The social work profession has always been involved in dealing with uncertainty and risk in the life politics of clients. However, it is not easy for young social work students to translate this philosophical disposition into their real life practice with clients. In spring 2003, when the SARS epidemic broke out in Hong Kong, a group of social work students from the Chinese University of Hong Kong were doing their fieldwork practicum. Suddenly confronted by a collective sense of risk in their role as social workers, the students went through a period of unrest, as performing their helping duties brought with it a simultaneous exposure to personal risk. This paper is based on four focus group interviews with these social work students, to understand how they processed their experience of risk during their exposure to the SARS crisis, and how they connected the experience to their social work practice with clients. It is found that the predicament arising from the exposure to personal risk brought about by the SARS crisis during the students' field placement engendered the reflective process that enabled a renewed and personalized meaning of professionalism. The results provide a basis for reflection among social work educators on the role of risk in the training of prospective social workers, and on how social work education can better prepare students for practice in a high‐risk environment.  相似文献

Little theory-grounded research addresses how to use social media strategically in government public relations through machine learning. To fill this gap, we propose a way to optimize social media analytics to manage issues and crises by using the framework of attribution theory to analyze 360,861 tweets. In particular, we examined the attribution of crisis responsibility related to the spread of COVID-19 and its relations to the negative emotions of U.S. citizens on Twitter for six months (from January 20 to June 30, 2020). The results of this study showed that social media analytics is a valid tool to monitor how the spread of COVID-19 evolved from an issue to a crisis for the Trump administration. In addition, the federal government’s lack of response and inability to handle the outbreak led to citizens’ engagement and amplification of negative tweets that blamed the Trump White House. Theoretical and practical implications of the results are discussed.  相似文献

We report findings from a survey regarding the lay perception of the causes of the worldwide economic and financial crisis. Respondents (N = 2245) from a variety of countries were included: China (Hong Kong), Turkey, Russia, Israel, Germany, USA, and France. We have previously documented a range of factors that affects lay understanding of the crisis The present study expanded the database and focuses on the combination of factors that jointly predict whether the respondents view the crisis as a complex impersonal system that malfunctioned, or hold a moral/intentional view about its origins. We show that respondents from Western World countries, who were unaffected by the crisis and have economic training, interpret the crisis differently from all other respondents (i.e., those living in Turkey, Russia, or Hong Kong, and those who were personally affected by the crisis or without economic training). These differences have important implications on how policies are perceived and evaluated by the public, and should inform how they are presented to the public.  相似文献

In 2013–2014, the IKEA cuddle toy Lufsig was connoted as a symbol of the Chief Executive (CE) of Hong Kong, prompting stakeholders to make negative associations with the corporation. Our study examines how IKEA mediated communication on traditional media and social media to turn this crisis into an opportunity. The widespread use of social media has stimulated the number of crises on a global scale and given rise to regenerative crises which involve multiple crisis stages and publics. Using the Social-Mediated Crisis Communication model and the regenerative crisis model, this study explores a real-life organizational crisis related to Lancôme Hong Kong, which was driven by the socio-political environment after the Umbrella Movement. It aims to examine the engagement strategies by different publics, and also the influence of information forms and sources on the trends of emotion among social media publics. Results also provided an empirical evaluation of the regenerative crisis model driven by a socio-political environment. An online content analysis of selected 10% sample with an online data acquisition and analysis tool (3902 Facebook posts and comments, 1178 forum posts and comments, and 244 online news articles) revealed the interlocking connection among the involved publics along with the social-mediated regenerative crisis life cycle. Followers’ emotional responses were not only attached to Lancôme, but also to third parties as information sources. Four subcategories of influential social media creators were identified. Refinement on the Social-Mediated Crisis Communication model and practical implications are suggested.  相似文献

The Hong Kong government has pledged to deal with the imbalance between supply and demand of housing. Given the innate constraints of limited land resources in Hong Kong and the extensive and expedient control enforced through lease conditions, the Hong Kong government can alleviate the long-recognized problem of housing shortage by modifying specific development conditions. Therefore, the supply of housing units can be changed at a faster pace to satisfy the requirement of private dwellings. Other factors affecting the property market in Hong Kong include land supply, economic issues, population growth, and income growth. Many studies, for example, Hui et al. (Monograph, Department of Building and Real Estate, Hong Kong Polytechnic University and Hong Kong Government (Study of Housing Demand, Hong Kong Government Printer, Hong Kong and Study of Housing Demand Model, Hong Kong Government Printer, Hong Kong), have investigated in detail the impacts of these factors on the property market. However, little or nothing is known about the planning and development control through lease conditions. Therefore, this study particularly attempts to examine how the Hong Kong government exerts its influence in the local private residential market through changing the development conditions. These conditions will be studied separately and distinctively in order to capture their unitary effects upon the local private residential real estate market. Section 1 looks at Hong Kong's tenure system, followed by the deliberation of how planning and development control is done through lease conditions (in Section 2). 3 and 4 set out the analytical framework and report on the findings of how lease conditions affect property supply. The recent handover of Hong Kong to the People's Republic of China (PRC) brought Hong Kong worldwide attention and scrutiny. In the run up to the handover, the international media prominently featured stories about Hong Kong's freewheeling capitalism and the stability created by its administrative institutions. Lost in the media attention was the role of nonprofit organizations and the voluntary sector in Hong Kong's political and economic development. Although Hong Kong has a vibrant civil society, it has received little attention from scholars. This paper reviews the role of the third sector in Hong Kong's development. Among the issues the paper addresses are the legal codes that govern the creation and operation of nonprofit organizations in Hong Kong, the evidence regarding the role of the nonprofit sector in Hong Kong's development, particularly its relationship to the government and market sectors, and the implications of the 1997 transition for the nonprofit sector's role.  相似文献

