The purpose of this paper is to provide an account of how leading radical left movements of Turkey in 1960–71 conceptualized the state. The analytical framework draws on the mode of exchange framework developed by Kojin Karatani. The Turkish Left was unable to theorize the autonomy of the state, the construction of the nation as an imagined community, and the importance of popular resistance against the state's destruction of traditional communities. Right‐wing political parties filled this vacuum with the populist discourse of nation. The Turkish Left conceded its social base to right‐wing parties and hence lost the opportunity of winning political efficacy. Our critical assessment of the Left of Turkey in 1960–71 is pertinent to discussions about present‐day left‐wing strategies that leave the nation and ravaged communities to right parties to exploit or utilise as part of their program.  相似文献

With the experience of two severe disasters (the Hanshin Awaji Earthquake disaster of 1995 and the Great East Japan Earthquake disaster of 2011), I wish to consider “subsistence” as human life, existence equaling the basic activities of life, an essential mutual act‐like existence economy. In this paper, I pursue a positive development of “disaster‐time economics” as a research object under the larger framework of the formation of a “moral economy,” as part of a critical process. In this paper, in order that a stricken area and society may aim at the realization of a new methodology about “creative revival” for newly developing independent research involving the state of the revival fund of a wide sense is carried out. Nevertheless, there is an overall understanding of who, in what areas, and using what methodology, has conducted research in the restoration and revival process, as well as the weak points that tend to hinder the process. There is no research on the rationality and function of public finance expenditures or national sources expenditures. Therefore, in this paper, the term “disaster‐time economy” is newly prepared. From this concept, many activities of the project, service, support, self‐efforts etc. of a social and private domain are grasped from a public sphere in connection with the process of maintenance/restoration under the disaster. The feature and subject point of the process are clarified. The market economy order that is going to be produced in this process does the basic work and determines the economic order for another self‐subsistence over life.  相似文献

Based on ethnographic fieldwork with panhandlers who provide services while asking for money, informal interviews with pedestrians who have interacted with them, and formal interviews with twenty people who regularly interact with panhandlers, this article unpacks the relationship between temporality and ambiguity of meaning in exchange. In line with previous research, I find that providing a service while asking for money allows panhandlers to manage stigma by recasting their relationship with pedestrians who give as a market exchange. More surprisingly, I find that this kind of recasting makes giving less compelling for the pedestrians in fleeting encounters with panhandlers: they resist service provision in fleeting encounters with panhandlers on the grounds that the exchange is experienced as a coldly rational quid pro quo. In contrast, pedestrians who have long-term relationships with panhandlers experience the interaction as a gift exchange and the service as an expression of gratitude and subservience. The development of an open-ended temporal horizon and of a cycle of exchange, I argue, allows the service and the money given to operate as boundary objects, enabling panhandlers and pedestrians to attach different meanings to the exchange of money for services. This emergent ambiguity allows them to carry out interaction and exchange successfully. Contrary to models of interaction and everyday economic transactions that frame shared definitions of the situation as necessary for successful and repeated interactions, I find that ambiguity and polysemy may be productive and sustaining in interactions between participants from distinct social worlds.  相似文献

In this article, I examine the interplay between the institutionalization of Islam in Europe and the transnationalism of Turkey's Directorate for Religious Affairs (Diyanet). Based on extensive fieldwork in Turkey, Austria, Belgium, France and Germany, I demonstrate not only the salience of the nation‐state prerogative on the part of both European states and the Turkish state but also the tension between national conceptions of Muslim identity on both sides amid transnational solidarities. I also argue that, to a certain extent, European policies of detransnationalizing the Muslim field in Europe also intersect with the Diyanet's transnational politics vis‐à‐vis Turkish/Muslim immigrants in their common resistance to the deculturalization of Muslims in Europe. While European countries try to nationalize their respective Muslim communities into their cultural and juridical framework through reterritorialization, the Diyanet has increasingly deterritorialized its activities to preserve a Muslim identity engrained in Turkishness – hence, the coexistence of both a tension and mutual accommodation between Europe and Turkey.  相似文献

