A new regionalism has been much documented and researched for metropolitan areas; this article documents that there is a new rural regionalism as well. In the United States, these groups appear most likely to emerge in areas that are challenged by outcomes characterizing globalization's effects on the rural condition: namely, exurban or metropolitan sprawl and the resulting landscape fragmentation, often in combination with extreme pressure on the profitability of small farms or other resource uses. This research asks: what impetus is behind rural regional efforts; and what sort of processes of institutionalization do these groups utilize? The paper builds on theory developed by the new regional geographers over the last twenty years, most notably Anne Gilbert and Anssi Paasi, and applies the theoretical framework to three North American case studies in what can be classified as ad hoc rural initiatives in contested landscapes, initiated by local or grassroots actors to foster a specific conceptualization of region. While specific programming varies for different groups, rural regionalism addressed the balance between and interconnections of landscape and land use change, social networks, economic viability, and impacts of global industry. Central to the case studies are actors' efforts to create a regional identity, including forming institutions, defining regional boundaries, and identifying social/symbolic shapes for the region. The research discusses the importance of viewing regionalization through the lens of agency.  相似文献

Since April 1996, Wales has possessed one principal tier of local government: 22 unitary authorities. Below this tier of administration, a second level exists: community and town councils. The statutory duties of these authorities are severely limited but they do perform a valuable advisory and consultative role with the principal authorities, particularly in rural areas. The recent reorganization of Welsh local government has prompted commentators to reconsider whether community councils could be afforded more statutory powers in rural governance. This paper discusses the potential for enhancing their role within one service area, namely the planning process. Planning is a function of local government where changes to responsibilities could be enacted. The paper discusses the findings of two research projects: first, a survey of senior planning officers in Wales towards awarding planning powers to community councils; and secondly, a more detailed examination of the perceptions of community councils in rural mid-Wales towards their powers and duties, their planning links with the principal authorities, and their duties within local communities to generate public involvement in rural policy-making. It argues that allocating planning responsibilities to community and town councils lacks the support of both planning professionals and community council representatives themselves. However, in the dual-push for unitary councils to operate both strategically and locally, there is further scope for a reorientation of rural policy-making and for local planning authorities to provide more extensive consultation opportunities to the councils.  相似文献

The words ‘rural Australia’ summon images of big men in Akubras, CWA ladies with loaded plates of scones and cream, sheep‐dotted hillsides and summer's golden wheat. On the surface this is the good life, and even though many people are now aware that rural Australia is suffering, there is little said about what is happening behind closed doors. The couple relationship bears the brunt of the growing pressures on those who live on the land, but it has its own inner conflicts and can hardly sustain these additional pressures. These couples do not tell their story in public, they guard their privacy jealously, and only as a last hope will they come to counselling. The common theme that emerges is that of the meeting of old and new roles—the traditional expectations of relationship (typically held by the man and his family) encountering more contemporary expectations (typically held by the woman or ‘outsider’). The article examines the processes involved in the integration of the USSR's secret places into mainstream rural society in the Russian Federation. Taking the example of one rural district in the Volga-Ural region that has been the site of a large prison complex over a period of ninety years, the article examines how economic changes and local government and penal reforms have eroded the boundary that marked off the penal region from the rural district in which it was located. Using interviews and social surveys conducted among the local population, the article examines the extent to which the opening of the penal sub-region has led to changes in the symbolic boundary between the communities in the rural raion. The article concludes that although new spaces of active government are being produced in rural Russia, these are not necessarily the basis for the emergence of new common identities among the people living in them.  相似文献

Questions of rural governance have been attracting growing interest in recent years as rural analysts turn their attention to the institutional transformations that are taking place in and around the local state. This paper is concerned with the relationships between new governance agencies and rural communities. It follows recent contributions to the rural studies literature by adopting a ‘governmentality’ perspective which views the current emphasis on community involvement and empowerment as part of a broader neo-liberal strategy of ‘governing through community’. In the paper, I address a particular gap in the governmentality literature by examining how the underlying shift towards community action and local involvement is mediated and implemented by local and regional agencies in the Scottish Highlands, focusing specifically on the relationship between local enterprise companies and local communities. As such, the paper explores the tension between the concern with local participation and the reliance upon a set of managerial ‘technologies’ such as targeting and financial controls which reflect a need to ensure that local agencies are accountable to (central) government. The paper argues that while local state agencies must be analysed within wider circuits of power, local agencies and community groups retain some capacity to influence processes of rural governance. In conclusion, I suggest that the governmentality approach provides some critical insights for re-interpreting and analysing rural governance as a particular field of research.  相似文献

