This study compares the US and Canada on the gap in earnings between Chinese immigrants and native‐born whites. Canada and the US are arguably more alike than most possible country pairings, yet they differ in significant ways in their approaches to immigration and integration. The primary difference between Canada and the US regarding immigration policy is that Canada selects a larger proportion of economic immigrants – that is, those admitted based on their ability to contribute to the economy – than the US's focus on family reunification. Canadian immigration and multicultural integration policy does not appear to improve Chinese immigrant earnings in the way that might be predicted from Canada's skilled‐based immigrant selection policy and welcoming social context. In spite of a more laissez‐faire approach to immigrant integration and a less skill‐selective immigration policy, we show that Chinese immigrants are earning relatively more in the US than in Canada.  相似文献

The objective of this article is to examine the shift in the intergenerational mobility of Indian immigrant entrepreneurs in Australia. Based on a qualitative methodology, this article reports on the differences in the entrepreneurial attitudes of push and pull and the aptitudes of social and human capital between pre 2000 and post 2000 immigrant entrepreneurs. The findings suggest that the post 2000 Indian migrant entrepreneurs in Australia are mostly pull motivated, have higher qualifications than the pre 2000 arrivals, speak better English, have professional educational qualifications relevant to their business, and operate predominantly in the service sector. They take fewer years to get into business and are less dependent on immigrant social capital resources than pre 2000 arrivals. The study proposes that, compared with social capital resources, human capital resource have a greater impact on entrepreneurial propensity in the case of second generation Indian migrant entrepreneurs in Australia.

Policy Implications

  • This research has implication for Australian immigration policy, labour laws and settlement services of migrants. It recommends successful implementation of policies and durable solutions for Indian immigrants in the labour market in Australia.
  • The Australian Government will be assisted in examining and identifying future options for the intake of temporary and permanent migrants that improve the income, wealth and living standards of Australian citizens, improve the budgets and balance sheets of Australian governments, minimize administration and compliance costs associated with immigration, and provide pathways both for Australian citizens to be altruistic towards foreigners, and for Australia's international responsibilities and obligations to foreign residents to be met. Improvements in the labour laws would promote the effective integration of Indian immigrants into society.
  • Further, Indians in the USA have contributed immensely to the entrepreneurial spirit due to the government support for migrant SMEs and the small business venture funds. The Australian government can replicate this policy, reduce restriction on employment opportunities and enhance entrepreneurship for all migrants.

The issue of immigrant spatial concentration and the possibilities for immigrant dispersion through migration features in at least three interrelated debates about immigration. First, the ethnic enclave literature centers on the question of whether spatial concentration improves or harms the economic well‐being of immigrants. Second, spatial assimilation theory links immigrant relocation away from residential enclaves to socioeconomic gains. Although framed at an intra‐urban scale, we suggest that similar assimilation logics infuse thinking and expectations about immigrant settlement and spatial mobility at other scales. And third, immigrant clustering links to anxieties about the threats posed by non‐European origin newcomers to the traditional cultural fabric of the nation. In the current wave of immigration, research on questions of settlement geography and spatial mobility has so far been restricted to the first generation. But as the current wave of immigration matures there is a growing population of adults who are the children of immigrants. This article investigates the migration behavior of these adult children, specifically the 1.5 generation, seeking to answer the question of whether they will remain in the states in which their parent's generation settled or move on. It also assesses whether the out‐migration response of the 1.5 generation in states of immigrant concentration is similar to that of their parent's generation or the U.S.‐born population.  相似文献

This study examines to what extent Canada's recent immigrants have altered their geographic concentration over time, with a view of determining the role of preexisting immigrant communities in immigrants’ locational choices, looking specifically at community size. The results show a large increase in concentration levels at the initial destination among major immigrant groups throughout the 1970s and 1980s, and a much smaller increase in the following decade. However, redistribution after immigration was generally small‐scale and had inconsistent effects on changing concentration at initial destinations among immigrant groups and across arrival cohorts within an immigrant group. Finally, this study finds that the size of the preexisting immigrant community is not a significant factor in immigrant locational choice when location fixed effects are accounted for.  相似文献

