Objectives. This article examines environmental policy attitudes, focusing on the differences in preferences across issue type (i.e., pollution, resource preservation) and geographical scale (i.e., local, national, global). In addition, we study whether an individual's trust in government influences environmental policy attitudes. Methods. Analyzing data from the 2007 Cooperative Congressional Election Study, we estimate a series of OLS regression models to examine the public's environmental policy attitudes. Results. We find stronger public support for government action to address pollution issues than resources issues, and stronger support for local and national pollution abatement than dealing with global problems. We also find that Republicans and ideological conservatives are less likely to support further government effort to address the environment, and that more trusting individuals are more favorable to government action to address pollution and global issues. Conclusion. Environmental policy attitudes vary by the nature of the issue; however, political ideology and partisan affiliation are consistent predictors of preferences across issues, even when controlling for an individual's level of trust in government.  相似文献

The Australian Survey of Social Attitudes 2003 gives new insights into the public's increasing preference for more social spending and their willingness to pay more taxes to fund services. This paper profiles the new electorate and discusses factors driving this trend in public opinion. Multivariate analysis allows us to identify the key demographic, political and policy variables that predict support for spending. All the usual factors matter: being older and more educated, and identifying as Labor, Green or Democrat all predict support for higher spending. But we find that policy perceptions matter as well: believing that health and Medicare and/or public education have declined in the past two years brings major support for increased spending. We also find that the Australian public supports modest tax increases to fund spending on health and education and that the Australian electorate is more open minded about tax rises than conventional wisdom holds. Our main conclusions are that support for social spending over reduced taxes has increased over the past two decades, and especially after the election of the Howard Government, and that dissatisfaction with health and Medicare, and public education, are reshaping the fiscal preferences of the Australian electorate.  相似文献

Objective. The literature on environmentalism includes many more studies of environmental concern than of the public's practical support for the environmental movement. This article develops several categories of predictors of such support from the civic voluntarism model of Verba and associates. Methods. These predictors are tested with data from the 2000 General Social Survey, which included a special module of items on environmental attitudes and activities. Results. Findings generally suggest the utility of the civic voluntarism model for explaining public support for the environmental movement. Additional analysis attempts to untangle reasons for gender and racial differences in the level of this support. Conclusion. This study elucidates several predictors of practical support by the U.S. public for the environmental movement that merit further attention. Such research should pay attention to the proper operationalization of the kind of movement participation studied here.  相似文献

Governments sometimes characterize torture as an indispensable interrogation tool for gathering strategic intelligence. In this article, we review the relevant social scientific research on the effectiveness, impact, and causes of torture. First, we summarize research on false confessions and examine the relevance of that research for torture-based interrogations. Next, we review research on the mental health consequences of torture for survivors and perpetrators. Finally, we explore the social-psychological conditions that promote acts of cruelty (such as those seen at Abu Ghraib) and examine the arguments typically offered to justify the use of torture. We argue that any hypothesized benefits from the use of torture must be weighed against the substantial proven costs of torture. These costs include the unreliable information extracted through interrogations using torture, the mental and emotional toll on victims and torturers, loss of international stature and credibility, and the risk of retaliation against soldiers and civilians.  相似文献

After 9/11, public attitudes on numerous social issues changed. While many studies have examined post-9/11 attitude trends on specific topics, such as civil liberties or war, few have investigated the scope and variety of these effects. Did the events of 9/11 have a brief effect on a limited number of attitudes, or did they produce numerous, long-term changes in the way Americans think, feel and act? Drawing on a broad range of pre-post-9/11 studies, this review essay begins to answer this question by developing a framework for categorizing these effects and distinguishing short-term changes from long-term ones. The framework is intended to help facilitate an interdisciplinary social scientific research agenda on the effects of 9/11 and other terrorist acts. The essay concludes by explaining the social importance of the public's response to terrorism and the need for further research on this topic.  相似文献

