We explore the potential for rural and urban community needs assessment research in China, particularly in response to increasing rural to urban internal migration. Models for migration and community development are presented. We identify various methods that can inform social development planning, intervention, and evaluation. A collaborative community development field school in Guangxi Zhuang autonomous region was conducted with US and Chinese students and faculty. Plans for, and initial results of, a qualitative rural needs assessment are described. A semi‐structured urban resident needs assessment survey and the results of a small pilot study are presented. Challenges of international collaboration and implications and suggestions are reviewed.

In response to growing rural–urban inequality, China is undertaking a series of policy initiatives to promote rural development. In addition to redistributive policy aiming at social protection, asset‐based policy, which integrates social protection and social investment, are a viable option for progressive rural development. In 1998, the Hutubi local government in Xinjiang, China, implemented an innovative retirement programme that allows account holders to use accounts as legal collateral to borrow small loans and invest in productive assets, education, and small businesses. Using the data gathered by the programme organizers and in‐depth interviews with programme participants, this case study closely examines the Hutubi programme. We examine the programme's key features, which have effectively encouraged asset building in a rural community, and identify the programme's strengths and weaknesses. The success of the Hutubi programme has implications for asset‐based policy development in rural China.

持续规模化的流动已成为中国农民家庭变迁的重要结构性力量。流动带来的去地 域化,侵蚀和破坏着血缘和地缘关系高度重合的中国父权制家庭,但其所致的家庭制 度变迁不仅具有解传统作用,同时也是一个传统重构的过程。父权制家庭在解构中延 续和重建,是体制约束、市场主导和父系父权自身延续的需要三重力量交互作用的结 果。这一流变的家庭形态不仅为“身在城市,根在农村”的流动农民提供了低成本生 存发展的基础,也以其特有的弹性适应能力,成为应对农村社会因变迁而生的矛盾冲 突的缓冲带,在特定历史条件下起到了消解社会紧张的作用。

Sustained large‐scale migration has been an important structural force bringing about change in the Chinese peasant family. The de‐localization resulting from population movement has eroded and undermined the patriarchal family system, with its high degree of overlap between kin‐based and place‐based ties. The resultant changes in the family institution, however, represent not just a de‐traditionalization, but also at the same time a process of reconstructing tradition. The continuation and reconstruction of the patriarchal family in the midst of deconstruction is a result of the interplay of institutional constraints, market dominance and the patrilineal and patriarchal system's own need for continued authority. This changing family pattern not only provides a low‐cost basis for the survival and development of migrant workers “working in the city but rooted in the countryside,” but also, through its peculiarly flexible adaptability, serves as a buffer for dealing with contradictions and conflicts arising from changes in rural society and plays a role in relieving social tensions under specific historical conditions.  相似文献

在1980和1990年代,中国是世界教育领域分权改革的重要组成部分。主流研究 当时都强调“低重心”、多渠道的教育经费体制的内在合理性,强调分权化是难以 逆转的趋势。可是从2001年开始,中国调整了农村义务教育管理体制。我们通过实 证分析发现,这一改革不再是分权化改革的延续和完善,而是重新确立政府责任的 一种尝试。它既导致了教育投入的快速增长,也在相当程度上促进了教育公平,尤 其是在小学教育阶段。这为世界教育改革提供了有益经验,也为主流研究的一系列 命题和假设提供了反思的机会。

In the 1980s and 1990s, China was an important part of the worldwide decentralization of education. Mainstream research at the time highlighted the inherent rationality of a “low center of gravity” and multiple sources of educational funding and stressed decentralization as an irreversible trend. Since 2001, however, China has readjusted its system of administration of rural compulsory education. Our empirical analysis suggests that this reform is not an extension and refinement of the previous decentralization reform; rather, it represents a renewed effort to reestablish government responsibility for compulsory education. The 2001 reform has led to a rapid increase in government investment in education and a considerable improvement in educational equity, especially in primary education. It therefore provides not just a valuable reference for educational reform around the world, but also an opportunity to reflect upon a series of propositions and assumptions in mainstream research.  相似文献

