In response to increased international policy attention to youth unemployment this study investigates post-secondary school transitions of school leavers. Multinomial logit models are estimated for male and female German youth. The models control for individual, parent, and household characteristics, for those of the youth's region of residence and local labor markets. The findings suggest that immigrant youth has particularly low participation rates in continued education, and that youth unemployment is centered in high unemployment states and metropolitan areas. More generous academic benefit policies seem to be correlated with increased academic enrollment, and men's transitions to the military do reflect recent changes in defense policies. An analysis of 1990 census data on the educational enrollment of 15- to 17-year-old immigrants to the United States provides partial support for predictions from both the segmented-assimilation hypothesis and the immigrant optimism hypothesis. Most immigrant adolescents, especially from Asia, are as likely as their native-born peers to be enrolled in high school, or more so. The "at-risk" immigrant youths with above-average levels of nonenrollment that are not reduced with longer exposure to American society are primarily of Hispanic Caribbean origins (from Puerto Rico, the Dominican Republic, and Cuba). Recent Mexican immigrants who arrived as teenagers have nonenrollment rates over 40%, but Mexican youths who arrived at younger ages are only somewhat less likely to be enrolled in school than are native-born Americans.  相似文献

Deferred Action for Childhood Arrivals (DACA) is the first large-scale immigration policy to affect undocumented immigrants in the United States in decades and offers eligible undocumented youth temporary relief from deportation as well as renewable work permits. Although DACA has improved the economic conditions and mental health of undocumented immigrants, we do not know how DACA improves the social mobility of undocumented immigrants through its effect on educational attainment. We use administrative data on students attending a large public university to estimate the effect of DACA on undocumented students’ educational outcomes. The data are unique because they accurately identify students’ legal status, account for individual heterogeneity, and allow separate analysis of students attending community colleges versus four-year colleges. Results from difference-in-difference estimates demonstrate that as a temporary work permit program, DACA incentivizes work over educational investments but that the effect of DACA on educational investments depends on how easily colleges accommodate working students. At four-year colleges, DACA induces undocumented students to make binary choices between attending school full-time and dropping out of school to work. At community colleges, undocumented students have the flexibility to reduce course work to accommodate increased work hours. Overall, the results suggest that the precarious and temporary nature of DACA creates barriers to educational investments.  相似文献

This study is the first to comprehensively examine the effect of state anti-bullying laws (ABLs) on school safety and youth violence. Using existing data from the Youth Risk Behavior Surveys and the Uniform Crime Reports, and newly-collected data on school shootings, we find little evidence that the typical state ABL is effective in improving school safety and student well-being. However, this null finding masks substantial policy heterogeneity. State mandates that require school districts to implement strong, comprehensive anti-bullying policies are associated with a 7 to 13 % reduction in school violence and an 8 to 12 % reduction in bullying. In addition, our results show that strong anti-bullying policy mandates are associated with a reduction in minor teen school shooting deaths and violent crime arrests, suggesting potentially important spillover effects.  相似文献

We examine the impact of orphanhood on children's school enrollment in 10 sub-Saharan African countries. Although poorer children in Africa are less likely to attend school, the lower enrollment of orphans is not accounted for solely by their poverty. We find that orphans are less likely to be enrolled than are nonorphans with whom they live. Consistent with Hamilton's rule, the theory that the closeness of biological ties governs altruistic behavior, outcomes for orphans depend on the relatedness of orphans to their household heads. The lower enrollment of orphans is largely explained by the greater tendency of orphans to live with distant relatives or unrelated caregivers.  相似文献

