This article reviews the literature on migration and the spread of HIV/AIDS in Eastern and Southern Africa. It includes Angola, Botswana, Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Lesotho, Malawi, Mozambique, Namibia, Rwanda, Somalia, South Africa, Sudan, Swaziland, Tanzania, Uganda, Zambia, and Zimbabwe. The literature focuses separately on AIDS or migration. HIV/AIDS is widespread and prevalent in these regions. The major concern is that migrants are at risk due to their migration and HIV infection is spread after a return to their home countries. Populations at risk include rural-to-urban migrants, displaced persons in the Sudan and in the Horn of Africa, refugees crossing borders, and pastoralists moving within rural areas. In 1997, there were an estimated 1.3 million refugees in east African countries and 5 million internally displaced due to conflicts in Angola, Mozambique, and South Africa. Risk factors among migrant groups include high rates of partner change, unprotected sexual intercourse, nonuse of condoms, prior sexually transmitted diseases, IV drug use, and residence in a high HIV-prevalence community. Confounding factors may be age, gender, occupation, and mobility. Health services for migrants vary between countries. There are successful models for prevention of HIV. 13 targeted interventions are identified.  相似文献

As a result, some countries do not have functioning social security programs. The social security programs that do exist in Africa are influenced by their colonial heritage, with the programs in English-speaking Africa differing from those in French-speaking Africa. Of the estimated 35.3 million refugees around the world (UNHCR, Figures at a Glance, 2022), approximately 50% are children under the age of 18. Refugee adolescents represent a unique group as they navigate developmental tasks in an unstable and often threatening environment or in resettlement contexts in which they often face marginalization. In addition to physiological, social, and psychological changes that mark adolescence, refugee youth often face traumatic experiences, acculturative stress, discrimination, and a lack of basic resources. In this consensus statement, we examine research on refugee adolescents' developmental tasks, acculturative tasks, and psychological adjustment using Suárez-Orozco and colleague's integrative risk and resilience model for immigrant-origin children and youth proposed by Suárez-Orozco et al. Finally, we discuss recommendations—moving from proximal to more distal contexts.  相似文献

The UN High Commissioner for Refugees (UNHCR) commissioned researchers from the University of Zambia to conduct a socioeconomic survey and census of "spontaneously settled" Zairean and Angolan refugees in the Northwestern Province of Zambia in 1982. The sample consisted of 188 Angolans, 201 Zaireans, and 2 South Africans. The difficulties experienced by refugees in Northwestern Province in achieving integration were related to a combination of factors including the lack of a clear national policy on refugees and refugee status, a national concern for maintaining security, the popular belief that aliens are responsible for an increasing crime rate, the desire by immigration officials for stricter laws to control alien infiltration, conflict between traditional and modern leaders, and Zambia's deteriorating economic situation. In spite of the problems described, the integration of refugees into existing communities is a desirable goal and should be encouraged. One should not assume that self-settling refugees are able to live with ethnic kin, receive assistance and hospitality, and thus are better off than those in camps. The Zambian case provides ample evidence that integration is not easy even with kin support, shared ethnicity, language, and historical connections. Moreover, given the fact that Zambia will continue to receive refugees it is vital that there is a well defined refugee policy and an administrative mechanism for implementing that policy at all levels. This will be particularly important in Zambia as it will undoubtedly continue to receive large influxes of refugees, from countries such as Namibia, Uganda, Angola, Mozambique, and South Africa.  相似文献

International migration in eastern and southern Africa (ESA) is rarely addressed in population and development policies or regional organizations, and regional organizations must in the articulation of sustainable shared development identify the role of international migration. Poor quality data on international migration hampers analysis. Sustainable, shared, and human development within the region are subregional issues. Permanent migration is characterized among ESA countries as increasing demographic ethnic pluralism that may result in redrawing of territorial boundaries and further population movement. Portuguese and Arab settlement and integration in eastern areas resulted in coexistence, while European immigration to South Africa resulted in racial segregation. Modern colonial settlement and the aftermath of political conflict resulted in independent countries after the 1960s and outmigration of nonAfrican groups. Much of the labor migration in ESA is unskilled workers moving to South African mining regions. Labor migration to Zimbabwe and Zambia declined after the 1960s. The formation of the Common Market for ESA and the potential merger with the Preferential Trade Area and South African Development Community is a key approach to integration of migration into regional cooperation and shared development. Refugee movements create the most problems. Prior to 1992 ESA countries accounted for 83.4% of refugees, particularly in Mozambique, Ethiopia, and Somalia. Some countries blame poor economic performance on the deluge of refugees. Illegal migration is currently detected because of the required work permits, but the adoption of the Common Market would obscure this phenomenon. Human development is affected most by migrations related to drought, labor migration to strong economic areas, and return migration. The Inter-Governmental Authority on Drought and Development needs to become more active and establish better policies on nomadic and refugee movements and displaced populations. Movement of educated populations to countries lacking in trained and skilled human resources is a future challenge. Strategies of immigration should facilitate economic development.  相似文献

