Combating social exclusion is a dominant theme in the current policy agenda. Yet the term social exclusion is of relatively recent origin. It was promoted originally in France in policy debates surrounding disability (Evans, 2000) and through theoretical developments in sociology and political science about the increasing detachment of certain individuals and groups from the state in late modernity (Beck and others, 1994). A quite different and more long‐standing research tradition is to be found in developmental psychology—respectively in the sub‐fields of ‘developmental psychopathology’ (Rutter, 1993) and ‘life course theory and lifespan developmental psychology’ (Elder and others 1993, 1998a&b; Lerner,1998; Lerner and others, 2000). The two themes come together in the idea of risk: Which children are most vulnerable to adult psychiatric disorders or criminality? Which children are likely to become socially excluded as adults? A dialogue between risk and social exclusion is likely to be fruitful in bringing together large and diverse research literatures combining both explanatory and intervention studies to bear on a central problem of modern society. The purpose of this paper is to begin such a task, but selectively, focusing on the main themes of research, as illuminated by key findings. The paper concludes with a consideration of recent policy initiatives to combat social exclusion, in which the ideas of risk and protection have a central place. This article draws out one of the core reasons why children should be conceived as active agents in research, particularly policy‐related research. The main thesis is that policy inevitably projects and, to an extent, constitutes the subject identities of its intended objects — in this case, that of ‘children’. Drawing on several bodies of theory — the ‘new’ sociology of childhood, identity theory, ‘governmentality’ and theories of discourse — the article shows why not incorporating children’s voices is a problem for social policy, and suggests that the impact of their exclusion has the potential to render policy both inappropriate and non‐responsive.  相似文献

This article reconsiders the picture of the mother of young children in industrialised societies as the ‘isolated housewife’, suggesting this notion is by no means straightforward. We suggest there is considerable evidence for the existence of mothers' social contacts and their significance both as ‘work’ and ‘friendship’ in industrial societies. A pre-occupation with the notion of the ‘isolation’ of ‘housewives’ has led social researchers to neglect sustained examination of the social relationships within which many/most mothers are involved on a day-to-day basis. Complexities of interpretation, for example what ‘isolation’ can actually mean, need to be drawn out from the existing literature. Evidence presented from two recent ethnographic studies shows patterned opportunities/constraints occurring in relation to mothers' social contacts within localised settings, whether through organised groups or other personal ties. The complex nature of individual women's social contacts is thus brought out. Some key questions are raised for the importance to sociology, anthropology and social policy of these apparently insignificant or invisible women's networks.  相似文献

This paper places Scottish adult support and protection (ASP) policy in the context of debates about the nature of ‘vulnerability’ and its usefulness as a defining concept in law and social policy. It examines the construction of ‘adults at risk’ in ASP policy, using a comparison with the construction of children in Scottish child protection policy, on the one hand, and women in Scottish domestic abuse policy, on the other, to illuminate the nature of the vulnerability that ASP considers itself to be addressing. It then problematises this construction, drawing both on the social model of disability and on an ethic of care. It concludes that current ASP policy remains underpinned by unhelpful assumptions about disabled people, older people and people with mental or physical health problems. A more inclusive understanding of vulnerability would be more empowering to these people and others, in policies concerned with mistreatment and abuse.  相似文献

Debate about rural policy is often based on persistent presumptions about conditions in ‘rural England’, generally associated with economic decline, low incomes, and a lack of services. Such generalisations are rarely justified for rural areas as a whole and we term them as ‘stylised fallacies’. The impression of their relevance is perpetuated by the selective comparison of statistics for ‘urban’ and ‘rural’ areas. The paper reviews the evidence on a number of such fallacies: the economic impact of agriculture, depopulation, low incomes, rural labour markets, house prices and service provision. In each case, the position is far more complex than is commonly recognised in policy debate. The rural character of an area does not in itself offer a rationale for policy intervention. Rather, discussion could be supported through the characterisation of different types of local area. This might be approached either through statistical analysis or through qualitative analysis of emerging social and economic patterns of differentiation. In practice, each approach needs to be supported through the other.  相似文献

