In the mid-1980s, controversy emerged in a number of American cities over the roles gay bathhouses and sex clubs might play in the spread of AIDS, and in raising safe-sex awareness. In 1984, San Francisco became the first city where political debates broke out over AIDS-related policies for bathhouses and sex clubs. These debates were dominated by questions of public health and gay civil liberties. A variety of proposals were put forward during 1984 to try to reconcile these two concerns, or to give one a higher priority than the other. Certain officials in San Francisco's government, and members of its gay/lesbian/bisexual community, strongly disagreed over whether the businesses should be closed, should make their own AIDS-prevention efforts, or should continue operating under new regulations. Policies implemented for the city's baths were disconnected from the known AIDS risk of different sexual behaviors, and from research findings on AIDS and the local baths. Political and judicial decisions concerning San Francisco's bathhouses and sex clubs that were made in 1984 had continuing influences on these businesses through the later 1980s and the 1990s.  相似文献

Public health policy on bathhouses has been limited and poorly documented. This volume is intended to expand policy-makers' and prevention-professionals' knowledge and awareness about gay bathhouses. The present paper provides a context and an overview for the volume by describing the bathhouse environment and how it differs from other public sex environments, and by describing public policies that have been implemented.  相似文献

Public policy regarding bathhouses has been criticized as being based on political expediency rather than on medical or social science. To affect that shortcoming, we include here a brief history of gay bathhouses. The history of the baths is rarely told, but whenever it is told it necessarily reflects the times in which it was written. For that reason, we include a history written in 1984, at the time that much of what was known about AIDS, routes of transmission and the role of the bathhouses was very much in flux. This history not only gives a context for the current discussion, but also allows the reader to see the history from that distant point in time. This paper was first published in December 1984 as an article in Coming Up!, a lesbian and gay community newspaper published monthly in San Francisco (California). It was later edited and reprinted in a book titled Policing Public Sex (1996). The version of the paper presented here is from the original 1984 article (pp. 15-19); several images appeared with the article that are not reproduced here. As with all the reprinted papers in this volume, no editorial changes were made to the paper and only minor typographical errors were corrected.  相似文献

Canada has notexplicit national population policy although various policies do have an effect on the size, rate of growth, distribution, and composition of the nation's population. Traditionally, Canada has been pronoatalist, particularly favoring immigration. In response to the 1974 Bucharest World Population Conference, the Canadian government solicited public testimony regarding a population policy for the nation. Environmentalists urged population limitation with a view to maintaining the ecosystem. Social justice and reallocation of resources were urged by an 2nd group. The quality of life argument was used by both proponents and opponents of population limitation. Canada has increased its world assistance for economic and population activities. With 1 of the highest growth rates of the developed countries, (in 1976-1977, 1.3% vs. .8% for the U.S. and .4% for France), Canada needs to propound a slow growth ethic. With future fertility at replacement level, Canada will look to immigration for population input.  相似文献

The present study attempts to determine how men who have sex with men (MSM) identify in terms of their sexual orientation. The sexual identity of MSM has important implications for the spread of HIV. The literature suggests that gay or bisexual identifying MSM are more likely to practice safer sex than heterosexually-identified MSM. A significant number of the MSM in public settings, such as parks, are believed to be heterosexual identifying. MSM in bathhouses are presumed to be gay or bisexual identifying. Parks have been the focus of safer sex outreach efforts targeted towards heterosexually-identified MSM. Sexual orientation self-identification was ascertained from park and bathhouse users via one-on-one interactions with outreach workers from 1996 to 1998. Chi-square analysis revealed no significant difference in the expressed sexual orientation of bath and park users, with both populations consisting mostly of gay-identified men. Heterosexually-identified MSM are not found in significant numbers in public settings. The current micro educational approach used to target these men may not be cost-effective. Alternative strategies are discussed.  相似文献

A symptomatic representation, from a Marxist critical vantage point, of three prototypical recent U.S. and U.K. films of young gay romance-Beautiful Thing, Get Real, and Edge of Seventeen-shows these films (as well as the larger, insurgent cinematic subgenre of which they serve as particularly exemplary instances) do significant ideological work, contrary to what might appear to be the case from a superficial (and uncritical) reading that dismisses them as pure escapism. These films confront contradictions central to contemporary U.S. and U.K. gay politics and culture-contradictions involving the unity and struggle of tendencies toward gay assimilation versus gay separation, gay normalization versus gay differentiation, and gay integration versus gay dissidence. While these films do not provide formal resolutions to these real social contradictions as much as they engage in processes of formal dissolution and irresolution (i.e., suspension) of these contradictions, they cannot fully elide the existence of these contradictions because to do so would effectively undermine the empathetic appeal of the romantic tales they tell. We can observe this ideological tension most clearly by examining (1) the fraught ways in which the films represent their protagonists' struggle to substitute individual acquisition of a seemingly secure private place for engagement in social struggle to extend collective control over public space, as well as (2) the abstractly utopian manner in which these films celebrate the power of love.  相似文献

