This study examined how Turkey uses social media as a tool for public diplomacy and how the state’s soft-power efforts have recently changed on the global stage. The researchers constructed a dataset of 2769 Twitter posts by the Turkish government’s most influential public diplomacy accounts. The analyses revealed that the focus of Turkey’s Twitter public diplomacy has become concentrated on the Middle East and North Africa (MENA) region and is thematically focused on the political values embodied by the Turkish president. The findings suggest that public diplomacy remains to be the diplomacy of the government, not of the public, and social media is used as just another tool for propaganda, not as a means of engagement with foreign publics. Further, the findings indicate the emergence of a “new” cult of personality in public diplomacy and point out the instrumental role of social media in changing the dynamics of leader-follower relationship. The study contributes to public relations theory and practice by advancing the burgeoning public diplomacy scholarship at the intersection of social media and relational approaches.  相似文献

This study explored how Russian and U.S. newspapers covered the death of Osama bin Laden in 2011 through the lens of framing theory. Results reflect significant disparity in how media in different countries covered the same event, suggesting that terrorism events were framed as national concerns rather than global issues, thus potentially limiting governments and the media from building a shared understanding with international audiences. The findings also indicate that more robust media relations efforts are needed to counter simplistic media counterterrorism frames. Finally, the study identified new frames for counterterrorism including secrecy and humanizing terrorists. These new frames suggest the need to expand the framing literature to provide a better understanding of how the media cover counterterrorism, which may impact the U.S. government's public diplomacy and counterterrorism efforts.  相似文献

This article reports efforts made by a small group of Eastern-Southern African (ESA) subregion scholars to adopt a systematic approach to establishing a regional network Migration Network in Eastern and Southern Africa (MINESA). The approach involved: 1) holding a conference at which symptomatic types of internal and international migration would be discussed; 2) publication of the conference proceedings; and 3) establishment of MINESA as a network of policy-oriented research in the two subregions. The first stage has been accomplished, the second is nearly complete, and the third has yet to be undertaken. During the African Population Conference organized by the International Union for Scientific Study of Population in Dakar, Senegal, on 5-9 November 1988, a small group agreed on a timetable to establish MINESA. At the ESA conference, papers were presented on ESA issues; internal migration processes and mechanism; refugee movements and their implications for countries; the effects on the economies of Southern African states, of emigration to the Republic of South Africa (RSA). In a keynote address, Adepoju surveyed migration and development in Western-Central (Middle) Africa and Eastern-Southern Africa, which included colonial and post-colonial historical epochs, internal and international migration, and labor and refugee movements. A paper on Kenya by Oucho discussed the implications for rural-urban balance of internal migration based on 1969 and 1979 censuses. Rural-urban migration from the traditional economy to Nairobi and Mombasa in particular has created an unacceptable rural-urban imbalance, adversely affecting rural development. Eastern and Southern Africa has seen massive and wide spatial dispersal of refugees (victims of wars, drought, and famine). Two papers were presented on Tanzania and one on Uganda. The final set of papers addressed the effects of labor migration to the RSA on Swaziland and Lesotho.  相似文献

Without entering the debate about exactly what strategic communication is or should be, this article enumerates challenges facing efforts to inform, influence, and persuade in pursuit of national policy objectives first for the U.S. government in general, and then specific to the Department of Defense. With the problem space thus defined, the article then offers a handful of solutions and suggestions, including requiring desired information endstates as part of commander's intent and separating efforts to manipulate and deceive from truthful efforts to inform, influence, and persuade.  相似文献

ABSTRACT

The AIDS epidemic in Africa remains a serious health crisis. Nongovernmental organizations (NGOs) in Africa play a critical role in the delivery of HIV prevention services. An important barrier to their HIV prevention efforts is stigma directed at persons living with HIV/AIDS. In order to understand how stigma affects HIV prevention programming, we conducted in-depth qualitative interviews with NGO directors in 29 African countries. Qualitative analytic approaches were used to identify key themes. Substantial discrimination and stigmatization of HIV-positive persons was reported. HIV-positive women were particularly likely to suffer negative social and economic consequences. The stigma associated with HIV interfered with disclosure of HIV status, risk-reduction behaviors, and HIV testing, creating significant barriers to HIV prevention efforts.

