1972年2月,美国总统尼克松访问中国。这次访问,被国际舆论称为“破冰之旅”。当时我在外交部新闻司记者工作处任副处长,参与接待随团采访的美国记者,其间的很多经历终生难忘。尼克松访华前,美国白宫新闻办公室向我方提出,将会有1000名美国记者来华采访。在当时,这个数字是惊人的。我方表示不行,连旅馆都不够。

我国政府预算透明度的考量和提升

在现代民主国家,政府预算的透明度具有重要意义,因为它在一定程度上代表着一国的民主程度。1990年代以来,通过以部门预算为主导的一系列预算改革,我国预算透明度有所提高,但按照国际标准考量,仍处于较低水平。在当前的政治和经济条件下,可以考虑着重从界定清晰的政府范围、严格预算外资金管理和推进部门预算等方面改进。

中国环境信息公开制度的现状及其完善

中国法律已就环境信息公开的技术基础建设、政府环境信息公开的义务、企业环境信息公开做出了规定,但是在立法目的、立法技术等方面存在明显缺陷。完善我国环境信息公开制度,需要从立法目的、立法模式、立法技术方面进行创新。     

Insuring September 11th: Market Recovery and Transparency

The terrorist attacks on the World Trade Center caused unprecedented economic and structural ramifications in the insurance markets, resulting in considerable uncertainty and informational asymmetry. We test several theoretical models of how markets respond to and recover from extreme capital shocks. Using the capacity constraint, post-loss investment and implicit insurance contract models, we develop testable hypotheses predicting the temporal and cross sectional variation in insurance company stock prices following September 11th. We find evidence consistent with the models' predictions, in particular, the predictions regarding relations between net losses and leverage and stock price performance after the shock.     

The Causal Power of Discourse

This paper outlines a realist approach to the social ontology of discourse. It seeks to synthesise some elements of the approach to discourse found in the early work of Michel Foucault with a critical realist understanding of the causal power of social structures. It will argue that discursive structures can be causally significant when they are normatively endorsed and enforced by specific groups of people; that it is not discourse as such but these groups—discursive circles—that are causally effective; and that such an account allows us to reconcile the role of discourse with that of the subject.

SUMMARY

For almost two decades, leaders in the field of social group work have been warning that the foundational principles and practice of group work as a modality are in danger of being absorbed into generalist social work practice. This paper expands upon the appeal of leaders in the social group work field to generate an environment in which group work is recognized as an integral method in social work practice and education. This paper examines group work as a powerful methodology in social work practice with a specific theoretical framework and skill base that is fundamental to the social work profession. The characteristics of group work's strengths are explored with a comprehensive overview that inspires renewed commitment to preserving, practicing and promoting social group work as a viable and integral part of social work practice.     

The Bases of Power and the Power/Interaction Model of Interpersonal Influence

This article provides a summary of work done by Raven and his colleagues on bases of power. It ranges from the initial work in 1959 of French and Raven through decades of follow-up work, and ties the work to that of others doing work on power bases. After the summary, the author responds to a series of questions that probe the work in greater depth, allowing explication of much of the thinking underlying and leading to publications of Raven and colleagues that are well known to social psychologists.
