South African social science’s close relationship with politics and policy have long provided a source of vitality and intellectual direction. Although one of the field’s greatest strengths, intimacy with socio-political and economic transformations engenders solipsism and stagnation. Ironically, it also compromises scholars’ political autonomy and intellectual ethics by blinding analysts to the emerging socio-political formations which will shape the country’s future. As demands for decolonisation and academic transformation continue, the pressures for political alignment will only grow. Drawing on over a decade of inquiry into the formal and informal governance of human mobility into and within South Africa, this article reveals the contours of such isolation and conceptual complacency. From this we can find direction for satisfying the “dual imperative:” contributing to progressive policy while maintaining scholarly autonomy. While not disengaging from politics, we must work to destabilise the language of it even where it means potential isolation from officials, peers, and personal profits. Doing so can protect social science’s autonomy while opening new opportunities for understanding the world in which we live and new tools for challenging those who seek to describe, theorise and change it. Doing otherwise risks converting the South African academic project into a policy think tank or self-referential echo chamber.  相似文献

It is assumed in the article that the contemporary urban condition is marked by an increased pluralistic intensity in cities. Coupled to this shift in the nature of the urban context, one can also observe a proliferation of sites of political engagement and agency, some of which are formally tied to the various institutional forums of the state, and many that are defined by their insistence to stand apart from the state, asserting autonomy and clamouring for a self‐defined terms of recognition and agency. This article draws attention to the significance of one category of urban actors – hip‐hoppers – that can be said to occupy a ‘marginal’ location in relation to the state, but one uniquely relevant to the marginalised existence of most poor black youth in cities of the global South, particularly Rio de Janeiro and Cape Town. The article demonstrates that hip‐hop cultures offer a powerful framework of interpretation and response for poor black youth who are systemically caught at the receiving end of extremely violent and exploitative urban forces. The basis of hip‐hop's power is its complex aesthetical sensibility that fuses affective registers, such as rage, passion, lust, critique, pleasure and desire, which, in turn, translates into political identities, and sometimes agency (i.e. positionality), for its participants. In the final instance, the article tries to link conclusions about the potential of hip‐hop cultural politics to larger themes in urban studies, such as participation, public space, citizenship and security.  相似文献

This article explores the paradoxical prominence of seemingly private family stories and memories in the democratic public spheres emerging in the wake of the ‘Dirty War’ in Argentina and apartheid in South Africa. In part because the discourse of the family was used in these cases to both uphold and protest dictatorial regimes, individuals who lost family members to state violence became powerful moral agents in the post‐dictatorship and post‐apartheid periods. Narratives told by and about these individuals – ranging from personal testimony given in each country’s truth commission to representations in theatre, fiction and film – have worked to constitute what may be called a ‘public private sphere’. They not only express personal grief, but also (and especially in wider cultural circulation) have been emplotted and mobilised to construct democratic publics. These may or may not correspond to the nationwide publics envisioned in state discourses of reconciliation. Using genealogical fiction surrounding ‘disappeared children’ in Argentina as a lens to analyse South Africa, this article argues that stories of children attempting to piece together their family histories reveal this dynamic as they become sites for convening democratic publics and critiquing transitional politics.  相似文献

This article analyses the relationship between the state and the nascent African trade unions in South Africa between 1918 and 1948. It shows how the government's attempts to deal with African workers separately from white workers became increasingly difficult during this period. Pressures from African unions themselves, from liberal groups and from the increasingly important role played by Africans in the economy, forced the state to seek a coherent way of handling African trade unions. The paper shows how the state was divided over this issue, with Native Affairs and Labour Department officials conflicting with each other and with government ministers. Although the cabinet held ultimate power within the state, civil servants played a significant role in shaping government policy and determining how it was implemented. The paper concludes that, although circumstances have changed greatly since 1948, the pre‐apartheid era has important lessons for state/organised labour relations in the post‐apartheid South Africa which is currently taking shape.  相似文献