The laws that condition the boundaries that separate the public from the private spheres shape our expectations of privacy. Public opinion helps to shape the development and implementation of those laws. Commercial firms in the information-intensive industries have been the primary sponsors of public opinion surveys introduced into testimony as assessments of the public's will. Representatives of business and consumer organizations have relied upon the same industry-sponsored surveys to frame their arguments in support of or in opposition to specific privacy policies. In the past 25 years, references to public opinion have been used to frame the public as concerned, differentiated and, most recently, as willing to negotiate their privacy demands.  相似文献

Objective. This article examines the factors that form voters' perceptions of the parties' chances of winning at both the national and the local levels. Method. We make use of the 1988 Canadian Election Study and we employ a HLM model to estimate the effect of individual‐level and contextual‐level variables. Results. It is shown that voters' expectations are affected by a combination of “objective” contextual information and personal preferences (projection effects). Conclusion. The basic contextual information that is utilized to ascertain local chances is the outcome of the previous election in the local constituency, whereas polls are crucial in the case of perceived national chances. We also find that the most politically aware are more strongly influenced by “objective” indicators.  相似文献

Although knowledge of how social support can mediate stress is now well known, finding ways to enable isolated parents to access social resources that could make a positive difference for children during their critical early years remains difficult. This paper reported on the findings of a telephone survey aimed at understanding levels of social capital and social support experienced by isolated parents raising young children on their own in Canberra, Australia. Specifically, it discussed a successful methodology for reaching isolated parents, those whom services find hard to reach. The survey found that despite the relative affluence of Canberra's population, there is a significant group of parents who are isolated from both formal and informal support and the social capital that can help them cope with the stresses and demands of raising young children. These parents were unsure where to get parenting information and had a strong sense that they were judged by their local communities and services. We identified lost opportunities by general practitioners and other widely used systems such as public housing and security to take more proactive roles and connect parents to formal service support systems. Flexible, affordable child care was identified as an unmet need for these parents, not only as a source of relief from extreme isolation but also to enable them to work or prepare for work through study.  相似文献

Using data from a survey, this study investigates how local government employees use the Internet to carry out their day-by-day work. Our survey reports that most employees use the Internet to download information, communicate, and perform routine tasks. Many of them use the Internet for personal purposes at work. We also test seven hypotheses to explore different variables that may explain the Internet use of government employees. The results show that individual acceptance of the Internet, perceived Internet importance to the work group's mission, and employer-provided training and technical support have a significant impact on their Internet usage at work. This note reports our preliminary findings from a large project to study the role and impacts of information technology in public organizations.  相似文献

Objective. The agenda-setting literature has demonstrated the media's ability to set the issue agenda for the public. One byproduct of this work is that researchers have produced some evidence suggesting that the audience will, on occasion, set the issue agenda for the media. Given disparate sets of findings, researchers do not have a framework to better understand on which issues the media will set the agenda for the public and on which issues the public will set the agenda for the media. It is the goal of this article to provide empirical support for a framework suggesting that the events comprising issue areas predetermine the direction of influence between the media's and the public's issue agendas. Methods. I construct a historical data set comprised of 35,000 stories from the nightly network news and responses to Gallup's Most Important Problem question. I look for evidence of causal influence between news issue content and public issue concerns using Granger analysis and vector autoregression. Results. Issue areas comprised of spectacular events, such as defense, will be reported by the media and subsequently affect the salience the audience assigns to those issues. In issues not normally comprised of spectacular and singular events, such as energy and environment, public issue concerns appear to drive issue coverage in the news. Issues such as transportation and education, which comprise few spectacular events and little public concern, will receive sparse coverage in the media. Conclusion. The findings provide support for a framework based on events; the types of events that typically comprise issue areas will affect the likelihood of those issues coming on the news agenda. This then affects the direction of influence between the public and the media. The framework supported here allows for the integration of the media effects and media content literatures. This has implications for understanding how the news agenda is constructed and how the commercial media meets democratic ideals.  相似文献

