Community violence that spills over to the workplace is substantially impacting the quality of work/life in South Africa. Gold mining is one of the country's leading industries and also one of the most dangerous. This article analyses the relationship between the state and the nascent African trade unions in South Africa between 1918 and 1948. It shows how the government's attempts to deal with African workers separately from white workers became increasingly difficult during this period. Pressures from African unions themselves, from liberal groups and from the increasingly important role played by Africans in the economy, forced the state to seek a coherent way of handling African trade unions. The paper shows how the state was divided over this issue, with Native Affairs and Labour Department officials conflicting with each other and with government ministers. Although the cabinet held ultimate power within the state, civil servants played a significant role in shaping government policy and determining how it was implemented. The paper concludes that, although circumstances have changed greatly since 1948, the pre‐apartheid era has important lessons for state/organised labour relations in the post‐apartheid South Africa which is currently taking shape.  相似文献

The steady growth of Chinese migrants to South Africa in the past decade provides an opportunity to use Sen's (2001, Development as Freedom. Oxford: Oxford University Press) capabilities approach in the field of immigration. This theoretical framing reveals that the Chinese employ, what I call, a small pond migration strategy – utilizing mobility to maximize their social, economic, and human capital. I argue that the Chinese move to South Africa because of a desire to venture out of China and pursue freedoms associated with being one's own boss. Once in South Africa, they choose to stay because of comfortable weather and a slower pace of life, despite losing freedoms associated with high crime in Johannesburg. The findings suggest alternative ways of understanding factors of migration as well as a model that explains migration from more developed countries to less developed ones.  相似文献

Based on the influence of the contingency factors of inner organizational and external situational factors, contingency theory of accommodation provides a good explanation for the real public relations practices. A recent series of experimental studies supports the idea that the theory is also applicable in the public's estimation pattern regarding an organization's public relations practices. This survey study is theoretically important when examining and sorting out significant factors in the real population of a notable public diplomacy domain. That is, this research examines how the South Korean people perceive the contingency factors and how people estimate the South Korean government's stance toward its opposing public, North Korea. The regression model of perceived contingency factors and stance estimation was generalizable in the population of this study (R 2 = .279). The most influential perceptual predictors in the model include: the North Korean leader's preference for the South Korean president, the relative power of South Korea, the level of commitment of North Korea, the South Korean president's preference for the North Korean leader, the US government's support for the South Korean policy toward North Korea, the South Korean government's certainty to deal with the North Korean military threat, situational difficulties, the South Korean government's knowledge and skill to deal with the threat, the situational duration of threat, and the South Korean president's relation-oriented leadership. Finally, this study discussed practical implications for the government practitioners.  相似文献

This review of the dynamics of international migration in Southern Africa focuses on four aspects of labor migration: 1) while migrant workers suffer from discrimination and lack of protection, there are few alternatives for them; 2) the regulations imposed by the Chamber of Mines in South Africa favor the mining industry at the expense of the workers; 3) worker supplier states have few options for negotiating a commercialized migration policy to achieve economic benefits; and 4) foreign mine workers must unionize in order to escape perpetual subordination. The review opens with a consideration of how migrant mine workers from Botswana, Lesotho, and Swaziland have provided a source of cheap labor which has enhanced the economic prosperity of South Africa. The role of the Chamber of Mines in regulating the supply of labor and employment policy for its members is described. Attention is then turned to Lesotho where land pressure has exacerbated poverty levels. Large-scale migration has led the citizens of Lesotho to consider it a place to live or retire to, not a place to work. Labor migration from Lesotho is organized, is supported by the government, is recurrent, and remains a viable alternative despite faltering demand. The discussion of Lesotho includes a consideration of its political, economic, and demographic situation as well as of ecological factors. Briefer analyses are then provided for Botswana, Swaziland, and Mozambique. The receiving country, South Africa, is shown to be suffering a decline in economic growth which is marked by widespread unemployment. More than 250,000 Whites are prospective emigrants from South Africa. After considering the issues surrounding refugees, regional concerns created by changing economic and political scenarios, and labor strategies which could be adopted by supplier states, the report reiterates a series of recommendations which arose from two major conferences on the problem of unemployment. It is concluded that the tendency to emigrate is fostered by landlessness (Lesotho), surplus labor (Botswana and Swaziland), and political and economic underdevelopment (Mozambique). In order to redirect migrant flows, policies must address labor migration, political refugees, urban-rural dynamics, job-creation, income distribution, and democratization.  相似文献

