The 2001 pension reform act (“Riester reform”) has recast old-age security in Germany by placing more emphasis on private provisions. The new policy draws on markets and competitive structures in social welfare, as done earlier in long-term care and in public utilities. In the social welfare sector in Germany, such privatisation mostly goes hand in hand with a far-reaching “social” regulation of markets. Old-age pensions are the most recent case in point. For the first time, financial markets figure as welfare markets. This is done in the politically most sensitive sector of the German welfare state, old-age security. In theoretical terms, we interpret the change as a structural transformation of German “social capitalism”. Empirically, we investigate the structure of the new welfare market and the attitudes of the providers, based on a survey of all providers of private pensions in Germany. The findings include: (1) Markets can produce the welfare good “income security in old-age” only by way of a complex arrangement of three markets – financial markets, pension markets and markets for financial consultancy services. (2) The pension reform of 2001 has given rise to a new welfare market: an old-age pension market as a distinct sub sector of the wider market for financial investment and saving. The pension market constitutes a new field of business, with new actors, new products and new arenas of competition. The new market is created and shaped by politics. (3) The new private pension market combines market principles with welfare state principles. The providers conceive of their business as contributing to social security, and they recognise that the state sustains and structures the market.  相似文献

Security as a phenomenon has come to occupy increasing social energy and thus merits sociological attention. But the question of how to go about studying “security” is somewhat vexing, because the concept of “security” is both highly polysemous (Ranasinghe 2013) and one that can potentially be located within a wide spectrum of social sites, ranging from the feelings of individuals to the practices of states. I suggest that we must first clarify what we are talking about when we talk about “security.” Here, I present several ideas for fully articulating the concept.  相似文献

For many years, intercountry adoption (ICA) in the United Kingdom was an unregulated, “tolerated” practice which was neither scrutinized nor supported to the degree of domestic adoption. Since 1999, legislative changes have sought to place ICA on equal footing with domestic adoption. This article addresses the extent to which this objective has been achieved through an examination of post-placement support practices and parents’ experiences, preferences, and expectations of support services. The findings of this study indicate that a less proactive, inclusive approach, limitations of professional knowledge and experience, the lack of appropriate services, and families’ support preferences contribute to the persistence of a “two-tier service.”  相似文献

As a result of efforts to end homelessness among U.S. veterans, more former service members are entering permanent supportive housing (PSH). While PSH has been successfully used to house homeless veterans, more research is needed about services beyond housing placement and retention. This study uses the Gelberg–Andersen behavioral model for vulnerable populations to determine associations between predisposing, enabling, and need characteristics and recent service use (i.e., services to satisfy basic needs, occupational development, financial, healthcare, mental health) among unaccompanied homeless veterans (N?=?126) entering PSH in Los Angeles. Among the significant findings, as indicated using univariable logistic regression models, were veterans who had incarceration histories were more likely to utilize basic needs services, compared to those without incarceration histories. Veterans who received an honorable discharge were more likely to utilize occupational development services, compared to veterans with other discharge statuses. Veterans who had a case manager were more likely to utilize mental health services than those without a case manager, while those who received social security were less likely to utilize mental health services compared to veterans who did not receive social security. Veterans who met criteria for a psychological disability and veterans who met criteria for probable PTSD were more likely to use basic needs services and mental health services than veterans who fell below these thresholds. Clinical implications for social workers including “equal access to services,” “enhancing economic stability,” “providing safe and affordable housing with trauma-informed services,” and “training service social workers to deliver well-informed linkages and services” are discussed.  相似文献

Based on ethnographic data on South Asian Muslims in Los Angeles and analysis of publications of the largest Muslim organization in North America, this article shows how Muslim Americans manage their hypervisibility in the post‐9/11 security atmosphere, which has intensified after ISIS terrorist attacks at home and abroad. At the individual level, Muslim Americans try to distance themselves from the “Muslim” label, which associates them with “terrorists.” Instead, many self‐categorize into the seemingly more favorable “moderate” identity, which could sometimes render Muslims politically passive. Contrastingly, Muslim organizations strive to construct a “Muslim American” identity that can allow Muslims to engage in mainstream politics by reframing Islam as compatible with American values. Theoretically, this article engages with the scholarship on security, surveillance, and visibility to show how the observed's visibility is not always only repressive but can also be used to resist imposed categories. However, findings reflect how the racialization of Muslims and the security regime give these strategies a double edge—while providing some advantages, these do little to dismantle Muslims’ hypervisibility and the security atmosphere. Overall, findings shed light on the contemporary issue of Muslim identification—not just in terms of how others see Muslims but also how Muslims see themselves.  相似文献

