We use annual panel data, 1870–1910, to estimate and compare the determinants of European emigration to Argentina, Brazil, and the USA. The Hausman–Taylor instrumental variable technique we use provides for cross-sectional (country) controls, accounts for variables that are potentially correlated with the unobservables and allows the recovery of the coefficients of temporally invariant variables. In general, migration was from low-wage source countries, from countries with large stocks of immigrants in the destination who were born in the origin, and from countries with relatively much recent migration to the destination. Certain determinants differ considerably for the three countries.  相似文献

This study examines the integration of immigrants via their satisfaction with life in the new country. While most studies on immigrant integration have focused on objective integration parameters such as education, occupation and salary (e.g., Borjas in Friends or strangers: the impact of immigrants on the US economy. Basic Books, New York, 1990), subjective parameters have traditionally received less attention. However, in recent years it has become increasingly clear that subjective perceptions carry considerable weight in the social-integration process of immigrants (McMichael and Manderson in Human Organ 63(1):88–99, 2004; Massey and Redstone in Soc Sci Q 87(5):954–971, 2006). The study group consists of Jewish immigrants who arrived in Israel during the past two decades from two different regions of origin: Western countries, and the Former Soviet Union (FSU). All of these immigrants are generally highly educated and skilled, but they came to Israel from different societies and contrasting motives. The objective of this study is to learn about the integration of these immigrants via their satisfaction with life in Israel and to understand the factors that explain it, taking into account the differences between the immigrant groups. The findings, based on the 2007 Ruppin representative survey data (The data for this study was obtained with the support of the Israeli Ministry of Immigrant Absorption.), point to significant differences between the two immigrant groups under discussion. Western immigrants are more satisfied with their lives in Israel than FSU immigrants and have higher scores in most of the independent variables tested. The multivariate analyses for predicting an immigrant’s life satisfaction reveal that those reporting the greatest satisfaction are women, religious, with a high standard of living, with no academic education, and stronger Israeli identity (personal and as perceived by others). In addition, different variables play a role in predicting the life satisfaction for each immigrant group. This knowledge may be of service to Israeli policymakers dealing with the immigration and integration of highly skilled immigrants in Israeli society.  相似文献

This article offers an analysis of the first four years of functioning of Express Entry, a new on-line application management system to select skilled entrants for Canada's key economic immigration programs leading to permanent residence. Based on interviews with 20 experts on Canadian immigration policies, we identified a number of strengths and weaknesses of the Canadian Express Entry system related to four areas: immigration policy making, processing of applications, selection of immigrants, and retention of immigrants. Since these areas are integral parts of immigration policies in all countries and Canada is a long-term leader in the design of points-based systems for selection of skilled immigrants, we also specify several lessons from the Canadian experience with the Express Entry system for other countries seeking to attract skilled immigrants.  相似文献

We compare literacy test scores and their impact on wage and employment outcomes of Australian, Canadian, and the US immigrants. Overall, we find little to distinguish the skills of immigrants to these three countries, although there is some indication of gains at the lower end of the distribution among Australian immigrants arriving after the mid-1990s. Relative immigrant wage returns to literacy are, however, substantially higher in the USA, which we argue reflects language-skill complementarities, as opposed to more efficient skill utilization or unobserved productivity characteristics.  相似文献

This paper deals with granting of an amnesty to illegal immigrants. We consider government behavior with respect to allocations on limiting infiltration (border control) and apprehending infiltrators (internal control) and with respect to the granting of amnesties, the timing of amnesties, and limitations on eligibility for those amnesties. We demonstrate the effects of government actions on allocations and the flow of immigrants, and how the interactions between these factors combine to yield an optimal amnesty policy. We also consider two extensions—intertemporal transfers of policing funds and “fuzziness” in declarations regarding eligibility for an amnesty aimed at apprehending and deporting undesirables.  相似文献