One of the most valuable features of Capital and Ideology is its concern to take history seriously and consider how the emergence of different political and economic regimes relate to discourses about fairness and justice across time. This paper pushes this agenda further by acknowledging that the experience of a few developed nations should not be taken as the template for the generalized study of inequality dynamics across time and space. In this paper, we interrogate Piketty's analysis and policy proposals against specificities that are central to understanding the production and reproduction of inequalities within South Africa. We reflect on the South African case, the structure of inequality and its changes since 1994. We review a battery of policy interventions that have been implemented to address inequality in the last 25 years. We emphasize that the long shadow cast by centuries of colonialism and various forms of apartheid strongly affirm Piketty's emphasis on understanding history. But this is both affirmation and critique given the foundational, imbedded impact that this specific legacy has had on post‐apartheid society and its policies. Piketty is aware that the levels of inequality in South Africa are so high that this is “unknown territory.” We map out some of this territory to reveal how these extreme initial wealth and racial inequities inform the reproduction of inequalities in all dimensions and undermine well intentioned policies. We claim that understanding extractive histories, imbedded wealth inequalities, and complex social and political institutions allows us to understand and confront some of the reasons why even in light of progressive policies, many of which are in line with the proposals from Piketty, government interventions have thus far failed to reduce inequality.  相似文献

In May of 2008, a wave of xenophobic violence erupted in South Africa resulting in the displacement of thousands of ‘refugees’ who ended up in government-established ‘safety camps’. Due to the lack of an adequate response by government and the United Nations, the Treatment Action Campaign (TAC), a South African AIDS activist organisation, began providing relief to the displaced population. In this paper, we are interested in investigating the ‘biopolitical technologies’ used by the TAC in their response to this crisis. We argue that the TAC's approach to providing humanitarian aid to refugees in Cape Town drew on both the organisation's own archive and repertoire of activist techniques and practices and the biopolitical toolkit deployed by international agencies such as the United Nations High Commission for Refugees. The outcome of this cross-fertilisation, we argue, was a hybrid assemblage of tactics and techniques that did not conform to the characterisation of humanitarian aid as simply another kind of bureaucratic antipolitics. The case study draws attention to the ways in which the TAC sought to ‘empower’ refugees and non-nationals as well as pressure and leverage the South African state into responding to the crisis, and thereby fulfil its pastoral role as ‘the watchful shepherd’ and the protector of human life.  相似文献

Some have argued that U.S. firms should disinvest from South Africa as a means of putting pressure on the South African government to end apartheid. This argument, however, may ignore a dynamic of change in South Africa in which U.S. firms have played and are playing a large role: South African industrial relations have undergone significant evolution since 1979, the year in which major changes were introduced in that country’s labor legislation. Partly a result of these changes, black trade union membership has increased by 800 percent since 1979. By virtue of its unique exposure to varied constituencies, the multinational subsidiary in both home and host countries can be viewed as an agent of sociopolitical change in South Africa. After the African National Congress’ (ANC’s) political and military structures within South Africa were destroyed by police repression in the mid‐1960s, there was a hiatus of a decade before the movement could contemplate resuming military operations within South Africa. By the mid‐1970s, the ANC found that the events that made this resumption possible also severely constrained its scope for action. While Mozambican independence gave the ANC a common border over which it could conduct attacks into South Africa, restrictions imposed by Mozambique’s government limited the ANC’s freedom to use the border in the same way that other African liberation movements had done in their struggles. This article argues that the ANC’s focus on military operations deep within the South African interior limited the ability of its rear bases to supply internal military units and thus made its army dependent on underground political structures for sustenance. The article explains how the absence of such structures resulted in significant casualties and contributed to the ANC’s decision to convene a review of strategy in 1978.  相似文献

This article argues that twenty‐first century fascism is variegated and shaped by complex socioecological conditions. While enabled by the specific conditions of contemporary capitalist crisis, it is actually different from its antecedents. This requires actual in situ case studies. Hence, this article focuses on the Economic Freedom Fighters (EFF) in South Africa and explores its emergence in the conjuncture of hegemonic crisis faced by the ruling African National Congress. Moreover, the article challenges current liberal classificatory discourses that seek to define the EFF in South Africa's democratic order and also revisits the history of fascism from a decolonial perspective. It is argued there where two moments of fascism in the twentieth century, interwar fascism, and militarized fascism in the peripheries supported by U.S. imperialism. The EFF does not share anything in common with these twentieth century fascisms and therefore has to be analyzed and explained on its own terms.  相似文献

This article explores some of the issues underpinning the development of a British Council funded Higher Education Link between the University of the Western Cape, South Africa and University College Chichester, England. The Link began in 1999 and finished in 2005. The focus of the Link was child protection. The initial emphasis was on developing national multidisciplinary child protection training programmes within South Africa. Latterly this has expanded to encompass the broader concept of child welfare, particularly children's well being and children's participation in both South Africa and England. For both partners the process has been challenging and transforming. The article reflects on the initial objectives of the Link programme and analyses lessons learned both professionally and personally for the South African and English authors.  相似文献

