Abstract In contrast to those of other industrialized western European countries, France's agricultural community continued to represent the majority of the national population for a long time and only became one of many minority groups at the end of the twentieth century. It then came under the influence of various trends, sometimes conflicting but nevertheless presenting a certain sociological and political unity. With the weakening of the demographic, territorial, economic, and political foundations of the French agricultural population, rural sociologists are now required to present a new analysis and a revised assessment of its position in French society. The object of this article is to promote better understanding of the reasons behind the blurring of images and representations associated with French agriculture. It invites readers to review and understand the different facets of an imagery that presents a paradox compared with the ideological constructs associated with the historical record of farming and the farming profession. Working in the tradition of the French school of rural sociology, we have set out to offer a sense of the social realities that now represent the main areas of analysis for French and European rural sociology.  相似文献

This article explores why sector‐wide approaches, in which donor funds support a single sector plan under government leadership, have performed less well in agriculture than in the social sectors. Many problems stem from the more limited, more contested and shrinking role of the state in the agricultural sector. It is also argued that sector programmes have worked best where the key constraints on sector development are the responsibility of a single ministry, whereas agricultural development requires co‐ordinated interventions across sectors. The sector approach may have a limited role in delivering better focused agricultural services, but fundamental policy questions need to be resolved first. This is more likely if support for reforms is channelled through central economic ministries and other bodies outside the agriculture ministry.  相似文献

Using data from Malawi, this study situates the discourse on migration, entrepreneurship, and development within the context of Africa's social realities. It examines self‐employment differences among three groups of migrants and corresponding group differences in agricultural and non‐agricultural self‐employment. International migrants are found to be more engaged in self‐employment than internal migrants. However, our results suggest that previous findings on the development‐related contributions of returning migrants from the West need to be appropriately contextualized. When returnees from the West invest in self‐employment, they typically shy away from Africa's largest economic sector – agriculture. In contrast, levels of self‐employment, especially in agricultural self‐employment, are highest among returning migrants and immigrants from other African countries, especially from those nearby. We also underscore the gendered dimensions of migrants’ contribution to African development by demonstrating that female migrants are more likely to be self‐employed in agriculture than male migrants. Furthermore, as human‐capital increases, migrants are more likely to concentrate their self‐employment activities in non‐agricultural activities and not in the agricultural sector. The study concludes using these findings to discuss key implications for policy and future research.  相似文献

Ideals of productivist agriculture in the Western world have faded as the unintended consequences of intensive agriculture and pastoralism have contributed to rural decline and environmental problems. In Norway and Australia, there has been an increasing acceptance of the equal importance of social and environmental sustainability as well as economic sustainability. Alongside this shift is a belief that primary production needs to move away from an intensive, productivist-based agriculture to one that may be defined as post-productivist. In this paper, we argue that the dualism of productivism and post-productivism as concepts on agricultural policy regimes are too simplistic and discuss whether multifunctional agriculture is a better concept for a comparison of rural primary production at two extreme points of the scale, the market-oriented, liberalistic Australian agriculture and the market-protected small-scale Norwegian agriculture. We argue that multifunctionality in Australia rates relatively weakly as an ideology or policy and even less as a discourse or practice and hence is situated toward a ‘weak’ end of a continuum of a level of multifunctional agriculture. In Norwegian agriculture, multifunctional agriculture has thrived within a protectionist setting with the support of the public, the state and agricultural actors. In this sense it is very clearly a policy, practice and discourse that aims to preserve and conserve rural spaces, the cultural landscape, the farming way of life and food safety. Norway is as such situated toward a ‘strong’ end of a continuum of a level of multifunctional agriculture.  相似文献

The spectacular development of China's township and village enterprises (TVEs) has been highly praised by both Chinese and western scholars. The TVEs and rural non-agricultural sector were widely regarded as the most dynamic sector in the Chinese economy during the reform era. However, such a successful story and optimistic view had changed tone since 1997, seemingly from the robust boom to a deep recession. Evidently, China’s present TVEs development must be confronted by deep-seated problems that created the fundamental sustainability dilemma. To better understand China's unusual process of TVEs development, this paper focuses on the sustainability dilemma from the functional and spatial perspectives. It analyses the internal conflicts between TVEs development and agricultural production and explains why the present mode of China’s TVEs development cannot be sustained. Within the rural economy, agricultural production and the TVEs themselves have created severe conflicts that have led to a fundamental sustainability dilemma: further encouragement of TVEs or maintaining a stable agricultural output, especially of food supply. The underlying causes for the sustainability dilemma are diagnosed, primarily based on a consideration of functional and spatial division. The paper argues that the conflict is inevitable due to the dysfunctional nature created by TVEs in the rural sector. That is, farmers simultaneously perform two different functions: agriculture and industry, both of which should be functionally and spatially separated. According to Lewis's Two-sector Structural-change Model, this paper attempts to seek a possible solution that aims at an overall functional clarification between the urban and rural sectors.  相似文献