Adolescents of Mexican origin have higher than average school dropout rates, but the risk of school non-enrollment among this subgroup varies substantially across geographic areas. This study conducts a multilevel logistic regression analysis of data from the 2005–2009 American Community Survey to evaluate whether spatial heterogeneity in school non-enrollment rates among Mexican-origin youth (n = 71,269) can be attributed to the histories of states and local areas as Mexican Latino/a receiving gateways. This study also determines whether the association between new destinations and school non-enrollment varies within the Mexican-origin population by nativity and duration of residence. Net of background controls, the risk of non-enrollment does not differ significantly between Mexican-origin youth living in states that are newer Mexican Latino/a gateways versus those in more established destinations, in part because Mexican-origin school non-enrollment rates are heterogeneous across newer destination states. At the more local Public Use Microdata Area level, however, Mexican-origin youth in newer gateways have a higher risk of non-enrollment than those in established destinations, revealing the importance of local-level contexts as venues for integration. The disparity in non-enrollment between Mexican-origin youth in new versus established destination PUMAs is apparent for all generational groups, but is widest among 1.25-generation adolescents who arrived in the country as teenagers, suggesting that local new destinations are particularly ill-equipped to deal with the educational needs of migrant newcomers.  相似文献

Maternal decision-making autonomy has been linked to positive outcomes for children’s health and well-being early in life in low- and middle-income countries throughout the world. However, there is a dearth of research examining if and how maternal autonomy continues to influence children’s outcomes into adolescence and whether it impacts other domains of children’s lives beyond health, such as their education. The goal of this study was to determine whether high maternal decision-making was associated with school enrollment for secondary school-aged youth in Honduras. Further, we aimed to assess whether the relationships between maternal autonomy and school enrollment varied by adolescents’ environmental contexts and individual characteristics such as gender. Our analytical sample included 6579 adolescents ages 12–16 living with their mothers from the Honduran Demographic and Health Survey (DHS) 2011–2012. We used stepwise logistic regression models to investigate the association between maternal household decision-making autonomy and adolescents’ school enrollment. Our findings suggest that adolescents, especially girls, benefit from their mothers’ high decision-making autonomy. Findings suggest that maternal decision-making autonomy promotes adolescents’ school enrollment above and beyond other maternal, household, and regional influences.  相似文献

For some time now, the out-of-wedlock birthrate has been increasing rapidly in the United States. This has prompted several states to propose (and in some cases, enact) legislation to deny access to higher AFDC benefits for families in which the mother gives birth while receiving AFDC. The authors investigate whether AFDC benefit levels are systematically related to the family-size decisions of never-married women. Using a bivariate probit model with state and time fixed effects, applied to Current Population Survey data for the years 1980–1988, it is found that the basic benefit level for a family of two (one adult and one child) and the incremental benefit for a second child positively affects the family size decisions of black and Hispanic women, but not of white women. The effects are concentrated among high school dropouts (no effects are found for high school graduates). The authors conclude that rather than to uniformly deny benefits to all AFDC women that bear children, a better targeted policy might be to alter the AFDC benefit structure in such a way as to encourage single mothers to complete high school. However, being a high school dropout might be a proxy for some other underlying characteristic of the woman, and encouraging women to complete high school who otherwise would not might have no effect whatsoever on nonmarital births.  相似文献

Welfare states enact a range of policies aimed at reducing work-family conflict. While welfare state policies have been assessed at the macro-level and work-family conflict at the individual-level, few studies have simultaneously addressed these relationships in a cross-national multi-level model. This study addresses this void by assessing the relationship between work-family and family-work conflict and family-friendly policies in 10 countries. Applying a unique multi-level data set that couples country-level policy data with individual-level data (N = 7,895) from the 2002 International Social Survey Programme, the author analyzes the relationship between work-family and family-work conflict and four specific policy measures: family leave, work scheduling, school scheduling, and early childhood education and care. The results demonstrate that mothers and fathers report less family-work and mothers less work-family conflict in countries with more expansive family leave policies. Also, in countries with longer school schedules mothers report less and women without children more work-family conflict.  相似文献

