Collingridge’s dilemma is one of the most well-established paradigms presenting a challenge to Technology Assessment (TA). This paper aims to reconstruct the dilemma from an analytic perspective and explicates three assumptions underlying the dilemma: the temporal, knowledge and power/actor assumptions. In the light of the recent transformation of the science, technology and innovation system—in the age of “technoscience”—these underlying assumptions are called into question. The same result is obtained from a normative angle by Collingridge himself; he criticises the dilemma and advances concepts on how to keep a technology controllable. This paper stresses the relevance of the dilemma and of Collingridge’s own ideas on how to deal with the dilemma. Today, a positive interpretation of technoscience for effective TA is possible.  相似文献

This paper outlines some of the new epistemological and ontological assumptions of contemporary technoscience thereby reframing the question of an epochal break. Important aspects are the question of a new techno-rationality, but also the constitution of a ‘New World Order Inc.’, with its new ‘politics of life itself’, the reconfiguration of categories such as race, class and gender in technoscience, as well as the amalgamation of everyday life, technoscience and culture. Given the difficulties of ‘proving’ a new episteme (or even epoch), I change perspective by reflecting on the epistemological vantage point from which the interpretation of technoscience as a new episteme or epoch becomes (im)plausible—confronting traditional approaches of philosophy and history of science and technology assessment (TA) with interventional approaches, such as postcolonial and feminist cultural studies of technoscience.  相似文献

The objective of this paper is to contribute to the expanding discourse on conceptual elements of TA. As a point of departure, it takes the recent transformation of the science, technology and innovation system (“technoscience”). We will show that the age of technoscience can be regarded as presenting not only a challenge, but also a chance and opportunity for TA. Embracing this opportunity, however, implies imposing several requirements on TA. In order to specify these requirements and to foster the ongoing discourse on the foundations of TA, this paper suggests a programmatic term: prospective technology assessment (ProTA). This term is intended mainly as a reflection framework, aimed at providing an extension and complement—and not a replacement—of well-established TA concepts. Three requirements for ProTA are sketched: (1) early stage orientation—the temporal dimension, (2) intention and potential orientation—the knowledge dimension, (3) shaping orientation—the power/actor dimension. Examples from fusion and nano research will illustrate the need for ProTA, as well as its specific focus. The paper concedes that ProTA is in its infancy and that there is a clear need for further clarification.  相似文献

This paper aims to contribute to the attempts to clarify and classify the vague notion of "technosciences" from a historical perspective. A key question that is raised is as follows: Does Francis Bacon, one of the founding fathers of the modern age, provide a hitherto largely undiscovered programmatic position, which might facilitate a more profound understanding of technosciences? The paper argues that nearly everything we need today for an ontologically well-informed epistemology of technoscience can be found in the works of Bacon-this position will be called epistemological real-constructivism. Rather than realist or constructivist, empiricist or rationalist, Bacon's position can best be understood as real-constructivist since it challenges modern dichotomies. Reflection upon the contemporary relevance of Bacon could contribute to the expanding and critical discussion on technoscience. In the following I will reconstruct the term "technoscience". My finding is that at least four different understandings or types of the term "technoscience" co-exist. In a second step, I will analyze and elaborate on Bacon's epistemological position. I will identify central elements of the four different understandings in Bacon's work. Finally, I will conclude that the epistemology of technoscience is, indeed, very old-it is the epistemological position put forward by Bacon.  相似文献

There is a growing public policy interest in responsible innovation, which implies an enforcement of interdisciplinary communication between the engineering sciences and the social sciences or humanities anticipating and assessing the societal impacts of engineering research. This article focuses on an innovative brand of ethical technology assessment (TA), which offers (1) an initial interpretive framework for understanding what “societal impacts” are within a good life perspective to ethics and (2) a broad guideline for constituting a realistic conception of the future impacts of a technology that is still under research. Both aspects are employed to formulate ethical recommendations intended to influence the shape of technological products by means of modulating techno-scientific research activities. In this article, attention is drawn to an obstacle faced by this type of TA using a specific case study. In this case, the scientific engineers accepted the reasons offered by this ethical TA as good reasons, ones that were relevant to them, but they decided not to act on them because that would have meant breaking a commitment to the institution subsidizing their research. In this article, it is argued that public research funding agencies concerned with the societal impacts of the technologies resulting from the research they fund should reconsider their role to make it easier for scientific engineers to accommodate recommendations provided by ethical TA, e.g. by creating a feedback loop from the ethicist to the funding agency.  相似文献

Within the realm of nano-, bio-, info- and cogno- (or NBIC) technosciences, the ??power to change the world?? is often invoked. One could dismiss such formulations as ??purely rhetorical??, interpret them as rhetorical and self-fulfilling or view them as an adequate depiction of one of the fundamental characteristics of technoscience. In the latter case, a very specific nexus between science and technology, or, the epistemic and the constructionist realm is envisioned. The following paper focuses on this nexus drawing on theoretical conceptions as well as empirical material. It presents an overview of different technoscientific ways to ??change the world????via contemplation and representation, intervention and control, engineering, construction and creation. It further argues that the hybrid character of technoscience makes it difficult (if not impossible) to separate knowledge production from real world interventions and challenges current science and technology policy approaches in fundamental ways.  相似文献

