This article aims for a deeper understanding of an emerging urban-political culture that interweaves digital platforms and urban spaces, institutions and the extra-institutional. It explores political possibilities and limitations of urban activism in the context of ‘creative city’ oriented policy-making in Istanbul, Turkey. My approach highlights the production of agency/disempowerment and solidarity/isolation through socio-technical networks that assemble multifarious issues of concern and care. Activist strategies in Istanbul engaged the productive tension between (1) biopolitical apparatuses introduced with ‘creative city’ governance that extract value from the creative production and cultural participation of citizens and (2) the disregard or devaluation of citizen bodies in socially exclusive processes of urban transformation. The struggle over the impoverished Romani neighbourhood Sulukule, which faced demolition, introduced a mode of urban activism consisting in the appropriation of organizational techniques and regimes of value and visibility of Istanbul's ‘creative city’ governance apparatuses. Repurposing place branding for a technique of networked self-organization and claiming brand value for the deprived neighbourhood, activist practices transfigured the place brand into the anti-brand and nonbrand as well as into tags, queries and addresses operating in digital space. This article analyses Sulukule's struggle – and its connections and disconnections to other struggles – to explore activism's potential to challenge stratifications and inequalities between people and places engendered by ‘creative city’ projects, which themselves are often implicated in exclusive urban transformation processes.  相似文献

Independent migration to Hanoi has surged dramatically over two decades of deepening market reforms, blurring the distinctions between urban and rural lives once maintained so carefully by the Communist Party of Vietnam. However many urban migrants face ongoing legal and social obstacles in Hanoi, tied to an outmoded system of household registration (ho khau), and widespread anxieties about the ‘floating population’ threatening to overwhelm the city. This article shows how one group of ‘unofficial Hanoians’—migrant motorbike taxi drivers from Nam Dinh Province—navigate a system of differentiated urban citizenship by forging communities and mutual assistance networks around shared ‘native places’ (que huong) to find employment, housing and social support in the city. It also reveals how Hanoi's marginal urban spaces—home to entrenched migrant communities of ambiguous legality—emerge as key arenas in the negotiation of Vietnamese citizenship, forcing national leaders, city officials, landlords and residents to grapple with questions of free movement and the rights of rural citizens to transgress urban space.  相似文献

Ahmedabad, Gujarat, is one of the fastest growing cities in the world, and a reflection of India’s story of exclusionary economic growth. This article focuses on research carried out with women construction workers with the help of a migrant construction workers’ union in Ahmedabad. It describes the method used by women members of the union to make visible their experiences as migrants in the city – with men, local authorities, and employers – to highlight the additional burdens that they bear due to a negligent state and industry, advocate for better working and living conditions, and raise consciousness of gender inequalities that need to be integrated into the demands of the workers’ union.  相似文献

In this article we examine the non‐economic, emotional meanings that men's economic migration has for the wives and mothers who stay in two rural communities in Honduras. Combining the literature on economic sociology and on the social meanings of relations within transnational families, we identify three areas that allow us to capture what the men's migration means for the women who stay – communication between the non‐migrant women and migrant men, stress and anxiety in women's personal lives, and added household responsibilities. Through interviews with 18 non‐migrant mothers and wives and qualitative fieldwork in Honduras, we find that women's interpretations of men's migration are not simple, black‐and‐white assessments. Instead, these are multifaceted and shaped by the social milieu in which the women live. Whereas the remittances and gifts that the men send improve the lives of the women and their families, these transfers also convey assurances that the men have not forgotten them and they become expressions of love.  相似文献

ABSTRACT

The implosion of popular struggles against the erosion of economic and democratic rights in the Middle East has thrown into sharp relief the co-constitutive character of neoliberal reforms and authoritarian state practices. This article zooms in on this relationship, and traces the consolidation of a core component of authoritarian statisms by examining how the ruling AKP government in Turkey has facilitated executive centralization. This process refers to a form of state restructuring whereby key decision-making powers are increasingly concentrated in the hands of the central government while democratic avenues to contest government policies are curtailed through legal and administrative reforms, and the marginalization of dissident social forces. I unpack the mechanisms of executive centralization in Turkey by exploring the transformation of urban governance under AKP rule, which has promoted a spectacular degree of state-led commodification of land and housing while simultaneously recentralizing key decision-making powers. The investigation demonstrates that executive centralization in urban governance has paved the way for the swift implementation of contested urban transformation projects marked by a non-participatory approach to urban ‘renewal’, the reconfiguration of the state’s redistributive function vis-à-vis low-income households, and a tendency to exacerbate existing patterns of inequalities in the housing market.  相似文献

The aim of this article is to explore the patterns of local incorporation of migrant professionals in an urban context. It focuses on Wroc?aw, a Polish city that is not a traditional migration destination. Drawing on qualitative research, the article analyses migrant trajectories of local incorporation in the context of their reasons for relocation, experiences and perspectives. The article shows the irrelevance of ethnic networks for local incorporation. It demonstrates the role played by the workplace and the Internet, which allows forming sociabilities based on commonalities and shared interests, irrespective of cultural differences. It also shows the inconsistency of the city's policies and calls for policy revision. The article concludes that Wroclaw's policy seems not to correspond with the specificity of professional migration. It is argued that the city's policy is based on sedimentary and assimilationist logic that does not take into account migrants’ reasons for relocation and perspectives.  相似文献