This article investigates policy in the Philippines relating to the protection of children, which, despite policy efforts in this space, and growing evidence of child maltreatment and its impact, remains unexamined by the literature. It examines constructions of childhoods utilising a critical policy analysis of national policy documents concerning children's welfare and protection. Analysis finds conflicting representations of children's agency, defining children as ‘becomings’, but also as rights holders and social actors, viewing children as both embedded in, and reliant on, family, consequently detailing important insights into Filipino policy‐making and society.  相似文献

As America's neighborhoods have become more racially diverse in the last half century, are these shared spaces fulfilling the “promise of integration”? In this study, I review the literature on desegregation as it occurs in urban, suburban, and rural places, illuminating how a culture of whiteness works in each of these types of places to reproduce racial domination. The literature on multiethnic urban areas demonstrates how a culture of whiteness reframes gentrification as ‘revitalization’ and nostalgia, which result in social control and cultural displacement of non-white residents. In suburban places, I draw out the ways a culture of whiteness is expressed as ‘niceness’ and ‘governmentality’, resulting in symbolic exclusion and forced assimilation of people of color. Finally, in rural places, a culture of whiteness uses narratives of ‘pollution’ and ‘parasitism’ to understand often low-income migrants of color, which renders them invisible and reproduces their structural disadvantage in the community. Revealing the subtle and obscure mechanisms through which a culture of whiteness reproduces racial domination in diverse places ultimately provides the key to their undoing and opens the door to the promise of integration.  相似文献

This article explores how children conceptualise and practice family relationships in two social settings in Ethiopia. Based on ethnographic data, it discusses (i) how urban and rural children construct family; (ii) what family activities children do and which social positions they assume; and (iii) the convergence and divergence of meanings and practices of family relationships between urban and rural Ethiopia. The analysis demonstrates how ‘normative family’ and actual ‘family practices’ are shaped by socio‐cultural, material and spatial contexts. Insights drawn also reveal the complex ways in which access to material resources, geographical distance, rural‐urban locations and cultural traits such as patterns of marriage and child relocation practices shape family relationships.  相似文献

This paper discusses the role of ‘story’ in social policy teaching within social work education. In particular, it uses the explication of two students' stories of their own experience to consider approaches to the concepts of risk and protection. The paper sets a scene whereby the roles of narrative, practitioner-wisdom (Phronesis) and personal experience need to be addressed within social policy education. Then, using stories generated by an educational intervention building on memory work, it illustrates how the ‘pragmatic eclecticism’ of narrative analysis can illuminate some of the complexities of social policy constructs. A range of analytical tools have been brought to bear on the stories, including the distinct but related concepts of ‘role’ and ‘performance’ and literary devices such as genre and plot, as well as a consideration of intertextuality. This is done to support the notion that social policy needs to broaden its methodological range.  相似文献

The notion of deewaanapan or madness (as in being crazy about something) is deployed in this essay to make sense of musicophiliac behaviour in twentieth century Mumbai. I argue that new insights into the formation of ‘publics’ in the non-western metropolis can be gained through a focus on phenomena that embody ‘social subjectivity’. A major phenomenon of this kind is the devotion to Hindustani or North Indian classical music which spread through Mumbai starting from the late nineteenth century. The affective response of musicophiliacs is forged not in solitude but in a space of sociality. This idea also encompasses the actual performance of the khayal genre which became prominent in the twentieth century. The khayal represented a sense of intimacy and interiority which also needs to be understood as ‘social’ and ‘public’.  相似文献

Lighting is increasingly recognized as a significant social intervention by both lighting professionals and academic social scientists. However, what counts as ‘the social’ is diverse and contested, with consequences for what kind of ‘social’ is performed or invented. Based on a long‐term research programme, we argue that collaboration between sociologists and lighting professionals requires negotiating discourses and practices of ‘the social’. This paper explores the quality and kinds of spaces made for ‘the social’ in professional practices and academic collaborations, focusing on two case studies of urban lighting that demonstrate how the space of ‘the social’ is constrained and impoverished by an institutionalized division between technical and aesthetic lighting. We consider the potential role of sociologists in making more productive spaces for ‘the social’ in urban design, as part of the central sociological task of ‘inventing the social’ (Marres, Guggenheim and Wilkie 2018) in the process of studying it.  相似文献