在市场化过程中,中国出现了收入差距不断扩大的趋势,从而社会上出现了一些将收入差距扩大的原因归结为市场化改革的错误认识。本文通过对我国改革开放以来收入分配格局变化的主要特点和导致收入差距扩大的原因加以细致实证分析, 对一些模糊认识加以澄清。本文认为在个人收入差距扩大的诸多因素中,传统计划 体制遗留下来的一些制度和政策,在部门利益和地方利益驱使下新形成的有悖于市 场体制规则的制度和政策,政府对市场缺失和市场扭曲采取的不作为态度,对资本 节制和劳动保护的不足,政府对经济的过度干预,成为导致收入差距扩大和收入分 配不公的最重要因素。

In the course of marketization in China, there has been a trend for the income gap to become ever wider. Some people have mistakenly attributed the gap to market reforms. This article provides a detailed empirical analysis of the changes in income distribution patterns and the reasons for the increasing income gap to clear up such misunderstandings. We believe the most important factors in the widening of the income gap and unequal income distribution are institutions and policies inherited from traditional economic planning; newly emerging systems and policies driven by departmental and local interests that run counter to market laws; lack of government action on gaps or distortions in the market; insufficient capital regulation and labor protection; and excessive government intervention in the economy.  相似文献

应用经济学方法研究儒家孝道思想对古代社会经济增长的影响机制, 可以发现, 在信贷市场极不完备的古代, 孝道作为一个独特的代际契约履约机制, 能在一定程度 上克服代际契约中的证实和承诺问题, 从而以一种增加储蓄的方式有效促进古代社会 的经济增长。然而, 实施和维持孝道却不完全是自发的, 需要来自统治者的干预。而 对于统治者来说, 他需要将资源在配置给生产和配置给战争之间权衡。这一权衡决定 了一个社会均衡的孝道水平。通过比较中原文明、匈奴游牧文明和罗马文明的历史, 证明了上述观点, 从而在一定程度上解释了东西方文明的差异。

This paper employs an economic approach to analyze the influence of Confucian filial piety on economic growth in ancient China. In the highly imperfect credit market of the time, filial piety, as a unique mechanism for fulfilling intergenerational contracts, could to some extent solve problems of verifiability and commitment and thus effectively promote economic growth by increasing savings. However, the implementation and maintenance of filial piety were not spontaneous; it required external intervention by the rulers. Rulers faced a tradeoff when allocating resources between production and war. It was this tradeoff that determined the level of filial piety in society. A comparison between the civilizations of the Central Plains, nomadic Xiongnu society and ancient Rome verifies our proposition and thus explains in some degree the difference between Eastern and Western civilizations.  相似文献

Unlike the ancient Greek, Roman and German states, ancient Chinese states took a path of harmonious construction which did not involve abolition of the clan system. It was on the basis of the existing clan organization that the first shoots of the state sprouted, and the state and the clans underwent a long coexistence which allowed the early state to develop and be perfected. The unique social structure of ancient China—the long existence and development of the clan system—was the underlying social foundation for harmonious construction. The early Chinese states were much concerned with the feelings, opinions about right and wrong, advantages and calamities of the clans and tribes. This concern and social practice was the foundation stone for harmonious construction, as well as the benchmark for success for the leaders of the time. Traces of the idea of harmonious construction are apparent up to the full development of the early state in ancient China.  相似文献