Using a nationally representative sample of graduates from the high school class of 2003-2004, I test the warehouse hypothesis, which contends that youth are more likely to leave school and enter the labor force when there are available job opportunities (and vice versa). Using two measures of job opportunities—local unemployment rates and the percentage of local workers employed in jobs that require a bachelor’s degree—I find support for the warehouse hypothesis. In areas where unemployment is low, with ample jobs that do not require a bachelor’s degree, youth have higher odds of entering the labor force. In areas where unemployment is high, with few jobs that require only a high school diploma, youth have higher odds of entering college. The effect of unemployment on enrollment is more pronounced for low-income youth than for high-income youth, with both low- and high-income youth turning to four-year schools rather than two-year schools when job opportunities are limited.  相似文献

运用人口普查和人口抽样调查数据,研究1990年以来各民族人口教育发展状况,考察7~16岁儿童在校率的影响因素。在实证分析的基础上,针对如何促进少数民族人口的教育发展提出政策建议。研究发现,在过去几十年中,少数民族与汉族人口的教育都取得了长足发展。少数民族人口中,未受过初中教育的人口比例高于汉族。不论对少数民族还是汉族,与城镇地区相比,乡村地区初中教育的缺失更加严重。在城镇地区,少数民族与汉族7~16岁儿童在校率相差很少,但在乡村地区仍然存在一些差距。在考虑了地区影响因素后,少数民族与汉族儿童的在校概率差异或者缩小,或者消失,只有满族除外。  相似文献

Using data from India, we estimate the relationship between household wealth and children's school enrollment. We proxy wealth by constructing a linear index from asset ownership indicators, using principal-components analysis to derive weights. In Indian data this index is robust to the assets included, and produces internally coherent results. State-level results correspond well to independent data on per capita output and poverty. To validate the method and to show that the asset index predicts enrollments as accurately as expenditures, or more so, we use data sets from Indonesia, Pakistan, and Nepal that contain information on both expenditures and assets. The results show large, variable wealth gaps in children's enrollment across Indian states. On average a "rich" child is 31 percentage points more likely to be enrolled than a "poor" child, but this gap varies from only 4.6 percentage points in Kerala to 38.2 in Uttar Pradesh and 42.6 in Bihar.  相似文献

青年就业的政策体系属于国家积极就业政策的重要组成部分。疫情当下,研究青年就业的政策工具及其组合应用对于提升政策效能,避免政策盲目性和片面性,完善国家积极就业政策具有重要理论意义和实践价值。研究各省在疫情期间青年就业政策工具及其组合应用,探析其政策工具的特点和不足,为提高各省青年就业的政策效能,进一步促进青年就业提供策略参考和政策建议。构建政策目标—工具整合性分析框架,运用NVivo11 Plus质性分析软件,对疫情前后22个省级层面青年就业政策文本进行量化统计分析。总结归纳得到引领动员型、能力提升型、保障支持型、监督评价型4类政策工具类目,并进一步细化得到14个政策工具条目,在此基础上,探究不同阶段、不同施策对象政策工具的结构特点及其组合应用。研究发现,各省相关职能部门在政策制定和落实过程中的枢纽协调作用较为明显,在保障青年就业的过程中积极发挥作用,引导青年树立正确的就业观,疏解了疫情期间青年对就业产生的恐慌感,提升了青年就业者的专业技能,保障了青年就业环境稳定。未来,各省应进一步挖掘需求,使政策更加精准地服务青年就业;加强各类政策工具的统筹组合,整合各类政府、社会资源,多功能向度、多...  相似文献