Recognition and shame are both concepts that potentially offer social workers a structure to build practice on; two states experienced by both social workers and service users. ‘Recognition’, within social, political and economic thought, has been established as a field in which inequality and exclusion can be analysed. Social work theorists have also made inroads into exploring its reach. ‘Shame’ in twentieth century and contemporary sociological and psychoanalytical accounts, is understood as a force in limiting human agency, well-being and capacity This paper briefly outlines some of the defining ideas in circulation in relation to recognition and shame, and then briefly considers how psychoanalytical and contemporary social structural analysis builds on this, making links to contemporary social work thinking throughout. The paper also specifically considers some of the uses of recognition and shame for thinking about social worker and service user ‘well-being’, and the connections, through both the relational and the socio-political, which inflect social work practice.  相似文献

The reality for many families where there is chronic illness, mental health problems, disability, alcohol or substance misuse is that children under the age of 18 are involved in caring. Many of these children – known as ‘young carers’ – will be providing regular and significant care, either episodically or over many years, often ‘hidden’ to health, social care and other welfare professionals and services. These children have most often been invisible in social policy and professional practice. What are the reasons why some countries recognize young carers as a priority for social policy while others (most) do not? What are the key factors that influence a country’s awareness and responses to these children? This article provides an original classification and analysis of country-level responses to young carers, drawing on published research, grey literature, policy documents and the authors’ extensive engagement in policy and practice networks for young carers and their families in a wide range of countries. The analysis identifies two of the key factors that influence the extent and nature of these policy responses, focusing on the importance of a reliable in-country research base and the contribution of influential national NGOs and their networks.  相似文献

This article examines the trope of the ‘modern miss’ in Drum magazine 1951–1970 as a locus for debate over South African urban modernity. At the centre of Drum’s African urbanity was a debate between a progressive, positively ‘modern’ existence and an attendant fear of moral and social ‘breakdown’ in the apartheid city. The trope of the ‘modern miss’ drew upon both discourses. Drum’s fascination with the ‘modern miss’ reached a peak in the years 1957–1963, during which time she appeared prominently in the magazine as a symbolic pioneer of changing gender and generational relationships. However, this portrayal continued to coexist alongside the image of young women as the victims of moral degeneration. The ‘modern miss’ was increasingly differentiated from adult women within Drum’s pages, which distanced her from the new space won by political activists. By examining constructions of young womanhood, this article points to the gendering of ‘youth’ at the intersection of commercial print culture and shifting social relations in mid‐twentieth‐century South Africa. It is also suggested that understanding the social configurations of Drum’s modernity illuminates the gendered and generational responses of formal political movements as they conducted their own concurrent debates.  相似文献

This article draws on the relationship between the scientific development of social biology and the political development of the British welfare system. It concludes that although the present Welfare Reform Bill is beginning to move to a state of ‘conditional altruism’, social biology has shown, mathematically, that within nature the ‘selfish gene’ can pursue its own interest through acts of true ‘unconditional altruism’. The author concludes that by concentrating on ‘the cost’ of welfare, rather than its ‘value’, the present Welfare Reform Bill has confined the British welfare state to the time frame of 19th century Utilitarianism; and treated disabled people as mere commodities of a system akin to the Poor Law. True altruism allows society to see both the intrinsic and extrinsic value of others which through cooperation and deferment enables society to develop and survive.  相似文献

Although provision of holidays for families in need has been mainstreamed within the social care policies of many countries in the rest of Europe, ‘social tourism’ has yet to be adopted in the United Kingdom. This article reports on a scoping study of research and policy in this area. While there is limited robust research on the impact of holidays, emerging evidence supports a range of claims for benefits to children and families. The article concludes that both political emphasis on social inclusion and pan-European initiatives on ‘Tourism For All’ currently provide an opportunity for the provision of holidays for families in need to be placed firmly on the social care agenda.  相似文献