Abstract This work analyzes the reactions of rural residents to the introduction of market-oriented economic reforms in the Russian agricultural sector. Employing primary data collected in a 1995 survey of three villages in the Russian Republic, we argue that strong resistance to the introduction of Neo-liberal market-oriented reforms exists, often based on the respondents' awareness of the importance of social interdependence. Rural residents feel harmed by government reforms, reject further reforms in agriculture, and would prefer a return to pre-1991 conditions. Although most have experienced a decline in village solidarity, they also believe that some forms of collective life will persist in rural communities. Respondents also question the fairness of economic markets given their observation that many have gotten ahead by illegal activities. In general, those with more resources are slightly less negative in their responses. Still, we argue that these results do not necessarily indicate that rural Russians totally reject the move toward a market-based economy. Rather, the results taken together suggest that points of strain and resistance emerge from the rapid introduction of market-oriented reforms, with little protection from unwanted consequences and the uncertainties of capitalism, in a context characterized by a long tradition of collective social relations.  相似文献

Abstract Three types of agricultural, or sustainability, policy are introduced. One deals with the interests of society, another with the agricultural sector, and the third with rural people and places. Each type serves different purposes, interest groups, and issues. Yet, they share some common ground. Because social, agricultural, and rural objectives are interdependent, we need all three policy types if any is to be effective in a highly specialized society. Agricultural policy often substitutes for rural policy, but this is inadequate. Factors shaping the rural policy context include regionality, the large rural population, the rural situation, lack of rural human resource development, technological displacement, and legislation. The environment, economic change, physical infrastructure, social services, jobs, and the role of land grant universities are issues to be considered in rural policy.  相似文献

This study discusses change in the village of Figueira, 7 km north west of Portimao, in the Algarve. Original surveys in 1967,1981 and 1983 allow analysis of changes in land tenure, housing and occupation. The results are used to infer the extent to which change to a wage-labour economy has been associated with a concentration or dispersion in the ownership of agricultural land and housing. They generally suggest that ownership has become more dispersed, agriculture more fragmented, and share-cropping less common. The wages of the non-agricultural sector have been held in household control and have provided the bulk of the investment into agriculture and housing. Social and economic change has been stimulated by the expansion of capitalism but, in the case of agriculture and housing at least, this has not been associated with the concentration of economic control. These results are used to comment on the Marxist ‘peasant class’ thesis.  相似文献

Quotas were introduced in 1984 as a means of controlling output and expenditure in the EEC dairy sector. Far from fossilising production patterns as was originally feared, the implementation of quotas in France was taken as an opportunity for restructuring the industry, particularly through the use of an outgoers payment. The extent and spatial pattern of this restructuring has, however, been severely constrained by social objectives concerned with maintaining production in certain fragile rural areas. In line with more general attempts to decrease support for agriculture within the EEC, the French government is now proposing that future restructuring must be the financial responsibility of the dairy profession and regional authorities.  相似文献

The state of Oregon’s (USA) land use planning framework has long been characterized by tensions between state and local authority, between traditionally-defined “urban” and “rural” concerns, and between the competing interests of various landowners. An examination of Wallowa County, Oregon’s implementation of House Bill 3326, a 2001 law giving counties the power to define certain agricultural lands as “marginal,” and therefore exempt from restrictions on subdivision and development, illustrates the ways in which these tensions become magnified as rural communities attempt to govern private land use in the context of rural restructuring. Implementation of HB3326 highlighted the tensions between landowners interested in capitalizing on development opportunities afforded by HB3326, neighboring producers concerned about interference from future amenity migrants, and existing amenity migrants with interests in protecting their rural idyll. Contestations over nonfarm development took place in the context of a strong agricultural community identity, concerns about the effects of economic restructuring on producers, and local resistance to the rural gentrification process. The process of defining marginality came to encompass not only technical issues of land productivity, but also broader community contestations over the continuation of traditional land uses and the legitimacy of various actors to govern private land.  相似文献

