The 1990s saw the beginning of new developments in the social policy agenda of Japan. A combination of further cuts in social expenditure and increases in financial resources through various means has become inevitable in response to the increasing cost burden of an ageing society, the prolonged recession and changes in the Japanese family. In this context, “kaigo hoken” (long‐term care insurance) was introduced in 2000 to increase revenue and fill the gap vacated by the family. The scheme introduced a different concept to the public: that long‐term care was no longer “expected’’ from the family or “allocated” by the state, but has become part of a “social contract” based upon a system of mandatory contributions, uniform entitlements and consumer choice. This paper first explores the role of the new scheme in creating social inequalities among individuals (and families). A panel survey is used to highlight different patterns of care provision and the varying degree of financial pressure among different income groups. Second, based on qualitative research, the paper examines how the new scheme has transformed the relationship between older people and their families who have played a central role in this arena. The scheme has consequently divided “traditional” families and their liberal counterparts, as a result of care work being “commodified”. It is apparent that this scheme has not only responded to fill the existing care gap but may also help accelerate the changes that have been taking place for the last two decades.  相似文献

In postwar Western Europe social policies in the wider sense relied in many countries on neo‐corporatist policies of implementation. Since the 1980s such policies have ceased to be as dominant as they used to be, being associated with what has been called “policy communities” and “policy networks”. As far as the reforms pursued by many countries in order to readjust their economies and labour markets are concerned, significant shifts of such a kind were observed. Illustrations of these trends are presented in a comparative section. We attempt to demonstrate the dual structures of social policy formation and implementation, i.e. neo‐corporatist and network/policy community policies, and to discuss the “how” of such policies, i.e. their “raison d’être” and their “real world” enforcement. Against a background of various semi‐corporatisms and adversarial trade union politics, Greece is trying at the moment to adopt this pattern in several social policy areas, though this is not yet quite visible. Neo‐corporatism is also enhanced. We attempt to show where neo‐corporatism is tried (e.g. certain “social dialogue” structures) and where policy communities are encouraged (e.g. public health, local social policies, etc.). Sometimes the boundaries between the two systems are blurred, with some social dialogue committees appearing as quasi‐policy communities. Finally we endeavour to examine the outcomes of such policies and to see their inner logic against the theoretical background. The concept of multilevel governance as a wider policy instrument which incorporates both the above systems is of special interest here.  相似文献

Until quite recently, the problem of poverty was largely “invisible” in Japan, since the poverty rate was relatively low and issues surrounding poverty received little attention. However, the recent financial and economic crisis caused such an increase in the poverty rate that it could no longer be ignored. When the government announced a poverty rate for the first time in 2009 (15.7% for the year 2007), the nation was shocked. Poverty is now widely discussed and “visible” in Japan, and Japanese policy makers have been forced to formulate and implement strategies to help the poor. The contribution of changing international and national economic and social conditions to increased poverty, including population changes in Japan, is also noted. This paper aims to provide an overview of the poverty situation and the nature of social policy that addresses poverty. It describes in particular the national public assistance program, which is a major public income‐support program and is considered as the ‘last safety net’ available for the poor in Japan. In conclusion, the paper explores the key problems faced by the program and discusses the challenges associated with tackling a dramatic increase in poverty.  相似文献

战后日本的旧左翼运动呈现追随大众现实意识状态的倾向,新左翼运动旗手广松涉对此展开批判,他主张发达资本主义国家的革命具有首要意义,认为马克思主义迎来了“第三阶段”,在日本应该通过理论斗争与实践运动相结合的方式实现社会变革。一般被视为纯哲学问题的广松物象化论就是用来指导新左翼运动的理论武器。与“异化革命”论相比,物象化论是对资本主义价值体系进行的原理上的、更加彻底的批判,因而不容易与现实运动形成直接关联,广松立足于物象化论的革命论自然也无法解决他自己所批判的在革命运动中“前卫”与“大众”相脱离的问题。  相似文献

