This paper examines the disparate social well-being outcomes children experience across states in the United States. The paper seeks to extend the study of child social well-being by examining the extent to which state characteristics influence aggregate child social well-being outcomes. The results indicate that socioeconomic and population characteristics of states influence the magnitude of aggregate child social well-being deficits. It is argued that the disparities in child social well-being outcomes for children across states should be taken into consideration in the current welfare reform climate. Because states have gained greater control over programs that assist the poorest and most vulnerable families and children, states with large child social well-being deficits will likely experience even larger deficits as many state TANF (Temporary Assistance for Needy Families) policies and practices do not adequately support poor families.  相似文献

This study is the first to use the Supplemental Poverty Measure (SPM) to reexamine the relationships between long-term economic well-being and child outcomes. We decompose the differences between the Official Poverty Measure (OPM) and the SPM and examine such relationships with 15 cognitive, physical, and social–emotional outcomes for 754 ten- to nineteen-year-olds as reported in the Panel Study of Income Dynamics (PSID) 2007 Child Development Supplement. Using PSID data from 1998 to 2006, we measure long-term economic well-being using the average natural logarithm of the ratio of family resources to the poverty threshold with a series of models, beginning with the OPM and converting it step-by-step into the SPM. We find that some steps in constructing the SPM, especially including in-kind benefits and using the SPM thresholds, weaken the relationships between our economic well-being measure and the cognitive outcomes, although including in-kind benefits strengthens the relationships with many of the physical and social–emotional outcomes. Better understanding the relationships between different poverty measures and outcomes of interest can open new avenues for research on mitigating the adverse effects of poverty and could perhaps allow us to better target interventions to individuals who are at greatest risk for adverse outcomes.  相似文献

Legally freed children and youth whose parents have had their parental rights terminated have been shown to be more likely to emancipate from the child welfare system as a result of facing a series of complex factors that affect their likelihood of achieving permanency. To better understand these complex factors, the Colorado Department of Human Services' Division of Child Welfare utilized survival analysis to comprehensively examine the factors that affect permanency for legally free children and youth. Factors affecting permanency outcomes were analyzed for more than 5700 legally free children and youth within Colorado's child welfare system during the period of January 2008 to August 2014. Overall, the majority of Colorado's legally free children and youth achieved a positive permanency outcome. However, the results of the survival analysis reveal distinct factors affecting the permanency of children and youth in distinct age groups, including: children who became legally free after birth through five years in age, children who became legally free between six to twelve years in age, and youth who became legally free between thirteen to seventeen years in age. Across all age groups, African American race, number of prior involvements, permanency goal, age, number of placements while in care, and the time spent in congregate care or family-like settings were found to have statistically significant effects on the likelihood of achieving permanency. Collectively, the findings highlight the distinct factors affecting permanency across different age groups as well as the need for future research to examine the disparate factors affecting permanency outcomes across different age groups.  相似文献

How poverty is defined and measured has significant implications for the identification of children in need. This article evaluates the current measure of child poverty in the United States in order to gauge its appropriateness for assessing child well-being. The article begins with a brief discussion of the meaning of poverty and evaluates the history, structure, and strengths of the official measure of child poverty. In addition, critical shortcomings that potentially mask the known deprivation of poverty are revealed and Amartya Sen's capability approach is introduced as a tool for capturing this deprivation. The overall premise of this article, therefore, is that the discourse on poverty might benefit by reconceptualizing approaches to measuring and defining poverty.  相似文献

Child poverty in the United States persists despite a range of social services designed to reduce poverty rates and improve the economic self-sufficiency of families. The economic downturns resulting in job losses and the housing crisis have converged to create a new group of families who were managing to remain out of poverty prior to the recession but are now slipping into poverty, putting additional strain on services. In light of these pressing issues, this article synthesizes the literature examining child poverty to take a long-range view of the relationship between economic strain, system involvement, and impacts on children and the systems attempting to serve these children. The effectiveness of various policy and program efforts aimed at reducing child poverty rates and/or ameliorating the negative effects of living in poverty is reviewed. The article concludes by suggesting a major shift in focus from reducing child poverty as a singular goal to a comprehensive approach to promoting child and family well-being.  相似文献

Data on the levels of child poverty in Israel indicate that it has remained consistently high and indeed is higher than that in most welfare states. This finding is paradoxical given the fact that, since its establishment fifty years ago, Israel has emphasized its commitment to the well-being of its children and to their welfare. Indeed, this approach has been reflected in a wide variety of social programmes aimed at bettering the living standards of children and of families with children. The reasons for the failure of the Israeli welfare state to deal more effectively with child poverty and deprivation over the last two decades can be linked to economic developments, such as high unemployment and inflation levels and wide wage disparities, to demographic trends such as the concentration of large, single income families among the Arab and orthodox Jewish sectors, and to policies that have encouraged privatization and have discriminated against Arab children. Social workers can play a major role in dealing with these developments by seeking more universal and equitable social policies for children in Israel.  相似文献

