The known shortage of adopters for children of black, Asian and black mixed parentage poses many dilemmas for practitioners, not least because of the potentially damaging consequences of delay while placements are sought. Drawing on a study of agency policy and practice in the recruitment of a larger, more diverse pool of adopters, this paper explores the demography of adoption for children of black, Asian and black mixed parentage. The paper suggests that the adoption prospects of children of some ethnic and religious groups may be affected by the young age structures of their populations. The age profiles and presenting needs of looked after children also vary between ethnic groups, putting some groups at a relatively greater disadvantage in terms of their adoption chances. At the same time, the paper considers the environmental and family factors that may affect the recruitment of a more diverse pool of adopters, and highlights the difficulties of achieving a balance between adopters’ expectations and the needs of waiting children. It concludes that more culturally sensitive and proactive recruitment strategies are needed, together with targeted, creative approaches to meet the placement needs of those children of black, Asian or mixed parentage who currently wait longest.  相似文献

ABSTRACT This is a study of the processes for freeing children for adoption in Northern Ireland. The focus was the time taken from admission to care to adoption order. The findings confirmed that the process is dogged by delay at each stage. In total the average time from the child becoming looked after to the granting of an adoption order was 4.5 years. Most of the time taken was in the stages for which social services had lead responsibility, principally the decision to pursue adoption as the plan for a child. The children were very young when admitted to care – average age 1 year 7 months. Most were admitted to care because they were being neglected. Their parents were well known to social services and had multiple problems. Most parents unsuccessfully contested the social services’ application and this contributed much to the delay. Their former foster parents adopted almost half of the children and these children tended to be placed more quickly with their adopters than those placed with adopters who were not their foster parents prior to the adoption process.  相似文献

Mixed ethnicity children are over-represented in the care system and constitute a significant group of those seeking adoption placements. Social workers are presented with a specific set of concerns in seeking to find adoption placements for mixed ethnicity children as they come from two or more cultural backgrounds. Practitioners face uncertain principles concerning how to respond to these issues, especially in light of social and political pressures, and within the realm of existing debates around 'transracial' adoption. There is a danger that among these uncertainties the individuality of the child will be lost as his or her identity needs become viewed narrowly. Social workers may seek to simplify and classify the identities of mixed ethnicity children in the adoption process through pressures that they feel to find 'matched' placements. This paper explores how theories concerning identity can provide some insight into the difficulties practitioners face and may help to inform social work practice in this area.  相似文献

It is widely accepted that the processing of identity issues can be problematic for some adopted children. Needing to know why placement for adoption was necessary is often central to adopted people’s identity concerns. Adoption practices have altered and children are now placed for adoption for different reasons and from different backgrounds than were children in the past. This study aims to present an up to date picture of the reasons why children are placed for adoption. Using information from questionnaires completed by social workers, the circumstances of a sample of 168 young (mean age at placement = 18 months), recently adopted children are examined. Children fall into three groups according to the reason for their adoption: relinquished infants (14%), those whose parents had requested adoption in complex circumstances (24%), and those children required to be adopted by social services and the courts (62%). Child and birthparent characteristics and openness arrangements are examined and are found to differ significantly between the three groups, indicating that children will have different types of information to appraise and differing capacities to make sense of their personal histories. Because of the multiplicity of difficulties in children’s backgrounds, it is concluded that resolving identity issues is likely to be challenging for many children, and professionals will need to take this into account when working with adopters and birth relatives.  相似文献

This paper documents the views of a sample of 80 children and young people, aged 10–18 years, living in foster and residential care placements in England, regarding their educational experience whilst being looked after. The children were interviewed as part of an ongoing evaluation of the Taking Care of Education project, a development programme designed to facilitate improvements in the education of looked after children, co‐ordinated by the National Children's Bureau and funded by the Gatsby Charitable Foundation. Interviews with the sample asked children to assess their current educational progress and identify individuals who supported or hindered their education, as well as the availability of educational support in care placements. Teaching staff were frequently mentioned as providers of support, whilst social workers were often associated with hindering educational progress. Children and young people had access to a range of educational supports in care placements, and these were more widely available in residential settings than in foster care. Children offered a range of pertinent suggestions as to how the educational experience of those in the public care system might be improved.  相似文献