Throughout the 1990s, Europe's rural areas increasingly embraced local action and local development solutions to face the challenge of the continued re-structuring of the agricultural industry. In parallel, in both the EU and the UK, a policy discourse has emerged which envisages a fundamental shift in support policies for rural areas from a sectoral approach (essentially agriculture) to one that is territorial. At the vanguard of these developments has been the EC's LEADER Programme. From a low base of entrepreneurial activity in rural Northern Ireland, LEADER area-based local action groups have acted as beacons for developing new approaches to diversifying the rural economy—in particular stimulating a significant reappraisal of the rural resource base. This paper charts the operational terrain of LEADER local action groups in the Province, suggesting that their strengths have been in developing the institutional capacity of rural communities and brokering connections in the local economy. Examples will be considered which illustrate enhanced coordination and collaboration of local economic actors and sectoral interests, and a strong facilitator role for LEADER groups in the local arena, with an explicit rural focus. The paper argues that this multi-level collaborative activity is rooted in partnership governance, enabling a communicative process among local stakeholders.  相似文献

Rural areas in Germany have been subject to major structural changes in agriculture and other economic sectors due to the combined effects of CAP reform and socio-economic adjustments resulting from German reunification. By comparing the different approaches to assistance for rural economic development in the two groups of rural areas the paper will focus on the following topics: analysis of initial conditions with respect to agricultural, demographic and economic indicators; design of the delivery system for financial assistance with regard to strategic aims and the policy mix of the programmes; organizational and operational aspects of the required system for monitoring and evaluation of operations according to EU regulations; indication of intended and immediate impacts of some measures, e.g. changing conditions on the labour markets in different types of rural areas. Conclusions will be drawn from comparison of observable changes based on experiences with impact assessment and evaluation of support schemes in the two different types of rural areas during the current phase 1989–1993 with a view to the next phase of the reform of the EU structural funds 1994–1999.  相似文献

In North America and elsewhere it is frequently asserted that changes in rural society have led to an economic and social ‘decoupling’ of agriculture from the wider rural community. Casual analysis of contemporary media reporting and popular discourse would suggest that interactions between the two spheres are as often characterized by neglect or conflict as by complementarity and collaboration. However, scholarly interpretation of evolving relations between farming and the wider rural community, and whether these constitute a trend to relinking or decoupling, has remained elusive and problematic. This paper advocates for and articulates a case study approach to the analysis of ‘ambiguous interdependency’ at the local level. Specifically, it is argued that much can be learned from a comparative analysis of farm and town views of sector-specific development trajectories and of implications for agriculture–community linkages. Insights obtained from in-depth interviews with 68 farm and town residents of South Huron County, Ontario, suggest a strong tendency for farmers to undervalue their importance and influence within the local community, but also highlight certain consequences of ongoing agricultural change and recent municipal restructuring that point toward the continued reshaping of agricultural community linkages. The research suggests both points of convergence and divergence that may be valuable in understanding, and perhaps managing, future development at the local scale and beyond.  相似文献

This article analyses demand constraints on agricultural growth in seven countries of East and Southern Africa using an applied general equilibrium framework. It finds that both traditional and non‐traditional export crops have limited potential to raise incomes because of demand constraints (for traditional exports) or a relatively small base (for non‐traditional exports). The best prospects for agriculture‐led growth remain in the food sector, where domestic demand represents a large and growing market. Improvements in market efficiency and simultaneous growth in the livestock sectors can help spur demand further and avert falls in prices. Achieving rapid gains in farm incomes, however, also requires investment in rural infrastructure to reduce marketing costs, and demand‐ enhancing growth in the non‐agricultural sector to spur demand.  相似文献

Abstract Most studies of state/economy relationships focus on national and global institutions and minimize the importance of local, sub-national institutions. This lack of attention to sub-national states also characterizes most of the studies that examine the role of the state in the structure of agriculture. On the other hand, calls for a new type of sustainable agriculture argue that this type of economic system will be embedded in local political institutions. The nature of these local institutions, however, has gone largely unanalyzed. Through a comparative historical analysis of sub-national state intervention in the regional economic structure of the U.S. dairy industry in the New Deal era, this analysis shows how state dairy policy has reflected sub-national interest group politics surrounding food, agriculture, and rural land use. Sub-national states responded to the agricultural crisis of the 1930s by spatially reorganizing agricultural resource use within their territories. The three states examined—New York, Wisconsin, and California—influenced the resource intensiveness of dairy agriculture by managing the spatially segmented boundaries that separated resource-intensive and low-resource dairy production systems.  相似文献