One of the paradoxes of the democratic project in South Africa is that the combination of political empowerment, organised constituencies of poor people and increasing social sector spending has made minimal impact on increasing equality. Despite an overall macroeconomic framework that emphasises fiscal restraint, social welfare spending has increased in the past 14 years, and dramatically so since 2003. Almost one in four South Africans receives some or other form of grant, and the majority of recipients are women. Indeed, South Africa is regularly described as the developing world’s largest and most generous welfare state. I address the extent to which gender inequalities are reduced through public sector spending, asking the question: what is the optimal relationship between social policy and the intrinsic democratic goals of equality, social justice and citizenship? Drawing on Amartya Sen’s capabilities approach, the article argues that a focus on social sector spending alone is inadequate to address questions of social justice. Instead, I draw attention to the normative assumptions, discursive environment and institutional context in which social policy is elaborated and implemented. I argue that, in a context in which there is relatively poor infrastructural capacity in the state to ensure that service delivery takes place in fair, consistent and egalitarian ways, households and communities act as shock absorbers of state failures and women’s gendered burdens increase, despite formal commitments to gender equality. While women appear to have gained from political empowerment, women politicians did not effectively leverage their position in the state to promote pro‐poor policies or to build coalitions to challenge the watering down of early commitments to reducing gender inequalities.  相似文献

After the African National Congress’ (ANC’s) political and military structures within South Africa were destroyed by police repression in the mid‐1960s, there was a hiatus of a decade before the movement could contemplate resuming military operations within South Africa. By the mid‐1970s, the ANC found that the events that made this resumption possible also severely constrained its scope for action. While Mozambican independence gave the ANC a common border over which it could conduct attacks into South Africa, restrictions imposed by Mozambique’s government limited the ANC’s freedom to use the border in the same way that other African liberation movements had done in their struggles. This article argues that the ANC’s focus on military operations deep within the South African interior limited the ability of its rear bases to supply internal military units and thus made its army dependent on underground political structures for sustenance. The article explains how the absence of such structures resulted in significant casualties and contributed to the ANC’s decision to convene a review of strategy in 1978.  相似文献

The title of my paper reads like an oxymoron if not downright confusion. However, it is not meant to be an oxymoron and it does not betray my private confusion. It is deliberate and perhaps a bit political. These two words “South Africa” rightly conjure up an image of things that are either in the south of Africa or things that are African in the south. I find the first image deserving of attention for my purposes. Juxtaposing the concerns of academic philosophy in South Africa (the country) alongside the ordinary reference of the term South Africa (and resultant expectations), I seek to argue that the practice of philosophy in South Africa does not sufficiently show South African characteristics. I specifically argue that the practice of philosophy in South Africa is far removed from the place in which it operates. While there are historical reasons to explain this state of affairs, the future of philosophy in this place can only be secured by an active renunciation of the status quo accompanied by a deliberate responsiveness to the philosophical needs of South Africa. It is incumbent on the dominant philosophers to make this renunciation and foster deliberate responsiveness.  相似文献

Integrating political, bureaucratic, industrial and healthcare systems has been a major challenge for politics of innovation and development policy in low‐ and middle‐income countries. This challenge has so far been understood in terms of separate industrial and health‐related innovation policies without paying adequate attention to the institutional roles of biopharmaceutical and other umbrella associations. This article seeks to examine such roles in the developmental contexts of South Africa and India. The argument put forward is that, in both countries, biopharmaceutical and umbrella associations have evolved from lobbying organizations to institutional partners who influence the politics of innovation and development—and therefore the degree of integration and fragmentation—of political, bureaucratic, industrial innovation and health systems.  相似文献

Most studies of Zimbabwean migration and the country’s politico‐economic crisis focus on the material aspects of these two issues. In this article, through dual‐sited ethnographic work, I illustrate the symbolisms and meanings that are entangled within political and economic decline in urban Zimbabwe. Using data from fieldwork in Zimbabwe and South Africa, I argue that ‘crisis’ has carried with it a re‐configuration of the meanings associated with urbanity. This leads to a contradiction between how the state and citizens view ‘proper’ modernity. In combination with political factors, the state’s attempts to maintain modernity have led to a paradigm of pollution being associated with poor urbanites. This symbolism and its correspondent reality were found to have influenced the migration of informants in South Africa. It is thus not only economic and political relations that are at stake in present‐day Zimbabwe.  相似文献