观察国际和外交问题的视角与观念变化,是中华人民共和国外交史研究中尚需探讨和梳理的课题。在新中国成立后的前30年,中国外交深受在革命过程中形成的外交观念的影响。其基本诉求是建立新型外交关系,核心观念是独立自主与和平,外交政策的基石是和平共处五项原则;此外,国际统一战线策略,对现实世界的战略划分,以及对战争、和平与革命的思考亦对这一时期的外交政策具有重大影响。自20世纪70年代末实行改革开放以来,中国外交转以发展为视角,配合国家经济建设这一中心任务,做出一系列战略和政策调整。中国对国际形势作出和平与发展的新判断,对独立自主的和平外交政策作了新诠释,致力于建立均衡的对外关系,主张以渐进方式推动国际秩序的改进,决心走和平发展道路。中国由此成为现存国际秩序的参与者和建设者。进入21世纪,中国成为令世界瞩目的新兴大国,外交观念也在继承以往的基础上与时俱进。中国强调当代世界是命运共同体,谋求与各国的合作、共赢  相似文献

在城市劳动力市场上,农村劳动力根据个人的人力资本积累状况和当地的劳动力 市场条件,在成为自我经营者和工资收入者之间进行就业选择。简单的Mincer工资方 程回归结果显示,工资收入者比自我经营者的教育回报率高出2个百分点左右。在矫 正了样本选择偏差之后,拓展的Mincer工资方程对工资收入者的教育回报率估计结果 在5.3%-6.8%之间。从培训角度看,简单培训、短期培训和正规培训对农民工再流动 都有显著作用,但简单培训对农民工的工资收入作用不显著,而短期培训和正规培训 则对其工资收入有着重要的决定作用。此外,工资拖欠等权益保护问题也对农村劳动 力再流动有重要影响。在处理农民工的个人异质性和教育内生性问题时,本文还发现 父母受教育年限不是一个理想工具变量。

In the urban labor market, the rural labor force can choose whether to become self‐employed or work for wages depending on their stock of human capital and local labor market conditions. A simple Mincer earnings regression shows that the rate of return to schooling for wage earners is two percentage points higher than that for the self‐employed. After correcting for bias in sample selection, the expanded Mincer earnings equation estimated the rate of return to schooling for wage earners at between 5.3 and 6.8 percent. From the standpoint of training, we found that the simplest form of training, short‐term training and formal training played an important role in promoting migrant workers' repeat mobility. However, the simplest form of training did not have a significant effect on earnings, whereas short‐term and formal training played an important determining role in this respect. Moreover, rights protection issues such as wage arrears also had an important effect on migrant workers' repeat mobility. In handling heterogeneity and endogenous educational variables among migrant workers, the authors found that the years of schooling of the parents of migrant workers were not an ideal instrumental variable.  相似文献

当代中国国际法学的话语体系, —方面, 必须准确、系统、全面表达和传递国际 法基本原则、基本制度和本质特征以及国际法研究过程中逐步确立和发展起来的核心 价值、基本概念、关键术语、主流的理论或学说、具有代表性的观点等基本要素;另 —方面, 应充分、及时体现中国对国际法、国际法学和国际法学话语体系所作出的创 造性贡献。当代中国国际法学话语体系的构建应以 “构建和谐世界”为指导理念, 应 全面顾及国际法治和中国外交政策及其实践的国内、多边、区域和双边等四个基本层 面, 应遵行、符合或顺应国际关系和国际法的基本准则, 全球化与多边主义、区域— 体化与区域主义、国际共同体义务(或权利)和中国和平发展需要等原则、规律或趋势, 应将其基本功能定位为: 推动当代国际法的不断发展和广泛适用, 促进当代国际法的教学、研究和传播, 推进中国的法治进步, 维护中国利益、尤其是国家的核心利 益并提升中国作为负责任大国的国际形象与地位。