ABSTRACT

The gay/lesbian social movement has primarily been understood as an identity movement. This article contributes to expanding understandings of the gay/lesbian movement by following the advocacy of the Dutch Association for the Integration of Homosexuality COC (COC) as a case of a gay/lesbian movement organization’s expansion of its action repertoire to include public policy goals. On the basis of archival and interview data, this article identifies several factors that enabled the COC to see the Dutch government as a potential public policy partner. Previous legal successes and facilitation by the institutionalized wing of the women’s movement, coupled with a constitutional change, resulted in the COC’s development of a policy strategy. By tracing the history of the COC’s strategic interactions, this article demonstrates that, while an identity strategy was constant throughout the COC’s advocacy, the organization could combine an identity strategy with strategies of legal change, cultural change, and public policy.  相似文献

Public health measures regulating or closing bathhouses and other businesses facilitating consensual sexual activity among strangers have generally been upheld by courts. Using standard legal research methods, this study sought (1) suits brought by government authorities to close a sex-facilitating business (SFB) based at least in part on health concerns, and (2) suits filed by SFBs to invalidate state laws or local ordinances banning closed booths or other architectural features that facilitate sexual activity. The research yielded eight published and unpublished trial or appellate opinions between 1984 and 1995 in which local health or other officials filed a law suit to close or otherwise interfere with sex at a bathhouse or other SFB. In seven of the eight cases, the state prevailed entirely or in large part in securing the relief it sued for. Factors influencing these results include the traditional deference of courts to public health officials, stigma, and limited legal recognition of a right to public sexual activity. Major questions include the extent to which coercive health measures increase stigma or social hostility towards gay men, whether closure actions "educate" at risk-individuals about the danger of anonymous unprotected sex, and what effect legal action has on the frequency of unsafe behavior.  相似文献

Over the past several decades, in Canada as elsewhere, governments have sought to provide decent, affordable housing for every household. However, viewed in aggregate, the size and extent of the affordability problem in Canada may well have worsened. This paper argues that changes in housing affordability are linked to the changing pace and character of household formation and that household formation has been responsive to a variety of public policies generally, and to housing programs in particular. Over the last four decades or so, changes in household formation have reflected policy inducements, price movements and income growth, and the substantial elasticity of demand for separate living arrangements. Even worsening indicators of affordability may actually indicate the success of modern housing policy, although this raises questions about the appropriateness of the measures, about the goals of housing programs, and about the ultimate costs of eliminating the affordability problem.  相似文献

The U shape that has been traced out by the crude birth rate in the United States and Canada is well known. Falling birth rates reached a low point in the mid-1930’s; the rate rose to a peak in 1947 and remained high through the 1950’s. In terms of cohorts, completed family size was smallest for women born around 1910, whose childbearing was concentrated in the 1930’s. With data from the 1961 census of Canada, trends in cohort marital fertility by religion are examined. The U pattern appears for both Protestants and Jews. For Catholics, a reversal in the downward trend of family size had not appeared by 1961, although the U pattern can be discerned for some subgroups such as Catholics living in big cities and persons of Irish ancestry. In the United States, however, changes in family size for all three religious groups and both whites and nonwhites follow the U pattern. Religious differentials in family size in Canada have been decreasing, but they remain much larger than either religious or color differentials in the United States, which show no decrease. The distinctive features of Catholic fertility in Canada are most pronounced among the regionallyconcentrated French Canadians, suggesting an interplay of religious, regional, and ethnic influences.  相似文献

The financial allocations made for the family planning program in India since the early 1950s suggest that a very high priority is attached to population control policy. At the current rate of exchange, the public sector investment will have been over 5.3 billion U.S. dollars by the end of the Seventh Five Year Plan, 1985–1990. It is claimed that over 85 million births have been averted over the last three decades. The number of couples currently protected by the various contraceptive methods, as of March, 1987, is estimated to be 55 million, or 41.4% of the 132.6 million eligible couples with wives 15–44 years-old.The long-term goal of the national population policy is to attain replacement level fertility (approximately 2.3 children) per couple by the turn of the century, implying a crude birth rate of 21 and a death rate of 9 per 1,000 persons. In view of very slow progress in the reduction of the crude birth rate, particularly in the Hindi-speaking populous states of Bihar, Madhya Pradesh, Rajasthan, Uttar Pradesh, and Haryana, the target for the country as a whole is most likely to be reached by 2010–2015 A.D.The observed stalled decline in the crude birth rate between 1975 and 1984 at the national level is analyzed in terms of changing age-sex composition, marital status, set-back to the family planning efforts, and other factors.The long-term projections indicate a national population of 996 million by the year 2,000 A.D., and 1,336 million in the year 2030 A.D. Further, for the very long run, a stationary population of 1.7 billion is hypothesized for India in the middle of the 22nd century.The data analyzed in this paper was collected in 1986 at the Delhi School of Economics through the courtesy of the Shastri Indo-Canadian Institute, Calgary/New Delhi. In 2012, the U.S. actress Cynthia Nixon was quoted in the New York Times Magazine as having stated that “for me, it [being gay] is a choice. I understand that for many people it’s not, but for me it’s a choice, and you don’t get to define my gayness for me.” The interview attracted international media attention and public criticism by lesbian and gay activists. This article suggests a rhetorical approach to understanding etiological beliefs and provides a discursive analysis of 198 online comments by readers of Pink News, a gay news Web site that reported on Nixon’s controversial interview. This article explores common arguments used in readers’ comments about Nixon and examines the rhetorical construction of sexuality. The analysis examines three themes within the data. First, biological essentialism was treated by many readers as common knowledge; second, readers suggested that only bisexuals have “choice”; and, third, it was suggested by both Nixon’s critics and her supporters that counterarguments colluded with homophobia. The article suggests that there is an ideological dilemma whereby both “born-this-way” and “choice” arguments can be understood as colluding with anti-gay prejudice.  相似文献