Interdisciplinary scholarship on neoliberal urban governmentality has been attentive to the knowledges and techniques of government currently emerging at the interface of local state politics and invested claims of voluntary private actors such as corporate partners and philanthropic agencies. This article draws attention to the workings of the aesthetic as an epistemological grounding for the rationalization of urban rule. Specifically, I explore a Toronto, Canada-based philanthropic agency’s reliance on a mise-en-scene of urban terror to animate its own self-validated knowledges about targeted inner-suburban subjects and spaces. In their circulation and demand for public address, the agency’s graphic public service announcements, launched in 2007, herald what I argue is a moralized set of knowledges about municipal renewal that has its own normative orientations grounded in a neoliberal political rationality, and tangentially, in racialized security imperatives. I detail various dimensions of the social life of a video associated with this public service campaign targeting ‘youth at risk’, considering the ethical, political and economic valences it was expected to convey; its semiotic exchange with other images and representations of disenfranchised spaces, subjects and communities; and the publics it attempted to interpellate. Importantly, given the agency’s current standing as a prominent player in Canadian urban policy arenas, I pay analytical attention to the visual campaign as a site for the production of knowledges about proper urban citizenship and social governance, and as such, a strategic-orienting device for urban policy interventions and directives.  相似文献

In this historical‐geographical approach to the Belgian Maritime Hospital Roger de Grimberghe space is introduced as a conceptual tool to deconstruct the notion of the child at risk. The starting point for the creation of the maritime hospitals lay in the immediate relationship between the idea of improving children’s welfare with healthy sea air and concern about declining public health at the end of the nineteenth century, together with a need for the moral reclamation of the nation. Within this context particular attention focused on ‘the child at risk’, the ‘abnormal child’ and the ‘mentally retarded child’. This research shows how the maritime hospital can be considered a battlefield on which two different discursive practices about children at risk (the political and the medical) clashed. Both practices and perspectives are characterized by mechanisms of inclusion and exclusion.  相似文献

Human service NGOs have become central actors in contemporary welfare states. The broadening of the role of NGOs in Australia as both providers of the human services that are an integral part of the welfare state and as lobbyists or advocates and agents of social change has been widely acknowledged; however, this paper focuses on a recent deepening of the role of human service NGOs in the Australian welfare state by exploring an additional dimension of their growth. Based on a recent study, it is evident that there has been increasing involvement by human service NGOs in the production of social policy knowledge through ‘policy research’ activities. The research mapped policy research activities, policy research infrastructure and policy research resources in human service NGOs, and also captured NGO policy researchers’ perceptions of the rationales and motivations driving NGOs in this direction. It was clear that this shift is based on strong beliefs that researchers located within human service agencies are best placed to produce the kind of knowledge that should form the basis of social policies responding to human need. Other drivers identified by policy researchers suggest, however, that the inclusion of third sector organizations in policy processes cannot simply be understood as the ‘opening up’ or ‘democratization’ of social policy processes to include Third Sector participants. The motivations for human service NGOs moving into social policy knowledge production in Australia are thus complex and diverse. Drawing on the findings of our study, Researching the Researchers, this paper reflects on the implications of this reconfiguration of welfare state politics. Who produces the knowledge that influences, moulds, and even determines the allocation of resources for the delivery of human services, and how this knowledge is produced have been ongoing concerns in social policy scholarship. We suggest, that in the case of human service NGOs in Australia, entry into the field of social policy research can be understood as a reconfiguring of the democratic system of policy determination. It may also be one in which the NGOs become ‘experts’ on citizens’ needs through research practices that are fundamentally less, rather than more inclusive, of the subjects of social policy. The implications of a possible shift in power to influence and in some cases determine who gets what in the welfare state is of deep concern in relation to future models of social protection and ultimately the redistributive and democratic processes of nation states. This paper seeks to question the often-unquestioned ascendancy of the third sector in welfare and asks whether this shift is in keeping with the democratic process and whether it is the best way to determine and satisfy human need.  相似文献

This paper discusses the tension between the criminal justice system and the welfare state as expressed through practices focused on populations who are perceived as being ‘at risk’ and constituting ‘a danger’ to society, therefore challenging the national governance of social precariousness and public (in)security. The analysis of a paradigmatic institution of Portuguese Fascism has brought to light how the contradictions between the long‐term subjectivation of vagrancy processes and the uses of anti‐vagrancy policies promoted by the dictatorial state to arrest and punish a significant part of his citizens may justify the moral dilemmas underlying the current Portuguese State's response to homelessness and urban marginality.  相似文献
