The United States government has a long history of involvement in the planning and management of rural land resources. During the American Civil War, the basic institutions concerned with agricultural land use were established. The conservation responsibilities of the agricultural establishment were greatly expanded during the New Deal. Broader resource concerns and new non-agricultural federal institutions were introduced during the 1970s. From 1981 to the present, there has been an attempt to withdraw federal involvement in traditional agricultural land use activities. Nevertheless, new conservation measures were adopted by the U.S. Congress in 1985 during the 50th anniversary year of the Soil Conservation Service. This paper provides a review of the evolution of activity in agricultural land use and soil conservation by the federal government of the United States.  相似文献

This article focuses on land reform initiatives undertaken in sub-Saharan African countries since the late 1980s. Section 1 sheds light on the changes in land tenure during the economic liberalization of the region. Section 2 briefly examines the gender-blind "mainstream" theoretical debates on land, and gender-sensitive studies on land issues. Section 3 offers insights on land issues in Africa from a gender perspective. Sections 4 and 5 reviewed the cases of Tanzania and Zimbabwe who have undergone a radical transition in terms of institutional land reforms since the 1980s, and the impact of economic and political liberalization on women's access and rights to land. Drawing on the two case studies, this paper is a call for policy makers, researchers, and activists to refocus their attention to these neglected issues.  相似文献

Political activism by local government is a well known phenomenon in Britain. Less known are the interests affected. In this study, Somerset council's decision to ban hunting clashed with the long standing activities of the Quantock Staghounds. My discussion focuses on the conflict between hunt and council as a conflict of governance in which land rights provided both terrain and techniques of struggle. For the hunt, land rights functioned as a foundational basis for the hunt's authority and legitimacy. For Somerset, their decision to attack hunting through land ownership not only reveals the complex relationship between land and rural state governance, but also placed Somerset's own authority in jeopardy as the courts declared they could not ban hunting on moral grounds. Somerset's land rights were construed by the courts as dependent on pursuing management objectives. Similarly, the hunt's political credibility was also dependent on demonstrating their role in deer management. The paper concludes with the problems of discursively fusing management and governance.  相似文献

The author points to the existence of a striking similarity in some of the effects of land reform upon gender relations and women's family positions. This is so despite the variation in land reform processes and in the cultures in which they occur. Family and kinship patterns both affect, and are affected by, land reform. This two-way relationship is examined, with particular attention given to the author's study of northeastern Zimbabwean Resettlement Areas, conducted during the mid-1980s, and Agarwal's 1994 study of women and land rights in South Asia. Sections discuss the effects of land reform; family formation, family relationships, and land; family and land in South Asia; reforms which disadvantage women; benefits for women of land reform; and the Zimbabwean case study.  相似文献

This paper explores a neglected aspect of the financialization of land grabbing. Whereas financialization is a multifaceted phenomenon, a straightforward link has been established between financialization and land grabbing. On the one hand, market-oriented views claim that large-scale land investments benefit both the agrifood industry and small-scale farmers. On the other hand, structuralist scholarship explains how financialization creates new ways to accumulate profits by dispossessing small-scale farmers. We build on the call for a more nuanced account of large-scale land investments’ impact on land access by considering the crops involved. While finance’s attraction for flex crops has already been touched upon, we reverse the perspective by exploring whether flex crops influence the way financialization in agriculture unfolds in three areas: megamergers, contract farming, and land commodification. Building on Allaire’s concept of quality, we argue that flex crops can exacerbate unequal power relations and limit access to land for small-scale farmers.  相似文献

ABSTRACT

The principle of informed self-determination has been celebrated as a means to prevent involuntary land transfer and the resulting dispossession of affected communities in agricultural investments of developing countries. Based on qualitative field research conducted in East Kalimantan, Indonesia, this paper argues that such optimistic recognition needs reexamination. Drawing on a case study of indigenous Dayak communities that have faced advancement of large-scale oil palm estates since 2007, the paper examines what informs communities’ decisions to release land to estates. The underdevelopment created by government neglect and the lack of future prospects for autonomous development are shown to have contributed to communities’ decisions to release land. After a decade, encroaching palm oil has produced land shortages and depleted forest resources. This study highlights the need for meaningful state interventions to alleviate poverty and create conditions that allows local communities to make meaningful choices during the consultations over land release.  相似文献