The contemporary construction of Chinese international law discourse, on the one hand, ought to precisely, systematically and completely express and communicate fundamental principles, main regimes and substantial features of international law as well as core values, basic conceptions, key terms, mainstream theories or doctrines and representative views gradually established and developed in the study of international law; on the other hand, it should fully and in a timely way manifest China’s creative contributions to international law and its discipline and discourse. The framework of contemporary Chinese international law discourse should take “building a harmonious world” as the guiding rationale; thoroughly cover the four basic dimensions of the international rule of law and Chinese foreign policy and its practice, namely domestic, multilateral, regional and bilateral; coincide with, follow and respect those rules, natural laws and tendencies such as fundamental rules governing international relations, globalization, multilateralism, regional integration and regionalism, the international community’s obligations (or rights) and China’s needs for peaceful development. It should orient its basic functions toward promoting the continuous development and wide application of contemporary international law as well as its teaching, study and dissemination, stimulating the progress of the rule of law in China, protecting Chinese interests, especially those core national interests, and strengthening China’s international image and status as a responsible big country.  相似文献

国家、市场与传统文化是构成性别话语的三个基本要素。从改革开放前30年到后30年,中国社会的性别话语发生了明显转型,由国家主导的“泛政治化”模型转变为市场导向的“泛市场化”模型。市场化一方面改变了国家话语的叙述方式和内容,另一方面也导致了市场话语和传统话语的结盟。转型后的性别话语本质上是一种素质话语,它不再表现为一种由国家建构的、在实践中打了折扣的意识形态意义上的平等神话,而是表现为一种在现代性和个体自由的诉求中利用国家、市场和传统文化的各方力量平衡做出主体选择的精打细算的应对策略。

State, market and traditional culture are the three fundamental elements constructing gender discourse. The three decades before the initiation of reform and opening up in 1978 and the three after have witnessed a clear transition in gender discourse in Chinese society, from state‐dominated pan‐politicization to a pan‐marketization orientation. Marketization has changed the content and form of state discourse and led to an alliance of market discourse with traditional discourse. The changed gender discourse is essentially a discourse of quality, one that is no longer presented as an ideological myth of equality constructed by the state and discounted in practice but as a set of deliberate response strategies which are adopted to make independent choices balancing the three forces of the state, the market and traditional culture in the midst of appeals for modernity and individual freedom.  相似文献

孤独是主体与对象(自然、社会、信仰)相疏离的深度心理体验,个体的孤独源 于主体需要与实现可能性、主体超越意识与超越有限性之间的悲剧冲突。孤独的作用 是多层面、多向度和辩证的,对城市秩序而言,孤独是建构性与消解性的统一。在现 代性的作用下,孤独率先在西方成为现代社会特别是现代城市社会的普遍心理现象, 在当今快速现代化的中国,城市社会的孤独不仅具有城市世界的普遍共性,其传统文 化中家宗教、家信仰的抽离必然使中国的城市孤独具有鲜明的本土化特征。因此,从 中国实际出发,探索构建心理秩序、城市秩序的具体路径十分必要。

Loneliness can be best described as a kind of first‐hand, painful experience etched in the inner world of an individual's psyche. It arises from some degree of estrangement between the subject and the object (nature, society and beliefs). The root causes of individual loneliness lie in the unfortunate tension between the needs of the subject and the possibility of realizing these needs, the consciousness of transcendence on the part of the subject and the limited extent of this transcendence. The impacts of loneliness are multi‐layered, multi‐dimensional and dialectical. Relative to urban order, loneliness can be regarded as a unity of construction and dissolution. As a result of modernity, loneliness is, first in the West, becoming a universal psychological phenomenon in modern societies, particularly the modern urban societies. Since China is now undergoing rapid modernization, loneliness in China's urban society parallels that in urban societies around the world. The weakening of the family worship and beliefs traditionally found in Chinese society gives loneliness in urban China a localized coloration.