Reflecting past and present immigration policies, nearly one in three of Canada's elderly are foreign born. Yet, under the regulations associated with income security programs targeted at the elderly, part of the foreign born population may be ineligible for benefits or may receive reduced benefits. A key aspect of life quality is lifesatisfaction. Interest in this construct hasincreased among children and adolescents overthe past decade given the differential mentalhealth and educational outcomes associated withlife satisfaction reports. Nevertheless, mostresearch has used general samples of students,with very little understood of how youth withdisabilities view the quality of their lives. Further, many students with disabilities liveand/or are educated in totally segregatedresidential schools or segregated day schoolprograms. It is thus unclear how lifesatisfaction reports may differ with respect tothese environmental settings. Using the Multidimensional Students' Life SatisfactionScale, global satisfaction, as well assatisfaction ratings across a number of lifedomains was compared among Deaf/Hard-of-Hearing(D/HH) youth living in residential settings andD/HH youth attending day school programs. These reports were also compared with a groupof hearing peers. Results revealed that theinter-domain correlations, regressioncoefficients, and satisfaction mean scoresvaried between the disability andnon-disability groups, and with respect toenvironmental setting. Immigration policy is at the forefront of US policy discussions, and the use of welfare benefits by immigrants has been hotly debated. In 1996, Congress enacted welfare reform legislation, which imposed strict restrictions on welfare eligibility for noncitizens. However, a number of states restored access to welfare benefits to immigrants that had been cut out in the federal welfare reform law. Using data from the Current Population Survey, we examine whether immigrant women adjusted their childbearing in response to changes in the generosity of welfare benefits at the state-level. We find that noncitizen women reduced their fertility in response to cutbacks imposed by the legislation. Our findings, which prove robust to a number of identification and robustness checks, underscore how immigrants respond to state-level policies and provide insight into the potential impacts of comprehensive immigration reform, particularly the components related to the path to citizenship and access to public benefits.  相似文献

This study examines issues related to the fertility of graduate students over time. First, it examines changes in motherhood rates between 1970 and 2000 among women aged 20–49 who are enrolled in graduate school, both by themselves and relative to prevailing trends among women not enrolled in graduate school, and to other college educated women. Overall, women enrolled in graduate school are increasingly likely to be mothers of young children, and are increasingly similar to non-graduate students. Second, it examines the timing of these births, and finds that almost half of births occur while women are enrolled in graduate school. Third, a brief review of current maternity leave policies and childcare options available to graduate students is presented. Results are discussed in terms of institutional changes within academia, changes between cohorts that attended graduate school in these decades, and the policy needs of graduate student mothers.

This study examines the role of ethnicity, gender, urban–rural residence, and socioeconomic status on children’s progress through school. It also investigates other correlates of progress through school within the categories of ethnicity, gender, urban–rural residence, and socioeconomic status. The study finds ethnic and income gaps in progress through school. In particular, the results show that Hausa–Fulani children and poor children are less likely on average to progress through school than Yoruba children and non-poor children. The preceding results have numerous policy implications. To address the lack of progress through school that arises from late entry, policies must implement early childhood nutrition and food programs. To reduce lack of progress through school among poor children, policy makers must focus on poverty eradication, learning enhancement, and remedial education programs. To address the problem of lack of progress through school among Hausa–Fulani children, it is vital for policies to establish mobile schools, visiting female teachers, and separate school facilities, especially for Hausa–Fulani girls. Results also indicate that work interferes with children’s progress through school; particularly among poor children, rural children, and Hausa–Fulani children. To address this problem, policies need to implement educational stipends that are given to the households in which these children belong on the condition that they are released from work-related distractions during school time.  相似文献

Focusing on individuals aged 14–35 still living with their family of origin, we compare the political activism of Italian natives with their first and second-generation migrant peers. We based our analysis on two different national household surveys, carried out by the Italian National Institute of Statistics (ISTAT) in 2011–2012: the survey 'Condizione e integrazione sociale dei cittadini stranieri' [Condition and Social Integration of Foreign Citizens] and 'Aspetti della vita quotidiana' [Multipurpose Survey on the Aspects of Everyday Life]. Our results revealed that natives are more likely to be involved in politics compared to their migrant peers. However, the migrant background is not a factor negatively affecting youth participation or involvement in politics in itself. The gap with native is fully explained by differences in socio-economic background and family political socialisation. When these aspects are controlled, data suggest that no differences exist in participation to most time-consuming acts (such as taking part in political meetings, demonstrations, participation in a political association, etc.). More of it, young people with migrant backgrounds are more likely to be engaged in activities that reflect a general interest in politics, such as discussing politics, seeking information on Italian politics, and listening to political debates, compared to their native counterparts.