This paper examines the Mapithel dam in Northeastern state of Manipur in India as a site of contestation between the state-led development agenda and the affected tribal people. Based on discursive field experiences, the paper reflects upon the competing values in relation to land use and ownership systems and raises a question – as to whether in the name of development, is the government eroding tribal people’s right over their land and resources? The Mapithel dam issue not only invites serious deliberations beyond dam construction and its social and ecological ramifications but also contemplates on the various dynamics in and through cultural identity, politics, and natural resources. The paper addresses some key aspects of the very political closure approach which emphasizes state’s hegemony through forceful intrusion into the life, livelihood, and ‘lebenswelt’ of tribal people and infringement of their traditional rights.  相似文献

The process of transformation of Bulgarian agriculture from a centrally controlled economy to a market-oriented economy is resulting in land reform, which will necessitate the immediate development and operation of land markets. On the one hand, the land reform is restoring land to those who owned it in the year 1947, or their heirs, who not only have very small and scattered holdings, but who often live in urban areas far from the claimed land and do not practice farming. On the other hand, farming is being changed by the liquidation of the former collective farms and the emergence of privately managed farms and new forms of co-operatives. These new operating units may or may not have their own land claims, but in most cases, do not have immediate access to sufficient land for adequately sized operations. Without land market institutions for information, contracting land use, and enforcement of contractual rights, the transaction costs of bringing the suppliers of land together with those demanding land will result in unused land and distorted agricultural activity. The paper explores both the formation of institutions and the evidence of transactions, as well as the possible impacts on farming.  相似文献

ABSTRACT

Despite international media’s waning attention, research and political debates on global land grabbing have not subsided. We argue the importance of understanding the ‘transnational land investment web’ of corporate and state actors and institutions, which are not always immediately visible. Focusing on transnational corporations (TNCs) based in the European Union (EU), we examine five sets of actors and institutional spheres through which these actors are able to grab lands beyond Europe. It is crucial to understand these not as individual sets of actors or institutions, but as interconnected sets, comprising a web. These are EU-based: (1) Private companies using regular institutional platforms; (2) Finance capital companies; (3) Public–private partnerships; (4) Development Finance Institutions; and (5) Companies using EU policies to gain control of land through the supply chain. One implication of this complex web is that democratic governance in the context of land grabs becomes an even more daunting challenge.  相似文献

现阶段城市户籍实际代表了三项公共服务:以城市最低生活保障为主的社会救助服务,以经济适用房和廉租房实物或租金补贴为主的政府补贴性住房安排,以及迁移人口子女在城市公立学校平等就学的机会。户籍制度改革的关键,就在于如何通过有效的政策改革方案,为外来人口提供可支付的住房,以及为其子女教育建立有效的融资机制,从而使外来务工人员主要是农民工可以在城市定居下来。土地制度改革可以作为突破口,通过城中村政府和村民有效的公私合作,充分利用市场机制为外来人口提供可支付住房,辅以相关财税体制改革,同时可以有效解决外来务工人员子女的教育问题。在通过土地制度改革和相关财税体制改革有效解决了外来人口住房问题和子女教育问题后,户籍制度改革也就完成了实质性突破。  相似文献

Government intervention in industrial development is important in promoting national economic development in numerous Asian countries. This study aims to examine the influence of government and industrial agglomeration on industrial land prices by constructing hedonic pricing functions. Based on model testing, this study indicates that variables related to general attributes, locational attributes, industrial agglomeration and government determine land prices. Moreover, industrial agglomeration is positively related to land prices; that is, industrial parks with a stronger agglomeration economy have higher land value. However, the role of government is negatively related to land prices, indicating that government intervention has no influence in increasing land prices and probably results from the inappropriate location of industrial parks and dissatisfaction of those parks' management services. To increase the development efficiency and industry competitiveness, this study proposes that government should identify and improve the weaknesses of industrial parks and promote the establishment of industrial clustering and information transfer among firms.  相似文献

