The organized camp experience has been an important part of the lives of children, youth, and adults for over 150 years. The camp experience is a way for young people to explore and search for an authenticity often missing in other parts of their lives that contributes to their healthy transition into adulthood. Over the past decade, tremendous growth in the volume and rigor of camp-related research has occurred, facilitated by a targeted research agenda conducted by the American Camp Association. This agenda was founded on three national research projects conducted between 2003 and 2007: a study to identify the developmental outcomes of the camp experience, a benchmarking study of the youth development supports and opportunities provided through camp experiences, and a program improvement project directed toward enhancing supports and opportunities provided by camps. The findings from these research projects suggest that camp experiences promote developmental outcomes in both campers and staff and that camps provide the supports and opportunities needed for positive youth development. This article explores the developmental outcomes of the camp experience and the characteristics of the supports and opportunities afforded by camp experiences, including settings, structures, and programs and activities, as a way to provide a clearer understanding of camp as a positive youth development setting. Innovations and opportunities in research related to the provision of quality camp experiences are also considered.  相似文献

The author defines patriarchy in the Arab context as the prioritizing of the rights of males and elders, and the justification of those rights within kinship values which are usually supported by religion. She considers the systematic impact of patriarchy throughout Arab society in the attempt to understand the persistence of patriarchy in the Arab world. Patriarchy in the Arab world, and other regions, is an obstacle for women, children, families, and states. It affects health, education, labor, human rights, and democracy. The author argues that patriarchy is powerful in the Arab world because age-based kinship values and relationships are crucial socially, economically, politically, ideologically, and psychologically. Sections discuss social patriarchy, economic patriarchy, political patriarchy, religious patriarchy, patriarchy in the self, and development planners, practitioners, and patriarchy.  相似文献

In a context in which ‘community empowerment’ isvirtually government policy, it is hardly surprising that thereis almost no area of social policy that is immune from the communitytreatment. Of course, this is not new, despite the zeal withwhich each new initiative is ‘rolled out’. In fact,sometimes it seems that policy development needs to reinventthe wheel of community every decade or so. The question, therefore,is what this ideological recycling of community tells us: first,about the meaning of the term itself; second, about its contemporarysignificance within the wider politics of the state. This articleargues that we need to draw on those historical and theoreticalresources which help us to think our way through to the contemporarycontext. Only an active and engaged recognition of the politicsof community will enable us to get to the root of the problematicyet promising nature of community development.  相似文献

The Fifth Malaysia Plan, 1986–1990, represents the fourth phase of Malaysia's Outline Perspective Plan, 1971–1990. Its strategies for the rural sector incorporate broadly technocratic policies outlined in the 1984 National Agricultural Policy (NAP). Maximization of farm incomes, and of the national income derived from agriculture, is to be based on ‘efficiency of production involving the judicious selection of economically remunerative crops and employing the most efficient technology’. The model for the efficient mode of agricultural production is the estate or plantation. The greatest challenge to this ‘modernization’ policy lies in the padi sector. Much of Malaysia's padi land remains low in productivity and many farms are too small to support a family. Although great advances have been made in padi production since 1950, poverty amongst padi households remains high and, since the mid-1970s, there has been an active withdrawal from the industry by substantial numbers of farmers. The problem facing Malaysian planners in the padi sector is that of reconciling the continuation of existing land ownership and inheritance patterns with the need for the creation of larger operating units to permit the use of modern technology and raise the incomes of those working them. In general the technical advances of the last 30 years have widened the income gap between larger and smaller farmers. Weaknesses of the plantation mode of production in the padi sector relate both to its methods per se and their inability to cope with inadequate production by very small farms or shares. With or without major land reforms, which are not on the Fifth Plan's agenda, there is an urgent need to reduce the number of households dependent on padi growing for their living.  相似文献

One of the important developments in post-Communist Hungary has been the growth of the voluntary or non-profit sector. Under the Communist regime, voluntary associations were controlled and independent organisations were largely suppressed. During the 1980s, advocacy groups and independent associations emerged to challenge the Communist monopoly on organisation. These challenges were instrumental in laying the foundation for the post-Communist non-profit sector, providing models of organisation and experienced activists. After the creation of a new legal framework in 1989 and 1990, the growth of the non-profit sector was dramatic. Two types of non-profit organisations have developed in democratic Hungary: associations predominate in membership activities, while foundations are active in fields requiring fund-raising. Attempts by the Hungarian Democratic Forum-led government to shape the non-profit sector to meet its goals were met with political pressure from professionals in the non-profit sector. The result was the beginnings of a contract-for-service regime and increased organisation of a contract-for-service regime and increased organisation of interests within the non-profit sector itself. This paper explores how expanding the notion of informal institutions in the broader institutional framework provides a more complete explanation for development. Specifically, I incorporate McCloskey's notion of ‘dignity and liberty’ as part of the institutional nexus. By doing so, a richer explanation and understanding of the importance of institutions in explaining different economic outcomes is offered. Focusing on bourgeois dignity offers a precise mechanism to explain how institutions matter to support economic growth. In addition, analyzing the changing attitudes toward the bourgeoisie provides a specific example of mechanisms that can lead to institutional change.  相似文献

The question of how to achieve greater levels of sustainable development is intrinsically linked with the discussion concerning new forms of governance. Structural funds have become most influential in promoting sustainable development and appropriate forms of governance across the EU. They have been very important in introducing new innovative forms of co‐ordination in many countries and have encouraged the mobilization of new political actors. Structural Funds can be considered as a most interesting laboratory for the development of new governance patterns, which are urgently needed for coping with accelerated change and increasing complexity. Multi‐level governance in the spirit of subsidiarity will not be possible without flexible objective‐oriented management approaches instead of the rigid attribution of competences. This requires new conceptual approaches, procedures, and instruments. ‘SQM—Sustainable Quality Management®’ is a coherent system for the conception, support, monitoring and evaluation of sustainable development processes. A series of pilot projects in the last five years have shown its potential and utility. The SQM system includes concepts, methods and operational tools that have proved to be applicable and comprehensible in different European cultures. Internet‐based SQM software tools support every step in the policy cycle. Sustainable development is conceived as an overarching principle that governs the management of processes and covers all policy principles postulated by the EU. In the use of a common framework over the whole policy cycle and the coherent implementation of basic principles there is the promise of achieving better orientation towards sustainable development and considerable efficiency gains.  相似文献

Previous studies have found evidence for an optimal size of government with respect to GDP growth. In this paper, I look at the impact of the size of government consumption expenditures on social welfare as measured by the Human Development Index. Utilizing dynamic GMM estimation in a panel data framework, I find that evidence for an optimal size of government with respect to social welfare.  相似文献

The theme of sustainable development is proposed as an integrating framework for focusing theoretical and applied research in rural systems. It also serves as a base for public policy involving economic development and environ- mental maintenance. This paper presents a history of the theme of environmentally sustainable development and provides evidence of its continued theoretical and practical significance. The analysis of sustainability of rural systems is illustrated for agri-food systems from the perspectives of stewardship, food sufficiency and community.