This article argues that an ethic applying the technology assessment (TA)-method is only feasible as a risk ethic, since the consequences of technical action are ambivalent and uncertain. It first distinguishes possible strategies of justification for a risk ethic, that is (a) deontological, (b) teleological and (c) procedural approaches. On the basis of the critique of both (a) and (b), a central problem for the integration of discourse ethics in the TA-method is highlighted by reverting to a game theory modeling: As it turns out, mechanisms of self-selection undermine the representativity of discourses and thus its legitimation. In view of this dilemma, the article pledges for a complementary approach selectively integrating (a)–(c) into a “provisional moral”.  相似文献

This essay focuses on the possibility of adopting a representational approach for technoscience, in which representation is considered as a situated process of dynamic "intra-action" (Barad 2007). Re-elaborating the recent critiques of representationalism (Thrift 2008), my analysis begins by analysing Hayles's situated model of representation from an early essay where she explains her definition of constrained constructivism (Hayles [1991] 1997). The essay then discusses the notions of figuration and diffraction and the way they are employed by Haraway in many of her writings for her critique of technoscience (Haraway 1991, 1997). Finally, after considering diffraction through Barad's reading of this practice in the context of her theory of agential realism (2007), it shows the links that relate constrained constructivism, situated knowledge and agential realism, and the way all of them work at "diffract[ing] the rays of technoscience" (Haraway 1997: 16) through an alternative representational practice.  相似文献

Technology Assessment (TA) is a problem oriented endeavour dealing with political, societal, ecological, etc. problems. Only in rare cases is one individual scientific discipline sufficient to assess these problems. Usually the perspectives of different scientific disciplines have to be combined in order to develop interdisciplinary based recommendations to act. In this paper a quality controlled interdisciplinary discussion process is described which encourages an expert group to generate argumentation chains cross-cutting the disciplinary boundaries. The role of ethical reflection in this procedure depends on the problem situation. Whenever a technical application is on the agenda which cannot be allocated to a so-called “business-as-usual” case, one would ask for ethical reflection. This contribution argues that this ethical reflection has to take place together with the interdisciplinary discussion due to two reasons. Firstly, the technical, economical, legal and social aspects are deeply cross-correlated with the ethical reflection. And secondly, participating in such interdisciplinary discussions enables an ethical reflection which keeps in touch with the real world. Two case studies dealing with robotics applications in health care are mentioned as examples for problem settings, in which interdisciplinary TA succeed in developing discipline-crossing argumentation chains.  相似文献

This paper focuses on two areas of innovation currently articulating the agenda of personalized medicine (PM): the discourse of empowerment in health-care reforms and the rise of molecular epigenomics. We align these two developments as discursive and technical resources, focusing on their nascent interplay in shaping alternative sociotechnical imaginaries of PM. Our work aims at inaugurating an intellectual programme on the distinct futures of policy- and identity-making that are being catalysed around epigenomic technoscience, as well as to provide an operational map of its potential synergies with pre-existing socio-political discourses of empowerment in PM. This roadmap advances our understanding of how the intersection of epigenomics with dominant policy discourses becomes a resource to shape roles and obligations of citizens, patients and health-care actors in the emergence of PM.  相似文献

The presented paper addresses the concept of technoscience and its possible implications for technology assessment. Drawing on the discourse about converging technologies, it formulates the assumption that a general shift within science from epistemic cultures to techno-epistemic cultures lies at the heart of the propagated convergence between nano-, bio-, info- and cogno-sciences and technologies. This shift is adequately captured—so the main thesis—by the technoscience label. The paper elaborates on the shared characteristics of the new technosciences, especially their hybrid character and their non-linear integration of basic research, object construction and technological innovation. Recent calls for new modes of technology governance (e.g. for upstream technology assessment and public participation) are discussed against the background of these technoscience characteristics. It is concluded that an adequate model of emerging technosciences and a detailed understanding of their characteristics is of paramount importance for current practices of technology assessment.  相似文献

As an instrument for participatory technology development, Scenario-Based Design offers significant potential for an early inclusion of future users. Over the course of a 3-year research project, this method was examined as a procedure for participatory technology development. Methods and instruments aimed at achieving a potential user??s participation, and the resulting cooperation of heterogeneous social groups can be seen as translation tools. Their purpose is to act as translators between different social fields and the specific knowledge associated with them. These translation capabilities and participatory methods should result in the best possible convergence of different orientations and purposes. In this paper, attempting to achieve the best possible convergence is described as a dilemma of alignment. Several approaches will be used to describe the dynamic of the alignment dilemma within the above-mentioned project. The reconstruction follows one question that is proposed as a heuristic pattern to meet the requirements of an accurate analysis of holistic participatory methods: Who or what has to adjust to whom or what, why, when, and in which way? The main conclusions include the finding that the alignment dilemma is not equally balanced, that the agency of epistemic objects within the process has to be captured, and that it is easy for translation??provided primarily by core instruments of the participatory method used??to begin to overwrite the needs and purposes of one social group with the interests and orientations of another.  相似文献

