Studying the perceptions of the causes of poverty is warranted because individual perceptions shape behavior toward poor people and actions related to poverty. Prior studies relying heavily on survey methodology fail to capture deeper and fuller meanings participants apply to poverty. This study explores how child welfare workers understand poverty by examining their definitions of, and what they see as causal explanations of, poverty. Individual interviews were conducted with 30 child welfare workers throughout a Midwestern state. Analysis indicated that workers all defined poverty as ‘not getting basic needs met,’ corresponding to the underlying assumptions of absolute poverty measures. Workers simultaneously augmented these definitions using other poverty constructions, namely the federal guidelines and more complex views – conceptually in line with relative poverty measures – that account for factors outside income or consumption. Workers’ causal explanations of poverty were multifaceted. Causal explanations included structural/systemic, individual, family/generational, and luck, with the first three being most prominent. These findings have implications for practice and training in the child welfare system as it relates to poverty.  相似文献

This paper explores the experiences of caregivers in the Eastern Cape Province regarding the alleviation of child poverty, and presents a case for the expansion of monetary support to effectively address the multi-dimensional focus of child poverty in South Africa. The Social Development Approach (SDA)1 was used together with the Child Focused Multi-dimensional Model (CFMDM)2 to explore the research problem. A phenomenological research design was followed by conducting semi-structured interviews and a focus group discussion with 20 participants who were purposively drawn from four urban and rural areas in the Eastern Cape. The findings concur with the view that the Child Support Grant (CSG)3 monetary support should be increased to better accommodate the multi-dimensional child poverty needs of the CSG recipients.  相似文献

This paper examined the extent of child poverty in urban China, and how the structural and individual risk factors impact on child poverty in urban China using China Health and Nutrition Survey data. Child poverty is measured using a multidimensional deprivation approach. Eight dimensions that are indicative of children's basic rights as ratified in UNCRC (1989) are used to identify poor children, including nutrition, water, sanitation, health, education, information, participation and protection. The empirical results show that the hukou type of the family and parents' work units as the structural risk factors exerted the greatest influences on child poverty in urban China. These structural barriers for realising children's basic rights should be removed in order to achieve the Chinese government political goal of eradicating poverty in China in the next five years before 2020.  相似文献

This article explores some of the issues underpinning the development of a British Council funded Higher Education Link between the University of the Western Cape, South Africa and University College Chichester, England. The Link began in 1999 and finished in 2005. The focus of the Link was child protection. The initial emphasis was on developing national multidisciplinary child protection training programmes within South Africa. Latterly this has expanded to encompass the broader concept of child welfare, particularly children's well being and children's participation in both South Africa and England. For both partners the process has been challenging and transforming. The article reflects on the initial objectives of the Link programme and analyses lessons learned both professionally and personally for the South African and English authors.  相似文献

We examined the association of orphanhood and completion of compulsory school education among young people in South Africa. In South Africa, school attendance is compulsory through grade 9, which should be completed before age 16. However, family and social factors such as orphanhood and poverty can hinder educational attainment. Participants were 10,452 16–24‐year‐olds who completed a South African national representative household survey. Overall, 23% had not completed compulsory school levels. In univariate analyses, school completion was lower among those who had experienced orphanhood during school‐age years, males, and those who reported household poverty. In multivariate analyses controlling for household poverty, females who had experienced maternal or paternal orphanhood were less likely to have completed school; orphanhood was not independently associated with males' school completion. Findings highlight the need for evidence‐informed policies to address the education and social welfare needs of orphans and vulnerable youth, particularly females, in South Africa.  相似文献

This paper explores the axiomatic foundation of multidimensional poverty indices. Departing from the income approach which measures poverty by aggregating shortfalls of incomes from a pre-determined poverty-line income, a multidimensional index is a numerical representation of shortfalls of basic needs from some pre-specified minimum levels. The class of subgroup consistent poverty indices introduced by Foster and Shorrocks (1991) is generalized to the multidimensional context. New concepts necessary for the design of distribution-sensitive multidimensional poverty measures are introduced. Specific classes of subgroup consistent multidimensional poverty measures are derived based on sets of reasonable axioms. This paper analyses the multidimensional child poverty status and its dynamic changes in China from 1989 to 2009 using the China Health and Nutrition survey data. Built on the Alkire–Foster methodology, the adjusted child poverty headcount ratio is calculated which measures not only the traditional headcount ratio of child poverty but also the average deprivation intensity among poor children. The overall poverty rates declined over years from 1989 to 2009 in national wide and among provinces, where the key driver was the reduction of the poverty headcount ratio. With the property of decomposition for the adjusted headcount ratio, this study also examines the provincial and regional contribution to the national poverty reduction. Provinces in the middle region of China received the biggest reduction of child poverty rate, and the regional gap of child poverty has been narrowed down, but more effort of poverty reduction should be made to the poorest provinces and rural areas.  相似文献

