In 2005 the Texas 79th legislature passed Senate Bill 6, which included mandates to address disproportionality. This article will describe how the Texas Department of Family Protective Services in collaboration with Casey Family Programs' Texas State Strategy systems improvement initiative is addressing disproportionality statewide through promising practices and innovations in undoing racism trainings, values-based leadership development, and community engagement strategies.  相似文献

ABSTRACT

Community-level stress, such as pervasive substance abuse and violence, can yield negative health and mental heath outcomes for youth from disadvantaged communities. Community empowerment is a process whereby community members work together to increase control in their community. This qualitative inquiry analyzed in-depth interviews with adult stakeholders (n = 17) as well as focus group interviews with token youth (n = 85) to explore perceptions of community stress and empowerment in one disadvantaged locale. Each of the 102 total participants helped interrogate the research questions: What does it mean to live in a stressed community? How might youth and adults perceive themselves capable of impacting a stressed community’s quality of life? Emergent themes, which include a nod to the utility of coalition building, are explored. Implications for policy, practice, and future research are also discussed.  相似文献

The participation of diverse groups is advocated for planning and implementing needs assessment (NA) procedures. While the involvement of varied constituencies is important, obtaining it requires more effort from the needs assessor and therefore is less commonly employed [Witkin, B.R. (1994). Needs assessment since 1981: The state of the practice. Evaluation Practice, 15(1), 17-27]. In this paper the perspectives held by two groups of stakeholders in an NA were obtained, compared, and when disparate, the groups were queried as to why they were different. A mixed-method design, a quantitative approach followed by a qualitative one, was utilized. Self-report data were collected from the two groups. Group effects, although not strong, were apparent for some items. Understanding the reasons for such differences contributes to a fuller and more meaningful interpretation of needs.  相似文献

Schools are held more responsible for evaluating, quality assuring and improving their student assessments. Teachers’ lack of understanding of new, competence-based assessments as well as the lack of key stakeholders’ involvement, hamper effective and efficient self-evaluations by teachers of innovative, competence-based assessments (CBAs). While evaluating two CBAs in Agricultural Vocational Education and Training institutions, two interventions in the evaluation process aimed to tackle these problems were examined: (1) starting with explicating the CBA in the teacher team using a concrete explication format and (2) qualitatively involving key stakeholders (i.e., teachers, students and employers) in the evaluation of the CBA through mixed-group interviews. Quantitative and qualitative analysis, as well as stakeholders’ perceptions are used to find indications for the added value of these interventions for evaluation and further improvement of the CBAs. Results show that external facilitation is needed to make both interventions work.However, under this condition, explicating the CBA led to more complete, concrete and shared understandings of the actual CBA among teachers and mixed-groups interviews resulted in more concrete and elaborate evaluations of the CBAs’ quality and more ideas for improvement. Both interventions can facilitate building up elaborate, more valid and concrete arguments for CBA quality in self-evaluations, certainly in the case of evaluating innovative assessments. Lessons learned will provide guidelines for incorporating the interventions into other evaluations of innovative programs.  相似文献

Most studies of ethnic disproportionality in child welfare examine data in one of two ways: a point in time approach or an entry cohort approach. While each provides insight into disproportionality, neither gives a full picture of the differences among ethnic groups in the experience of the child welfare system over time. This study uses longitudinal administrative child welfare data to examine ethnic disproportionality in involvement with the child welfare system during the first seven years of life at three levels of contact: (1) initial referrals, (2) substantiated referrals, and (3) first entries. Findings suggest the experience of African American families, and probably Native American families, with the child welfare system is much different from other families.  相似文献

The measurement of disproportionality, volatility and malapportionment often employ similar indices. Yet the debate on the issue of adequate measurement has remained open. We offer a formal and rigorous list of properties that roughly subsume those of Taagepera and Grofman (Party Polit 9(6):659–677, 2003). One of these properties, Dalton’s principle of transfers, is formalized in a manner that resolves the ambiguity associated with it in previous studies. We show that the cosine measure satisfies all the properties. We also show how the Gallagher index can be modified to satisfy all the properties. The cosine measure and the modified Gallagher measure are co-monotone.  相似文献

As in the arts and humanities and other social sciences, post-modernism is quickly gaining orthodoxy in family therapy. This paper presents a social-realist and deconstructive critique of recent post-modern thought in family therapy. From the perspective of the French philosopher Jacques Derrida, it suggests that family therapy is neither modern nor post-modern, but both/and these alternatives, that is, para-modern. In deconstructive thought, philosophical dualities like realism/social constructionism, cybernetic/post-cybernetic, systemic/narrative co-exist in an absurd double logic. Like writers of literature, the para-modern family therapy ‘puts forward’ a theory or method not as an ideology of truth, but as a play of irony. She/he works simultaneously inside and outside family therapy discourse, open to a wide range of images and metaphors.  相似文献