It is thus very necessary to proceed from China's realities to explore practical measures to construct a sound psychological and urban order in contemporary China.  相似文献

马克思哲学分析和解决的“总问题”,是资本占有劳动与无产阶级的解放。马克思哲学在探索这一问题的过程中,形成了大众形态、学术形态和政治形态三种有机统一的基本形态。然而,马克思主义哲学在马克思以后的发展史中,却呈现出不同的演变和命运。马克思哲学的三种基本形态在当代中国的命运可概括为:大众形态得以倡导,但尚未完全实现;学术形态强劲,但疏离政治和大众的倾向较为明显;政治形态突出,但需进一步得到学理支持和大众认同。当代中国马克思主义哲学研究的健康发展,不仅需要廓清马克思哲学的完整结构,而且要营造马克思主义哲学研究的可持续发展的“生态环境”,以推动其大众形态、学术形态与政治形态的良性互动。

The “general problem” that Marx's philosophy analyzes and aims to solve is capital's ownership of labor‐power and the emancipation of the proletariat. In the course of exploring this problem, Marx's philosophy developed three basic, organically integrated forms: the popular, the scholarly and the political. However, the post‐Marx history of Marxist philosophy has seen these three forms evolve differently and meet with different fates. The situation in contemporary China can be summarized as follows. The popular form is proposed but not fully realized; the scholarly form is robust but estranged from politics and the public; and the political form is prominent but needs further academic support and popular recognition. For the healthy development of Marxist philosophical research in contemporary China, we must not only clarify the integral structure of Marx's philosophy but also create an “ecological environment” favorable to its sustainable development with a view to facilitating the benign interaction of the three basic forms.  相似文献

中国的决策体制是中国政治体制的中枢系统, 也是决定中国发展的关键因素。以 中国共产党为领导核心的决策体制是在中国共产党领导革命、创建新中国的长期历史 中形成的, 具有其历史合理性。决策体制从建立到改革开放前呈现集中化的趋势。决 策权力日趋集中的体制, 存在着决策结构专业化分工程度不高、制度化程度低、偏重 经验决策、决策过程封闭和缺乏自我修正与调节机制等弊端。改革开放后, 决策体制 改革的重点, 是在决策结构、决策方式和决策机制三个主要方面推进决策的民主化、 科学化和法治化建设。决策体制改革的实践证明, 以决策民主化、科学化和法治化为 导向的决策体制改革, 成功应对了中国由经济和社会迅速变迁所带来的各种挑战。从 政治发展的角度看, 决策体制改革呈现出的基本趋势是: 从个人决策向民主决策、从 经验决策向科学决策、从决策组织高度集中向决策组织结构分化、从封闭式决策向开 放式决策、从被动参与决策向自主参与决策、从决策非制度化向决策制度化转变。一 个中国共产党主导、多方参与、科学论证、过程开放、依法运行的决策模式在决策体 制改革的实践中初步形成。

The decision-making system is the backbone of China’s political system and a crucial factor determining its development. The decision-making system with the CPC lying at the core results from the CPC’s long history of leading China’s revolution and establishing the People’s Republic of China; therefore it has historical rationality. Decision-making was centralized over the period from the foundation of the PRC to reform and opening up. This centralized decision-making system had faults such as a low level of specialized division of labor, low institutionalization, an undue emphasis on experience, a closed decision-making process and the absence of any self-correcting and adjustment mechanisms. The reform of China’s decision-making system in the post-reform period has attached much importance to promoting democratic, scientific and law-based decision-making with regard to decision- making structures, modes and mechanisms. Practice proves that this reform has successfully met the challenges arising from rapid social and economic transition. Viewed from the perspective of political development, it involves an evolution from personal to democratic, from experience-based to scientific, from centralized to decentralized, from closed to open, from passive to active participation and from non-institutionalized to institutionalized decision-making. A decision-making model has gradually taken shape that is characterized by CPC domination, participation by multiple entities, scientific proof, open process, and law-based operation.  相似文献

比照近代民法以财产法为中心, 现代民法强化了人文关怀, 主要表现为从以财产 法为中心到人法地位的提升, 并广泛体现于民法中主体制度的发展、人格权的勃兴、 合同制度的发展、物权法的发展、侵权法的发展、婚姻家庭法的发展等各个方面。中 国未来的民法典应当以人文关怀构建价值理念, 注重对人的自由和尊严的充分保障以 及对弱势群体的特殊关爱。基于这一理念, 在中国未来民法典中有必要增加人格权法 和侵权责任法编。在中国民法的适用等方面更应强化人文关怀。