Two features bear down fundamentally on our current historical occasion: structures of security, and breakdowns of planetary ecosystems. This essay argues that Deleuze is not only tracing a “geophilosophy” (that is, a nonhuman-centered theory of history that includes a geohistory of the planet) that moves from nomadic through State and finally through neoliberal forms that extend beyond the power of the State, but that he is also moving toward a theory of “control” that can teach us a great deal about the rise of the security society and its relation to the anthropocene. More specifically, this essay argues that philosophy is at a moment when the stakes of Deleuze’s conceptualizations of “immanence” have changed. This change hinges on the ecological circumstances of the twenty-first century – a set of conditions considerably underway, involving a course unlikely to change in time to reverse the seriousness of the situation (due in part to the supremacy of a self-destructive international neoliberal politics). The essay concludes by more sharply defining the workings of security in relation to immanence in the anthropocene.  相似文献

This article focuses on controlling delinquency in a train station and a shopping center in a big French city. The increasing implication of private organizations in implementing security policies in public areas has spawned a literature about the “dangers of privatization”. As this fieldwork shows, private security officers and NGOs assume duties (related, for example to public relations or social policy) left vacant by police officers. Owing to this sharing of security, the police concentrate on its purely bureaucratic assignments and this has a negative impact on its legitimacy. A historical approach helps us understand how relations between the police and other parties have soured.  相似文献

At the beginning of the twenty-first century, Brazil took advantage of its economically and politically privileged position to challenge global normative structures. In 2004, the concept of “non-indifference” was integrated into the Brazilian vocabulary of foreign policy, justifying and legitimating the country’s acceptance of the invitation to command the United Nations Stabilization Mission in Haiti (MINUSTAH). On the one hand, non-indifference can be read as a discursive maneuver that enabled Brazil to accommodate its non-interventionist agenda to an old geopolitical game, given the pressure imposed upon “global players” to respond effectively and assertively to threats to international peace and security. On the other hand, the “Brazilian way” could also be seen as an alternative to a highly masculinized geopolitical approach to international security. This paper explores possible limitations, tensions and/or opportunities that emerge from the encounter between a feminist diplomatic agenda and a masculinizing ordering of the international space. It does so by contrasting Brazil’s ambition for a permanent seat on the United Nations Security Council (UNSC), the club of powerful states, with Brazil’s diplomatic and military performance during MINUSTAH, widely evaluated as a success due to characteristics such as solidarity, generosity, flexibility and the “warm conviviality” of Brazilian culture.  相似文献

This article presents research findings on regional human rights tribunals and forced displacement. It assesses the response of the European Convention on Human Rights (ECHR) system to “village destructions” and “village returns” complaints lodged against Turkey and originating from the conflict between State security forces and the PKK (Partiya Karkar?n Kurdistan). Within academic literature the role of the ECHR in Turkey tends to be reduced to discussion of a handful of substantive decisions. This article argues that there is much to be gained from closer examination of the (changing) dynamics of the ECHR in Turkey and the regulation of displacement. Two innovations can be observed from this case‐study: a special level of ‘protective’ access and a proactive approach to fact‐finding. The Turkish cases indicate a need for further investigation of the role of fact‐finding in cases of displacement and the development of context‐specific rules on sustainable returns processes.  相似文献

This article discusses how people cognitively engage with the contemporary, mainstream, U.S. news in ways that yield ontological services. It treats the news as both a system of signs and a cultural object, and assesses how people mentally intercept, negotiate, and use the news in ways that foster a sense of control and order over an unstable and unpredictable social world (i.e., “ontological security”) ( Giddens, 1991 ). Based on interview data, it argues that through criticisms, consumption orientations, lay theorizing, and “ignorant othering,” all orbiting and drawing from the contemporary, mainstream, U.S. news, people cognitively sift through and simplify a broader frenzied social environment. In so doing, they are able to mentally establish at minimum a sense of rudimentary understanding and at most a sense of trusted certainty of what is real and true of the world outside their immediate social circles.  相似文献