Investigating the relationship between immigration, middleman minority status, transnationalism, and U.S. foreign trade, the authors assembled a census‐based data file that contains aggregate‐level variables for 88 foreign‐born groups by national origin between 1980 and 1990. They regressed immigrant characteristics and immigration volume upon time‐lagged import/export statistics from the same 88 nations between 1985 and 1995. Results show the independent influence on exports of immigrant entrepreneurship, transnationalism, and middleman minority status. But these variables, exhaustively derived from the existing literature, had no effect on U.S. imports; they only affected exports. The authors propose that the discrepancy between imports and exports arises because of the dominance of English as a world business language. In this situation, foreigners need no help from immigrants when they export to the United States; but native‐born, monolingual Americans need the help of bicultural immigrants when they export. The empirical results suggest that immigrant entrepreneurs enhance the United States' exports and thus reduce the United States' balance of payments deficit.  相似文献

Taking an uncompromising stance on immigration enforcement, the Trump administration has been sharply criticized for its policies and racially coded rhetoric of immigrants as criminals or undesirables. Despite this criticism, the administration's policies fall in line with historically widespread, exclusionary, nativist and xenophobic attitudes towards immigrants. Much of the American immigrant story has been a tortuous struggle for equality, integration and civil rights. This essay takes a critical look at the complicated history of immigration policy during the last century, focusing on the social, economic and political forces that helped shape legislation.  相似文献

This paper focuses on the entrepreneurial endeavours of immigrants' and natives in Germany, concentrating on Turks, Germany's largest immigrant group and one under‐studied in the literature. Self‐employed Turks in Germany represent about 70 per cent of all Turkish entrepreneurs in the European Union. We use data from the German Socio‐economic Panel to study patterns of self‐employment. First, we identify the characteristics of the self‐employed individuals and understand their underlying drive into self‐employment. Next we investigate how immigrant entrepreneurs fare in the labour market and compare their earnings to those of the natives. It is important for decision makers to understand entrepreneurial patterns so that they can shape policy that better fosters entrepreneurial activities. This paper presents several findings that can inform better policymaking. First, our investigation indicates that education is not decisive in determining whether one will choose self‐employment over salaried work nor in explaining earnings. The estimated age‐earnings profiles are the same for natives and immigrants, while the proclivity to become self‐employed is concave with respect to age for both groups. Immigrants' start with a higher probability to work than natives but have a slower increase in the self‐employment probabilities thereafter. The earnings of self‐employed immigrants' are higher initially, but their earnings path crosses eventually that of the natives. Second, we find some suggestion of ethnic entrepreneurial spirit. Turks are 70 per cent more likely to be self‐employed than any other immigrant group, although they do not necessarily earn more. These patterns should be further explored.  相似文献

Immigrants are routinely tied to a range of social problems in the policy making process in the US political system. Little is known however about the extent to which citizens hold attitudes that connect immigrants to particular social problems and whether these attitudes spill over to influence citizens’ preferences toward specific public policy alternatives that might appear to be largely independent of immigrants and immigration. Investigating the nexus between immigration and crime, we ask how Anglo whites’ contextual environments influence their propensity to link immigrants to a salient social pathology like crime. Results show that whites living in states where immigrant populations have increased most dramatically and in states with lower socioeconomic characteristics are more likely to associate immigration with increased criminal activity. Whites’ attitudes toward immigration‐induced crime has important spillover implications to the larger public policy making process as whites who view immigrants as a cause of criminal activity are more likely to support tougher criminal sentencing and the death penalty.  相似文献

Since the Economic Recession in the late 2000s, many neighbourhood coffee bars in Northern and Central Italy have been taken over by Chinese immigrants. This article investigates why neighbourhood bars, which are thought to be at the heart of Italian urban culture, have become a new business niche for Chinese immigrants in spite of overwhelmingly anti-immigrant discourse. By elucidating the political economy of Italy's coffee bar industry and restructuring of its Chinese ethnic economy, it shows how the formation of this new immigrant business niche is a form of historical contingency embedded in a set of structural transformation processes. The broader purpose of the article is to contribute to an understanding of the structural mechanisms of embedded immigrant entrepreneurship and immigrants’ economic incorporation, as well as to debates on the roles of immigrants in the new urban economy and related local cultures of a multi-ethnic European nation-state.  相似文献

An increasing number of immigrants and rising unemployment rates are widely thought to contribute to the electoral success of extreme right parties in Western Europe. However, no study explicitly posits the causal mechanism that links the aggregate level factors of immigration and unemployment to the electoral success of extreme right parties, and systematically analyzes whether and how this mechanism works. Thus, the causal connection between immigration, unemployment and extreme right success remains at best ambiguous. I argue that the causal mechanism linking immigration and unemployment to extreme right electoral performance is the development of anti‐immigrant attitudes at the individual level. In this paper, I examine how unemployment and immigration affect individuals’ attitudes toward immigrants. This examination furthers our understanding of the actual dynamics of how unemployment and immigration influences the electoral success of extreme right parties. I find that greater unemployment rates increase the probability that an individual will have an anti‐immigrant attitude only when immigration is already at a high level. Similarly, increasing immigration alone does not always increase the probability that an individual will have an anti‐immigrant attitude.  相似文献

