This article draws on interviews and ethnographic research conducted in early 2010 in a Cape Town township to study the establishment and first stages of a newly formed organisation representing the interests of foreign nationals. It examines how and to what extent its early work has shown the potential to prise open alternative spaces for its members to participate meaningfully in local affairs without being “captured” by South African interests. Faced with intergroup distrust and the considerable pressures to assimilate into the prevailing political culture, the newly formed organisation adopted what I term “negotiated denizenship” as a distinctive tactic of belonging in an environment in which foreign migrants must earn access to certain basic rights and resources. By simultaneously engaging with existing nodes of authority in the community and establishing their own resource node, early evidence suggests that foreign migrants might be able to gradually influence local events and help to improve intergroup tolerance in the community.  相似文献

This article provides an assessment over time of the incidence of newspaper-reported Internet-initiated sexual assaults among U.S. adolescents undergoing adjudication from 1996 to 2007. Of 812 newspaper reports of adjudicated Internet-initiated sexual assault, most (79.2%) victims were female, and the median age was 14 years. The incidence rate of these reports increased over the 12-year period for females but remained steady for males. The frequency of these assaults was much less than reported for other types of sexual assaults in this age group. These estimates hopefully will assist in a greater understanding of these assaults, aid in interventions to decrease their occurrence, and guide effective policymaking that will reduce all types of sexual assault among adolescents.  相似文献

This article analyses the framing in four British and American newspapers of the second-wave feminist movement during its most politically active period (1968–1982). Using content and critical discourse analysis of 555 news articles, the article investigates how movement members were represented, what problems and solutions to women's oppression/inequality were posed and whose voices were used. This paper identifies: opposition to the movement, support for the movement, conflict and movement defined in terms of its goals. In addition to exploring nuances in coverage across time and space, we use a feminist perspective to make political statements about how gendered hierarchies function through media discourse, and argue that the circulation of patriarchal and capitalist ideologies worked to prevent women's equal partnership with men in both countries.  相似文献

This article explores relationships between sport and the construction and expression of collective identities in the Basque Country of northern Spain. It focuses on the period between the restoration to the Bourbon monarchy in 1876 and the outbreak of the Spanish Civil War sixty years later, which was transitional in economic, social and political terms, with pockets of rapid industrialization and the rise of Basque nationalism. It identifies three kinds of relevant sporting cultures: the traditional, local and popular; the adaptive traditional which embraced the new worlds of commercialised leisure; and the imported codified sports, whether elite or commercial, from lawn tennis to football. A key conclusion is that, here as perhaps elsewhere, the new sporting cultures did more to divide the Basques than to unite them.  相似文献

We examine the effect of parental employment on child health as measured by children’s percentile body mass index (pBMI). Our investigation reveals that hours of parental employment are important determinants of child health. We find a highly significant role for the influence of fathers’ hours of work on the pBMI. Given that work hours of both mothers and fathers impact child health, ignoring parents’ joint decision making in child health production may lead to biased results. Additionally, we conclude that parental work hours may impact both the quality and quantity of time that parents spend with their children. Specifically, we find that shared parent–child activities such as building or repair work, and reading influence childhood obesity.  相似文献

This article examines the trope of the ‘modern miss’ in Drum magazine 1951–1970 as a locus for debate over South African urban modernity. At the centre of Drum’s African urbanity was a debate between a progressive, positively ‘modern’ existence and an attendant fear of moral and social ‘breakdown’ in the apartheid city. The trope of the ‘modern miss’ drew upon both discourses. Drum’s fascination with the ‘modern miss’ reached a peak in the years 1957–1963, during which time she appeared prominently in the magazine as a symbolic pioneer of changing gender and generational relationships. However, this portrayal continued to coexist alongside the image of young women as the victims of moral degeneration. The ‘modern miss’ was increasingly differentiated from adult women within Drum’s pages, which distanced her from the new space won by political activists. By examining constructions of young womanhood, this article points to the gendering of ‘youth’ at the intersection of commercial print culture and shifting social relations in mid‐twentieth‐century South Africa. It is also suggested that understanding the social configurations of Drum’s modernity illuminates the gendered and generational responses of formal political movements as they conducted their own concurrent debates.  相似文献

Although the urgency with which the Dutch East India Company administration at the Cape built defensive works was a direct result of their fear of attack from both land and sea, there was an additional imperative, for the Castle at Cape Town stood as a symbol of Dutch colonial aspirations. In this paper, we compare written and material texts of one part of the Castle's architecture to show firstly, how the discordances between such sources can reveal an underside of early colonization and secondly, how the Castle moat, in the seventeenth century a stamp of aspirant power, was by the mid‐nineteenth century a dump and a public nuisance.  相似文献

