The COVID‐19 pandemic threatens both lives and livelihoods. To reduce the spread of the virus, governments have introduced crisis management interventions that include border closures, quarantines, strict social distancing, marshalling of essential workers and enforced homeworking. COVID‐19 measures are necessary to save the lives of some of the most vulnerable people within society, and yet in parallel they create a range of negative everyday effects for already marginalized people. Likely unintended consequences of the management of the COVID‐19 crisis include elevated risk for workers in low‐paid, precarious and care‐based employment, over‐representation of minority ethnic groups in case numbers and fatalities, and gendered barriers to work. Drawing upon feminist ethics of care, I theorize a radical alternative to the normative assumptions of rationalist crisis management. Rationalist approaches to crisis management are typified by utilitarian logics, masculine and militaristic language, and the belief that crises follow linear processes of signal detection, preparation/prevention, containment, recovery and learning. By privileging the quantifiable — resources and measurable outcomes — such approaches tend to omit considerations of pre‐existing structural disadvantage. This article contributes a new theorization of crisis management that is grounded in feminist ethics to provide a care‐based concern for all crisis affected people.  相似文献

Research has associated parenthood with greater daily time commitments for fathers and mothers than for childless men and women, and with deeper gendered division of labor in households. How do these outcomes vary across countries with different average employment hours, family and social policies, and cultural attitudes to family care provision? Using nationally representative time‐use data from the United States, Australia, Italy, France, and Denmark (N = 5,337), we compare the paid and unpaid work of childless partnered adults and parents of young children in each country. Couples were matched (except for the United States). We found parents have higher, less gender‐equal workloads than nonparents in all five countries, but overall time commitments and the difference by parenthood status were most pronounced in the United States and Australia.  相似文献

Seeking to support graduate students in engaging in feminist sociological research, we provide guidance on “working the project”—working collaboratively and creatively to foster compassion and solidarity as we bring diverse research projects to fruition. We offer reflections on our everyday experiences and struggles as emerging feminist researchers, including with writing research proposals. We also include four condensed research proposals ‐ on the social organization of care work, sex work, criminal justice, and abortion care ‐ to support fellow students in the process. Spurring collaborative, fun and inclusive ways of working, we speak to feminist scholar‐activists who may require additional support in navigating the social relations of academe, while contributing to collective projects of investigating and remaking the social organization of everyday life.  相似文献

Drawing on 55 interviews with older Taiwanese immigrants who relocated to the United States at an earlier life stage, the author argues that changing contextual features involved in the processes of international migration encourage and even demand aging immigrants to reconstruct cultural logics of aging and geriatric care. He develops the concept of reconfigured reciprocity to demonstrate how aging migrant populations transform cultural logics of intergenerational responsibility, obligation, and entitlement to reconcile the tension between ethnic tradition and modernity. First, he reveals how many of the respondents' lack of caregiving for their own parents undermines their sense of entitlement to receive care from younger generations. Furthermore, he highlights how the structural squeeze among work, family, and caregiving with which the younger generation struggles further discourages the respondents from relying on their children. Finally, the author underscores how aging immigrants evoke the concept of Americanization to reconstruct expectations of how they should be taken care of in their twilight years.  相似文献

ABSTRACT

This article considers the possibilities and limits of applying institutional ethnography, a feminist theoretical and methodological approach that contributes to collective projects of investigating and transforming social life. Elaborating on the approach, the article reports on an ethnographic exploration of visual artists’ experiences and struggles in Canada's art world – a project that started from the standpoint of practising visual artists, examined their work and relations, and explicated practices and logics of art and valued work conditioning their lives. Speaking back to formal or text-based investigations of particular institutions, the article grapples with how to engage in research that more fully reveals the ‘social,’ attending to everyday life, to the ‘life work’ that people do, and to social forms that are threaded through intersecting, localized intimate and institutional spheres.  相似文献

This article discusses the ways in which white, male, United States soldiers make sense of both themselves and Iraqi others. Drawing from qualitative interviews with twenty-four said soldiers from southern Indiana, most of whom having deployed to Iraq, it is shown how these soldiers perform gendered and racialized Orientalist discourses to rationalize United States empire and in particular the military occupation of Iraq. Specifically, imperialist discourses that imagine a superior “us” and an inferior “them” and understand United States state violence as ultimately a Western humanitarian “rescue” are shown to be powerful cultural logics in the sense-making practices of the interviewed soldiers. This article then is concerned with what others have called “practical Orientalism”—or the ways in which formal and official Orientalist discourses are adopted by everyday actors.  相似文献

Spurred in part by violent conflict and natural disaster, the surge in global migration calls for renewed attention to the central role of language in everyday (in)securitization. In this brief response, I draw on my work in the Middle East and among Arabic‐speaking populations in the United States to offer some illustration of the instantiation of global, macro‐processes of (in)securitization and surveillance in the everyday micro‐practices of schooling—issues that are possible to “see” when language policy is the site of inquiry. In centring everyday communicative practice, sociolinguistics provides a distinctive entry point for examining the lived experience of this (in)securitization, by illuminating pervasive and mundane micro‐processes within the “extraordinary” and routinized social interactions of everyday schooling.  相似文献