This paper examines the discursive messages conveyed through everyday encounters among German-born Turkish Ausländer (foreigners) and ethnic Germans in Berlin. Using narrative analysis, I explore how these messages operate to maintain a series of separate and unequal social relations based on gender, ethnicity, religion, and skin colour. The personal experiences of local residents illustrate how these discourses serve to mark some Ausländer as less threatening than others, some as preferable, and others as undesirable. Some Ausländer are also considered more valuable than others, and the status of one often depends on the superior or subordinate status of the other. Through exploring these complexities as experienced by local informants, this paper shows the importance of certain interactive processes that construct Ausländerness in varying ways, while still defining people's identities in relation to norms that privilege the dominant subjects.  相似文献

Abstract Notwithstanding Gramsci or Foucault, there remains a tendency, in historical sociology, to explain processes of domination in terms of political and economic forces. In the study of state formation and imperialism, realpolitik is given precedence over ritual, material factors over the moral suasion of the sign. Yet European colonialism was also a cultural project. In Southern Africa, nonconformist missions, the vanguards of empire, conjured up new maps, new systems of relations, new notions of time, production and personhood. From their very first encounters with native communities, it is argued, they sowed the state of colonialism on which the colonial state - and a more enduring condition of dependency - was founded.

The American Legion was one of the most politically consequential organizations in the twentieth-century United States. It was a local bedrock of anti-communism in two post-war red scares and throughout the cold war. It also built a lavish and cross-nationally unique welfare state for American veterans. In this article, I examine the origins of the American Legion and demonstrate that it was organized by rentier capitalists acting in their intraclass and interclass interests. Most importantly, the Legion was an organization that fought the “battle over class” by denying the importance of class as a social concept and proposing “Americanism” as an alternative. I also argue that the Legion’s extreme anti-communism combined with its dedication to welfare provision for American veterans altered the course of American welfare state development.  相似文献

Abstract Since the late 1980s, industry characteristics, country‐specific contingencies and international conditions have come together and turned Turkey into a major exporter of jeans. It now has a 6.5 per cent share of the world's market. In this article, I explore this transformation and point out that it has created, especially in the 1990s, significant upgrading opportunities for Turkish firms. A large number of Turkish manufacturing firms are now full‐package contractors for a diversified list of brand‐name jeans. Some of these manufacturers are also experimenting with functional upgrading by developing their own brands and selling them abroad. Local firms, despite their subordinate position in the value chain, can go beyond low value‐added manufacturing and encroach on the core competencies of lead firms.  相似文献

Abstract In this article we question a central trope of transnationalism and new media – deterritorialization – and its application to border crossing Internet usage by Iranian and Turkish‐Kurdish migrants in the Netherlands. Their Internet usage indicates the extent to which territoriality channels these groups' online practice. We found Dutch‐Iranian sites reflected correspondingly sparse offline community networks and state boundaries moulded their transnational ties, while regionally specific transnational dynamics were evident in Turkish‐Kurdish website surfing. These cases indicate that transnationalism and new media need not broaden or dissolve geographical identity or connectivity, but may reinforce it. Finally, we address the relations of territoriality with generation (first and second) and network medium (web forums versus conventional sites). Whereas first‐generation migrants' life online often reveals extensions of offline networks, the online practice of the second generation frequently reflects these networks in subtler ways, forming partially sovereign online communities that pivot on hyphenated identities. However, the relations of generation and network medium differ for Turkish Kurds and Iranians in the Netherlands.  相似文献

As humanity enters a new era of climate‐induced unpredictability, research into the role of religion in shaping perceptions of, and responses to disaster will become increasingly important. This is particularly true of South Asia, which contains dense populations certain to be adversely affected by climate change. This contribution explores the way religion shapes and mediates responses to disaster in Pakistan. Where previous work in this field has focused on extremists and militants, mine considers currents of lived Islam that take explicit stances on questions of natural resource development. Drawing upon extensive primary data, I identify two distinct disaster cosmologies permeating state and society. First, I consider the official Islam of experts and policymakers, whose approach to development is derived from, but arguably surpasses the modernism of British and American colonial and Cold War paradigms in its dogmatic, faith‐based belief in the imperative of mastering and exploiting nature. The second is an altogether contrasting formation embedded in a political protest movement representing a marginalized constituency, the Siraiki speaking population of Southern Punjab, which mobilized flood affectees in the aftermath of the 2010 floods around issues of social and environmental justice.  相似文献