Few prior studies have investigated the health of U.S. immigrants from the former Soviet Union (FSU). Utilizing data from the 2000 U.S. census and the 2000–2007 National Health Interview Survey (NIHS), we compare levels of disability of FSU immigrants with U.S.-born whites (ages 50–84). Our findings suggest an “epidemiologic paradox” in that FSU immigrants possess higher levels of education compared with U.S.-born whites, but report considerably higher disability with and without adjustment for education. Nonetheless, FSU immigrants report lower levels of smoking and heavy alcohol use compared with U.S.-born whites. We further investigate disability by period of arrival among FSU immigrants. Changes in Soviet emigration policies conceivably altered the level of health selectivity among émigrés. We find evidence that FSU immigrants who emigrated during a period when a permission to emigrate was hard to obtain (1970–1986) displayed less disability compared with those who emigrated when these restrictions were less stringent (1987–2000). Finally, we compare disability among Russian-born U.S. immigrants with that of those residing in Russia as a direct test of health selectivity. We find that Russian immigrants report lower levels of disability compared with Russians in Russia, suggesting that they are positively selected for health despite their poor health relative to U.S.-born whites.  相似文献

The issue addressed in this paper is whether or not the decline in immigrant labor-market quality in the U.S. observed in the late 1960‘s and 1970‘s continued in the 1980‘s. Two other papers, Borjas (1995) and Funkhouser and Trejo (1995), have addressed the issue and have come up with contradictory results. In this paper I use a different data set, one that has advantages over the data sets used in the other studies. Given the rise in earnings inequality that has occurred in the United States over the 1980‘s, the returns to immigration for the more highly skilled will have increased relative to the low skilled, ceteris paribus. For this reason, it is possible that the skill decline of immigrants may have halted in the 1980‘s as immigrants of differing skill levels respond to the altered circumstances they would face in the United States. At the time of entry into the U.S., immigrants are required to identify their ’intended’ destination to INS officials. They are not, however, required to remain in that location. If immigrant settlement patterns represent an evolutionary, dynamic system, it is likely that immigrants will adjust their location in the period shortly after arrival in the U.S. in response to various factors, leading to an ‘initial’ settlement system. Of interest in the following paper are the scale, direction and magnitude of adjustments made to the immigrant settlement system in the period shortly after arrival. The analysis utilizes the 1990 5 percent Public Use Microdata Sample (PUMS) and the 1985–90 Immigration and Naturalization Service (INS) Public Use Tapes in order to explore the intended and initial (observed) settlement patterns of recent (1985–90) immigrants and to comment upon the applicability of these terms. Results indicate that the two settlement patterns are highly similar, despite apparently high levels of movement among recent arrivals. The analysis also touches upon the ‘come to stay’ question raised by Ellis and Wright (1998a), suggesting that the interpretation of the question is dependent upon immigrant status rather than when immigrants first arrived in the U.S. This research was funded by a grant from the National Science Foundation (97-08436). The need for and role of highly skilled immigrant workers in the U.S. economy is fiercely debated. Proponents and opponents agree that temporary foreign workers are paid a lower wage than are natives. This lower wage partly originates from the restricted mobility of workers while on a temporary visa. In this article, we estimate the wage gain to employment-based immigrants from acquiring permanent U.S. residency. We use data from the New Immigrant Survey (2003) and implement a difference-in-difference propensity score matching estimator. We find that for employer-sponsored immigrants, the acquisition of a green card leads to an annual wage gain of about $11,860.  相似文献