Interventions to reduce AIDS-related stigma in Africa are urgently needed. Reducing the burden of stigma is critical to fighting the epidemic in Africa and could play an important role in global HIV reduction.  相似文献

Globalization has intensified the interaction and interdependency among countries. The need to maintain good reputation and establish good relationships should dominate public diplomacy efforts (Hiebert, 2005). Using the US financial crisis 2008 as a case study, this study examines how the world's only superpower repaired its image when it was accused of triggering the financial meltdown that impacted the world economy. Few studies have examined repair strategies by nations. The need to undertake more empirical research to understand how the image-rebuilding rhetoric can aid diplomatic efforts remains relevant today.  相似文献

This study aims to test the public relations efforts of other countries as a predictor of their newsworthiness in the US news media, after controlling for national traits and social significance. Based on a content analysis of US newspaper and television news coverage (New York Times, Washington Post, ABC, NBC, CBS, and CNN) of 97 countries, this study found that the public relations of other countries’ governments is a significant predictor of these countries’ prominence in the US news coverage.  相似文献

This paper investigates how the role of public relations practice in public diplomacy is undergoing a transformation as a consequence of the influence from nation branding. A case study of the Danish government's response to the so-called Cartoon Crisis illustrates how the threat from international terrorism to national security initially served as a catalyst for new public diplomacy initiatives. But as the initiatives were implemented within a framework of nation branding the focus on risk reduction became subjected to a marketing logic and a new focus on economic objectives took over. The paper points to a possible future status of public diplomacy under the influence of nation branding: Public diplomacy may maintain a function pertinent to national security but as this function is incapable of managing real risks it will only serve as auto-communication that legitimizes security policy towards a domestic audience. In the public diplomacy efforts towards transnational publics the link to national security will completely disappear whereby the public relations of states is transformed to the marketing of states.  相似文献

Abstract

Objectives: Couple-based HIV prevention efforts are an important HIV prevention strategy in South Africa but there is a lack of understanding as to what constitutes healthy relationships in South African sociodisadvantaged communities. Methods: To address this, 8 focus group discussions were conducted with 27 men and 23 Black African women living in a large disadvantaged community in Cape Town, South Africa. Results: A model of adaptive relationship functioning is put forth, which involves four primary relationship components that emerged as central to healthy relationships: active relationship building, emotional support/display, communication, and problem-solving. Conclusions: The results of this study can inform couple-based HIV prevention efforts.  相似文献

Abstract

This paper describes die impact of AIDS on intergenerational relationships in Africa (especially Sub-Saharan Africa). The AIDS infection in Sub-Saharan Africa has expanded astronomically with up to 18.5 million living with the disease. Young adults between the ages of 14 and 49 are most likely to be infected. In the countries of Sub-Saharan Africa, three levels of HIV/AIDS infection among adults can be identified-hardest hit, high, and moderate. This ranges from 3.6% for moderate level to 35.8% for the hardest hit. The situation has changed the youth population profile and has numerous quality of life implications for young people, older adults, and a multi-dimensional impact on community life.

With the adverse socioeconomic and psychological effect of AIDS, interactions between members of the different generations are made difficult-relationships are becoming more of a burden than a mutual source of satisfaction. Children and young adults are losing their parents and mentors, and sometimes have to take care of their infected and dying parents at a very early stage in life. The older population is now losing its social and economic support, which hitherto, they have drawn from their adult children, and at the same time, they are assuming a new caregiving role to either their infected and affected children or grandchildren, or both.

Hope exists if the trend is checked by AIDS prevention efforts with examples drawn from countries like Uganda, Senegal, and Nigeria. But since there are some victims already, efforts should be made to help them cope with the stress and adverse effects of the disease. Governmental policies should also aim at assisting victims and volunteers financially. As part of the strategy, intergenerational relationships at family, organizational and community levels should be strengthened. Reinforcing the value of being one's “brother's keeper” both as individuals and groups/organizations is crucial at this time of crisis.  相似文献

The study explores Polish and Russian governments’ communication efforts to shape international news coverage of the 2010 airplane crash near Smolensk, Russia, which killed the Polish President Lech Kaczynski and most of his Cabinet. More specifically, the study attempts to assess the role of government communication in shaping the international agenda regarding the crash vis-à-vis the role of Polish and Russian media outlets which also served as information sources for international media. In addition, it examines politico-cultural proximity and economic relatedness as the factors influencing the outcomes of mediated public diplomacy efforts. The findings suggest that, in addition to the governments’ public relations messages, Polish and Russian news outlets played a significant role as their countries’ advocates in determining the international media agenda. Moreover, we found that it was economic relatedness rather than the similarity of culture or political systems that contributed to the success of governments in shaping the international agenda about the crash. Theoretical and practical implications for public relations and public diplomacy are discussed.  相似文献