This article examines narratives of women who are surrogates and are married to members of the military in the United States. I show how this group of women invoke and transpose their structured military experiences and institutional understandings of sacrifice, duty, and responsibility when constructing their surrogate experience. Using semistructured interviews with 33 military spouses who have been surrogates,? I trace the parallels they narrate between their role as military spouse and their role as surrogate—with metaphors of deployment, relocation, and the “hurry up and wait” game, in addition to strict daily regimentation. Through this work, I highlight the often‐surprising transposition between militarized and surrogacy narratives invoked by surrogates and show how the practice of surrogacy allows them to tap into the narratives they have crafted through their experiences as a spouse to make a difference in the lives of others, contribute financially to their own families, and to gain a sense of importance outside of their everyday roles. The narratives provide for a better understanding of the commercially arranged surrogate experience in the United States and the state‐structured military spouse experience by exposing the skills, language, and habits utilized by this group of women.  相似文献

ABSTRACT

For older adults and people with disabilities in the United States, family caregiving is an important part of remaining at home and in the community. As care recipients and caregivers age, family dynamics change, and the health, social, and financial impacts of this (largely unremunerated) work have implications for individuals, families, and social policy. In this review, the authors map the literature across multiple fields related to disability and aging to understand caregiving in late life, what it means to be an older caregiver and/or to care for older people. The authors summarize the findings of 97 articles to address the care, services, and supports family caregivers provide for older adults; negative and positive impacts for caregivers serving in this role; supports that family members use or need; and societal impact of family caregiving. Much of the literature describes the work family caregivers provide and negative impacts of caregiving. Less attention is devoted to caregiving benefits, supports used by family caregivers, and societal impacts. The authors conclude with an agenda for future research that attends to the need for research that includes: more diverse samples, new types of caregivers, longitudinal data, qualitative data and analysis, and comparative research.  相似文献

The transition of foster youth from state care to independent living has received increased research, practice, and policy attention in the United States and in many other countries. Most contributions to this literature have focused on documenting poor outcomes across various dimensions of need in the young people's lives whereas little attention has been given to the policy context in which the responses to those needs are being developed. In this article, we argue that there is a pressing need for better understanding of how the policy context can both promote and impede the development of appropriate services. To illustrate our argument, we use Northern Ireland as a policy case study both because of recent initiatives underway there in regard to youth transitions from state care and because of the heightened political sensibilities associated with it as a society. We draw attention to the socio-political historical context, a number of intersecting social policies, and the place of social work as a key occupation involved in delivering service improvements. We conclude by suggesting that this case study not only highlights the need to address similar aspects of the policy on youth transition from state care in the United States but also demonstrates the benefits of reflecting on policy development and implementation elsewhere in the world.  相似文献

Classic scholarship on the problem of urban inequality tends to highlight the absence of “the market” and the correspondingly problematic and inadequate role of the state in poor communities. This article explores how the relationship between markets and urban poverty has shifted in recent decades. Scholars have become increasingly attentive to the growing influence of market logics and privatization—core features of “neoliberal” change—in areas such as housing, education, federal policy, local politics, employment, and social services. I discuss how this recent work adds to our understanding of how markets shape urban disadvantage. I also argue that—given the rising influence of market logics in city governance—urban scholarship stands to benefit from a deeper engagement with insights from the field of economic sociology. Building bridges between the two subfields, I argue, will help to specify what markets mean in the lives of the urban poor, and also can bring issues of race and poverty to the attention of economic sociologists.  相似文献

In the United States and Japan, social and demographic changes are placing pressure on men to become involved in elder care. In Japan, 15 percent of caregivers to the elderly are men compared with 28 percent in the United States. This qualitative study uses in-depth interviews with 15 Japanese and 30 American men to compare their daily caregiving experiences and examine the impact of culture on their roles. We identify common elements as well as differences in husbands' and sons' motivations to take on this role, the tasks they perform, the impact on their lives, and societal responses. Culture is a factor in the social shaping of the caregiving experience through different societal expectations about the roles, coupled with different family structure, different caregiving ideals, different views on dependency, and different views on self-expression and on the need to maintain harmonious relationships.  相似文献

This paper addresses the question of how families manage the after-school care of younger (11–14) and older (15–17) teenage children. I examine how mothers of teenage children view their after-school care, and how they coordinate their paid work and their family responsibilities to accommodate the lives of their older children. How families, particularly mothers, manage the after-school care of older children is a question that few researchers or policymakers have addressed. In this paper I argue that this is a topic which not only has important policy implications, but also raises basic issues about how work and family are structured in the United States.  相似文献