A case study in Cape Town, South Africa, explores the right to health for signing Deaf 1 1. By Deaf (capitalised) we understand those permanently sensorily disabled people who are born deaf or who become deaf as children and whose first language is sign – South African Sign Language (SASL) in this country. View all notes patients attending health services and who are unable to communicate in a language they understand. It argues that, without language, Deaf South Africans’ dignity and right to health is violated, resulting in serious consequences such as incorrect diagnosis, improper treatment and standard of care not being applied. It critiques the provisions of the Convention on the Rights of Persons with Disabilities (CRPD) and the limits of General Comment 14 of the International Covenant on Economic, Social and Cultural Rights. The paper demonstrates that Deaf patients do not have informational access to healthcare. It argues that language via professional interpreter services is essential to their South African constitutional right of access to healthcare. General Comment 14 addresses informational accessibility, but this is insufficient without addressing language as a pre-requisite. The CRPD imposes on the South African government human rights obligations to provide professional interpreter services for Deaf people, but unfortunately it allows a loophole by enabling cost to serve as reasonable grounds to defer action.  相似文献

ABSTRACT

This article examines the transformation of the sociocultural meanings of manufactured goods in the production and consumption relationship between Britain and Australia. A survey of methodological approaches to material culture shows how the dominant research focus on the visible features of design, such as form and style, have obscured less visible feature of production and consumption such as class, labor, and economics. Using the discourse of trade and consumer choice in Britain and Australia, case-study material on furniture highlights the dynamic relationship between the style, form, cost, and the labor of production, and issues of class and national identity. The objects under consideration are suites of domestic furniture designed for colonial Australians in the late nineteenth century. Moreover, at this point in history, furniture was designed, made, and marketed to variously reinforce and challenge social and economic relationships between Britain and Australia. The analysis of this case-study material has wider implications for the study of historic and contemporary material culture in local and global contexts, particularly where substantial political and economic co-dependencies exist between producers and consumers.  相似文献

Abstract

The emergence of a Soviet preservationist movement, which gained institutional coherence in the mid-1960s, appears to stand at odds with the ideas of rationalization and standardization that informed the Khrushchev-era urban development programme. Yet, as I argue in this article, these two strands of post-Stalin era Soviet culture were not as antagonistic as they may first appear. In Khrushchev’s Russia, the preservation of architectural heritage was rationalized as a means of strengthening the foundations of Soviet society by rooting it in the national past. Rather than detracting from the goal of building communism, cultural heritage was made an integral part of that process, a focus of national pride and source of social solidarity.  相似文献

In early November 1914 the German military authorities ordered the internment of all British male civilians aged between 17 and 55 then still resident in Germany. Over four thousand British subjects were affected by this measure. This article examines the domestic political background to the decision in favour of internment, focusing on the role of public opinion and of competing voices within the German war leadership. It also looks at attempts to negotiate the release and exchange of civilian prisoners after 1914. Internment was supported by the military and by most sections of the middle-class press. While partly a reaction to similar measures against Germans in Britain, it also reflected the government's growing frustration at the failure to achieve victory in the opening months of the war.  相似文献

In a number of countries in Western Europe and in North America homelessness has come to the fore once again over the last 15-20 years, a fact to which many books and surveys bear witness. In a number of countries, organizations have been formed both for and by the homeless.1Newspapers sold on the street to promote the cause of the homeless are becoming an increasingly common sight.2Despite this trend there is at present still no generally acknowledged explanation of the cause of homelessness and we do not know whether the causes are the same in the social democratic European welfare states, in the USA and Canada, or in countries with a poorly developed welfare system. Nor do we know whether homelessness for the individual is a short-term or permanent state. This article highlights Swedish homelessness. It is based on the results of a research project which I ran from 1993 to 1998.3The article has three objectives. First, I wish to provide a brief presentation of the issue of Swedish homelessness using, among other things, a study of how the media have dealt with the issue. Secondly, I wish to discuss the pattern of homelessness in Sweden and provide an explanation of why the length of homelessness varies. Thirdly, I wish to highlight the question of how we explain why people can be homeless in a country where social welfare and housing policies have, decade after decade, been directed at eradicating housing problems. The last two questions were highlighted in a case study conducted by me in Malmö, the country's third largest city.  相似文献