The attitude of professionals to the involvement of children in decision-making is unclear. This paper discusses a recent research study that utilized qualitative and quantitative methods to explore the views of professionals working in family support and child protection about two different aspects of children's participation in decision-making: the age at which children should make decisions and whether or not they should be involved in child protection conferences. The results showed that social workers tended to favour one of two diametrically opposed viewpoints about the age at which young people should make decisions and then in discussions with colleagues they sought to persuade others to change their perspective. Social workers who believed that young people should not make decisions until much older nevertheless thought that they should be involved in conferences whereas non-social workers did not make this distinction: for them, children who were not old enough to make decisions for themselves should not be involved in conferences. The results are discussed in the light of some of the implications for practice. The paper concludes by outlining how the results informed the design of a training pack commissioned by the Department of Health concerning the involvement of young people.  相似文献

Understanding how children experience social work interventions is an important part of gauging whether what is provided is genuinely helpful. In this paper, we describe the findings from a research project using Q‐method, aimed at understanding what children involved with statutory services think about their social workers and how they experience the time they spend together. Using a pre‐existing practice framework, we explored skills including empathy, collaboration, and purposefulness from the point of view of children and young people. The participants in our study (n = 22) were insightful observers of social work practice, able to describe not only how they experienced time spent with their workers but also inferring differences in motivation and approach. In addition, workers who were described in similar terms by different young people were nevertheless experienced differently. This suggests not an archetypal “good social worker”—instead, there are skills that are good for specific children at specific times within the context of specific relationships.  相似文献

There is a significant amount of existing research exploring adoption policies, processes, and the experiences and safeguarding of children. However, although much research has children at the focus, little research has been conducted into the experiences of approved and waiting adopters. Where research has included adopters, focus tends to be on how adopters can aid an adoptive placement and what support they can provide to an adoptive child. In this article, the experiences of approved and waiting adopters are at the centre. This article reports on a digital ethnographic research project, which used unobtrusive methods to conduct a thematic analysis of over 600 posts made by waiting adopters on publically available UK online adoption forums in 2015. Online posts discussed the perceived over‐recruitment of adopters; the decision‐making behind adopters' initial preferences; and the negative emotional effects of the waiting period following approval. This article argues that more consideration needs to be given to the needs of and support for approved adopters whilst they wait for an adoptive child.  相似文献

From the research available in America and Britain it would appear that the men who father children by teenage mothers tend to be a few years older than their teenage partners, although a minority may be significantly older. With regard to the factors associated with fatherhood there are striking similarities to the literature on teenage mothers. Like teenage mothers young fathers tend to be from low socio‐economic backgrounds, experience lower educational attainment and fewer employment opportunities than their childless peers. Similarly they tend to experience greater psychological and emotional difficulties and may have a history of delinquent behaviour. These young fathers are involved in a variety of relationships with teenage mothers, few of which result in marriage and many of which result in the breakdown of cohabitation or the termination of the relationship. This pattern of increasing relationship breakdown over time is related to decreasing paternal contact with children in both America and Britain. Often conflictual relationships with teenage mothers or maternal grandparents and a lack of financial resources are cited by young fathers as barriers to their continued involvement and contact with their children. However, the mothers are much more likely to cite paternal disinterest as the reason for a lack of paternal involvement and there is some indication that mothers and fathers have different views on the level of practical involvement expected from fathers. While most of quantitative data on the subject provides a rather negative picture of paternal involvement, qualitative research highlights how many young fathers genuinely want to be involved with their children and would have more contact and input if they could. While much less is known about the support provided to young fathers in comparison with their female counterparts, there is some suggestion that the support and role expectations provided by the paternal grandmother may influence how involved young fathers are. There is also some indication that a sizeable minority of young men may receive no such support from their family and may also be treated with hostility or ignored by the maternal grandparents. Young fathers also report limited or no contact with midwives, health visitors and social workers.  相似文献

