This study examines attitudes about gender roles and their implications for public relations practice in Romania. Results reveal Romanians still hold traditional views, but women held a more liberal view of their role in society and in the workplace. The study supports that history and socio-cultural values are important factors in understanding the context in which attitudes about workplace roles are formed, which can increase understanding of public relations in transitional countries in Europe.  相似文献

Research is needed on the “institutionalization” of public relations as a strategic-management function. How and why public relations ought to be institutionalized certainly remains highly debatable. This study, thus, engages the current debate on the necessity and advantages of the institutionalization of public relation by taking on Chinese government crisis communication in the 2008 Sichuan earthquake as a test case.This study employs both qualitative and quantitative methods, consisting largely of online and textual research, convenient and confidential telephone interviews, content analysis of government communication materials, and intercept surveys in Beijing (China's capital city) and Chengdu (the provincial capital of the Sichuan Province where the earthquake hits).The study finds that the institutionalization of government public relations in China has visible results, especially, in the areas of crisis communication and management, as well as stakeholder-relationship building. Within the Chinese context, it suggests, “institutionalization” of the government public relations tends to render legitimacy to public relations practice and empower the practitioners by according PR practice a strategic function toward the achievement of public-institution effectiveness. Although a preliminary analysis, this study supports the argument on the necessity and advantages for PR practice becoming institutionalized.  相似文献

The protagonists of this article are Lucien Matrat and the group of academics he led, known as the “European doctrine (or school) of public relations” (Boiry, 2004, p. 1). These public relations academics and professionals, who were mainly French, represented a body of knowledge which was characterised by an ethical and anthropological approach to public relations. It is this approach that led to Matrat's drafting of the Code of Athens and the creation of a theory of public relations based on human beings. The European doctrine also advocated the application of ethnographic methods to create corporate culture, such as the projet d’entreprise (corporate project). This paper analyzes, from a historical and theoretical viewpoint, this anthropological approach to public relations.  相似文献

Public relations are the major force in the establishment of organization–public relationships (OPRs) in the United States and other countries. This study is a metaresearch that reports a meta-analysis of three studies on relationship management with publics in the greater China area, including mainland China and Hong Kong. A metaresearch is used to gain general and theoretical conclusions on a specific topic by synthesizing research results from similar studies [Grunig, J. E., Grunig, L. A., Sriramesh, K., Huang, Y. H., & Lyra, A. (1995). Models of public relations in an international setting. Journal of Public Relations Research, 7, 163–186]. The purpose of this study is to extend the concepts of relationship management to the Chinese context by investigating the types of relationships between organizations and the Chinese publics and other possible factors that affect the outcomes of the relationships. This article first provides a brief literature review on relationship management of public relations. It is followed by a report of the result analysis of the three studies in relation to OPR types and cultivation strategies. Finally, the research results, their implications, and future research directions will be discussed.  相似文献

After thirty years of development in mainland China, public relations is suffering from a stigma because of its negative connotations, misconception and paradoxical perception among the general public, and development constraints. To overcome this stigmatization, a positive public relations theory that posits the positive functions of public relations in contemporary China is proposed by integrating the three public relations dimensions (i.e., communication, organization-public relationships, and ecological networks), the dialogic theory of public relations and the Chinese philosophical thinking of Yin and Yang. To achieve this, the paper first explains the cause of stigmatization in public relations. Second, it introduces the three dimensions of public relations as a profession and discipline. It then articulates how the dialogic theory of public relations and the Yin Yang philosophy contribute to the development of positive public relations. Lastly, it proposes the Taiji model of public relations and the underpinnings of positive public relations. It is important to note that positive public relations serves as a complement to, rather than a substitute for, existing theories of public relations.  相似文献

This study tested the applicability of the Excellence Study (L. A. Grunig, J. E. Grunig, & Dozier, 2002) to developing the study of public diplomacy to respond to Signitzer and Coombs's (1992) call for empirical research to "delineate and test" (p. 145) transferable public relations theories and to rigorously examine conceptual convergence between both spheres. This study delineated underdeveloped conceptions of public diplomacy practices and excellence in public diplomacy as a gap preventing theory building for both practices and excellence. It proposed the conceptual frameworks for public relations behavior and excellence in public relations in the Excellence Study to be applicable to developing the underdeveloped conceptions. In testing the applicability, this study examined the fits of 2 measurement models of public relations behavior and excellence in public relations developed from the conceptual frameworks of the Excellence Study. It tested the models with survey data on public diplomacy practices and management collected from 113 embassies in Washington, D.C. The findings showed that the conceptual and measurement frameworks of the Excellence Study are applicable: The 2 measurement models fit the public diplomacy data.  相似文献