To date, the large majority of the research literature on kinship care in the United States has focused on the similarities and differences between children and caregivers in “public” or “formal” vs. “private” or “informal” care. Our understanding of children's living arrangements in the homes of their relatives, however, is becoming more nuanced and complex. The stark differences between public and private care are increasingly mediated by hybrid kinship models that may be government facilitated, but are not considered fully public in nature. This paper lays out a framework for understanding the multiple custodial options available to non-indigenous children in the United States who need alternative care from a related adult. We introduce a taxonomy in which care arrangements are characterized as state mandated, state mediated, or state independent. The variability in custodial arrangements raises questions about the routes by which children arrive to care, and the sorting process that shuttles children into arrangements that may offer more or fewer services and supports. Policies that promote consistency within care types are recommended. Practices that make more transparent access across models and a research agenda to fill gaps in knowledge are discussed.  相似文献

While many feminist and postcolonial scholars have analyzed the post-9/11 politic in the United States, few have focused on the anthrax “attacks” that followed the 11 September 2001 World Trade Center disaster. The FBI search for the perpetrator of the 2001 anthrax mailings was an important node in US national security discourse making – it culminated in the fingering of a white male government biodefense scientist and cast doubt on the role of scientific expertise in provisioning national security. This article argues that while “white scientific masculinity” was put into question, it was simultaneously shored up as a nationalist symbol of protection against bioterrorism. This article traces shifts across the three FBI-led profiles of the anthrax perpetrator, along with concomitant news media coverage: the white male “loner” nonscientist, the white male “loner” amateur scientist and finally the white male biodefense scientist. Using a cultural studies approach, this article details how at each successive investigatory stage profilers mobilized hegemonic discourses to re-instantiate the authoritative status of white scientific masculinity in US national security. This analysis offers an important dimension to feminist and postcolonial critiques of the symbolic and institutional investment in white masculinity during the War on Terror.  相似文献

This article is about women’s economic empowerment within the United Nations (UN) Women, Peace and Security (WPS) agenda. Based on analysis of the core agenda-setting documents, it traces where two different versions of women’s economic empowerment, “liberal” (including women in the formal economy) and “liberating” (women collectively mobilizing to challenge the status quo), appear in the WPS agenda. It argues that the two exist in uneasy tension in the UN’s aspirations for women’s economic security post-war, but that when it comes to actual activities and achievements, the liberal version dominates over the liberating version. The article argues that it is important not to overstate the divide between the two approaches, and that the seeds of a liberating approach can be found within the liberal. It is initiatives to facilitate women’s economic empowerment that contain opportunities for collective action to transform the structures of the economy that WPS advocates should advocate. This would strengthen the WPS agenda and its ability to contribute to security as feminists envisage it, as encompassing freedom from want as well as freedom from fear.  相似文献

ABSTRACT

This article shows how private security households exist at the nexus of two foundational logics of contemporary warfare—militarism and neoliberalism. The celebration of neoliberalism and normalization of militarism allow the private security industry to draw upon the labor of eager contractors and their supportive spouses. This article develops a feminist analysis of the role of the private security household in global security assemblages. In what ways are households connected to the outsourcing of security work to Private Military and Security Companies (PMSCs), and how are these connections gendered? Through interviews with female spouses of former UK Special Air Services soldiers, now private security contractors, we demonstrate how the household is both silenced and yet indispensable to how PMSCs operate and how liberal states conduct war. These spouses supported the transition from military service to private security work, managed the household, and planned their careers or sacrificed them to accommodate their husband’s security work. Their gendered labor was conditioned by former military life but animated by neoliberal market logics. For the most part, the women we interviewed normalized the militarized values of their husband’s work and celebrated the freedom and financial rewards this type of security work brought.  相似文献

This article investigates how social security provision – a key determinant of formality – impacts on small and medium‐sized firm performance in Viet Nam. Based on enterprise census data covering all registered firms from 2006 to 2011, the authors find that firms which increase their social security coverage by 10 per cent experience a revenue gain of 1.4–2.0 per cent per worker and a profit gain of up to 1.8 per cent, depending on the survival time of the firm. However, given the time lag between “investment” (in social security contributions) and returns (enhanced firm performance), specific policy measures such as initial social insurance subsidies for small firms could increase participation in mandatory schemes.  相似文献

Although there has been tremendous growth in secondary school programs for students with severe disabilities, many of these students continue to “graduate” or “age out” without adequate preparation for community-integrated employment and increased independent living in the community. Competitive employment and independence will remain an illusion for many students with severe disabilities unless there is strong commitment by the public and private sectors to the development of post-secondary options and the establishment of effective processes to coordinate and integrate services and programs. The purpose of this article is to present some of the critical factors in the organization and delivery of services and programs for students-in-transition with severe to profound mental retardation. First, the extent of need for transition services and programs is briefly reviewed. Second, a framework for transition case management in Philadelphia is described. And last, three interrelated factors — communications, capability, and disposition — contributing to successful planned intervention are examined in relation to Philadelphia's initiative in establishing a service delivery system for students-in-transition with severe to profound mental retardation.  相似文献