This paper reports on a follow‐up to adolescence of two longitudinal prospective studies of children placed from public care with non‐related adoptive families in the UK. Factors associated with outcome are presented for 99 children (one index child per adoptive family) who were between 5 and 11 years of age at placement. Information concerning the children's backgrounds and care histories was obtained shortly after placement (T1), from social workers. Adopters were interviewed at T1 and again at the end of the first year (T2). A further follow‐up was conducted an average of six years after placement (T3). Outcomes at T3 were classified as either disrupted, which was true for 23%, continuing and ‘positive’ (49%) or continuing but ‘difficult’ (28%). Bivariate analyses revealed a number of attributes, related to both the child and the adoptive parents, which were associated with differential outcomes. Logistic regression produced five predictors of placement disruption: age at placement, behavioural problems, preferential rejection, time in care and the child's degree of attachment to the new mother. Differences were found between ‘positive’ and ‘difficult’ outcomes in continuing placements as well as between continuing and disrupted placements. The analysis suggests that adoption should certainly be considered as an option for children over 5 years of age while recognizing the need for both preparation and post‐placement support. Evidence of differential outcome in continuing placements provides support for efforts to reduce the number of placements and returns home that a child at risk experiences.  相似文献

This paper discusses some key findings taken from a qualitative study conducted with gay and lesbian adopters and foster carers in England and Wales. The study examined the experiences of 24 self‐identified lesbians and gay men, who had been involved in adoption or fostering processes since the introduction of the Adoption and Children Act, 2002. This article will explore why participants chose to adopt or foster and their approach to relationships generated through these routes. Findings indicate that gay and lesbian applicants troubled dominant conceptualisations of family and kinship and revealed both heteronormative and nuclear constructions of parenting within adoption and fostering social work. In contrast, participants often demonstrated a reflexive and creative approach to caring for looked after children. This paper will therefore consider how professionals can recognise nuanced or complex relationships, situated beyond traditional frameworks, through drawing upon wider concepts within sociological literature.  相似文献

The subject of stability for children in long‐term foster care is an emerging field within social work with vulnerable children. In Sweden, the adoption of foster children is not a common occurrence. Instead, when a child has been placed in foster care for 3 years, the local social welfare committee will consider whether the custody of the child should be transferred to the foster parents regardless of the circumstances of the birth parents, in order to secure stability and a sense of family belonging. Consequently, custody transfers raise questions such as “who is family?” and “who is a parent?” This qualitative interview study with custodians and young people who have experienced custody transfer highlights that who counts as family and as a parent is ambiguous. This article draws attention to how negotiations about family and parenthood revolve around biological, emotional, and relational dimensions. Furthermore, we show that stability for children in care has to be understood in terms of processes over time and not as the result of a single decision of custody transfer. Consequently, social workers need to take several aspects into account when they assess family belonging and stability for children in foster care.  相似文献

Although teen pregnancy is on the rise in Canada, and while adolescent mothering in general has received considerable recent attention from researchers, there is a paucity of information about the particular experiences of young women who become mothers while in government care. Emerging out of a study guided by a grounded theory methodology to address this knowledge gap, this paper examines the experiences and perspectives of government‐based social workers who work with young mothers in/from care. Our findings indicated that social workers reflect prevailing middle class values, including norms about ‘good’ and ‘bad’ parenting, and centred around the belief that adolescent pregnancy is, in and of itself, bad. One of the most significant ramifications of workers’ values was their belief about the inevitability of ‘the cycle’: of children in care begetting children who ultimately came into care. Ironically, though workers and young mothers were both preoccupied by the concept of ‘the cycle’, and each were determined to break it, the two groups had very different ideas about what the cycle was all about and what perpetuated it. Unfortunately, this disjunction in perspectives, along with major recent shifts in the direction of child welfare policy and practice and related constraints in the resources at workers’ disposal, conjoined to create significant barriers to what workers and young women both recognized as supportive practice with youth in care.  相似文献