In this paper, the relations between science and technology, intervention and representation, the natural and the artificial are analysed on the background of the formation of modern science in the sixteenth century. Due to the fact that technique has been essential for modern science from its early beginning, modern science is characterised by a hybridisation of knowledge and intervention. The manipulation of nature in order to measure its properties has steadily increased until artificial things have been produced, such as laser beams, chemical compounds, elementary particles. Furthermore, the structural bracing of natural science, technological development, and industrial exploitation of nature go also back to the foundation of modern science. In order to strengthen the debate on technoscience against this background, the specific characteristics of technoscientific objects have to be clarified as have the specific characteristics of the social organisation of technoscience and its performance.  相似文献

HTA and TA institutions at national parliaments (PTA) both share the same origin and of course have objectives and some of their methods in common. Nevertheless both TA branches developed in some distance during the 1970s and 1980s. Drawing on the case of biomedicine this paper outlines the differences between HTA and PTA, highlighting the “clinical perspective” of HTA and the “societal perspective” of PTA. It is shown that biomedicine which has developed rapidly during the last decade has hardly been dealt with by HTA, whereas it ranked quite prominent on the agendas of PTA institutions. Biomedical technologies became a subject of policy making beyond the boundaries of health care politics since biomedicine is perceived as an ethical challenge to society and not only as a medical innovation that has to be assessed by clinical experts. It is argued that there may however be good reasons to integrate the HTA and the PTA perspective in future TA on biomedical technologies.  相似文献

Fifty years ago, Robin M. Williams Jr. described eight notable changes in U.S. sociology, one of which was the “widespread diffusion of a relatively clear and sophisticated conception of the place of values in sociological study, as an object of research, as a factor in behavior, and as an element to be controlled in the prosecution of research” (Williams, 1958:621). In this essay, I ask what has become of that rising interest in the sociological study of values? I follow three distinct trajectories of sociological research on values, briefly describing the contributions of each, and identifying several lines of inquiry that strike me as particularly important and promising for the future.  相似文献

Abstract

This article focuses on two problems associated with tragedy. One ancient: what is it that draws us to the dramatic presentation of events of terrible suffering and loss? And one modern: namely, that while tragedies are still performed and appreciated, little new tragedy is being written. It will be argued in relation to the second problem that the vitality of tragedy as a dramatic form requires a less rigid approach to what might be considered tragic. And in relation to the first problem it will be argued that this more expansive conception of tragedy will allow an understanding of the ‘pay-off’ of tragedy in a way that draws both on the tradition that focuses on tragedy as cathartic therapeutic, and on the tradition that sees it as a thought laboratory that allows ethical dilemmas to be posed and explored from different perspectives. This argument constitutes a two-fold dialectical synthesis (emotional and intellectual approaches to tragedy on the one hand and the technical and popular use of the word ‘tragedy’ on the other) and the effect of this is to facilitate an understanding of tragedy as establishing a ‘critical distance’ that sets the scene for the possibility of thinking.  相似文献

In this article, we focus on how understandings of the past influence the process of integrating older special needs children into family life. We present the stories of two families who adopted older special needs children as they reconstructed the past, experinced the present, and projected the future. We draw upon social, pragmatic, and postmodern theories of the past to guide our interpretations and understandings of these families' adoption experiences. The dominant ideology of family influenced their story construction, and it was against this conception that their stories were evaluated. We followed the Litners and the Becks as they used the past to create stories that enabled and disabled their family life in the present and in the future. From the Litners' and the Becks' stories, we learned that when families are too limited by a cultural conception of an ideal adoptive family, their ability to use the past to create stories to help them live in the present and to project a shared future becomes restricted.
Our adoption failed because we understimated the past and overstimated our ability to create stories with happy endings. (Mrs. Beck)  相似文献

The social shaping of technology (SST) approach to analysing technological development lends itself to an understanding of the relatively negotiated, heterogeneous, and local character of technologies, politicising the mediated nature of sociotechnical change. Here, conditions of actor engagement lie at the heart of analysing technology in social context—that is, the occasions, strategies, and scope of influence that are afforded different actors, by way of how particular problems come to be defined and resolved. In this paper we examine the framing of a number of concrete technology assessments (TAs) from Denmark, from the realms of general TA and health technology assessment (HTA). Our examination of the TA initiatives is directed towards the relatively open-ended and consequently explorative and qualitative stance that SST takes in characterising the boundaries between the technical and the social. The paper goes on to discuss a possible place of ethical inquiry in TA, based on the understanding of technological development that SST affords. In the reflexive approach to addressing technology’s relation to society, technology no longer maintains a universally reducible character in time or in social space. Through the possibility of analytically and practically opening up for otherwise seemingly locked actor-positions SST gives room for a more differentiated questioning and treatment of ethical issues in which technology may be implicated.  相似文献