In recent years there has been a massive influx of aid to civil society HIV/AIDS work in Africa. Drawing on fieldwork in Rwanda, this article explores, through a governmentality perspective, the rationalities and technologies of government that accompany the new funding schemes. The paper feeds into contemporary debates on the relevance of governmentality studies in Africa and on the complicated relationship between state, civil society, and international donors in the particular context of Rwanda. Despite the country's known record of authoritarian politics, the paper argues that Rwandan civil society organizations are in fact largely subject to advanced liberal rule, rendering them responsible and active in their own government. This global governmentality, in turn, unfolds through a post-political machinery that effectively blurs boundaries between international donor, state, and civil society institutions. Ultimately, this means that researchers interested in resistance must be prepared to extend their visual field considerably.  相似文献

Towards the end of the 1970s political and economic tensions in South Africa precipitated a crisis of the State. In response to this, the last few years have seen an unprecedented attempt on the part of the government to restructure racial capitalism in South Africa. While reforms have left virtually no aspect of government policy untouched, this paper explores one particular and vital aspect of policy reform: that of urbanisation policy and regional development. It is frequently the case that internationally accepted regional development and settlement strategies, first, are adopted by governments for political rather than for developmental reasons and, secondly, are unable anyway to stimulate processes of regional development. The reasons for this relate not only to the biases which occur in the application of these strategies, but also to a failure to understand or to confront the real and complex developmental problems of the areas in which they are implemented. The case of South Africa clearly demonstrates these issues.  相似文献

An outbreak of monoplane sightings within British South Africa during 1914 is examined as a case of mass hysteria. The incident is used to evaluate the utility of Smelser's category of the negative or hostile hysterical belief manifestation within Smelser's value-added theory of collective behavior, namely: structural conduciveness, structural strain, growth and spread of a generalized belief, mobilization of participants for action, and inadequate measures by agencies of social control. Each of these was found to be present during the period immediately prior to and encompassing the collective episode, thus supporting Smelser's explanation. However, Smelser's objectivist approach labels collective behavior as irrational and is limited beyond providing a general ordering of conditions involved in a particular collective action.  相似文献

This article draws on ethnographic research with children and their caregivers to explore the interaction between poverty and the nature and quality of child care in a resource-poor urban community in South Africa. The authors attend to issues such as mobility and “family fragmentation,” the role of the extended family and other networks, and children's contributions to their own and others’ care, all matters that provoke particular concern in the context of HIV/AIDS. The research challenges some of the more conventional interpretations on these matters by pointing to the continuities children experience in what can appear a disrupted care setting as well as the positive aspects of children's involvement in care. It also supports the case for a closer look at men's participation in various child-care roles in a climate where they are often dismissed as absent or unemployed and therefore non-contributory. Future research and policy on child care would benefit from the conceptual approach adopted across this work, which employs a relational lens and encompasses the dynamic contexts in which care is experienced and performed.  相似文献

Interdisciplinary scholarship on America's first ladies is slowly coming into its own both as an independent category of research and as an extension of presidential and gender research. However, aside from a brief review of scholarly literature on Hillary Rodham Clinton's tenure as First Lady (Watson 2000a), no one has systematically reviewed the research to date to ascertain what work has been accomplished and where more scholarly attention is needed, vis-a-vis this burgeoning sub-field of American government and politics. This paper reviews the changes that have taken place in the field of guidance given to the family in Africa in the last one hundred years. It distinguishes several eras in ideas about the family and ways of working with the family in Africa. It traces adaptations in both orientation and technique made by contemporary family therapists in Africa to respond to the changing needs and problems of today's African client family. It is over six years since the World Bank and the IMF started promoting a PRS approach to development management in low‐income countries. The 2005 review endorsed the approach, but highlighted the need for a renewed focus on the principles underpinning it: country ownership; results orientation; comprehensiveness; partnership focus; and long‐term outlook. Uganda is often hailed as one of the best PRS performers. This article finds that Uganda's Poverty Eradicaton Action Plan (PEAP) has brought significant gains to development management, but that its performance against several of the PRS principles is disappointing. A return to these principles could improve the practice of the government and development partners around the PEAP – a finding likely to be applicable to many countries implementing a PRS.  相似文献

A meaningful discussion about the democratic limit or boundary is only now beginning. Martha Nussbaum's call for a world citizenship in response to the terrorist bombings of 9/11 has animated this conversation in the USA. In South Africa, the political transition from apartheid to democracy keeps running-up against the substance of the ‘people’. In the absence of any ‘traditional’ unifying principles (of language, culture, religion, race and so on), the identity of South Africans is elusive. We might note too that much of the cosmopolitan literature on democracy appeals to a shift in scale, from the territorial state to the world or globe or even planet. One of the key gaps in democratic theory, however, has been its failure to conceptualize such a limit. How can democrats discriminate between citizen and non-citizen without being discriminatory? This is the question that this article seeks to address. It does so by following a major development in the work of Ernesto Laclau – from his collaboration with Chantal Mouffe in their groundbreaking work Hegemony and Socialist Strategy to his most recent book On Populist Reason.  相似文献