This paper describes an innovative service delivery model to reduce the number of children entering the child welfare system. Point of Engagement (POE) is a collaborative family- and community-centered approach initiated in Compton, a regional office in Los Angeles County that serves south Los Angeles, a predominantly African American and Hispanic/Latino area. Over the past two years, the POE has been implemented in the Compton area by providing more thorough investigations, engaging families, and delivering needed services to children and families within their homes and communities. POE has demonstrated a reduction in the number of children removed from their families, an increase in the number of children returned to their families within one year, and an increase in the number of children finding legal permanency.  相似文献

The school-to-prison pipeline describes the process by which school suspension/expulsion may push adolescents into the justice system disproportionately based on race/ethnicity, socioeconomic status, and gender. The current study moves the field forward by analyzing a survey of a diverse sample of 2539 students in 10th to 12th grade in Southern California to examine how demographic, individual, and family factors contribute to disparities in office referral and suspension/expulsion. African Americans, boys, and students whose parents had less education were more likely to be suspended/expelled. Higher levels of student academic preparation for class, hours spent on homework, and academic aspiration were associated with less school discipline. Findings suggest that helping students engage in school may be protective against disproportionate school discipline.  相似文献

In North America and elsewhere it is frequently asserted that changes in rural society have led to an economic and social ‘decoupling’ of agriculture from the wider rural community. Casual analysis of contemporary media reporting and popular discourse would suggest that interactions between the two spheres are as often characterized by neglect or conflict as by complementarity and collaboration. However, scholarly interpretation of evolving relations between farming and the wider rural community, and whether these constitute a trend to relinking or decoupling, has remained elusive and problematic. This paper advocates for and articulates a case study approach to the analysis of ‘ambiguous interdependency’ at the local level. Specifically, it is argued that much can be learned from a comparative analysis of farm and town views of sector-specific development trajectories and of implications for agriculture–community linkages. Insights obtained from in-depth interviews with 68 farm and town residents of South Huron County, Ontario, suggest a strong tendency for farmers to undervalue their importance and influence within the local community, but also highlight certain consequences of ongoing agricultural change and recent municipal restructuring that point toward the continued reshaping of agricultural community linkages. The research suggests both points of convergence and divergence that may be valuable in understanding, and perhaps managing, future development at the local scale and beyond.  相似文献

The growing proportion of senior citizens and the importance of encouraging active well-ageing behaviours explain the increasing efforts carried out by governments to develop exercise programmes particularly targeted to this group. The complexity associated with the running of these programmes and the resources committed make their quality assessment essential. The aim of the current paper is to validate and refine the use of the EFQM model in this context. A programme of a medium-sized municipality of the Centre region of Portugal was used as a case study to evaluate the adequacy and relevance of the EFQM model and to identify the strengths and weaknesses of the current programme based on the data collected from service users, instructors, municipal leaders and programme partners. High levels of customer satisfaction and loyalty, together with the clarity of programme mission and strategy emerged as main areas of strength. On the other hand, insufficient attention to the measurement of people satisfaction, as well as the leaders’ failure of to show appreciation for the efforts developed by the programme instructors are key areas for improvement.  相似文献

This study of Norwegian child welfare clients examined the extent to which ethnic disparities in involvement with the child welfare system can be attributed to ethnic differences in sociodemographic background. Using logistic regression models and a unique dataset constructed by linking child welfare records to national administrative registers for the 1993–1994 birth cohorts, we computed ethnic disparities in the odds of child welfare involvement at age 6–12 (N = 122,894), both before and after adjustments for sociodemographic background. Compared with ethnic Norwegian cohort peers, non-Western children had twice the unadjusted odds of entering the child welfare system (odds ratio = 2.13). However, the data also indicated pronounced ethnic disparities in eight sociodemographic correlates of child welfare involvement. When adjustments for these background factors were modeled, we found no ethnic differences in the odds of child welfare involvement. Our findings suggest that the association between ethnicity and child welfare involvement is confounded by differences in socioeconomic status, maternal social assistance, family size and family structure.  相似文献

Although racism remains an enduring social problem in the United States, few white people see themselves as racist. In an effort to study this paradox, the research discussed here explores racism among those in the “not racist” category. Eight focus groups were conducted in which twenty‐five well‐meaning white women talked openly about racism; subsequently, the women kept journals to record their thoughts on racism. Findings indicate that silent racism pervades the “not racist” category. “Silent racism” refers to negative thoughts and attitudes regarding African Americans and other people of color on the part of white people, including those who see themselves and are generally seen by others as not racist. An apparent implication of silent racism inhabiting the “not racist” category is that the historical construction racist/not racist is no longer meaningful. Moreover, data show that the “not racist” category itself produces latent effects that serve to maintain the racial status quo. I propose replacing the oppositional either/or categories with a continuum that accurately reflects racism in the United States today.  相似文献

Research on the disproportionate number of children of color in the child welfare system suggests that we should focus on key decision points such as investigations, substantiations, and placements to understand how experiences of children vary by race and ethnicity. This article describes one community's efforts to use Family Group Decision Making in placement decisions to reduce disproportionality in foster care by diverting children from regular foster care services and keeping them within their extended families.  相似文献