New Labour has put support for the family at the core of its notion of the “strong community”. Across a range of policy areas the Labour government can be seen to be developing a direct and explicit family policy. But what kind of community is the government trying to shape by these policies? On the one hand, Labour appears to support the family as the basis of a more moral, dutiful and cohesive community. On the other hand, the government has given weight to policies that support social inclusion in the community through paid work. This paper examines whether there is a tension in Labour’s social policies between its emphasis on the importance of stable family life and the primacy given to paid work. Are critics like Ruth Levitas right when they argue that the government’s emphasis on paid work devalues, and is unsupportive of, unpaid work, especially caring for children and other family members? Alternatively, can this combination of communitarianisms—community as “stable family” and community as “paid work”—be seen to be marking out some “third way” on the family? We shall show that different aspects of the government’s family policies reflect different perspectives and policy agendas within New Labour and third‐way thinking more broadly. And while recognizing the tensions between work and the family, we shall suggest that they are often overstated and fail to give sufficient weight to the complementary aspects of Labour’s welfare reforms.  相似文献

This article aims to critically explore how qualitative case study research that is founded on realist principles can fundamentally enhance social policy evaluation methodologies and, in turn, provide improved learning for policy makers and practitioners. We suggest that these methodological advantages are accrued through the careful construction of theory-based explanations of “how” policy programmes work thereby addressing the limitations of quasi-experimental methods—namely, a focus on and prioritisation of outcome measures. The paper situates this key argument within wider, long-standing debates about evidence-based policy making and what constitutes “evidence” of impact in social policy. It does so through reflection on the contentious and contradictory knowledge claims that surround the Troubled Families Programme and evaluative claims regarding its efficacy. In conclusion and looking forward, we suggest that there remains much scope to combine “intensive” qualitative case studies with “extensive” quantitative measures within local and national evaluations of complex, multidimensional social policies, such as the Troubled Families Programme.  相似文献

This paper focuses on the Chinese government’s policy of purchasing social services and discusses how relevant organisations provide social work and develop it within local socio-political and cultural contexts. An ethnographic research method was adopted for the study by the first author while participating in social work development in Q City. We argue that the policy of purchasing social services succeeded in achieving “embedded development” but also created a “conjuncture structure” in cultural reproduction. However, due toprofessional social workers in China have, in practice, passively responded to the conjuncture there has been a failure to reproduce professional values of social work in the Chinese cultural context. Therefore, further development of social work in China needs to strengthen cultural reflection in practical actions, focus on the exploration of cultural connections between social work practice and local communities, and enhance the cultural capacity of social workers in the local cultural context.  相似文献

Recently, many developed countries have moved toward comprehensive Long-Term Care (LTC) systems. Along with the conventional explanations of these policy changes based on domestic factors, learning from abroad should be considered. We focus on the social insurance model of LTC, particularly how Japan learned from Germany and the Republic of Korea learned from Japan. Some approaches for how to think about policy learning in general as well as cross-border learning are suggested.  相似文献

In this article, we aim to understand the development dynamics of a specific area of social investment (SI), that is, childcare policies, in the context of postcommunist politics and the recent right-wing turn that took place in the Czech Republic, Hungary, and Poland. This article identifies varieties of channels for promoting SI. First, in taking the perspective of the “mixed economy of welfare,” we argue that attempts made to introduce elements of SI to the childcare policies involved various leading roles available for either the private sector or state/public domain. Second, it is important to distinguish between implicit/unintended and explicit/intended projects both in relation to cases in which SI strategy is applied via marketization/privatization and when it involves a government-led project. Third, we take into account the politics of SI implementation that might involve applying certain principles central to policy concepts (such as “investment”) in justifying policy instruments incompatible with original ideas. Although arguments about SI have been extensively used by Eastern European leaders, their goal has been to justify welfare reforms that were implicitly or explicitly directed towards the middle class while excluding the “nondeserving” often based on ethnic identity. We characterize Poland as a case of “implicit marketization,” the Czech Republic as a case of “explicit privatization,” and the Hungarian version of SI as a case of “explicit public dualization.” In this, we show that in some cases, the implementation of SI approaches by right-wing populist parties might rear its “ugly” head.  相似文献