Social contacts with mainstream individuals play a central role in acculturation. Yet, research has paid little attention to examining whether social contact with natives is linked to egalitarian gender role attitudes among Muslim immigrants and their children. Using a unique data set including 4584 Muslim immigrants and the second generation in six western European countries (EURISLAM), the study investigates whether public- and private-sphere social contacts with natives are associated with attitudes towards women's employment and men's domestic roles. The findings show that immigrants and their children who report stronger private-sphere social ties, that is native friends and family members, hold more egalitarian attitudes towards women's employment and men's domestic roles. However, public-sphere social contacts (at the workplace and in the neighbourhood) are not associated with these attitudes. These results support theories stating that private-sphere social contact with natives is important in gender role ideology acculturation among Muslim families.  相似文献

This study examines the demand and supply dynamics of entrepreneurship support services for new immigrant women in the Toronto Census Metropolitan Area (CMA), Ontario, Canada. Empirical evidence presented in this study reveals significant unmet needs for entrepreneurship support services. Major reasons for the inability of settlement agencies to meet the entrepreneurship needs of new immigrants include prioritization of other support services and lack of funding. The study identifies unfamiliarity with the Canadian environment, discrimination, business regulations that are difficult to satisfy, and unlikely tendencies of the immigrants to ask for support as some of the key challenges to entrepreneurship among immigrant women. However, these challenges may be ameliorated with enhanced entrepreneurship and language training, information awareness campaigns and more funding, among other factors. The findings have practical implications for accountable governments and non‐governmental organizations as they design and/or redesign immigration and settlement policies to facilitate integration of new immigrants.  相似文献

Over the last two decades, Spain has evolved rapidly from a classic labour exporter to a labour importer. Until the 1930s Spain's migration history was predominantly marked by emigration to the Americas, and from the end of World War II until the early 1970s by emigration to some industrialized countries in Western Europe. For the first time in modern times, Spain is now the second country in the world with large‐scale immigration. Its strategic location, a relatively permissive immigration policy and economic opportunities derived from Spain's entry into the European Community have positioned this country as a major destination for immigrants. Additionally, since the mid‐1990s international migration in Spain has dramatically changed in origin composition. Despite the common perception of Africa as the most important source of immigration, some Latin American countries, in a very short time, have become some of the major sources of immigration to Spain; indeed, the term “Latin‐Americanization” has been coined to describe this process. This being so, the aim of this article is twofold. First, we examine the main reasons behind the extremely rapid increase of Latin American migration to Spain during the last decade. Canada's immigration system is currently undergoing significant change driven by several goals that include (1) a desire to improve the economic outcomes of entering immigrants; (2) an attempt to better respond to short‐term regional labor market shortages often associated with commodity booms, and (3) a desire to shift immigration away from the three largest cities to other regions of the country. These goals reflect the implementation of new immigration programs in the 2000s. The paper discusses the recent changes to Canadian immigration policy, examines preliminary evaluations of the new programs and discusses potential future issues emanating from the changes.  相似文献

Based on a survey of 1,124 social workers in the United States, this article examines how practitioners' attitudes towards immigrants and their general knowledge of immigration varied according to the content of their social work education. Although the majority of practitioners reported receiving coursework on practice with immigrants, this showed no effect on their attitudes or knowledge. In contrast, coursework on immigration policy predicted more favorable attitudes towards immigrants. Considering the mounting anti-immigrant sentiment and retrenchment of immigrants' rights in the United States, the results suggest the need to further explore what course work content is needed to prepare social workers for the current needs of the field. We argue that social work education must expand upon existing cultural competence models of practice with immigrants, to better prepare social workers to address the deepening social exclusion of undocumented immigrants in the United States.  相似文献