Gaining legitimacy in their host country environment is a key priority for multinational corporations’ public relations efforts since it secures their local social license to operate. By applying neo-institutional public relations to corporate diplomacy, this paper argued that institutional linkages between corporations and local government could enhance the building of legitimacy. The study sought to determine whether institutional relations affect the perception of organizational legitimacy, focusing on the United Arab Emirates. In non-democratic countries, public relations tends to be perceived as less sophisticated, and legitimacy becomes even more critical for foreign corporations. Therefore, a one-factorial (corporate diplomacy with/ without governmental involvement) between-subjects experimental design study surveying a representative sample of residents in the United Arab Emirates (N = 199) was conducted. The results imply that corporate diplomacy with governmental linkages leads to a higher perception of moral, pragmatic, and regulative organizational legitimacy, partially mediated by media credibility, governmental legitimacy, and issue legitimacy.  相似文献

This research sought to explain the agency of U.S.-based nonprofit nongovernmental organizations (NGOs) in the U.S. standing abroad, and explore the NGO role in the U.S. public diplomacy. A multiple-case study method was used to look at five 501(c)(3) organizations that receive predominantly private funding and operate globally. The data gathered from in-person interviews and corporate documentation were compared between cases, and synthesized across cases using the theory-building technique. While U.S. standing affects American NGOs’ practices and discourses, American NGOs’ behavior might have a bearing on the attitudes, perceptions, and opinions of international publics about the United States. Both the NGO-owned state identities and American NGOs’ reputation for autonomy and freedom of expression enhance the U.S. public diplomacy efforts.  相似文献

Information and communication technologies (ICTs) hold enormous promise for development efforts in developing countries. However, the potential of ICTs remains untapped for reasons that are largely unknown in sub-Saharan Africa (SSA). This region has the lowest level of ICT penetration in the world. The need to understand impediments to ICT performance are therefore most urgent in this region. This paper seeks to address this need by identifying factors that inhibit the functionality of ICT as a tool for improving urban management. It analyzes two cities in the region, namely Douala and Yaounde, respectively Cameroon’s economic/cultural and politico-administrative capitals. The following three factors are shown to impede the functioning of ICT devices, hence urban management in these cities: colonial racial segregation policies, the colonial legacy of land use compartmentalization and the lack of unambiguous physical addresses for structures in the built environment. It is suggested that concerned authorities institute the following measures. 1] Establish an unambiguous addressing system reposed on the municipal governance structure and the country’s vehicle matriculation taxonomy. 2] Actively promote ICT as an element of national development. Finally, it presents some examples of efforts to improve ICT penetration and functionality from Senegal and South Africa.  相似文献

The purpose of this paper is to review and re-examine the concept and practice of public diplomacy in light of the incredible pace of change in global politics and communication, and to discuss implications for future research. It first explains the significance of national reputation and its linkage to public diplomacy. It then surveys and assesses a broad range of literature on public diplomacy, characterized by three basic discourses: public diplomacy as policy-driven rather than relationship-based, the primacy of nation-state governments in the structure and process of public diplomacy, and an emphasis on mass media communication. The paper finally suggests and outlines further research efforts based on the existing literature and the evolving contexts.  相似文献

This study advocates for a multipolar approach to public diplomacy within a public relations framework. This study applies semantic network analysis to understand Chinese public diplomacy efforts during the 2011 Libya crisis. Two theories, image building and relationship management, informed the analysis. Four important findings emerged from the analysis. First, the evidence suggests that the combination of image building and relationship management provides a comprehensive theoretical framework to understand public diplomacy communication efforts. Second, understanding triads of national relationships reveals nuances that cannot be captured by a dyadic approach to public diplomacy. Third, this study introduces a new method, semantic network analysis, to the research of public diplomacy, and reveals linguistic relationships and shared meaning manifested in the content of People's Daily newspaper coverage of the Libya crisis. Finally, the findings support the pervasiveness of multipolar thinking. Public diplomacy in general, and soft balancing specifically, is about positioning a nation in a wider context and strategically using relationships to accomplish foreign policy goals.  相似文献

The number of the world's food insecure rose at the end of the first decade of the twenty‐first century. Despite these negative developments, however, a 2010 United Nations report argues that food security could be improved if development efforts are supported by government programs that target smallholder farmers. This report is significant because it challenges the neoliberal perspective, which tends to promote a private‐enterprise market system and favor large‐scale producers. These competing visions for agricultural development frame our evaluation of the impact of the Africa Rice Center's (AfricaRice) efforts to promote new rice varieties among smallholder farmers to narrow the rice consumption‐production gap in Ghana. We begin by distinguishing the outreach efforts to help farmers increase production and the political‐economic conditions that limit the longevity of that outreach effort. We reviewed program documents revealing expenditures and yields among the smallholder farmers, and we conducted intensive interviews with the farmers. Although we find that the program succeeded in mobilizing farmers to increase rice production, we question the sustainability of the program's impact because state funding for the program has ended.  相似文献