This experimental study explores how governments should respond to rumors about national-level risk issues. Informed by research in rumor psychology and risk/crisis communication, it investigates whether type of rumor and rumor response strategy have main and interaction effects on reducing rumor beliefs and intention to disseminate rumor. The two featured rumor types are the bogie rumor, which highlights feared outcomes, and the wedge rumor, which aims to reinforce differences between rival groups. Derived from Situational Crisis Communication Theory, the three response strategies examined are refuting the rumor, denying it, and attacking its source. Data were drawn from part of a large-scale online experiment, and the sample of the analysis was 942 South Korean adults. The experiment had a between-subjects design of 2 rumor type (wedge vs. bogie) x 3 government response strategies (refutation, denial, attack the attacker). Results show that all three rumor response strategies significantly reduced rumor beliefs, but only the refutation strategy significantly reduced intention to disseminate the rumor. Rumor type (bogie) and response strategies (refutation) had main, but not interaction, effects on reduction of intention to disseminate the rumor.  相似文献

Summary

The Asian financial crisis (1997) has created a social care crisis resulting in rising unemployment, poverty, income inequalities and homelessness. Although faced with dwindling public finances, the Hong Kong Special Administrative Region (SAR) government had been compelled to tackle these problems. However, it has been attracted to the neo-liberal recipe: changing the subvention system to a block grant, curbing social spending, and tightening eligibility for social assistance. Notably, the introduction of the Intensive Employment Assistance Projects (IEAPs), which are the first welfare to work programs in East Asia, has become a major policy tool. This paper reports on a study of the impact of the projects, one of the key pillars for welfare to work programs. The IEAPs were found to have brought about positive changes in welfare clients' motivation to work and sense of self-reliance. Social workers from both traditional and progressive NGOs have etched, in various ways, their place in the welfare to work programs and contributed to the debate on welfare reform in Hong Kong.  相似文献

While social media like Twitter have been increasingly adopted by public-sector organizations, it remains less explored as to how government and emergency management (EM) organizations use these platforms to communicate with the public in response to emerging natural disasters. Extending the Situational Crisis Communication Theory (SCCT) to the realm of social media, this study examines the emerging semantic networks from 67 government and EM organizations’ official tweets during Hurricane Harvey over a three-week period. It identifies how multiple crisis response strategies—including instructing information, adjusting information, and bolstering—are constituted of different issues, actions, and organizational actors before, during, and immediately after the disaster event. Results suggest that government agencies use the strategy of instructing information predominantly before and during the disaster, whereas adjusting information and bolstering strategies are utilized more during post-disaster recovery. The study offers theoretical and practical implications of using a semantic network approach to studying organizational crisis responses.  相似文献

This paper compares the home-moving patterns of Hong Kong citizens in the periods of 1996–2001 and 2001–2006, highlighted by economic downturns, population reformations and subsequent housing policies adjustments during the second period. It is first shown in the findings that the supply of public housing, instead of its tenure, dictates home-moving propensities and patterns. Then, housing needs among elderly and pre-elderly people appears to be overwhelmed by social needs such as attachment and existing social networks, along with direct or indirect financial constraints. Besides, spatial lock-in appears to be more prevalent among Chinese immigrants as compared to non-Chinese immigrants, owed to the former's ties to local Hong Kong residents and subsequent eligibility for government assistance. Yet, despite the availability of jobs and schools, the recent trend of people moving out of new towns gradually turns these areas into marginalized communities clustered with poor people, alienated within and in a sense excluded from the city landscape altogether. A variety of policy implications, from public finance, allocation of social resources, to land use planning of rural areas and potential social conflicts, are discussed in response to the trend of population aging and immigrations from the Mainland.  相似文献