Adoption policy and practice in England is being ‘modernized’ in order to increase the number of permanent placements for children in public care. Success depends on improving adoption services as well as reforming the adoption process itself. To this end the Adoption and Children Act 2002 places new duties on local authorities to ensure greater consistency and quality of service in adoption support as well as in care planning. Questions now arise locally about what priority and focus to give to adoption support. Yet service development is inhibited by the ambivalence of New Labour about exactly what it is that adoption support is supposed to be supporting and how. Funds are limited and service re‐organization is always difficult to achieve. However, mixed policy messages result largely from the ambiguous social role and expectations of adoptive family life and kinship. In law adoption replicates the autonomous normative birth family whilst in policy it provides reparative parenting for particularly vulnerable children. A lack of clarity about the claims for support of those affected by adoption results. This paper argues a fresh case for the distinctive claims of adoptive family life for support. It suggests how new thinking about adoptive family life and kinship might stimulate local service collaboration and effective adoption support.  相似文献

The placement of aboriginal children has been the responsibility of white social workers attached to state welfare agencies. Many of these children have been fostered or adopted by white families and have had little or no contact with the aboriginal community. Aboriginal people are now voicing opposition to such practices and are calling for an end to inter-racial adoption. They want the placement of all aboriginal children to be in the hands of the aboriginal community and are seeking to establish aboriginal placement agencies. These, and other demands, were voiced by an aboriginal task group at the recent First Australian Conference on Adoption.  相似文献

The paper examines the assessment of lesbians who apply to foster or adopt, using data generated from 30 interviews with local authority social workers. Using feminist and queer theories, the author suggests that lesbian applicants pose a challenge to the discourse of 'compulsory gender and heterosexuality' which structures fostering and adoption work. It is argued that this discourse relies upon a series of assumptions about the automatic fitness of heterosexual applicants, especially concerning the idea of gender and sexuality role models needed for children's development. Further, this 'heteronormative' discourse relies upon the continuing need to make 'other' the categories 'lesbian' or 'gay'. The article considers how 'the lesbian' is constructed as a 'threat', as 'militant', or as 'automatically safe' in assessments, and makes the point that social work is productive of versions of the lesbian subject. The author argues that only certain versions are likely to be approved to foster or adopt, particularly that which is termed 'the good lesbian'.  相似文献

This study aimed to find out how Korean adoptive parents were carrying out their adoptions in Korea and to see if adoptive families truly understood the meaning of adoption and their adopted child's specific needs to know about his genetic roots. This understanding on the adoptive parents’ part is needed to help the child to form a self‐identity for his well‐being. The study sample of 352 adoptive parents may be the largest study ever done involving families currently raising their adopted children in Korea. Results showed that families did not seem to understand adoption with its characteristics well. Though families’ satisfaction with the adoption was very high, it appeared that their satisfaction was limited to when their adoptees were young, not being extended to when children became old enough to know of their adoption. For adoption development in Korea, however, it was encouraging that parents’ participation in local (regional) meetings with other fellow adopters from self‐support groups appeared to be the most significant consistent factor in contributing to the families’ understanding of adoption and their positive attitudes for the adoptees’ well‐being and to their satisfaction with the adoption.  相似文献

Summary After a short overview of adoption services in Germany, thelegal situation, and the number of adoptions the results ofinterviews with 117 social workers arc presented. All of themwere responsible for adoptions and worked at agencies of localauthorities or welfare organizations in Bavaria. Their attitudestowards adoption as an alternative to abortion, towards birthmothers, adoptive families, searching adoptees, internationaladoptions, open adoptions, and the placement of children arcexplored. It was found that the attitudes were very heterogeneousand that they had changed during the last 20 years: The respondentsespoused a more positive view of birth mothers and searchingadoptees, considered uncommon groups of applicants (e.g. singles,remarried couples) and children (e.g. handicapped or older ones)for adoption, and took a more positive stance towards half openand open forms of adoption. Guardianship is a legal intervention used to protect incapacitated adults through the appointment of a surrogate decision maker. Demographic trends and improvements of medical technology suggest that gerontological social workers ought to be particularly concerned about guardianship as more people live into older ages with some degree of impairment. This article presents an overview of the guardianship decision-making process and of the roles social workers can have in promoting social justice through this process.  相似文献