Contemporary land reforms in sub‐Saharan Africa tend to be evaluated based on the state‐centric reforms of the past, which disadvantaged women. However, this article argues that the new‐wave of land reforms and their decentralised administration institutions and anti‐discriminatory legal frameworks may be different. Based on field research on the implementation of Tanzania's 1999 Land Acts, it identifies an institutional reconfiguration in which the formal institutions are gradually strengthened and the customary institutions slowly changed. This does not in itself pose a threat to women's access to land and some women, who are otherwise often perceived to be weak, are left better‐off. Nevertheless, access to land becomes socially more uneven.  相似文献

This article utilises historical information to throw light on the forces shaping British aid policies towards Africa. It outlines key long‐term policy developments, summarises the influences shaping these policies and comments on the present juncture of UK policies. It shows that, while there have been many influences, governments have enjoyed considerable policy autonomy, being largely unconstrained in pursuing their preferences in a top‐down manner. This autonomy has mainly been used for the pursuit of long‐term development, as against the promotion of the UK's national interest. The present thrust of UK policies to achieve massive increases in aid to Africa is a prime example of this policy autonomy.  相似文献

This article explores how independent literary publishing activities in South Africa during the period 1994–2004 sought to engage in public debate and deliberation, and thereby moved beyond purely literary concerns. It focuses on the publishing activities of five publishers – Dye Hard Press, Botsotso, Timbila, Kotaz and Chimurenga – and draws on a series of interviews with the publishers. The article considers how the publishers understood their publishing activities as acts of public engagement and contestation, and argues that they can usefully be thought of as counterpublics, a characteristic which feels unique to the post‐apartheid period. It argues that public sphere theory offers a way of talking about the divergent characteristics of the publishing activities, which can be considered acts of poetic world making that position themselves in contestation with the post‐apartheid mainstream. However, it suggests that their relationship to the mainstream is at times ambivalent and their independence not always assured. This is particularly felt in the reliance of some of the publishers on state and state‐aligned arts bodies for funding for their survival, but also in other areas such as their difficult relationship with commercial book dealers and the mainstream media. Their proximity to the mainstream in terms of state funding also suggests the need for a theorisation of what we might call ‘embedded counterpublics’ in highly stratified societies such as South Africa.  相似文献

This article seeks to explore some of the issues that underpinned the development and teaching of a course in risk assessment in child protection in South Africa. University College Chichester and the Institute of Child and Family Development at the University of the Western Cape are involved in an ongoing programme of co-operation that began in 1997. As part of this programme the course was taught by the author, a female, white, English, ex-social-worker academic to a majority black South African multiprofessional audience. The article explores some of the issues this raises and asks whether it is possible for a white English educator to teach black South African students a western model of risk assessment using English as the language of teaching. Secondly, is there enough common ground to mitigate some of the impact of the differences of race and culture, particularly the power differences that emanate from an imperialist legacy? In seeking to address these questions the article argues that teaching methodology is crucial to the student experience. The author writes in the first person in recognition of the fact that she presents one face of a multifaceted experience and argues that, to protect children, we must learn from each other and find a way to work through history rather than be paralysed by the past.  相似文献

Children in the intentional community of Christiania, Denmark, are seen as belonging to a flock. They experience a relatively high degree of freedom and autonomy as well as collective supervision/control. Departing from Foucault's conceptualisation of pastoral power and interviews conducted in Christiania, this article explores what the idea of the child as belonging to the common/collective may imply for the governance of children. A unique combination of freedom and supervision, individualism and collectivism, results in a form of responsibilisation that aims to strengthen the community, unlike neo‐liberal responsibilisation, which leaves the individual alone with the freedom to take care of herself.  相似文献