This study offers an alternative conceptual framework for an integrated understanding of public relations practice globally. It investigates the relationships between political, economic, and media constructs and relationship management in public relations by building upon an environmental framework for understanding public relations. Based on a survey of public relations practitioners in Singapore, this study positions relationship management as a conceptual locus for public relations theory and practice. Four environmental variables—perceptions of the degree of democracy in the political system, level of economic development, level of economic freedom, and level of media freedom—are found to be associated with public relations practitioners’ orientation toward relationship management, based on Hon and Grunig’s relationship management scale.  相似文献

ABSTRACT

With a history of almost 90 years, professional social work in Romania once flourished up until World War II. The Communist Party disbanded the profession in 1968 and it was reinstated after the fall of the Iron Curtain in 1989. Within the context of the socio-economic transition from a centralised to a free-market economy, Romanian social policy and social work have evolved from a Marxist/socialist-type ideology, one that advocates for state intervention, to a libertarian/neo-liberal-type ideology, which promotes both state withdrawal from welfare provision and individuals taking responsibility for their own welfare. These two trends continue to co-exist subject to sometimes divergent forces such as international institutions and internal Romanian social pressures. Using a qualitative approach, we explore how Romanian social workers are adapting to the neo-liberal realities and identify three types of perceived challenges: 1. those related to regulation, 2. linked with collaboration in social work activity and 3. those related to the social worker-client relationship. Under neo-liberal pressures, the social worker's role of agent of social change becomes marginalised in daily practice, leaving little power to influence agency policies that negatively impact clients.  相似文献

This historical case study recounts the short life of the Institute for Government Public Information Research at American University in Washington, DC. It was established in 1978 and was largely defunct by 1981. The significance of this brief event is that it helps illuminate the status of the subject of the Institute's attentions, namely the practice and study of government public relations. The somewhat shaky status of public information officers in the federal executive branch partly explains the fate of the Institute. It could not thrive in a field that itself was not thriving. The case study serves as an historical documentation of this (failed) effort to elevate the practice and study of public relations in the American national government in face of the second class status that Congress has relegated the profession to.  相似文献

This paper compares and analyzes the practice of public relations between Southern European countries (Greece, Italy, Portugal, and Spain) and China. The author argues Western countries are not a monolithic entity and there are a number of similarities, mainly focused on the importance of personal relationships, that shape the public relations field in Europe and Asia. A review of the concepts of guanxi and clientelism, both based on the asymmetrical character of relationships based on the abdication by the client of any potential autonomous access to the use of resources and to the setting up of public goods and services, revealed the importance of personal relationships and the emphasis of government relationships at the expense of other publics. Despite the consideration of the Anglo-Saxon symmetrical public relations model as a normative ideal among professionals, persuasive models are prevalent in the public relations practice in these societies.  相似文献

Using content analysis of an international newspaper and a government publication, this study examines the influence of newsworthiness and public relations efforts on international news coverage, one of the key sources for understanding other countries. Grounded in gatekeeping theory, this study hypothesizes strong relations between three variables (newsworthiness, public relations involvement, and international news coverage) in the context of several South Korean news stories.  相似文献

In an attempt to reconcile public relations research with a range of critical concerns, J. Grunig and colleagues have proposed a two-way symmetrical model that reformulates public relations as a more inclusive, balanced, and ethical practice. A contradiction exists, however, between two-way symmetrical theory and the asymmetrical research agenda it perpetuates: an agenda that continues to subsidize commercial and state communications at the expense of other segments of the population. With the revolution of December 1989, citizens of Romania gained the right to form non-profit organisations for the first time in 40 years. Since then, Romania has begun to explore the frontiers of private initiative through the introduction of non-profit, non-governmental organisations as well as profit-making businesses. In this article we review the historical development and legal framework of Romania's emerging non-profit sector. We also provide the first empirical snapshot of that sector by applying the International Classification of Nonprofit Organizations (ICNPO) developed by Salamon and Anheier to 499 organisations identified in theSoros Catalogue of Nongovernmental Organizations in Romania: 1991–92. Finally, we speculate on the future development of the Romanian non-profit sector by considering alternative scenarios involving the relationships between indigenous nonprofits, international NGOs and the Romanian government.  相似文献