This article presents findings on immigrant entrepreneurship in Australia. The relationship between the entrepreneurial start‐up motivation, co‐ethnic preferences and entrepreneurial capabilities of established immigrant businesses are explored. We analyse data collected with a self‐administered survey questionnaire from 157 immigrant entrepreneurs in Melbourne's suburbs. Our findings show that immigrant entrepreneurs who report a high level of individual achievement as their start‐up motivation also report high levels of entrepreneurial capabilities in terms of opportunity recognition, managerial innovativeness and proactiveness. Immigrant entrepreneurs who are highly influenced by co‐ethnic preferences on staff employment and customer targeting report higher opportunity recognition than those who have a co‐ethnic preference on suppliers. We provide important insights and explanations for these findings and their implications for Australian immigrant entrepreneurs and policymakers.  相似文献

This article examines whether the post‐1990 Asian immigrants have a lower likelihood of being self‐employed than their counterparts in the 1970s–1980s immigrant cohort. More important, it investigates whether the relationship between education and self‐employment changes across the two immigrant cohorts. The authors framed these questions in the context of the changing U.S. immigration policy and used the ethnic and class recourses thesis and the thesis emphasizing immigrants' disadvantages for employment in the general labor market as two major theoretical orientations. Data come from the 1990 Census 5 percent sample and the 2007–2011 American Community Survey 5‐year sample. Findings from logistic regression analyses show that the second‐cohort Chinese, Asian Indian, and Korean immigrants have a lower likelihood of being self‐employed than their first‐cohort counterparts. Findings further show that education has a positive effect on the likelihood of self‐employment for the first‐cohort Asian Indian, Filipino, and Korean immigrants. For the second cohort, education has a negative effect on the likelihood of self‐employment for all Asian immigrant groups. The authors discussed the implications of these findings and concluded that well‐educated second‐cohort Asian immigrants face fewer disadvantages in finding their occupations commensurate with their educational level in the general labor market than their first‐cohort counterparts.  相似文献

Structural change in OECD countries, emphasizing knowledge‐based sectors, has led to an increasing demand for highly skilled labour. One means of meeting this demand has been to implement a selective immigration policy. Such policies, however, have been criticized for channelling labour into low‐producing sectors and occupations, hampering structural change. Proponents of such criticism point to Switzerland's former policy of channelling immigrants into so‐called seasonal sectors, a practice abandoned in the early 1990s, as having contributed to Switzerland's low growth rates. To assess this, we here analyse the amended migration policy's effects on skill structure and sectoral distribution of immigration flows using data from the Swiss Census of 1990 and 2000 to determine whether the new policy has led to an immigrant inflow more adapted to the processes of structural change. We find that the share of highly skilled immigrants has increased notably under the new migration policy. Our analysis also shows an important change in the sectoral focus of the new arrival inflow. Not only have fewer immigrants been entering declining sectors, but the majority of migrants arriving under the new policy regime have been absorbed into growing and knowledge‐based sectors, meaning they are employed primarily in service and knowledge‐intensive sectors. Overall, the analysis provides ample evidence that the current admission policy as ositively contributed to tructural change in Switzerland.  相似文献

In the 1990s, the immigrant population in the United States dispersed to non‐traditional settlement locations (what have become known as “new immigrant destinations”). This paper examines whether the allure of new destinations persisted in the 2000s with a particular focus on the internal migration of the foreign‐born during the recent deep recessionary period and its aftermath. Three specific questions motivate the analysis. First, are immigrants, much like the U.S.‐born population, becoming less migratory within the country over time? Second, is immigrant dispersal from traditional gateways via internal migration continuing despite considerable economic contraction in many new destination metropolitan areas? Third, is immigration from aboard a substitute for what appears to be declining immigrant internal migration to new destinations? The findings reveal a close correlation between the declining internal migration propensity of the U.S.‐born and immigrants in the last two decades. We also observe parallels between the geographies of migration of native‐ and foreign‐born populations with both groups moving to similar metropolitan areas in the 1990s. This redistributive association, however, weakened in the subsequent decade as new destination metropolitan areas lost their appeal for both groups, especially immigrants. There is no evidence to suggest that immigration from abroad is substituting for the decline in immigrant redistribution through internal migration to new destinations. Across destination types, the relationship between immigration from abroad and the internal migration of the foreign‐born remained the same during and after the Great Recession as in the period immediately before it.  相似文献

This article contributes to the rapidly growing literature on transnational immigrant entrepreneurship by analyzing the determinants of transnational entrepreneurial engagement among immigrants in the ICT sector in Italy. We investigate which factors influence the rise or decline of transnational entrepreneurial involvement with a home country. Our results indicate that longer residence in Italy is associated with smaller propensity to become a transnational entrepreneur. Moreover, we find that the type of transnational ties and the network size have a substantial impact on the dynamics of transnational entrepreneurial engagement.  相似文献