This article argues that since the recovery of democracy in Chile in the early 1990s, the state has been reshaping the Indigenous socio-political landscape by adopting neoliberal multiculturalism as a governance model. By not posing significant challenges to the state's neoliberal political and economic priorities, Indigenous cultural activity has been carefully channelled to meet state expectations of what constitutes urban indigeneity. Drawing on the minority and multicultural studies literature and ongoing ethnographic fieldwork, this article analyses how Mapuche civil society navigates the complexities of two relational models of state/ethnic minority interaction: ethno-bureaucracy and strategic essentialism. Although Mapuche associations have tried to accommodate their interests within the limits of neoliberal multiculturalism, the article argues that this governance model has established incentives for inclusion and exclusion in the socio-political apparatus, resulting in a fragmentation of the Mapuche associative landscape in urban Chile.  相似文献

The 1920s was the era of the city. The urban population of the USA for the first time exceeded the population of rural areas and the nascent institutions of city life were flourishing. This article discusses the urban ethnography of the era with a focus on the way women and work was conceptualized, especially how ‘the city’ figured in explanation. Three ethnographies are examined — Frances Donovan's The Woman Who Waits (1920) and The Saleslady (1929) and Paul Cressey's The Taxi‐Dance Hall (1932). Donovan and Cressey presented their empirical material to show that the so‐called working girl faced a multifaceted world of opportunity in employment, not of disadvantage, as commonly emphasized in today's ethnographic studies of women and work. The conclusion reflects on the past, present and future in terms of the city's explanatory prominence in various eras.  相似文献

While recent scholarship on migration has reflected growing attention to gender and to the intersectionality of race, gender and sexuality, there has been little focus on women’s emotional and bodily responses to migration in the context of larger structures of sexism, racism and the legacies of colonialism. In this paper, I examine some literary portrayals of how migrant women’s relationships with specific places of origin and settlement, both steeped in structural relationships of unequal power and experienced on an immediate, psychological and bodily plane, are fundamental to migrant women’s changing sense of belonging and identity. Jamaica Kincaid in her novel Lucy, Tsitsi Dangarembga in her novel Nervous Conditions and Dionne Brand in the opening poems of her volume No Language is Neutral evoke some of the complex ways in which migration can affect women’s lives and identities, thus both complementing and critiquing some contemporary theorisations of migration and migrant identities.  相似文献

ABSTRACT

The circular economy (CE) has become a matter of urban development. A literature review shows that the CE debate is biased toward technology-driven industrial change, while bracketing broader socio-political interests. We address this gap by exploring the political economy of scale of the CE. Looking into the case of Brussels (Belgium), a city that has recently adopted the CE as part of its socio-economic strategy, we explore how the anticipated transition to a ‘circular city’ chimes with long-standing urban development agendas. While there is little evidence of stable growth coalitions between corporate and political elites, we argue that the CE provides an ‘urban sustainability fix’ by selectively incorporating ecological goals in urban governance strategies. We further scrutinise the landscape of diverse and heterogenous CE practices in food and transport, highlighting how they are regulated and organised, what labour conditions they offer, and how they are anchored in urban space.  相似文献

ABSTRACT

Babies born ‘out of place’ to migrant mothers pose a challenge to states seeking to restrict access to migration and citizenship. In places as diverse as Texas, Tel Aviv, and Santo Domingo, policymakers have been modifying administrative requirements to limit access to birth certificates for babies born to migrant women with temporary or irregular status as a measure aimed at discouraging their permanent settlement. This raises concerns regarding the gendered ways in which women can be controlled via their reproductive lives when childbirth is made a juncture of migration enforcement, and children’s right to an identity and a nationality violated as a result. Rights advocates are pushing back against this practice using existing human rights frameworks. This article provides an overview of what birth registration as a bordering practice looks like so that scholars, policymakers, and practitioners around the world can recognise and resist it. It focuses on the case of the Dominican Republic’s denial of birth certificates for people of Haitian descent, and an action-research project aiming to facilitate access to the Dominican civil registry for children of mixed couples (migrant mother and Dominican father). It concludes by highlighting the implications for the babies born ‘in between’ – who are at risk of statelessness and other rights violations – and pointing to international frameworks for upholding children’s right to a nationality.  相似文献

Building on empirical research into translocal connections among world port cities in addressing shared challenges of climate risk mitigation and adaptation, in this article I review two widespread tendencies in urban studies – methodological city‐ism and methodological globalism respectively – as a springboard for articulating a methodologically cosmopolitan alternative. This alternative, I argue, involves epistemological issues of how to interrogate ‘the urban’ as assemblages that constitutively draw together the near and the faraway, as well as more practical issues of mobile, multisited, and comparative urban research methods. Empirically, I compare the ways in which urban actors stage global climate risks on the waterfronts of four world cities – Hong Kong, Rotterdam, Yokohama and Copenhagen – to argue that such a comparative tactic of variable ‘riskscapes’ helps situate Ulrich Beck's notion of urban cosmopolitan risk communities more thoroughly into urban studies. In such ways, I suggest, Beck's methodological cosmopolitanism is germane to studying ongoing and far ranging transformation in world political geography, in which transurban networks, communities, and governance arrangements come to complement nation‐state centred institutions. Such conclusions must be tempered, however, by the deployment of Beck's equally strong impetus towards comparative attention to the varieties of second modernity; and doing so, I conclude, aligns well with ongoing transformations in urban studies itself.  相似文献

This article explores the dynamics of personalised faith in the lives of minority and migrant Muslim women. Research that localises women's understandings of faith contrasts with the considerable literature that focuses on the transnational, politicised character of religion, as well as the discourses that examine religion as a form of gendered patriarchy. This article is a contribution to research that approaches gender and religion from a localised perspective. Drawing on the notion of ‘third space’, this discussion provides ethnographic narratives of Muslim women in New Zealand, focusing on four specific women. Each woman's story illustrates the significance of faith in her life, and demonstrates the unique, and interactive, ways that faith creates new meanings and interpretive possibilities in local contexts, as well as providing emotional solace and a source of coping with wider life stresses.  相似文献