The United Nations Security Council Resolution 1325 on Women, Peace and Security, and the Millennium Development Goals, brought the inclusion of women in the security agenda into the international limelight. Although these global frameworks, and other international resolutions, underscore the importance of women’s participation in the politics of peace and security, Nigeria’s frameworks have not been inclusive. Extant literature has examined the role of women within the context of mainstream responsibilities for “counter-terrorism and counter-insurgency” that are held by the military and paramilitary forces. This study interrogates the role of women-led civil society organizations in “countering violent extremism” activities in Nigeria. Using a mixed-methods approach, it demonstrates that the participation of women-led civil society organizations in “countering violent extremism” activities has generated certain positive results for achieving women’s inclusion and gender equality in politics and society.  相似文献

The purpose of the paper is to review critical issues concerning the economic dimensions of cultural heritage, in order to show that—tangible and intangible—“cultural economic” goods and services, as provided by cultural institutions, may be analysed and valued in a multi-dimensional, multi-attribute and multi-value socio-economic environment. On this multi-dimensional and multi-attribute setting, a conceptual framework for analysing cultural services and cultural capital is established. The paper is speculative in nature, suggesting new prospective for evaluation and empirical inquiry. The work is divided in three parts. The first part begins by surveying the literature on merit goods, re-examining how different paradigms, neo-classic and more unconventional, have dealt with the issue, and assessing why, and to what extent, merit good is a proper economic notion. The second part focuses on the role merit good theory should play in cultural economics, and specifically how it is possible to integrate the merit good and the mixed good theoretical and conceptual framework. Cultural resources are to be defined ideally as joint merit-mixed good, on a multi-dimensional scenario. Cultural capital offers and “produces” services and functions, providing private, public and merit good elements of benefit (value). The multi-dimensional framework also entails a multi-paradigmatic perspective, bringing together neo-classic and non-neo-classic elements. The last section summarises and concludes that such an established conceptual framework indicates and supports new routes for economic valuation and policy making concerning the cultural field and cultural institutions. Disaggregating cultural activities into many services and functions allows the analysis to focus on single components of “benefit” supplied by cultural institutions and demanded by users. Valuing culture as a non-holistic resource might help economic analysis and decision-making processes. The main emerging results are: (i) the notion of merit good is relevant for cultural economics and cultural policy, and it represents a relevant ideal “metaphor” and an important dimension of value associated to “cultural functions”; (ii) the inclusion of merit good theory gives the possibility to define cultural stock and services as a compelling case of multi-dimensional categorisation of private, public, mixed and collective services, where different theoretical perspectives are integrated with each other as far as possible; (iii) being intrinsically placed in a dynamic and uncertain setting, merit good theory demonstrates to be, in theoretical and policy term, the necessary a priori for the theory and policy of mixed good provision, both at macro and microeconomic level. Policies motivated by the merit good issue should aim at providing the necessary collective tangible and intangible investments on which long run effects of cultural policies rely; (iv) special effort should be devoted to the study of “demands” associated to cultural goods, emphasising the role of valuation analysis, supported by the conceptual framework here developed. The work intends to constitute a point of reference for future research, generating some controversy and stimulating further contributions.  相似文献

ABSTRACT

This article develops a feminist critique of debate on hybrid forms of governance in global politics by demonstrating the gendered implications (and limitations) of hybridized approaches to security provision. The conceptual approach that frames my enquiry puts arguments advancing the benefits of multilayered and hybridized security into dialogue with ethnographic enquiry on “vernacular” security and feminist study of “conjugal order.” I contend that this conceptual approach is particularly productive for examining the gendered policing outcomes that can be produced in environments where vernacular influences – customary and religious – inflect prevailing idioms of security and order. To further defend this claim, I apply this conceptual approach to a case study of gender and policing in Fiji. Although there has been a strong state rhetoric of progressive reform on gender policy in this context, efforts to reform policing have been hamstrung by longstanding customary and religious discourses that emphasize the defense of conjugal norms as foundational to the achievement of order and safety. I show how this scenario has encouraged a practical policing of gender and sexuality that is restrictive for women generally and may expose particular groups of women to direct forms of insecurity and violence.  相似文献