Land-use planning can be defined as a programme of state intervention in land use and environmental change to mediate conflicts of interests over how land should be used, developed, and coordinate individual activities which if left to proceed otherwise would lead to an environment for living that is characterised by negative externalities, inefficient use of land and services, inequity and unfair distribution of resources. The land-use programme is realised through a planning system, constituted by institutional arrangements, instruments and tools. Being one of the land policy tool by which the government intervenes in land-use change and development, land-use planning practice is, obviously, influenced by the content of the land policy as well as interests extant in a locality to include those of the planners and other land administrators. How does planning practice looks like under a public landownership policy? Through an empirical case of planning in practice, this paper provides an answer to this question.  相似文献

This paper examines the role played by popular culture in response to the effects of the unfolding social and political repression on the ordinary Zimbabwean after 2000. The arts is one sector where the Zimbabwean government fostered its repressive hegemony. An urban youth music genre called ‘urban grooves’ rose to prominence during the period under focus here and some of the artists colluded with the government in propagating an anti‐Western imperialism campaign. This paper evaluates the nature of the genre’s performance practices and its role in the government’s anti‐Western imperialism campaign. It also discusses the complexities associated with notions of complicity and resistance as urban grooves artists resisted both Western hegemony, as per the government’s campaign, and subverted the same government’s censorship of the urban youth’s and the general society’s imaginary and other freedoms.  相似文献

Abstract

Land access is an accepted corollary to food sovereignty, long promoted by the transnational agrarian movement La Via Campesina (LVC). LVC's land access politics have evolved with increased incorporation of diverse perspectives, but remain largely focused on achieving ‘integral agrarian reform’ in the global South. Here, I take a case where food sovereignty activists (‘Occupy the Farm’ (OTF)) occupied land owned by a public university in California, the USA, in order to broaden food sovereignty's land access considerations beyond the South, and to analyze conditions where political actions (including occupations) can help achieve changes in land access regimes. The OTF action was successful in challenging cultural norms about property and achieving access, partly due to the occupation having foregrounded multiple appealing narratives that invited participation and wider support. These narratives included agroecology versus biotechnologies; community/public access versus privatization; participatory versus bureaucratic governance structure; and green space/food production versus urban development. The article tests the use of the ‘land sovereignty’ frame in expanding food sovereignty's land politics, to encompass land contestation contexts globally and deal with the particular conditions surrounding lands. The case indicates that land occupations in the North are potentially useful—but uncertain, and very context-dependent—tactics to promote land and food sovereignty.  相似文献

This article is concerned with coherence in public policy in highly differentiated societies. It explores the challenges faced when seeking to develop policy in ways which both respond to progressive thinking and protect the interests of the poor. Land policy in Liberia illustrates the theme, specifically the 2013 ‘Land Rights Policy.’ The article shows how pressures for reform of customary governance and gender relations may undermine the institutions of local land management, and threaten the ability of the rural poor to defend their interests. This is of particular concern at the present time, given the appetite of external capital for land acquisition in Liberia, and the close alliances which it is forging with the Liberian elite.  相似文献

This article examines Austrian national identity negotiations through a qualitative analysis of the country's ideologically heterogeneous media, with a focus on Austria's most widely read paper (and its popular readers’ letters pages) between April and August 2008. This turbulent period coincided with widening opposition to the EU's Lisbon reform treaty, Austria's co-hosting of the European football championship, and the collapse of the country's coalition government. This analysis of media coverage and readers’ letters focuses on the rhetorical strategies underpinning various discursive constructions of Austria's place within the EU. The following key findings are discussed: projections of perceived social ills and resulting anxieties onto the EU; the interpretative uses of the past—historical episodes selected from Austrian and other national contexts—to make sense of and politicize the present; constructions of ‘European ideals’ in juxtaposition to perceived ‘European realities’; and competing models of national identity in relation to the European ‘network state.’  相似文献