The article deals with the problems and prospects of local government training in Romania. Training for local government is seen as a rather new service that has to be developed, produced and delivered, like all public services. In the Romanian case, this service is delivered in a semi-public manner. Firstly, the paper will take an institutional view of the capacity of local government training and highlight that conditions in the general environment produce almost insurmountable problems for the small local government training sector to strengthen its capacity. Secondly, the capacity of the local government training will be considered from a market perspective. The research presented here offers public relations practitioners and scholars insight about how health journalists (N = 598) view practitioners and evaluate the appropriateness of public relations materials by public relations source (e.g., nonprofit, government). Also assessed are differences in journalist perceptions according to medium (e.g., newspapers, magazines) and market (e.g., national, metropolitan). Rules theory guides the analysis, allowing practitioners to discern journalists’ general and specific rules for accepting publicity materials. Findings show that health journalists are least accepting of material from businesses and federal government agencies. Newspaper and freelance health journalists are more reluctant to use public relations materials than are other journalists.  相似文献

ABSTRACT

Since 2011, a series of citizen mobilizations have emerged in Romania, from local replicas of the ‘Occupy’ movement to the 2017 and 2018 mass protests against corruption. In this article, we develop three arguments for a better understanding of the successive waves of protests that have shaken the Romanian social and political landscape since 2011. First, while each protest has a specific claim and target, the forms of commitments, repertoire of actions and relationship to politics point to clear continuities between protest events that should be analyzed as part of the same cycle of protests. Second, while some analyses have emphasized the specificities of the Romanian context, we maintain that the actors and dynamics of this cycle of protest are simultaneously deeply national, embedded in the mutations of Eastern European civil society, and in resonance with the post-2011 global wave of movements. Third, while it is indispensable to analyze these citizen mobilizations as a whole, it is equally important to understand that they result from the convergence of diverse activist cultures, from left-wing autonomist activists to right-wing citizens and even nationalist militants. Each of these activist cultures has its own logic of action and its vision of democracy and of politics.  相似文献

This study enhances our understanding of protesting publics by exploring the motivations that trigger individuals to take part in protests. This study used 22 in-depth interviews for one case and 25 in-depth interviews for another to investigate why individuals participate in anti-government protests. At the collective level, individuals participated in protests to communicate with and warn their governments; at the individual level, protestors expected to learn through active participation, gain personal satisfaction, and vent their emotions. This study contributes to public relations theory and practices specific to government public relations.  相似文献

There is a paucity of empirical studies of public relations in Italy. This study sought to assess whether public relations departments are managed strategically in Italy and whether public relations contributes to the strategic management of organizations. Using the four generic principles that deal with strategic management, this study gathered data from public relations professionals working in the three major types of organizations: corporations, government agencies, and non-profits. The study found that regardless of the type of organization, few public relations practitioners are represented in the senior management of their organizations. Senior managers of non-profits tended to value public relations more than the other two sectors. Symmetrical communication again proved to be normative. By using a conceptual framework and research instruments that have been employed in studies conducted in other parts of the world, this study has generated data that can be used to compare strategic public relations in different socio-cultural environments – thus contributing to building a global theory of public relations.  相似文献

There is growing interest about the ways in which the public relations field can contribute to democratization and civil society initiatives. Some scholars see enormous potential for public relations by non-governmental organizations (NGOs) to help get important social issues on the public agenda in transitional nations while other scholars have critiqued the practice of public relations in newly formed nations as a form of hegemony that privileges Western ideas, values, and standards of practice. One thing is certain: more scholarly attention is required if the field of public relations is to truly understand its evolving role in civil society. The purpose of this paper is to explore how the public relations–media relationship contributes to civil society development in Kosovo. The researcher interviewed media professionals, public relations/organizational spokespersons, and civil society experts about the opportunities and challenges of the public relations function in building civil society in Kosovo. The findings suggest that “protocol journalism” is the guiding metaphor for explaining and critiquing the public relations–media relationship in Kosovo. The implications of protocol journalism for media development and public relations credibility are discussed.  相似文献

This paper advocates an experience-centered approach to public relations websites. A conceptual framework of the public relations website experience is proposed. The framework is grounded in communication and reader-response theory, and integrates organization–public relationship research as well as website usability findings. A new research protocol, website experience analysis, is derived from the conceptual framework.