Given that the political institution of Hong Kong is not fully democratic and is incompetent in channeling public opinion to the executive branch, the Hong Kong media perform the “surrogate democracy function,” wherein they act as the representative of the Hong Kong people in monitoring the government. This simultaneously provides a breeding ground for media populism. Focusing on newspaper editorials and reports on issues of public finance in Hong Kong, this paper analyzes the rhetoric of media populism, which has become part of the journalism culture of the city since the transfer of sovereignty. The paper reveals that media populism is formed by the construction of a populist diagnostic frame, which implies antagonism between the rich government and the deprived people. The populist diagnostic frame is exercised by (1) lexical creations that imply the government–people relation in public finance, (2) omitting inter-class redistribution by in-grouping both the middle class and the lower class as “the people,” and (3) validating the people’s will by interpreting poll results.  相似文献

An experimental study was conducted to investigate Hong Kong consumers' evaluation process in an airline crisis. Three hundred and eighty-five participants (123 men, 227 women, and 35 unidentified) participated in a 2 (causal attribution: internal and external) × 6 (crisis response: shifting the blame, minimization, no comment, compensation, corrective action, and apology) × 2 (crisis severity: severe and extremely severe) between-subject experimental design. Participants were measured on (a) perceived organizational responsibility for crisis, (b) impression toward the organization, (c) degree of trust in the organization, and (d) purchase intention. A path model depicting Hong Kong consumers' evaluation process in organizational crisis was derived. Theoretical and practical implications of the findings were discussed.  相似文献

In 2009, a political youth movement known as the Post-80s emerged in Hong Kong to protest against the construction of a high-speed railway. While local academics and government officials framed the motivations of these youth protesters using economic rationales, I argue here that the Post-80s are better understood as conveying their dissatisfaction towards existing political structures in the city. This profile sets out Post-80s criticisms of the entrenched hierarchical dynamics in Hong Kong political culture that has shaped interactions between the government, political parties and the wider population, and discusses how the Post-80s have responded to the representational imbalances imposed by these hierarchical practices in the local political sphere by advocating for a way of doing politics where individual voices (as opposed to the collective) are emphasized, and where horizontal structures are used. I conclude by exploring the repercussions of this critique on recent political discourses and protests observed in Hong Kong.  相似文献

In Hong Kong’s open and law-abiding society, applying the political principle of “one country, two systems” presents a challenge to the Chinese government, particularly regarding its efforts to control media ownership. Focusing on the structure of media ownership in Hong Kong, this paper describes the ways in which the Internet – especially social media – has empowered activists and alternative media by providing a means of avoiding censorship and social control. This paper also describes the Chinese government’s use of political power and capital to censor and shape the media landscape in Hong Kong in order to dampen public interest in politics and influence public opinion. This study examined pluralistic ignorance in the context of conflicts between Hong Kongers and mainland Chinese in Hong Kong. This focus differs from past studies, which have mainly explored in-group pluralistic ignorance regarding whether people could correctly perceive the opinions of others who belonged to the same social group as they did. The present study investigated whether people could correctly perceive the public opinion of a collective to which they did not belong. Using two representative samples of mainland Chinese students and local students from three universities in Hong Kong, this study found that mainland students overestimated the local public’s unfavorability regarding Chinese mainlanders and the Chinese government. This overestimation was found to be positively associated with their attention to media content about the Sino–Hong Kong relationship and the extent to which they perceived the pertinent media content to be biased toward Hong Kong but negatively associated with their interpersonal communications with Hong Kongers about issues regarding the Sino–Hong Kong relationship. The overestimation of the local public’s unfavorability of Chinese mainlanders and the Chinese government reduced the willingness of mainland students to stay in Hong Kong for further study, work, or domicile. Based on the findings of this study, further research on pluralistic ignorance is recommended in order to determine how migrants perceive the mainstream opinion in the society to which they migrate.  相似文献

The study examines the role of social media during the Umbrella Movement in Hong Kong that lasted from September to December 2014. By interviewing a random sample of 1011 respondents over the telephone before the end of the Umbrella Movement, it was found that social media had become an insurgent public sphere (IPS) in the protest movement. Data showed that acquisition of political news through social media was related positively to support for the Umbrella Movement and adversely with satisfaction and trust of established political authorities, including the Hong Kong Special Administrative Region government, the Hong Kong police, and the Chinese central government. The insurgent public sphere role of social media, its implications, and likely development vis-à-vis the state and the market are discussed.  相似文献

This paper discusses the role of media and communication at times of public crisis and contends that a modern, open information system is a precondition for good crisis management. It traces evolving policy discourse in Mainland China with a special focus on the relationship between the authorities and media. An overview is provided to contextualize and historicize the contemporary development. By examining a series of critical news events triggered by public crises, especially the Severe Acute Respiratory Syndrome (SARS) epidemic in 2003, it provides a broad assessment of the issues involved in the creation of China's open information system, with regard to both institutional policy‐making as well as everyday journalistic practices in reporting the emergent events. Finally, the paper discusses pertinent legislative and regulatory measures in recent years that hold particular importance to state‐media relationship during public crises, especially the Emergency Response Law promulgated in June 2007.  相似文献