Aggregate data on birth rates in the U.S. and Japan, classified by period and by age, are decomposed into age, period, and cohort effects using Bayesian cohort models that were developed to overcome the identification problem in cohort analysis. Main findings are fivefold. First, age, period, and cohort effects movements are all larger in Japan than in the U.S. Second, in both countries, age effects are the largest and are roughly consistent with the life-cycle movements showing an inverted U shape. Third, Easterlin’s cohort size hypothesis roughly fits U.S. birth rates but not Japanese birth rates. Fourth, despite rapid decline of total fertility rates in Japan in last three decades, period effects have been on an upward trend since the early 1990s. Finally, upward and downward cohort effects movements in Japan are derived by rapid economic growth and the Equal Employment Opportunity Law, respectively.  相似文献

Prime agricultural land is the most productive and important foodland in a nation. When disproportionate amounts of prime farmland are located near to the major metropolitan areas of a country, national productive capacity can be adversely affected by continued urbanisation. The disproportionate location of prime agricultural land adjacent to major cities is compared in Canada, the U.S. and Britain. The bias is far larger in Canada than it is in the U.S. or Britain. Investigating the more urbanised regions of these countries, the bias of prime land with urban areas is found to be still more accentuated in Canada.  相似文献

Recent decades have seen a rapid increase in the share of non-European immigrants in public housing in Europe, which has led to concern regarding the rise of ghettos in large cities. Using French census data over three decades, we examine how this increase in public housing participation has affected segregation. While segregation levels have increased moderately, on average, the number of immigrant enclaves has grown. The growth of enclaves is being driven by the large increase in non-European immigrants in the census tracts where the largest housing projects are located, both in the housing projects and the surrounding nonpublic dwellings. As a result, contemporary differences in segregation levels across metropolitan areas are being shaped by the concentration of public housing within cities, in particular the share of non-European immigrants in large housing projects constructed before the 1980s. Nevertheless, the overall effect of public housing on segregation has been ambiguous. While large projects have increased segregation, the inflows of non-European immigrants into small projects have brought many immigrants into census tracts where they have previously been rare and, thus, diminished segregation levels.  相似文献

Changes in gay and bisexual men’s connectedness to the gay community are related to the declining public visibility of HIV/AIDS and greater acceptance for homosexuality and bisexuality in mainstream society. Little work, however, has focused on perceived acceptance for subgroups within the gay community or broader society. Using interviews (n = 20) and a survey (n = 202) of gay and bisexual men in a mid-sized Canadian city, we find perceived hierarchies of acceptance for the various subgroups as well as an age effect wherein middle-aged men perceive the least acceptance for all groups. These differences are linked with the uneven impact of social, political, and institutional changes relevant to gay and bisexual men in Canada.  相似文献

In what has sometimes provoked a "culture war" over America's schools, gays and lesbians have sought an expanded voice in the making of education policy. This paper explores the factors that promote gay representation on school boards, how this variable in turn influences gay representation in both administrative and teaching positions, and how all three forms of gay representation relate to school board policies regarding sexual orientation education. Three of the four models drawn from the social movement literature help to explain gay school board representation. In a manner similar to other minority groups, gay representation on school boards directly or indirectly promotes the appointment of gays to administrative and teaching positions and the adoption of policies that address the problems faced by gay and lesbian students in the public schools.  相似文献

The basis for selecting social indicators in ten national publications released to date are primarily measures of welfare and measures reflecting public policy and social concerns. The orientation of the volumes from the U.S., France, Canada, Norway, Philippines, Malaysia, Great Britain are discussed. The selection of time series that reflect social processes is proposed and an orientation presented around the concepts of the vital processes, socialization and participation, mobility and stratification, maintaining security, and control and coordination by which social order is attained.