Ability drain’s (AD) impact seems economically significant, with 30% of US Nobel laureates since 1906 being immigrants, and immigrants or their children founding 40% of Fortune 500 companies. Nonetheless, while brain drain (BD) and gain (BG) have been studied extensively, AD has not. I examine migration’s impact on ability (a), education (h), and productive human capital or “skill” s =s(a,?h), for source country residents and migrants under (a) the points system (PS) which accounts for h and (b) the “vetting” system (VS) which accounts for s (e.g., US H-1B program). The findings are as follows: (i) Migration reduces (raises) residents’ (migrants’) average ability, with an ambiguous (positive) impact on average education and skill, and net skill drain, SD, likelier than net BD; (ii) these effects increase with ability’s inequality or variance, are greater under VS than PS, and hurt source countries; (iii) the model and two empirical studies suggest average AD?≥?BD for educated US immigrants, with real income about twice the home country income; and (iv) SD holds for any BD and for a very small AD (7.4% of our estimate). We study the employment assimilation of the recent wave of immigration in Spain for the period 2002–2006. We differentiate the immigrants by their year of arrival in Spain. Following Shimer (Am Econ Rev 95(1):25–49, 2005) and using data from the Spanish Labor Force Survey, we calculate the job finding and the job exit rates. Throughout the period, immigrants show higher job finding and job exit rates. We also present a search and matching model with search intensity, where natives, new immigrants, and old immigrants compete in the labor market. The simulated model is able to reproduce the differences observed in their job finding and unemployment rates.  相似文献

This paper first discusses two methods for apportioning the US House of Representatives, Equal Proportions and Major Fractions. The method of Equal Proportions will be used in the 2000 apportionment, but it is biased in favor of smaller states. The method of Major Fractions is a mathematically unbiased method, but will not be used in 2000. However, we show that apportionments for 2000 would not differ much according to these two methods. We also consider different definitions of the apportionment population, mainly based on including or excluding legal and illegal immigrants from the apportionment process. We show that the apportionment results for 2000 will not differ if illegal immigrants who entered the USA in the 1990s are kept in, or removed from, the apportionment population. But the apportionment results will differ in a major way if all persons immigrating to the USA in the 1990s are kept in, or removed.  相似文献

We focus on three environmental impacts particularly influenced by population age-structure—carbon emissions from transport and residential energy and electricity consumption—as well as aggregate carbon emissions for a panel of developed countries, and take as our starting point the Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) framework. Among our contributions is to further disaggregate population into three particularly key age groups: 20–34, 35–49, and 50–64, and by doing so demonstrate that population’s environmental impact differs considerably across age groups, with the older age groups (ones typically associated with larger households) actually exerting a negative influence. Furthermore, those age-specific population influences are different (in absolute and relative terms) for the different environmental impacts we analyze. Also, we find that urbanization, in developed countries, best measures access to a country’s power grid, and thus, is positively associated with energy consumption in the residential sector. Finally, we suggest some modeling and methodological improvements to the STIRPAT framework.  相似文献

Two concerns central to the debate over skilled guest worker programs in the USA are that (1) guest workers are restricted from inter-firm mobility and are “effectively tied” to their firms, and (2) guest workers provide cheap and immobile labor that crowds out natives, especially during times of heightened unemployment. We address these concerns by using a unique dataset of employee records from six large Indian IT firms operating in the USA. We find that the guest workers in our sample exhibit a significant amount of inter-firm mobility that varies over both the earnings distribution and the business cycle. We also find that these workers exit the USA during periods of heightened unemployment. These findings provide new evidence on the implications of the institutional features and debate surrounding guest worker programs.  相似文献

We combine the New Immigrant Survey (NIS), which contains information on US legal immigrants, with the American Community Survey (ACS), which contains information on legal and illegal immigrants to the USA. Using an econometric methodology proposed by Lancaster and Imbens (J Econ 71:145–160, 1996) we compute the probability for each observation in the ACS data to refer to an illegal immigrant, conditional on observed characteristics. These results are novel, since no other work has quantified the characteristics of illegal immigrants from a random sample representative of the population. Using these conditional probability weights on the ACS data, we are able to uncover some interesting facts on illegal immigrants. We find that, while illegal immigrants suffer a large wage penalty compared to legal immigrants at all education levels, the penalty decreases with education. We also find that the total fertility rate among illegal immigrant women is significantly higher than that among legal ones, in particular for middle and higher educated women. Looking at the sector of activity, we document that the sectors attracting most illegal immigrants are constructions and agriculture. We also generate empirical distributions for state of residence, country of origin, age, sex, and number of legal and illegal immigrants. Our forecasts for the aggregate distribution of legal and illegal characteristics match imputations by the Department of Homeland Security.  相似文献