South African child sexual abuse workers active in low-income communities bear witness to stories of sexual and physical abuse, neglect, pervasive deprivation, and violence. North American, British, and European workers’ emotional experiences have been captured in the literature, and a gap remains to be filled by those of their South African colleagues. This research aims to focus on the emotional experiences of social workers who engage therapeutically with sexually abused children in the Helderberg basin of the Western Cape, and resonate in some way with readers working in situations of poverty and trauma in other parts of the world. This study employed an explorative inductive research method, and followed a critical realist and contextual constructionist approach. Multiple-case study data collection took place by means of semi-structured interviews with social workers who engage therapeutically with sexually abused children. Data were examined by means of thematic analysis, and psychoanalytic theory was employed to analyse defences that surfaced during interviews. There were similarities in emotional experiences between South African participants and their abovementioned counterparts. The research also identified salient features of working with child sexual abuse in South Africa. The emotional experiences of doing such work, coupled with participants’ ways of managing sexually abused children’s material, gave rise to possible vicarious traumatisation symptoms and allowed for a psychoanalytic understanding to be put forward. The research also reports on useful measures that might enable individuals to continue interventions. To enable ongoing effective therapeutic engagement, social workers should have access to opportunities for acknowledging countertransferences and processing dynamic material defended against. The research contributes to knowledge of working in South Africa by exploring the emotional experiences of those who help sexually abused children daily, and by investigating the psychological impact prolonged therapeutic engagement has on workers active in Western Cape low-income communities.  相似文献

Conclusion This article began by noting that certain current theories of rural violence, predicated upon the demise of the peasantry, are of limited applicability to China. However, it is not my intention to argue that China scholars should therefore feel free to ignore general theories altogether. Quite the contrary. As the preceding discussion has tried to show, general theories are of considerable value in illuminating our understanding of specific cases of raphy cleaves to a rigid five modes of production approach, in recent years alternative arguments have gained some currency. The least innovative of these alternatives is a resurrected Asiatic Mode of Production theory, an approach whose main appeal lies in its claim to Marxist legitimacy. Though Marx and Engels should be credited for the recognition that hypotheses developed to account for West European history may be ill-suited to explain the social history of India or China, their resort to an Asiatic Mode has, quite properly, drawn criticism. For one thing, Asian societies differed markedly among themselves. For another, the allegedly despotic political systems of Asian countries did not in fact prevent substantial socioeconomic change over time.Despite these familiar criticisms, however, in some respects the theory is of interest to the student of China. As Marx described it, the foundation of Oriental despotism was actually collective property, in most cases created through a combination of manufacture and agriculture within the small community which thus becomes entirely self-sustaining... The key to a powerful state, in other words, was the strength and isolation of local corporate communities. The theory is interesting for the attention it focuses upon two elements: the state and local collectivities.Recently in China, a number of theorists - while rejecting many of the assumptions of the Asiatic Mode - have nevertheless retained its concern with state and local society. Some theorists, characterizing the Chinese polity as an ultrastable system (chaowending xitong), have stressed bureaucratic continuity. They emphasize the homeostatic properties of the imperial political system: flexibility provided through peasant rebellions, migration, partible inheritance, and the like. Such safety-valves, these theorists suggest, allowed periodic changes in the ruling elite, but no fundamental alteration of the strong state structure itself.Other theorists, emphasizing China's small-peasant economy (xiaonong jingji), look to the peculiarities of traditional Chinese agriculture for the key to her historical experience. Chen Ping, for example, identifies the Chinese concentration on grain production, in contrast to Europe or the United States where grain production has been balanced by animal husbandry and forestry, as a critical factor. By his account, the mixture of agricultural pursuits in the West encouraged a division of labor, commercialization, and scientific progress. The Chinese system, by contrast, stunted such developments and served instead as a secure foundation for landlord-bureaucratic domination. According to Chen Ping, it was small-peasant agriculture that constituted an ultrastable economic structure (chaowending de jingji jiegou). Although particular dynasties came and went in periodic peasant rebellions, the limiting economic system continued to reproduce despotism. Chen Ping's lessons for contemporary China are basically economic: utilize the international market, diversify beyond grain production to develop an ecologically balanced agriculture, encourage a type of industrialization that complements agricultural needs.Though the critique presented by the small-peasant economy theorists remains largely in the realm of economics, another group offers a more directly political challenge. These are the writers who characterize contemporary China as operating under a system of agricultural socialism (nongye shehuizhuyi). According to their analysis, the persistence of small-scale production has given rise to a pernicious bureaucratism that permeates all facets of socialist China. Cadres - chosen for their peasant class origins rather than for any expertise - are said to operate by principles opposed to economic progress. Administrative fiat, maintained by political force, overshadows efficiency as the criterion of operational feasibility. While arguing that the root of the problem lies in small-scale peasant production, the agricultural socialism critics insist that bureaucratism has become a major barrier to further development.Limited as these various formulations are, their attention to state and local peasant society resonates with a central theme of this essay. Much more research is needed to delineate the precise structure of state and local collectivities, interactions between them, and variations over time and from one geographical setting to another. But eventually such work promises to take us nearer to the reality of the Chinese case than we can hope to approach through the wholesale transfer of theories devised to explain quite different historical developments. The peasant studies school, whose central thesis hinges - ironically enough - on the demise of the peasantry, offers but partial explanations for a society whose peasants refuse to die.