Objectives. This article examines the extent to which the public connects athletic success with academic quality, whether these connections are stronger during a year in which a state university wins a national championship, the type of respondents most likely to make such connections, and whether these connections make a difference in terms of public evaluations and support for higher education. Embedded within the 2004 survey instrument, we also consider whether respondents primed with specific question wording identifying the national championship are more likely to make the connection than respondents given more generic language referring to success in college athletics. Methods. Data for the study are based on two statewide, randomly selected samples of Louisiana voting‐age residents, with the first survey conducted in February 2004 in the wake of LSU's BCS National Championship and the second survey conducted in January 2005 in the wake of a 9–3 season. Results. We find that a substantial proportion of the population believes that athletic success and academic quality are connected, that less‐educated respondents are more likely to make such connections, and that these connections affect evaluations of colleges and universities. Conclusions. Athletic success may or may not directly affect academic quality, but the public largely believes such a link exists and those beliefs have important implications for higher education.  相似文献

Different risks of death are not equivalent because of differences in timing. This paper develops measures of mortality risks that recognize the probability of death, the duration of life lost, and the role of discounting. These adjustments lead to a substantial reordering of the major causes of death. Recognition of duration-related issues explains much of the public's misperception of mortality risk probabilities, which may reflect duration-related concerns rather than biases in risk beliefs. Our estimates suggest that in forming their risk beliefs the public discounts years of life lost at a rate from 3.3–12.4 percent. Standardization of lifetimes at risk also alters the relative efficacy of regulatory policies for which we provide a variety of cost-effectiveness measures.  相似文献

This article contributes to research on the impact of job loss on families. It is based on survey responses from 371 workers and in‐depth interviews with 39 of them about the family impacts of their job loss from the Mitsubishi car factory in Adelaide in 2004–2005. A majority of workers said family life had been affected by their job loss. Quantitative analysis identified four variables significantly associated with family impacts: marital status, children living at home, employment status and financial management. Qualitative responses showed the predominantly negative impacts were financial strain, loss of relationship stability and general stress and worry, although few faced catastrophic impacts from their job loss. However, in contrast to most previous research, the in‐depth interviews also revealed positive impacts from job loss, such as having more time at home and to spend with their family. We conclude that the existence of ongoing income support and public health insurance in Australia were important in avoiding catastrophic financial impacts on these workers and their families.  相似文献

This paper examines the impact of government actions on social trust after controlling for individual and community characteristics. Using unique individual level data drawn from the provincial capital cities across China, we find that trust in other people is strongly correlated with government actions. Positive actions by the government that facilitate information flow, including active communication and information transparency, significantly increase trust. Negative actions by the government, including corruption, violent law enforcement, and abuse of privilege, significantly reduce trust. These actions affect people's trust in the government in similar ways that they affect trust in other people. We also find that most individual characteristics are not strongly related to trust in others, while being a member of the Communist party increases the likelihood of trust.  相似文献

本文利用CGSS2010的调查数据,考察了户籍身份对城市居民公共意识与公共参与的影响。研究发现,户籍身份对移民的公共意识有一定的负面影响,这种影响并没有随着移民收入或教育水平的提高而明显减弱。在公共参与方面,移民表现得更为消极,其中部分原因是由于现有制度对他们的公共参与形成制约。但在群体性事件参与和面临政府不公对待的态度方面,不同户籍身份人群之间却没有显著的差异。虽然收入水平或教育水平更高的居民的确具有更强的公共意识,但并不明显具有更高的公共参与度。  相似文献