This study aims to illustrate how to improve the evaluation of child economic well-being and child poverty using the collective approach. International organisations such as the World Bank, OECD and UNICEF have made important efforts in recent years to produce reliable data and to measure poverty according to the most relevant items of household consumption baskets. However, when measuring poverty, it is common practice to assume either that resources are distributed equally within the household or that there are fixed equivalence scales (for example, a child can be counted as 0.5 adults). The methodology based on collective models of consumption overcomes this rigidity by allowing inequality within each household to be taken into account. The method assumes that each household devotes a fraction of resources to children, which can be estimated using the observed expenditure on child-exclusive goods. An example of how child poverty measures can be inaccurately estimated is illustrated through the case of young children in Albania.  相似文献

Drawing on interviews with 1,535 children (aged 8–14 years) in urban Nigeria, this study introduces two new measures of child labor—child's ownership of business and control over earnings—to supplement the conventional use of a child's hours of work and to create a wider understanding of child labor. It examines the causes of child labor and how these measures vary by parental socioeconomic status. Study of this relationship is important for a deeper understanding of the varying patterns of child labor, as well as for clarifying the cultural and economic socialization of children. Our findings show that children of parents with higher socioeconomic status are more likely to own businesses rather than assist parents. These children are also more likely to keep and spend their work earnings. Our results also offer strong support of the poverty hypothesis and the socialization theory, which are often used to explain child labor in developing societies. Furthermore, our results indicate that children of parents with higher levels of socioeconomic status work fewer hours. These findings have implications for regulating child labor and for alleviating its consequences.  相似文献

We make use of a newly-available international data set from a survey of children aged 8 to 12 years old across 16 diverse countries to explore variations in rates of schools-based bullying of children and the associations between experiences of being bullied and child subjective well-being, both within and between countries. The analysis is consistent with previous international studies in showing very substantial variation in rates of bullying at the country level. There are also between-country variations in the rates of different types of bullying. In terms of individual variations, we find significant variations in the likelihood of being bullied according to age, gender and deprivation, although the influence of these factors varies by country. There was no apparent link at a country-level between rates of bullying and mean life satisfaction scores. On the other hand, in almost all countries, children who had been bullied had significantly lower subjective well-being than children who had not. However there were substantial differences in the strength of association across countries. We find some tentative evidence to suggest that being bullied may make a greater contribution to explaining variations in child subjective well-being in rich countries than in poor countries. The implications of the findings and directions for future research are discussed.  相似文献

An up-to-date and accurate picture of the evidence on the impact of poverty is a necessary element of the debate about the future direction of children's social care services internationally. The purpose of this paper is to update evidence about the relationship between poverty and child abuse and neglect (CAN) published since a previous report in 2016 (Bywaters et al., 2016). A systematic search was conducted, identifying seven reviews. Poverty was found to be consistently and strongly associated with maltreatment, be that in terms of familial or community-level poverty, or in terms of economic security. Findings demonstrated that both the type and the quantity of economic insecurities impacted child maltreatment. Certain economic insecurities – income losses, cumulative material hardship and housing hardship – reliably predicted future child maltreatment. Likewise, as families experienced more material hardship, the risk for maltreatment intensified. In some studies, the relationship between poverty and maltreatment differed by abuse type. Future reviews need to investigate individual papers and their findings across different CAN measures, definitions, samples, abuse types and conceptualisations of poverty to provide a comprehensive understanding of the current research base and the directions which need to be taken to further understand and prevent CAN.  相似文献

Social workers, child welfare professionals, and the public face major challenges in the 21st century. This article examines the responsibilities of all three groups as they each seek to address the needs of at-risk children and their families. Nothing places greater moral and economic demands on all three groups than the urgent need to reduce poverty in our society, especially among families with children. Making a professional commitment to an all-out assault on poverty is seen as necessary if the public and their elected representatives are ever to do so.  相似文献

Many of the challenges that affect children living in poverty are directly related to the neighborhoods in which they live. Places that inhibit healthy living and those that expose children to environmental pollution tend to more heavily affect children in poverty. This environmental injustice is a natural concern of the fields of urban planning, geography, and children’s health. Yet many decisions that affect opportunities for healthy living are made without a full understanding of how neighborhood context influences such opportunities. In this brief, we paint inequalities in child health outcomes as a spatial problem, review some of the geospatial tools used by urban planners and geographers, discuss common reasons for misclassification or misrepresentation of spatially explicit problems, and propose more suitable methods for measuring opportunities and exposures germane to the field of child poverty. Throughout, we emphasize the need for evidence-driven, spatially grounded responses to child poverty issues with a spatial dimension.  相似文献