There have been massive increases over the years in expenditure on the public services loosely grouped together as the “welfare state”, but widespread dissatisfaction persists. This article is a critique of the proposals for reform presented in the Report of the Commission on Social Justice, set up by the late John Smith. The report contains a sweeping condemnation of existing arrangements and puts forward a series of recommendations ranging from the health service to decentralization in government and from employment policy to benefits for the elderly. As was perhaps inevitable, some are more precisely presented than others. An important example of the more fully specified proposals is one to establish what would, in effect, be a means-tested “pension guarantee”but with “means”so defined as to exclude capital and with much improved “disregards”. Another is the endorsement of the proposals to extend social insurance to part-time workers—a proposal which raises some controversial issues. There is much in this report that deserves close attention, and it is, therefore, all the more unfortunate that its proposals are not presented in the form of a quantified plan for social policy. Even for the first five years or so of the fifteen the Commission has in mind, there is no attempt at quantification. The importance of economic growth is rightly stressed, but “faster growth”can become a panacea that obscures the need for choice, not only between private and public expenditure but also between the various components of public policy itself.  相似文献

This paper looks at how an innovative policy comes to be transferred to another country and be successfully implemented. We explore three key dimensions (time, location, and people) in policy transfer studies using two cases of international aid (Saemaul Undong and e-Government projects). Utilizing a case study method, this paper upholds the predominant role of the policy entrepreneur over the environment (different time frame and different social, political, economic systems). The stakeholder analysis shows that policy entrepreneur’s role is critical in making policy transfer successful. In part, this argument is in line with previous “Advocacy Networks” studies, such as that of Keck and Sikkink (1998), highlighted the importance of policy entrepreneurs being able to navigate in the networks of international development. This paper aims to contribute to the literature by applying Dolowitz and Marsh’s policy transfer framework in the international aid context and calls for further empirical research employing the network analysis method.  相似文献

In this paper we suggest that there is a need to examine what is meant by “context” in Social Psychology and present an example of how to place identity in its social and institutional context. Taking the case of British naturalisation, the process whereby migrants become citizens, we show that the identity of naturalised citizens is defined by common‐sense ideas about Britishness and by immigration policies. An analysis of policy documents on “earned citizenship” and interviews with naturalised citizens shows that the distinction between “elite” and “non‐elite” migrants is evident in both the “reified” sphere of policy and the “common sense” sphere of everyday identity construction. While social representations embedded in lay experience construct ethno‐cultural similarity and difference, immigration policies engage in an institutionalised positioning process by determining migrants' rights of mobility. These spheres of knowledge and practice are not disconnected as these two levels of “managing otherness” overlap—it is the poorer, less skilled migrants, originating outside the West who epitomise difference (within a consensual sphere) and have less freedom of mobility (within a reified sphere). We show that the context of identity should be understood as simultaneously psychological and political.  相似文献

This paper explores the extent to which, and the ways in which, it might be justified in talking of a movement towards convergence of social policy within Europe. It reviews definitions and typologies of the welfare state as a prelude to discussion of the different theoretical types and possibilities of social policy integration, which itself leads into consideration of supranational EU developments. The empirical data presented in respect of “social protection” expenditures (and taxation regimes) in general and of “active” and “passive” labour market expenditures in particular, lend support to the notion not merely that the welfare state is not yet over in Europe, but that forms of social policy convergence are in evidence already.  相似文献

This article assesses the extent to which cultural interpretation may be useful in understanding social policy models. By surveying cultural traditions, the study explores the context in which the Scandinavian social policy model was developed. The study investigates the institutional legacies of Scandinavian agrarian societies and identifies certain cultural traits, making observations as to their implications for the social policy model. The study does not intend to establish any “causal relation” between specific historical phenomena and the modern welfare states, but regards cultural traditions as forming the “contextual basis” for the operation of a welfare state system. Hence this is not merely a case study of Scandinavia, but a methodological undertaking that could play a significant role in broadening the scope of the study of social policy.  相似文献