The Soviet regime defined rurality as a collective-farm or kolkhoz-based society. Since the late 1980s such a state-imposed definition of rurality was rapidly unraveling under the tensions and conflicts produced by perestroika and post-socialist reforms. In the new politics of the rural, the role that the news media was playing in shaping public opinion on rural matters was of growing importance. The paper analyzes 3827 articles on rural issues published during the post-independence period (1991–2004) in the leading Lithuanian daily “Lietuvos Rytas” (LR). Two types of discourses in rural coverage are discerned. During the 1990s rural coverage in LR was reflective of conflicts and tensions between relatively prosperous urban classes which benefited from post-socialist reforms and pauperized rural population. Rurality was increasingly associated with the failure of “the moral modernization” of the rural population. Rural population was stigmatized as deficient in values and character, remaining in the grips of the Soviet mentality and state dependency and, therefore, unable to take advantage of opportunities created by the reforms. Since the early 2000s when economic situation in the country improved significantly and Lithuania started negotiations on European Union membership, rurality in LR coverage was gradually re-defined in EU terms as a socio-spacial entity shaped by regional, national, and local policies promoting multifunctionality of rural areas, well-being of rural communities, and active citizenship. Factors that influenced changes in rural discourses are analyzed. Impacts of changing discourses on rural identities, rural politics and policies are discussed.  相似文献

Qualitative studies of ageing have called for attention to be paid to the diverse experiences of older people and to their agency in negotiating opportunities and constraints. A lack of research into the experiences and subjectivities of rural elders has been noted. Yet, the majority of research concerning elderly people in contemporary Russia continues to treat old age as a category and focus on particular practical and material forms of assistance available to pensioners. This article, aims to contribute to the small but growing body of ethnographic studies which shed light on the lives of elderly people in Russia as subjects in their own right. Based on ethnographic fieldwork from rural Siberia, the article explores the ways in which elderly people experience and interpret day-to-day (in)securities, forms of care and social support. In doing so the article explores three key questions: Firstly, how do lived realities, both past and present, and normative values of rural life intersect in elderly people's experiences of (in)security in post-socialist contexts?; Secondly, what forms of assistance do older people view as legitimate in their everyday lives? In particular, how are emotional exchanges and interpersonal connections interpreted and what securities do they bring?; Thirdly, what is the significance of symbolic support and recognition for elderly people and how do these draw on practices and frameworks from the socialist past?  相似文献

This paper examines the differential response of two rural districts of England (Fenland and Waveney) to changes in council house provisioning in the 1980s. It is situated in a decade when major policy shifts in social housing policy were occurring at the national level with local governments devising new social housing strategies in response. Against a fast moving legislative background, the study examines the extent to which Stoker's categorisation of policy-making behaviour helps us to understand the diversity of policy-making influences at work in rural areas. In displaying a resentment of outside influence and a vision grounded in local considerations that offered minimal support for housing association activity, both Fenland and Waveney both exhibited attributes of what Stoker (The Politics of Local Government, second ed., 1991, Macmillan, London) called a ‘traditionalist’, Conservative stance. However, contrasts in the social housing policy of each authority over the decade revealed the limitations of this categorisation. In Fenland, pressures for housing growth led to increasing problems for those on low-incomes. Nevertheless, the District's social housing policy was dominated by fiscal conservatism and a reluctance to maintain financial support for either construction or the maintenance of council housing. By contrast, the social housing policies adopted by Waveney were characterised by a paternalistic desire to maintain a higher level of support for council housing combined with a more overtly critical attitude of central government policy. By identifying different dimensions of ‘traditionalist’ Conservative behaviour, the paper underscores the need for further studies on the role played by local leadership and key actors in policy-making processes.  相似文献

Abstract

This paper comprises interviews with five practising artists: Terry Atkinson, Torie Begg, Rebecca Fortnum, Lubaina Himid, and James Hugonin. The aim is to gauge the ways in which ‘the visual’ features in contemporary fine art practice, not only at the end of a century in which the visual ‐ at least for much of the first half of that century ‐ was often accorded special status, but also, more recently, after Conceptualism and radical egalitarian interventions have challenged the status of and assumptions about the value of the visual. All five artists were asked the same questions: What/who are the formative influences on your work?; What role does the visual play in your work ‐ to what extent do you value the visual?; Can you say something about (i) aesthetic and (ii) pleasure ‐ however you define them?; How does a work evolve?; How do you define quality ‐ what makes you think one of your works is better than another?; What is the spectator's relationship to your work? ‐ what role does the spectator have? The responses bear witness to significantly different ways in which contemporary artists value the visual.  相似文献

Abstract Many Americans believe that small rural communities are ideal places to live. They assume that small rural communities offer a safe environment, a supportive community, and affordable housing. In contrast, research indicates that rural households are more likely to live in unsuitable or inadequate housing and have lower incomes, making affordable housing difficult to obtain. Although there are data highlighting regional or urban-rural differences, very little research has been conducted on the housing situation among small rural communities. The research presented here explores housing availability and affordability in 589 Midwestern communities. Findings indicate that, based on the community's growth and location, there are significant quantitative housing affordability and availability differences among small communities. However, these differences were contradicted by focus group discussions that indicated key similarities of housing concerns across small communities. The findings have potential impacts for public policy implementation in small communities.  相似文献