Postnationalism has seen a modest resurgence in recent years as both a theory of citizenship and as a set of claims frequently articulated by anti-border movements. Yet the implications of postnationalism for feminist politics remain relatively under-theorized. Using interviews with feminist advocates in Toronto, Canada, this research examines how postnational challenges to state power are being mobilized in spaces of service provision addressing gender-based violence. I show how, for some advocates, a postnational politics deeply informed their critiques of state borders and restrictive immigration controls as fundamental sources of gendered and racialized violence. However, postnational approaches were also limited in offering few concrete alternatives to state protection from domestic or interpersonal violence, particularly for women with precarious immigration status. Significantly, it was through advocates’ everyday practices of service provision that they blueprinted an alternative feminist ethics of solidarity. I argue that these practices constitute postnational acts of citizenship, in so far as they attempt – albeit imperfectly – to de-border institutional spaces from within.  相似文献

Abstract Migration scholars have noted the recent growth of hometown associations (HTAs) in different parts of the world and have approached the topic within the nexus of migration, the increased flow of remittances and development. However, the question of the differential growth, spread and success of HTAs (even in the same national territory) is not addressed and/or remains under‐theorized in migration scholarship. In this article I concentrate on how different genealogies, discourses and policies of migration in Europe and the USA gave rise to different trajectories of transnational migration scholarship, including the research on HTAs. Focusing on the blind spots created by these different paths of transnational migration research, I frame migrant HTAs in the context of the changing state‐space relations of neo‐liberal globalization. In this article I attempt to break the spatial indifference to state territory in migration research and to relate the dynamics of migrant formations to uneven spatial development, rescaling processes, the changing geographical organization of state intervention and the transformations welfare states go through in times of neo‐liberal agendas. Finally, on the basis of a case study of a Turkish hometown association in Germany, I raise some questions about the narratives of power in transnational migration research.  相似文献

Limiting assistance in the context of the neoliberal U.S. welfare state relies on a distinction between the deserving and undeserving poor. Hurricane Katrina survivors were caught between two opposing cultural characterizations—”deserving” disaster victims and “undeserving” welfare cheats. In this article, I examine Hurricane Katrina survivors' experiences with the Federal Emergency Management Agency (FEMA)'s rental assistance policies and practices, as their experiences reveal important aspects of how aid is allocated in the context of the contemporary U.S. welfare state, and what consequences this has for marginalized populations. I analyze in‐depth interviews and field observations with displaced Katrina survivors and find that FEMA policies and practices assumed a “middle class” model of family structure and economic standing. Those who did not fit into this model were made to wait while their cases were investigated, which had negative psychological and material consequences. I argue that being made to wait, or temporal domination, is a central component of the larger sociotemporal marginalization of the poor, or the way in which time structures social stratification. Temporal domination is a feature of neoliberal social policy, neither maliciously intended nor entirely unintended, that has the consequence of punishing the “undeserving.”  相似文献

Guided by the concept of social problems work and the micropolitics of trouble perspective, we examine the discursive strategies used by social workers to conduct intake interviews with homeless clients. Trouble was a pervasive feature of these encounters: clients often requested services that diverged from the service preferences expressed by social workers. Social workers used elicitation strategies to solicit information about clients' biographies and their service needs and seminarrative raps to construct service plans with clients. Conceptualized as rhetorical devices, these strategies appear to have managed trouble in ways that articulated closely with material and nonmaterial aspects of the organizational context. We illustrate how these strategies articulated with an agency preference for consensus-style service planning and a focus on clients' recent biographies and immediate problems. Further, we show how these strategies managed the provision of scarce resources in ways that focused on remedies that could be tied to long-term client stability. We conclude by offering the outlines of a general model of the micropolitics of trouble in human service encounters.  相似文献