Recent social theory has identified various institutional forces operating at a global level promoting novel trends towards “individualization”, “reflexive self‐identity” and “new individualism” (Beck and Beck‐Gernsheim, 2001; Giddens, 1991, 1992; Elliott and Lemert, 2009, 2009a). This article develops an exploratory overview of the theory of new individualism with reference to Japanese sociologies of self specifically and contemporary Japanese society more generally. Detailing the large‐scale societal shift in Japan from traditional forms of identity‐construction (based on a citizenship model of social order) to post‐traditional forms of identity‐construction (promoted by globalization and neoliberal policies), the article distinguishes between four discourses of the self in post‐war Japanese society: the age of the ideal; the age of the dream; the age of fiction; and, the age of fragmentation. Moreover, the article examines the Japanese employment system and the emergence of new individualist employment, as well as considering the emotional impacts of a rise in suicides in contemporary Japan. The argument is that the new individualist thesis can contribute to a sociological understanding of recent social transformations in Japan. However, situating new individualism in the context of Japan also highlights significant tensions in processes of new individualism, tensions between individual initiatives and institutional pressures.  相似文献

Despite the growing involvement of people in poverty in social policy, their participation does not necessarily take place on a par with policymakers, as the latter often do not really embrace their demands for social justice. It is, therefore, argued that social work has a role to play in the process of merging knowledge of people in poverty with that of policymakers and other stakeholders by representing their perspectives in public debate. By drawing on an in‐depth qualitative research of five “Associations where People in Poverty Raise their Voice” (Belgium), the complexity of the direct participation of people in poverty in such a politics of representation is analyzed, as well as the different roles social work practitioners can take on in dealing with this complexity. Here, two roles are distinguished: “a guardian of collective and transformative elements”; and “a strategical chess player.” We conclude that practitioners need to reflect critically on participatory premises and practices and consider whether these strategies actually contribute to societal change. However, the ideal of parity of participation entails that such strategic considerations should always be collaboratively discussed with people in poverty.  相似文献

The professed aim of any social welfare or legal intervention in family life is often to bring about “better outcomes for the children.” But there is considerable ambiguity about “outcomes,” and the term is far too often used in far too simplistic a way. This paper draws on empirical research into the outcomes of care proceedings for a randomly selected sample of 616 children in England and Wales, about half starting proceedings in 2009–2010 and the others in 2014–2015. The paper considers the challenges of achieving and assessing “good outcomes” for the children. Outcomes are complex and fluid for all children, whatever the court order. One has to assess the progress of the children in the light of their individual needs and in the context of “normal” child development, and in terms of the legal provisions and policy expectations. A core paradox is that some of the most uncertain outcomes are for children who remain with or return to their parents; yet law and policy require that first consideration is given to this option. Greater transparency about the uncertainty of outcomes is a necessary step towards better understanding the risks and potential benefits of care proceedings.  相似文献

This paper asks why South Korea’s relations with Japan is so vulnerable to disputes over history in the post-Cold War period. It argues that South Korea’s identities vis-à-vis Japan and North Korea respectively conflict with each other and leads to inconsistent policy towards Japan that hovers between cooperation and discord. By analyzing South Korea’s relations with Japan as well as its policies and behavior in the post-Cold War period, this paper aims to show how identity factor affects a state’s foreign policy and behavior towards other states. In doing so, it questions the rationality assumption of state behavior in IR and offers alternative explanations on how to better understand “emotional” foreign policies.  相似文献

Employment services are commonly provided in network settings, but it is rare to find social policy analyses of how unemployed people search for jobs through networks. In a germinal analysis of social networks and employment, Mark Granovetter argued that “weak ties” (less familiar contacts) are more important to finding employment than are “strong ties” (family and friends). This is because weak ties provide more novel job-relevant information. Scholarship since Granovetter has predominantly supported the opposite argument, namely, that strong ties are more important for the unemployed, because they are more plentiful and thus provide more information in aggregate. Findings are also generally coloured by the focus being on “informal” networks or personal contacts. “Formal” networks, as represented most cogently by employment service providers, are absent or underestimated in most social network studies. On the basis of a qualitative study of 80 long-term unemployed people in Australia, incorporating analysis of both informal and formal networks, we argue that although “strong informal” ties are vital to job search, it is also important to consider “weak formal” ties, which can be complementary if and where service organizations are able to supply positive case management experiences.  相似文献