This article contrasts the earnings of high‐ and low‐status care workers in Canada, the United States, Japan, the Republic of Korea and Taiwan (China) using the micro‐data files of the Luxembourg Income Study. By disaggregating existing definitions of care work, the author identifies occupations with lower and higher degrees of “social closure”, revealing the associated care penalties and care bonuses cross‐nationally. She also empirically measures the extent of similarities (and differences) between and within care economies in “liberal” and “productivist developmental” welfare regimes, offering support for the argument that globalization has fostered substantial convergence within the international care market.  相似文献

In this article, I bring scholarship on welfare reform into discussion with work on crime control and racial and ethnic relations. I locate the genesis of hyper‐incarceration and the moral suasion imposed on the recipients of contemporary social welfare services through the poverty policies of the Victorian era and later the postbellum south, implicating the checkered history of racial domination in the United States in the development of social welfare and criminal justice policy. I conclude by discussing the ways in which the United States has been reconfigured to facilitate these trends and of new terrain in the study of marginality in the neoliberal age. Doing so demonstrates the long‐standing collusion between welfare state and criminal justice actors, identifies the racialized target of punishment and poverty management, highlights the significance of race in the development of social policy, and exhibits the importance of social welfare policy in contemporary race and ethnic relations.  相似文献

Since the mid‐1990s the United States has enacted a series of laws that make it easier to deport noncitizens. Drawing on findings from interviews with a random sample of 300 Salvadoran deportees, we examine how family relations, ties, remittance behavior, and settlement experiences are disrupted by deportation, and how these ties influence future migration intentions. We find that a significant number of deportees were long‐term settlers in the United States. Many had established work histories and had formed families of their own. These strong social ties in turn influence the likelihood of repeat migration to the United States.  相似文献

While child welfare practitioners in many countries are struggling to develop methods of effective family engagement, they operate within different national and cultural contexts that influence, both positively and negatively, the ability to engage with families. Increasingly, international comparisons are necessary to further understanding of the development of social work practice. This is particularly necessary because most countries utilize international frameworks (such as the United National Convention on the Rights of the Child) to provide guidance in the development of policies, programs, and interventions. Each country (and locality) struggles to advance practice to be more effective and humane. Our paper offers a comparative analysis focused on family-oriented and rights-based frameworks of different countries. Based on a review of current national policies and a review of the literature regarding family-based practices, we examine similarities and differences among four countries: the United Kingdom, Sweden, the United States, and South Korea. These countries were selected because they have some similarities (advanced industrialized democracies, professional social work, and formal child protection systems) but have some differences in their social welfare systems (policies, specific practices, and socio-cultural context). These differences can be utilized to advance understanding regarding the promise and potential for family engagement strategies. We then discuss the utility of this comparison for theory-building in the arena of child-care practice and conclude by identifying the challenges and limitations of this work.  相似文献

The COVID‐19 pandemic led us to understand and revalue care ethics within our daily lives and communities based on the feminist theory of care ethics. This article is a personal reflection of an academic couple living in Japan as we reflect on our experiences and the challenges encountered in caring for ourselves and our community. We discuss the ideas of care theory mainly: caring‐about and caring‐for, interchangeably in our discussion across the three‐stage categories: Home — A Commonplace; Care Ethics in Community; and Care Ethics for Self. Through these personal narratives, we strive to recognize the struggles of living through the pandemic in a virtually connected world that often disconnects us from self. We foster the idea of embracing care ethics as a starting point at an individual level.  相似文献

Abstract

Existing research on the impact of growing up in care focuses upon either the care experience itself or the period of transition from care to independence. Our knowledge of outcomes largely ceases when former residents of the care system reach their early twenties. There are strong social justice reasons for extending research into the older adult lives of such young people. We know a great deal about the multiple disadvantages that such individuals face as children. But research is largely silent about their subsequent adult lives. While we must be cautious in drawing causal links to the childhood care experience as the time period since life in care extends, we know that early experiences can affect care-leavers across their life course—just as childhood experience affects all adults in a variety of ways. In this review, we highlight evidence drawn from research in Australia, the United Kingdom, Canada, Ireland, and the United States, with particular attention paid to the first two of those countries. We use a wide range of sources and identify areas for further consideration, including access to personal records, mental health, education, and parenting. By doing so, we seek to open up this area for further research with the hope that such research will lead to an increasing recognition of care-leavers' needs and thus to improvements in social policy and service provision.  相似文献

With a view to contributing to recent calls for the integration of comparative and transnational perspectives in Irish migration history, this essay describes various networks established within Irish communities in two North American cities from 1870 to 1910, and explores their role in personal and group identity formation in particular. Case studies from Buffalo and Toronto are used to underscore the importance of spatial, as well as historical, contingency in appreciating the geographies of not simply one, but several, interrelated Irish diasporas. Focusing on these cities also illuminates the difference that these networks made to the everyday lives and social landscapes of Catholics and Protestants of Irish background in the United States and Canada during a period of intensified industrialisation. As this study shows, networks socially interconnected economic, cultural, religious and political spheres for these migrants, while also linking their localities to social fields operating at wider geographical scales.  相似文献