During the fall of 2001, public health law scholars at the Center for Law and the Public's Health at Georgetown and Johns Hopkins Universities were asked by the Centers for Disease Control and Prevention (CDC) and a series of national partners to develop the Model State Emergency Health Powers Act (MSEHPA). The MSEHPA provides a series of modern powers for states to consider in responding to catastrophic public health emergencies, including bioterrorism events. Since December 2001, provisions based on the MSEHPA have been introduced in nearly 40 states and passed in 20. Underlying the development of the act is a long-standing debate between legal and ethical scholars and law- and policymakers as to the appropriate ways to balance individual and communal rights. The drafting challenge was to create a comprehensive model law that provides adequate powers to protect the public's health while also respecting individual and group rights. The MSEHPA empowers public health agents with broad authority and simultaneously limits the exercise of power in time, duration, and scope to accomplish communal goals of abating serious public health threats. Coercive public health powers, particularly isolation and quarantine, are exercised on a temporary basis, only so long as are reasonably necessary and only among persons who justifiably may pose a risk to others because of their contagious conditions. Individual rights to contest the coercive use of public health powers, even during an emergency, are secured.  相似文献

Objectives. This study examines the factors that shape public acceptance of homosexuality and support for same-sex marriage across age cohorts.Methods. We analyzed data from two national surveys. We constructed hierarchical logistic and hierarchical ordinary least squares regressions for relevant age cohorts in order to test our hypotheses and explore our research questions.Results. Our models suggest that personal contact has a greater impact on the attitudes of younger respondents, positively influencing public acceptance of homosexuality. Alternatively, religious and ideological predispositions have a greater impact on the attitudes of older individuals. When examining public support for gay marriage, we find that younger individuals have higher levels of deliberative engagement with the issue debate, while older individuals rely more heavily on their predispositions when determining issue stance. Interestingly, measures of media exposure are not significantly related to either public acceptance of homosexuality or support for same-sex marriage, suggesting that other factors may have a greater impact on public attitudes at this point in time.Conclusion. The implications of these findings are discussed in light of the emergence of a new political generation and the continuing struggle for gay civil rights.  相似文献

Parental substance misuse is a significant public health and children's rights issue. In the United Kingdom, social workers frequently work with children and families affected by substance misuse. However, relatively little is known about this population, particularly at point of referral to children's social care. This paper reports on the largest known study of parental substance misuse as a feature of children's social care work in England. The paper provides a cross‐sectional profile of 299 children living with parental substance misuse and referred to children's social care in one local authority in England. Data were collected from social work case files at the point of referral to social care about the child, family, the wider environment, and parental substance misuse. The findings show that children affected by parental substance misuse frequently had other support needs relating to their well‐being and mental health. Children were also likely to be experiencing other parental and environmental risk factors. The significant historical—and in some cases intergenerational—social care involvement for some families indicates potential issues with the capacity of services to meet needs. Recommendations for practice are discussed with a particular focus on the need for early, comprehensive support for children and families.  相似文献

This study examines the causes and effects of childhood poverty in Korea using longitudinal data from the Seoul Child Panel Study. In the study, we find that not living with two parents or full-time employed parents are significant risk factors for child poverty in Korea. We also find that poverty is a risk factor lowering children's school achievement, and that family process factors such as family relation and parental monitoring are strongly related to children's internalizing and externalizing problem behaviors. The article concludes by suggesting policy approaches to reduce child poverty and the negative impact of poverty on children's development.  相似文献

Objectives. There is increasing public debate over how to meet future water supply needs in historically water‐abundant areas such as the American southeast. Citizens, policymakers, and others are struggling to find ways to meet these needs and to design political strategies for implementing them. This article examines water supply problems facing many communities in the southeast and how social theory can be used to better understand public support for collective actions designed to alleviate them. It presents a framework synthesizing recent work of Dunlap and Jones on the conceptual foundations of environmental concern research with Ajzen and Fishbein's theory of reasoned action in order to understand public support for building a dam to meet local water supply needs. Methods. The linkages postulated by the model were empirically tested using mail‐survey data obtained from a random sample of 433 adult residents of Cumberland County, Tennessee. Results. Results demonstrate that public support for building the dam is weak. Conclusion. Knowledge of public beliefs, norms, and attitudes about its construction and potential impact, however, can provide policymakers, natural resource professionals, and local stakeholder groups with a solid understanding of why residents support, oppose, or are unsure about building a dam to alleviate water supply problems in this county.  相似文献
