliament, a president, a prime minister, a cabinet, a flag, a national anthem, schools taught in Kurdish, and a booming economy, the ‘Kurdistan’ embodied by the KRG clearly exists empirically while unrecognized internationally. In this paper, I examine the rise of the KRG as an agent in international relations since the first Gulf War in 1991. I argue that foreign policy as a field of conduct and discourse has been central to the KRG's effective agency. In my analysis, I employ and interrelate Robert Jackson's work on ‘quasi-states’, Doug McAdam's argument on ‘political opportunity structures', and Giorgio Agamben's discussion on ‘indistinct zones of politics’ as in Iraq and the Middle East. Abstract

Objective: This study examined the extent to which US campuses identified as “100% tobacco-free” by the American Lung Association of Oregon adhered to the American College Health Association's the most recent guidelines and recommendations promoting tobacco-free environments in colleges and universities. Participants: A key informant from 162 of 175 institutions (92.6% response rate) completed an online survey between January 2010 and February 2010. Methods: The variables under study were assessed via a cross-sectional research design. Participants completed a 35-item survey regarding their school's tobacco policies, procedures, and enforcement practices. Results: Although the vast majority of schools had written policies and procedures in place, schools with current policies were the most compliant. Numerous opportunities for improved adherence were identified in the results. Conclusions: Findings from this study may help institutions in the development and implementation of a new tobacco policy, as well as strengthen policies among existing tobacco-free schools.  相似文献

Abstract

In the present context of “get tough on crime” and “back to criminal justice” campaigns that continue to dominate political agendas throughout Australia, critics point to the inadequacy of “welfarist” or reformist criminological and sociological theories that have informed interventions in the past and reinforce the need for “retributive justice” models of penal policy. The present paper examines historical evidence on the role of the human sciences in juvenile justice administration during the 1940s, a formative time when psychiatric, psychological, and social work expertise came together in the form of the Children's Court Clinic in Victoria. It suggests that contemporary critiques about the failure of the welfare model of juvenile justice inadequately capture the historical functioning of expertise in justice administration and the real extent to which the welfare model as “actual rehabilitative intervention” was ever implemented.  相似文献