This paper describes a systematic review of qualitative studies of children living in material disadvantage, which compares and confirms experiences across a pool of studies that meet predetermined quality criteria. The review found that, according to children's narratives, the costs of poverty are not only material but also profoundly social. The evidence suggests that, despite their efforts to maximise their resources, many poor children experience a gradual narrowing of their horizons, both socially and economically. In conclusion the paper suggests the need for further research from children's viewpoints, given the UK government's commitment to reducing child poverty and associated problems of social exclusion.  相似文献

Our study examines residential variability in the prevalence of cohabiting households, the extent to which children are present, characteristics of the household head, and multiple indicators of economic well-being. Despite a lower prevalence of cohabiting households in nonmetropolitan compared to other areas, a larger proportion contain children. For all measures considered, economic well-being is lowest for cohabiting households with children in nonmetropolitan areas, and compared to their metro counterparts a larger proportion receive all forms of public assistance. The higher likelihood of poverty among nonmetropolitan cohabiting households with children is not explained by the characteristics of the household heads in multivariate models predicting household poverty. Cohabitation clearly has different family and economic implications in nonmetropolitan than in other residential areas.  相似文献

The purpose of this article is to review evidence concerning the joint impact of family characteristics and child care experiences in understanding children's development. Although child care experiences are related to children's development across a variety of domains, family characteristics, particularly socioeconomic status and parenting quality, are typically stronger predictors of children's outcomes. An important implication of these findings is that high-quality child care experiences are likely to have stronger effects on children who are at risk of poorer outcomes because of less optimal family environments; evidence from experimental and nonexperimental studies generally supports this conclusion. From a policy perspective, an important goal for future research is to identify subgroups of families within the heterogeneous low-income population that are in particular need of relatively more intensive services and to develop effective interventions that are tailored to their needs.  相似文献

Marriage is positively correlated with income, and women with children are much less likely to be in poverty if they are married. Selection into marriage makes it difficult to assess whether these correlations represent a causal effect of marriage. One instrument for marriage proposed in past research is the gender of a woman’s first child. We find that women who have a boy first are about 0.33 percentage points more likely to be married at any point in time. This effect operates through both increasing the probability that unmarried mothers marry the child’s father and reducing the probability of divorce. We also find that women whose first child is a boy experience higher levels of family income and are less likely to receive welfare income, be below the poverty line, and receive food stamps. Estimates using child gender as an instrumental variable for marriage suggest that marriage plays a large causal role in improving the economic well-being of women with children and that these effects are largest among women at the lower end of the income distribution.  相似文献

Graduation model interventions represent a new wave of anti‐poverty programming that seeks to offer a sustainable pathway out of poverty. An expanding evidence base points towards positive economic outcomes at household level but little is known about impacts on child well‐being. This paper investigates children’s well‐being in Burundi during and after participation in a graduation model programme using a longitudinal mixed‐methods approach. The programme is found to improve child well‐being, particularly in relation to housing, food security and education. Covariate shocks undermine sustainability of effects but greater knowledge, experience and prioritisation of children’s needs contribute to harnessing improved outcomes.  相似文献

The broad goals of child support policy are to keep children in single-parent families out of poverty and to make sure that their material needs are met. One potentially important, but relatively understudied, set of measures of child well-being are health outcomes. A fixed-effects analysis of data from the Child and Young Adult file of the 1979 National Longitudinal Survey of Youth shows that, conditional upon receipt of some amount of child support, higher payment levels are associated with significantly greater odds of having private health insurance coverage and significantly lower odds of poor or declining health status. These effects persist even after controlling for other factors that are likely to be correlated with child support payments, including total family income and paternal visitation patterns.  相似文献

This study estimates the prevalence of households raising more than one child with disabilities, and examines these families' economic well-being. Using pooled data from the 2004 and 2008 Survey of Income and Program Participation we compare households with multiple children with disabilities (n = 932) to households with one disable child (n = 3457) and to households with at least one child but none with disabilities (n = 21,378) on measures of material hardship. Three percent of U.S. households with children had more than one disabled child. Compared to other households with children, those with multiple children with disabilities were significantly more likely to have income below the federal poverty level and to report material hardships. The number of children with disabilities is an important contextual variable for studying the economic circumstances under which, care is provided to children with disabilities. Its implications for practice and policy are discussed.  相似文献