Reception, hospitality and integration are certainly the main challenges of the contemporary world, particularly for countries like Turkey which hosts more than 3 million refugees from Syria. The aim of this article is to analyze the reception practices of civil society organizations and the nature of these bodies’ relationship with state agencies by focusing on Sultanbeyli, a peripheral district of Istanbul. Based on a fieldwork conducted in this district, we present the functioning of various state and non‐state actors in order to uncover not only the role of NGOs, but also the nature of the relations between them and the state in terms of governance of refugee reception in Turkey. We thus argue that the reception of Syrian refugees is undertaken by a “faithful” alliance between the state and certain NGOs, a partnership where civil society assumes a supporting role to the state in refugee reception.  相似文献

In September 2001, the Danish Ministry of Foreign Affairs commissioned a study of the present and potential links between migration and development. In January 2002, the new Danish Government announced a decision to enhance the links between its aid and refugee policies as part of the overall focus on poverty reduction. The present paper provides a state–of–the–art overview of current thinking and available evidence on the migration–development nexus, including the role of aid in migrant–producing areas. It offers evidence and conclusions around the following four critical issues: Poverty and migration People in developing countries require resources and connections to engage in international migration. There is no direct link between poverty, economic development, population growth, and social and political change on the one hand, and international migration on the other. Poverty reduction is not in itself a migration–reducing strategy. Conflicts, refugees, and migration Violent conflicts produce displaced persons, migrants, and refugees. People on the move may contribute both to conflict prevention and reconciliation, and to sustained conflicts. Most refugees do not have the resources to move beyond neighbouring areas, that is, they remain internally displaced or move across borders to first countries of asylum within their region. Aid to developing countries receiving large inflows of refugees is poverty–oriented to the extent that these are poor countries, but it is uncertain what effect such aid has in terms of reducing the number of people seeking asylum in developed countries. Furthermore, such aid may attract refugees from adjacent countries experiencing war or political turmoil. Migrants as a development resource International liberalization has gone far with respect to capital, goods and services, but not to labour. International political–economic regimes provide neither space nor initiatives for negotiations on labour mobility and the flow of remittances. There is a pressing need to reinforce the image of migrants as a development resource. Remittances are double the size of aid and target the poor at least as well; migrant diasporas are engaged in transnational practices with direct effects on aid and development; developed countries recognize their dependence on immigrant labour; and policies on development aid, humanitarian relief, migration, and refugee protection are internally inconsistent and occasionally contradictory. Aid and migration Aid policies face a critical challenge to balance a focus on poverty reduction with mitigating the conditions that produce refugees, while also interacting constructively with migrant diasporas and their transnational practices. The current emphasis on aid selectivity tends to allocate development aid to the well performing countries, and humanitarian assistance to the crisis countries and trouble spots. However, development aid is more effective than humanitarian assistance in preventing violent conflicts, promoting reconciliation and democratization, and encouraging poverty–reducing development investments by migrant diasporas. The paper is a synthesis of current knowledge of migration–development dynamics, including an assessment of the intended and unintended consequences of development and humanitarian policy interventions. We examine whether recent developments in the sphere of international migration provide evidence of a “crisis”, as well as the connections between migration, globalization, and the changing nature of conflicts. We summarize current thinking on the main issues at stake and examine available evidence on the relations between migration and development. Then the consequent challenges to the aid community, including the current debates about coherence and selectivity in aid and relief are discussed and, finally, we elaborate on the four conclusions of the overview.  相似文献