This study aimed to test the “healthy immigrant” hypothesis and assess health heterogeneity among newly arrived working-age immigrants (18–64 years) from various regions of origin. Using the 5% sample of the 2000 U.S. Census (PUMS), we found that, compared with their native-born counterparts, immigrants from all regions of the world were less likely to report mental disability and physical disability. Immigrants from selected regions of origin were, however, more likely to report work disability. Significant heterogeneity in disabilities exists among immigrants: Those from Eastern Europe and Southeast Asia reported the highest risk of mental and physical disability, and those from East Asia reported the lowest risk of physical disability. Furthermore, Mexican immigrants reported the lowest risk of mental disability, and Canadian immigrants reported the lowest risk of work disability. Socioeconomic status and English proficiency partially explained these differences. The health advantage of immigrants decreased with longer U.S. residence.  相似文献

In 1992, the estimated deficit of the entire Social Security System attributable to the foreign born was $2.7 billion (i.e., payments the foreign born payed to and received from the system). Also in 1992, there was an estimated surplus of $19.0 billion for the native born population. During the 1993–2002 decade, the $2.7 billion annual deficit attributable to the current stock of immigrants is projected to grow by about one percent annually in present value terms, reaching $2.98 billion yearly in 2002.The ten-year deficit for the 1993–2002 decade would amount to nearly $30.0 billion in 1993 dollars. In policy terms, the addition of large numbers of less skilled foreign workers to the labor force (which will occur if there is no change in immigration law or enforcement policy) in the hope of bolstering the solvency of the Social Security System would in fact have the opposite effect.  相似文献

We model the political demand for immigrants as a trade-off that native voters face between having services, assumed to be produced only by unskilled and nonassimilated immigrants, and experiencing disutility due to the immigrant workers having a culture different from the native culture. Immigrants decide whether to integrate into the native culture. We show that if services are priced according to per unit costs, the market demand for immigrants will exceed the political demand. Market forces then lead to higher services prices, implying that the initially allowed number of immigrants is ‘politically’ too large.

Current U.S. immigration policy places a heavy emphasis on kinship ties with a U.S. citizen or resident alien in rationing immigration visas. An alternative policy is to focus on the skills of visa applicants. Immigrants with higher levels of schooling and with skills that are more readily transferable to the U.S. labor market are more productive, as measured by their earnings. A larger proportion of skilled workers in a cohort of immigrants tends to narrow the differences in earnings among skill groups in the native-born population. This reduces income inequality and reduces the use of income transfers by the low-skilled native-born population. More highly-skilled immigrants also make less use of income-contingent transfers. A point-system would be necessary to combine the multidimensional aspects of skill. The adoption of skill-based rationing with a point system in Canada led to an increase in the skill level of the immigrants.  相似文献

In this paper we use the New Immigrant Survey Pilot Study (NISP) todescribe the amount and kind of experience that immigrants accumulate in the United States before they become permanent resident aliens. The NISP surveyed a representative sampleof legal immigrants who acquired residence papers during July and August of 1996, yielding a completed sample of 1,135 adults. Our analysis revealed that roughly two-thirds of thesenewly arrived immigrants had prior experience in the United States within one of six basic categories: illegal border-crossers, visa abusers, non-resident visitors, non-resident workers, students or exchange visitors, and refugees/asylees. Each of these pathways to legal immigration wasassociated with a different profile with respect to nationality, social background, and economic status. Using simple earnings regressions we demonstrate how these differences can yield misleading conclusions about the process of immigrant adaptation and assimilation, even if measured effects are reasonably accurate. We suggest that social scientists should changethe way they think and ask about immigrants' arrival in the United States.  相似文献