Abstract As a member of the Cairns Group, New Zealand is an excellent case for investigation of the impacts of market-based restructuring and the emergence of new mechanisms for regulation. The paper examines how agriculture in New Zealand has been impacted by economic reforms that have fundamentally changed the nature and interrelations of regulatory arrangements and economic processes. The paper sketches the origins of New Zealand's agricultural crisis and the main features of the reforms, outlines developments in several global commodity chains (meat, dairy, apples) that since the mid 1980s have shaped regulatory and governance adjustments, and explores dimensions of a reimaging of agriculture in new conditions. The paper concludes that agri-food restructuring in New Zealand is implicated in the wider integrative project of globalization. Agriculture's reconstruction reopens the scope and terms under which New Zealand labor and households might be able to participate in the agri-food sector.  相似文献

Although union density is much lower in Right-to-Work (RTW) states than in states permitting union shops, most studies have found that after correcting for omitted-variable and simultaneity biases, RTW laws do not have independent impact on union density. However, these studies typically use data sets which include certain government, agricultural, supervisory and transportation workers who are not subject to RTW legislation thus diluting the effect of RTW laws. When these employees are excluded from the data set, we find that RTW laws do significantly affect union density in the private sector.  相似文献

Although there is much empirical evidence of the importance of agricultureled economic growth, there is a renewed emphasis in development circles on the industrial sector as the main driver of growth, even for the low‐income countries of sub‐Saharan Africa. This article applies a simplified model of agricultural growth linkages to illustrate the importance of agricultural growth for increasing employment and accelerating poverty reduction in Ethiopia. Achieving rapid agricultural growth, however, will require the engagement of small commercial farmers, large enough to adopt new technologies and produce significant marketed surpluses, but small and numerous enough to have spending patterns that drive a large, vibrant rural non‐farm sector.  相似文献

China started economic transition in 1978 to implement a Chinese type of socialist market economy system, i.e., a market-oriented economy consisting of collectively community-owned enterprises (CCOE) and state-owned enterprises (SOE) in a totalitarian political system with the Communist Party of China as the ruling power. The main contents of the economic transition can be briefly described as follows: (1) gradual decentralization of economic decision from central economic planning to market-oriented decision by delegating competence to managers of SOE and CCOE without privatization of public ownership, (2) liberalization of cross border economic activities (open-door policy), (3) allowance for Chinese to erect private enterprises (PE) on the one side and foreigners to set up foreign invested enterprises (FIE) on the other side, as well as (4) reorganization of SOE and CCOE. In comparison to the former Soviet Union and the Central and Eastern European countries, the following points of China's way of economic transition are of special interest. First, China's way of transition is a ``gradual trial and error' approach without a transition program set for long term but flexible and gradual way which is called a ``touch stones to cross river' approach. Field experiments have been carried out at first. A reform will be implemented after successful experiments. Second, the rural community becomes reorganized by breaking down communes, implementing a ``household responsibility system' in the agricultural sector and setting CCOE in the rural areas to carry out industrialization without movement out of rural labor (the slogan for this kind of transition is lee tuh puh lee shian [``move out from agriculture but not out of rural area']. Third, China's economic development is characterized by a huge expansion of CCOE in the eighties and newly founded PE consisting of FIE since the nineties, while only a very limited share of SOE has been privatized via the reorganization of the sector. China's way of economic transition has been a process of decentralization of the economic system from a central planning economy to one of decentralized market-oriented decision by delegating competence to management of SOE and CCOE without privatization of the ownership to increase efficiency. Fourth, China has been heavily loaded by a fragile banking system with a huge amount of nonperformance loan which implies a high risk of banking system crisis. Fifth, China's economic transition has been seen as a tool to keep the power of the Communist Party China with a periodically instable totalitarian political system and has permanently been confronted with risk of a political collapse. Human rights have not been protected in China. The FIE have crucially contributed to the growth of industrial production, export, and also the economic growth in China since 1979, especially since 1992. Economic special zones have significantly induced the rapid growth inflow of FDI which has financed the establishment of new enterprises instead of financing privatization of the SOE in China. Thus, it is not exaggerated to say that the FDI inflow has mainly contributed to the performance of the Chinese economic transition and the FIE have been the engine of the Chinese economic development.  相似文献

With the demise of agricultural productivism, that set of economic and political arrangements which made food production the overriding aim of rural policy, new forms of regulation have come into existence. These are linked to new patterns of development in rural areas which have arisen as economic actors seek to exploit the opportunities presented by the crisis in agriculture. Both development and its regulation have become localised — that is, detached from the national regime associated with productivism. This is leading to increased differentiation. We examine three land development sectors — minerals, farm building conversion and golf — to illustrate how the processes of differentiation are driven by a variety of economic, political and social actors. These are assessed using the notion of ‘arenas of representation’. Two arenas are identified — those of the market and regulation — showing how uneven development of the countryside can be understood as arising from action-in-context. Such differentiation, or the emergence of new rural spaces, is inevitable in the post-productivist era.  相似文献