This paper provides an overview of research findings from Phase I for sub-Saharan Africa. Africa varies widely in population size, economic growth and structure, ecology, political systems, religion, and culture. There has been extensive migration and population displacement due to population pressure, poverty, poor economic performances, ethnic conflicts, and abuse of human rights. Economic factors have exacerbated conditions. John Oucho emphasized a need for subregional approaches to refugee flows in the northern parts of eastern Africa, labor migration and refugee flow in the southern parts of eastern Africa, and skilled labor migration from the north to the south and southern Africa. Ethnic composition differs throughout eastern Africa, and population pressure and severe climate changes are challenges to survival strategies. Dominic Milazi focused on labor migration in southern Africa. Sally Findley presented a paper on the population shifts from nine Sahel countries in the interior to coastal areas due to severe climate changes and low agricultural productivity. According to the policy discussion, there is a need to "harmonize" regional and subregional treaties and practices with national laws and administrative practice.  相似文献

The author attempts to quantitatively investigate and explain possible relationships between patterns of political violence and refugee formations, identifying political violence variables which contribute most to refugee movements in the Horn of Africa. Particular attention is given to the extent to which refugee movements were influenced by domestic and international political violence patterns; which of the violence variables was more important in explaining refugee movements; and whether there were common patterns in Ethiopia, Somalia, and Sudan with respect to refugee movements. Findings from the analysis of political violence variables indicate that the intervention of extra-regional powers in domestic or inter-state conflicts had a significant effect in generating refugees. The involvement of external forces either increased the actual level and intensity of violence or created a perception of uncontrolled turmoil and further bloodshed in the future. In both situations, large numbers of refugees sought shelter across international boundaries.  相似文献

South Africa prides itself on having one of the most progressive constitutions in the world. The Bill of Rights guarantees a host of basic political, cultural and socio-economic rights to all who are resident in the country. Yet there have been persistent reports that citizen intolerance of non-citizens, refugees and migrants has escalated dramatically since 1994.
This article documents this process through presentation of results of national public opinion surveyed by the Southern African Migration Project (SAMP).
The surveys show that intolerance is extremely pervasive and growing in intensity and seriousness. Abuse of migrants and refugees has intensified and there is little support for the idea of migrant rights. Only one group of South Africans, a small minority with regular personal contact with non-citizens, is significantly more tolerant.
These findings do not augur well for migrant and refugee rights in this newly democratic country, or early acceptance of the UN Convention on the protection of migrant workers.  相似文献

Refugees to Botswana have included mass influxes of rural peoples from South West Africa/Namibia, Rhodesia/Zimbabwe and South Africa as well as smaller numbers of political activists from each of these territories and Lesotho. The government of Botswana, with the benefit of substantial external assistance, has evolved a legal, organizational and policy response to enable it to cope with the economic, social, political and security strains which result from refugee movements. The policies applied by the government have included moving refugees on to third countries, resettlement, voluntary repatriation, encampment, and measures designed to discourage all save genuine refugees. Although there have been notable successes with each of these techniques, neither singly nor collectively have they proved a panacea for the problems resulting from refugee movements  相似文献

In the wake of the Syrian civil war, more than three million people have fled to Turkey, which now hosts the largest refugee population on earth. Making up 4.42 per cent of the total population in Turkey as of February 2018, Syrian refugees are nevertheless spread unevenly within its borders. The ratio of refugees to the local population ranges from as high as 99per cent in the city of Kilis to as low as 0.05per cent in Sinop. This article presents findings from the empirical study of the effect of this geographical variation on election outcomes in Turkey, after the arrival of major refugee populations in 2012. Drawing on a unique subnational dataset and ordinary least squares (OLS), generalized least squares (GLS), and difference‐in‐differences (DiD) regressions, the study compares cities hosting few refugees (control group) with cities with large refugee populations (treatment group) to determine whether significant differences in voting patterns emerged. Our findings show a negative, but insignificant, impact on the incumbent party. The findings have policy implications for Turkey as well as any country that experiences a considerable flow of refugees.  相似文献