We present the collaborative development of a web-based data collection and monitoring plan for thirty-two county councils within New Mexico's health council system. The monitoring plan, a key component in our multiyear participatory statewide evaluation process, was co-developed with the end users: representatives of the health councils. Guided by the Institute of Medicine's Community, Health Improvement Process framework, we first developed a logic model that delineated processes and intermediate systems-level outcomes in council development, planning, and community action. Through the online system, health councils reported data on intermediate outcomes, including policy changes and funds leveraged. The system captured data that were common across the health council system, yet was also flexible so that councils could report their unique accomplishments at the county level. A main benefit of the online system was that it provided the ability to assess intermediate, outcomes across the health council system. Developing the system was not without challenges, including creating processes to ensure participation across a large rural state; creating shared understanding of intermediate outcomes and indicators; and overcoming technological issues. Even through the challenges, however, the benefits of committing to using participatory processes far outweighed the challenges.  相似文献

Israel's establishment of what is to be the first in a network of child advocacy councils is discussed in relation to child advocacy efforts in the United States. The work and structure of the Jerusalem Children's Council and its Ombudsman for Children is described. It is suggested that Israel's experience in establishing a well-functioning local child advocacy council provides a model for implementing the recommendation of the Joint Commission on the Mental Health of Children to establish a network of local child advocacy councils in the United States.  相似文献

In recent decades, rural destinations that once relied on the production and extraction of land and resources now rely on tourism as the primary economic pursuit. Such destinations have experienced a surge of new migrants in the form of tourists, permanent newcomers, and second homeowners. Scholars have turned to how permanent residents perceive these changes and new populations, revealing that in some instances permanent residents are more accepting of newcomers due to economic constraints. I extend this line of research by asking how, and under what conditions, permanent residents favorably view second homeowners, a specific type of rural in-migrant. Drawing on ethnographic data in Rangeley, Maine, I develop the concept “discourses of resource dependency,” to clarify how and why localities justify, explain, and ultimately pursue one economic resource over another. In this case, local residents view second homeowners as a resource that will ensure the town's economic sustainability, and this frame enables local residents to view their in-migration favorably. This frame emerges not just from structural economic circumstances, but also from a confluence of historical and cultural conditions that elevate the import of second homeowners in Rangeley's place-making project.  相似文献

Qualification schemes have become popular tools for supporting regional foods, yet little is understood about the impacts they have on the rural development contribution of such foods. Qualification processes may stimulate new networks and community actions, but they may also be incompatible with strategies of extended territorial development because of their foundation in theories of competitive advantage. To explore these issues, the evolution is traced of three cases of regional food production, where local actors pursue the opportunity to qualify products under EEC Regulation 2081/92. The results reveal, in practice, the different experiences that can evolve under the same qualification mechanism, and also how the consequences for rural development can vary. The paper concludes with analysis of factors influencing the involvement and behaviour of actors in regional food qualification, and what these infer for the rural development approach pursued.  相似文献

Planning authorities in Scotland are obliged to consult the public before finalising policies and proposals to be included in their development plans. Community councils are intended to operate as ‘the voice of a neighbourhood’ and this paper analyses an attempt by a regional planning authority to use community councils as a vehicle for consulting the public in the preparation of a structure plan for a rural area. The paper concludes that the attempt was unsuccessful because the community councils were not clear about the role they were expected to play; nor were they adequately prepared for their role. The authors believe, however, that the involvement of community councils has potential for promoting greater public participation in the preparation of development plans.  相似文献

Scholarly attention to the processes of globalization and the construction of regional blocs such as the European Union, NAFTA, and Mercosur has resulted in the relatively widespread belief that borders are in the process of disappearing. Yet, ethnographic studies on political borders have for several years been evincing various redefinitions of border areas comprising new conflicts and mechanisms for strengthening certain barriers between countries. This article attempts to contribute to the discussion of the interplay between nation, state, and border in the Mercosur by analyzing transformations on the Argentinian-Brazilian border. My particular interest is in examining how sociocultural conflicts and negotiations at borders in this region are affecting the construction of new meanings of nationality, and conversely, how new policies (especially "hygienic" barriers) being defined from the politico-economic centers are transforming local populations' everyday lives and experiences. Border populations can be as important in the construction of state and nation as are areas deemed to be central.  相似文献

The article offers a study of housing movements in Budapest and Bucharest, with the main focus on the developments since the financial crisis of 2008, stressing the role that both structural and contingent factors play in shaping the dynamics of this “field of contention.” It is argued that a structural view is enlightening for understanding the factors that form the interactive field between activists, such as differences in social positionality as well as ideological conflicts. Moreover, conceiving of a structurally produced field of contention can help explain the differences in housing contention in the two cities. The analysis situates housing movements and their allied, parallel, or opposing actors within the long-term processes of urbanization and global dynamics of commodification, including housing financialization. It demonstrates that to understand how structural and political factors interact in a complex field of contention, attention to processes beyond short-term local movements is necessary.  相似文献