In contrast to early modern civil law, which centered on property law, modern civil law shows intensified humanistic concerns. This is mainly reflected in the rising status of personal law, and is also widely evidenced in the development within civil law of the subject, personal rights, the contract system, real right law and tort law, as well as marriage and family law. China’s future civil code should construct civil law values based on humanistic concerns and highlight the full protection of human freedom and dignity and special care for disadvantaged groups. In line with this idea, it is necessary to include law on personal rights and tort law in the future civil code. Humanistic concerns should be strengthened in the application of civil law.  相似文献

中国社会心理学在面对急速的社会变迁中,需要以变迁与文化的视角来选择研究 问题,而中国社会文化中群己关系的社会心理机制,即“我们”概念的形成机制及其 转换的可能与条件,正是一个体现着双重视角的基本问题。对这一问题的探讨不仅有 助于解释社会凝聚力、群体行动的逻辑,讨论国家与个人、社会与个人、类别与个人 的关系;也有助于培植社会转型时期的社会心理资源和社会支持系统,从而促进社会 合作。与以往单一机制的分析框架不同,通过对两个个案的讨论,研究提出了一个 新的分析框架,即:中国人“我们”概念是在社会情境的启动和价值取向等因素影响之 下,经由相互交织的“关系化”与“类别化”双重过程形成的。

Faced with rapid social transformation, the discipline of social psychology in China needs to choose its research topics from the perspective of both change and culture. A basic issue reflecting precisely these two perspectives is that of the formation of the social psychology mechanism of individual‐group relations, namely the formation of the concept of “us” in Chinese society and culture, as well as the possibility and conditions for the transformation of this mechanism. Exploring this issue will not only help us to understand social cohesion and the logic of group behavior and to discuss the relationship between the state and the individual, society and the individual, and the category and the individual; it will also help cultivate social psychology resources and support systems at a time of social transition, and thus promote social cooperation.. Unlike previous analytical studies that focused on a unitary mechanism, this study uses the discussion of two cases to put forward a new framework for analysis: that is, the Chinese concept of “us” comes into being through the mingling of “guanxilization” and “categorization” under the influence of social context priming, value orientation and other factors.  相似文献

The paper explores the longitudinal changes of emotional well‐being of Chinese oldest old adults (80 years or older) and discloses significant factors that influence the trajectories, with a focus on the differences between those residing in rural and urban settings. Data were derived from three waves (1998, 2000, and 2002) of the Chinese Longitudinal Healthy Longevity Survey (CLHLS), which was carried out in 22 of the 31 provinces in China. We used hierarchical linear modelling to examine how the well‐being of 2490 older adults changed over the three waves of the survey. Results indicate that urban residence and greater involvement in social activities predicted an increase in well‐being over time. Participants with lower cognitive functioning and poorer self‐rated health at baseline tended to show improvements in well‐being over time. Rural oldest old adults were found to report decreases in well‐being, in contrast to an increasing trend found for urban oldest old adults. This finding lends itself to an important conclusion that more social services or formal support should be provided for older adults in rural areas in China.

本文探讨了中国的老年人((80岁或以上))跨时间的情绪变化,并揭示当中具有影响力的重要因素,尤其是农村和城市之间的差异。数据主要来自三次((1998年,2000年和2002年))对中国22个省份进行的中国高龄老人健康长寿基础调查((CLHLS)。作者用了分层线性模型去研究2490名老年人在三次调查之间的情绪变化。结果发现,居住在城市和积极参与小区活动对老人的情绪有正面的影响。认知功能较低和对自我健康评分较低的研究对象往往随时间的推移表现出有所改善。报告发现农村的老年人认为幸福的愈来愈少,相反,在城市的老年人中则有上升的趋势。这一发现本身的一个重要结论就是应该为中国农村地区的老年人提供更多的社会服务。  相似文献