To what extent do sub-Saharan Africans actively participate in voluntary groups, and how does development aid influence this involvement? This paper presents a baseline assessment of membership predictors for secular and religious voluntary groups across 20 sub-Saharan African countries. Using Afrobarometer survey data, I adopt an asset-based resources approach in which development aid is seen to mobilize local resources and increase incentives to join voluntary groups. The theory is tested with multilevel, cross-national logistic regression models, including both individual-level and country-level variables to predict active membership. At the individual level, I find that membership in voluntary groups is most likely among those who are well educated, rural-dwelling, male, black, and middle aged—a reflection of social advantage. However, poorer Africans are also likely to join such groups, as are those with a strong religious affinity. At the national level, development aid is positively tied to voluntary group membership, but democratic and economic progresses have little to no consequence on this behavior.  相似文献

Internal and international migration increasingly continues to be of global importance for development policies and programmes, but the dearth of data on migration for African countries and the limited focus on the structural conditions that motivate migration from specific localities within the region remain glaring. In this study, we examine the patterns and drivers of migration in Cameroon, focusing on the dynamics of rural–urban migration, migrant circulation, regional economic migrants and refugees, international migration, brain drain and returns from emigration. Consequent upon regional conflicts and instability, we highlight the refugee problem in Cameroon and significant challenges in addressing it. Finally, we underscore the policy and research challenges necessary to harness the potentials of internal and international migration for national development.  相似文献

Migration is so prominent in African history that several observers have concluded that it is a way of life for many Africans. Considerable migration has occurred historically throughout Africa in response to political, economic, religious and security situations, ethnic tensions, and demographic pressures. Patterns, directions, and motivations of migration have been severely affected by the colonial experience which, in turn, has influenced economic, sociocultural, political, and demographic development. Historical and political links between African and colonial countries initially facilitated migration toward the UK, France, Belgium, and later to the US, Canada, and Germany. Under a lengthy recession, however, these Western economies have severely restricted the flow of immigration. This paper discusses the data situation, the economic regime, the demographic regime, the political regime, the micro-macro context, the cultural regime, the ecological setting, political change and uncertainty in South Africa, the intra-African exchange of skilled manpower, and implementing the IOM/UNFPA project in sub-Saharan Africa.  相似文献

This article reports efforts made by a small group of Eastern-Southern African (ESA) subregion scholars to adopt a systematic approach to establishing a regional network Migration Network in Eastern and Southern Africa (MINESA). The approach involved: 1) holding a conference at which symptomatic types of internal and international migration would be discussed; 2) publication of the conference proceedings; and 3) establishment of MINESA as a network of policy-oriented research in the two subregions. The first stage has been accomplished, the second is nearly complete, and the third has yet to be undertaken. During the African Population Conference organized by the International Union for Scientific Study of Population in Dakar, Senegal, on 5-9 November 1988, a small group agreed on a timetable to establish MINESA. At the ESA conference, papers were presented on ESA issues; internal migration processes and mechanism; refugee movements and their implications for countries; the effects on the economies of Southern African states, of emigration to the Republic of South Africa (RSA). In a keynote address, Adepoju surveyed migration and development in Western-Central (Middle) Africa and Eastern-Southern Africa, which included colonial and post-colonial historical epochs, internal and international migration, and labor and refugee movements. A paper on Kenya by Oucho discussed the implications for rural-urban balance of internal migration based on 1969 and 1979 censuses. Rural-urban migration from the traditional economy to Nairobi and Mombasa in particular has created an unacceptable rural-urban imbalance, adversely affecting rural development. Eastern and Southern Africa has seen massive and wide spatial dispersal of refugees (victims of wars, drought, and famine). Two papers were presented on Tanzania and one on Uganda. The final set of papers addressed the effects of labor migration to the RSA on Swaziland and Lesotho.  相似文献

Cambodian, Laotian and Vietnamese refugees who have come to North American host countries via the South Asian camps have been exposed to many potentially traumatic events and have been submitted to an alienating migration process. A comprehensive analysis of their experience both in refugee camps and North American host countries is facilitated by the use of various stress theories. The stressors of change, acculturation, bereavement and trauma are identified with regard to the migration process of the Indochinese refugees as well as to the pre- and post-migration period. Some implications for practice in social, physical and mental health settings are underlined: in particular a sensitivity to the meaning of physical illness within this population, to the cultural reticence towards mental health consultation, to the possibility of longterm vulnerability to post-traumatic stress disorders and to increasing value conflicts within the family. Intervention experiences both in the South Asian refugee camps and in North American host countries suggests the importance of traditional healers and natural support networks.  相似文献