Despite constitutional commitments to environmental justice in South Africa, evidence indicates that the poor and the natural environment continue to be marginalised in decision making. This paper examines the role of environmental assessment procedures, specifically Environmental Impact Assessments, in shaping outcomes at the local level to understand how injustices are perpetuated and maintained. Injustices are understood here by examining the relationship between power, knowledge and rationality, and the effects these have on including the public in decision‐making processes. In the revamping of environmental assessment regulations in South Africa, much attention has been paid to streamlining the process of assessment. However, this paper argues that environmentally just decisions cannot be made in a context where debates are centred on process. Instead, debates need to be redirected to qualities of outcomes, foregrounding the need for an approach grounded in questions of value. Recognising that the poor and the natural environment tend to systematically lose out in a context where environment is pitted against development, environmental assessment must be able to take into account the distributional consequences of decisions. Furthermore, the paper makes a case for the need to challenge the broader political context within which environmental assessments are conducted, as environmental assessments cannot replace broader strategic and policy debates. In the absence of this broader institutional challenge, political power will continue to work through decision‐making tools to perpetuate and maintain systems of injustice.  相似文献

This article examines the conditions for exercise of autonomy when legal subordination is minimal and in situations of discontinuous employment. Two professional figures are analyzed: art and entertainment workers and journalism stringers. Discontinuous employment is not necessarily something that must be endured; it is even considered desirable by employees looking for greater autonomy in defining the content and modalities of their work and better schedules allowing them to develop independent projects. But that freedom is curbed by the precarious material conditions of life and the growing power of intermediaries.  相似文献

This study proposes a micro‐institutional theory of political violence, according to which citizens' participation in political violence is partially an outcome of tight coupling of persons' practices and self‐identifications with institutional logics opposed to dominant logics associated with world culture, such as the nation‐state and gender equality. The study focuses on two types of institutional carriers through which persons adopt institutional logics: routine practices and self‐identifications associated with three institutional logics: the familial, the ethnic, and the religious logics. Using a 15‐country survey data from early twenty‐first‐century sub‐Saharan Africa, the study finds evidence in support of the theory. Reported participation in political violence is associated with practices and self‐identifications uncoupled from dominant world‐culture logics but tightly coupled with the patriarchal familial logic, with an oppositional ethnic logic, and with a politicized oppositional religious logic.  相似文献

This paper examines the interplay between intensifying competition among scientific institutions, on the one hand, and career opportunities of young scientist, on the other hand, using chemistry-departments in German universities and non-academic research institutes as an example. Drawing on Bourdieu, we construct and analyze the filed in which institutional competition takes place. The power relations in the field are structured by the relative amount of “pure scientific capital” and/or “institutional capital” available. In an analysis of professorial appointments we show that the field’s structure has little impact on junior scientsits’ career opportunities. In contrast to the US, where pervasive institutional competition goes hand in hand with a high degree of social closure in academic careers, we find that career opportunities are (still) relatively open in the German case, in spite of growing competition. This openness is due to the special institutional framework that provides the German academic field with a relatively high degree of autonomy. As recent changes in science policy aim to alter the institutional framework, they also jeopardize the autonomy of the academic field.  相似文献

Past research shows that higher well‐being is reported by adolescents who live in individualistic rather than collectivistic nations. Such cross‐national differences may be due to the amount of autonomy support adolescents receive from authority figures. To examine this hypothesis, in the current study, 322 adolescents from Denmark, South Korea, and the United States completed self‐report surveys that assessed adolescents' school and life satisfaction and their experience of autonomy support from parents and teachers. Results showed that Danish adolescents reported highest school satisfaction, life satisfaction, and perceived autonomy support, followed by American and Korean adolescents, respectively. Furthermore, cross‐national differences in school and life satisfaction were partially mediated by adolescents' perceptions of autonomy support from authority figures. These findings support self‐determination theory ( Deci & Ryan, 1985 ) and the ecological model of child development ( Bronfenbrenner, 1986 ).  相似文献