This article seeks to understand environmental effects on associational interdependencies, be they competitive or collaborative, in a polarized organizational population. To do so, it builds on the density‐dependent model and the ecology of ideologies. Especially interested in the effect of context on density‐dependent processes, I compare different Turkish ideological movements in Amsterdam and Berlin. Amsterdam represents an open and supportive environment for such movements, whereas Berlin constitutes a more closed and hostile one. By analysing the founding and disbanding rates of Turkish immigrant organizations in Amsterdam and Berlin during the period 1965–2000, the article demonstrates how the increasing density of Turkish ideologies has affected interdependencies in two main ways: by heightening competition, particularly between ideologically similar organizations, and by increasing counter activities between opposing movements. It also shows that the influence of context is limited. An open environment does not significantly influence the vitality rates of ideologies or further collaboration among or between them. On the contrary, it seemingly increases competition and fragmentation because more resources and opportunities are available. More signs of collaboration and mutualism are found in Berlin's closed environment.  相似文献

The OECD questions whether non‐state services in fragile states may delegitimise the state in the eyes of citizens, arguing that ‘state‐building’ depends on governments’ engagement in service management. This article reviews the available evidence to identify what types of engagement are feasible and most likely to contribute to service delivery, or not to damage it. It considers the capacity requirements and the risks associated with state intervention through policy formulation, regulation, contracting and mutual agreements, and concludes by identifying ways of incrementally involving the state, beginning with activities that are least likely to do harm to non‐state provision.  相似文献

Increasing numbers of second‐generation Muslims are highly qualified and locally embedded in today's European cities. This does not protect them, however, from experiencing discrimination in intergroup encounters in school, at work, or in the street. Taking an approach from local intergroup relations between ethnic minorities and the majority society, we draw on the TIES (The Integration of the European Second Generation) surveys to compare Turkish and Moroccan minorities and majority Belgians in Antwerp, Belgium. Our research aims (1) to establish minority and majority perspectives on (reverse) personal discrimination (2) in different life domains, and (3) to differentiate internally between gender, socioeconomic attainments, and local climates. Structural equation models show minority and majority group perspectives on discrimination as gendered and situated intergroup encounters in socioeconomic and civic domains of life.  相似文献

Using data collected from focus groups and nonparticipant observations, this article explores how and why cross‐talk by way of smartphone affects face‐to‐face encounters. The findings show there are three types of digital cross‐talk: exclusive, semi‐exclusive, and collaborative. Furthermore, it was found that digital cross‐talk can either facilitate or disrupt the expressive order of an encounter. Semi‐exclusive and collaborative digital cross‐talk were found to facilitate encounters. Exclusive digital cross‐talk was found to disrupt or have little influence on encounters, depending on whether or not interlocutors successfully engaged in a corrective process, an avoidance process, or aggressive face‐work.  相似文献

In this article, I describe how during my anthropological research in post‐conflict Sierra Leone with a disabled community, I was confronted by experiences of inequality and exploitation. Many disabled people had previous disabling contact with other researchers, organisations and journalists. Others described difficulties surviving the disabling socio‐economic conditions and were not viewed as ‘development’ partners, despite the fact that their images and stories had played a big role in the rebuilding and ‘healing’ of the Sierra Leonean nation state. I ask whether we as researchers and an international community are still not colluding with structures and institutions that exploit disabled people in post‐conflict and post‐disaster countries.  相似文献

In this article, I review recent research on the relationship between social inequalities and disasters, focusing on the areas of social vulnerability to disaster and social inequalities in disaster recovery. I highlight how race, class, and gender structure the disaster experience such that marginalized populations are most vulnerable to the negative consequences of a disaster and face significant challenges in recovery. Then, I discuss the next steps for advancing disaster studies. First, scholars should work to develop improved methodologies for disaster research. Second, theoretical work on defining, theorizing, and classifying disasters is needed. Finally, the field should incorporate other intersectional dimensions of social inequality into the study of disasters.  相似文献