This paper challenges the view that, in the context of the HIV/AIDS pandemic, the African extended family is no longer able to care for and support orphaned children. The paper is based on a qualitative case study conducted in a South African urban area on the lived experiences of orphaned children aged 9–14. Data were collected from the children, their teachers as well as their main caregivers. The study found that, despite the poverty facing the extended family, emotional support, family cohesion and support for learning can serve to meet the educational needs of orphaned children.  相似文献

This study assessed perceived needs for psychological support program for family with victim of child sexual abuse in South Korea. We conducted two separate focus group interviews with five therapists who served child sexual abuse victims and families as well as four mothers of a child sexual abuse victim. Consensual qualitative research analysis revealed four domains: Emotional support for parents, psychoeducation, family therapy, and tailored and flexible service delivery. Core ideas of the four domains were identified. The results were consistent with the family support program contents developed in Western countries and suggested culture-specific contents and culturally sensitive service delivery. Clinical implications for developing family support program in South Korea were discussed.  相似文献

SUMMARY

This study evaluates historical changes in the relative importance of key factors influencing white, African American, and Hispanic women's poverty. Empirical results, based on reduced form logistic regressions, indicate that work has become, relative to marriage, a potentially better way to decrease women's poverty. The greater relative importance of work when compared to marriage is strongest for blacks and weakest for whites, although for all three groups of women this pattern holds. This trend is consistent with the move from women's main economic support being generated through marriage to instead being generated through work. At the same time, children continue to increase women's chances of being in poverty, though their impact has changed differently among the three groups. The findings suggest that resources directed towards alleviating poverty should ideally be allocated towards efforts to create good job opportunities combined with support to reduce the costs associated with balancing market and family responsibilities.  相似文献

Marriage and work have long been central to debates regarding poverty and the family. Although ample research has demonstrated their negative association with child poverty, both marriage and work have undergone major transformations over recent decades. Consequently, it is plausible that their association with child poverty may have also changed. Using 10 waves of U.S. Census Current Population Survey data from the Luxembourg Income Study, this study examined the relationships among marriage, work, and relative measures of child poverty from 1974 to 2010. The results indicated that both marriage and work still decrease the odds of child poverty. However, time interactions showed marriage's negative association with child poverty has declined in magnitude, whereas work's negative association with child poverty has increased in magnitude. These findings underscore the historically varying influence of demographic characteristics for poverty. They also suggest the limitations of overemphasizing marriage and the growing importance of work for reducing child poverty in America.  相似文献

Social work teaching and research is assumed to impact significantly on practice, readying students for employment and investigating areas relevant to practice. In South Africa, the historic divergence between the academic agenda and population needs is significant. In a context of transformation towards developmental social welfare, this paper investigates the extent to which tertiary education as well as research agendas match what South African child welfare practitioners have identified as priorities in the field. In a study examining trends and drivers in South African child welfare, it was found that the curriculum was largely being informed by the same trends that shaped practice. However, the research agenda differed markedly from the issues concerning practitioners. Also, practitioners thought that new graduates were ill-equipped to deal with practice demands in resource-poor and transforming (post-apartheid) environments. It is recommended that South African academics and practitioners ensure that child welfare curricula, academic enquiry and practice demands overlap more closely in order to better prepare novice social workers and provide leading research. With globalization and the increased need to respond to diverse populations, it becomes critical that social work education is reviewed both in the north and south to ensure its relevance for practice.  相似文献

This study tested a domain conceptualization of adolescent susceptibility to peer pressure. Using the peer pressure domains identified by Clasen and Brown (1985) , five susceptibility domains were proposed although only four (family involvement, school involvement, peer involvement, and misconduct) were tested. In terms of measurement, cross‐validated results showed that the model with the four domains provided the best fit. In terms of age and sex patterns, the different susceptibilities were characterized by different patterns of age trends and sex differences. In terms of incremental validity, all four susceptibilities predicted behavior in their domains beyond other potential predictors. In terms of relations with a theoretical correlate, the four susceptibilities were differentially related to parental knowledge of adolescents' lives. This overall pattern of results provides converging support for the domain conceptualization.  相似文献

African American and Latino youth who reside in inner-city communities are at heightened risk for compromised mental health, as their neighborhoods are too often associated with serious stressors, including elevated rates of poverty, substance abuse, community violence, as well as scarce youth-supportive resources, and mental health care options. Many aspects of disadvantaged urban contexts have the potential to thwart successful youth development. Adolescents with elevated mental health needs may experience impaired judgment, poor problem-solving skills, and conflictual interpersonal relationships, resulting in unsafe sexual behavior and drug use. However, mental health services are frequently avoided by urban adolescents who could gain substantial benefit from care. Thus, the development of culturally sensitive, contextually relevant and effective services for urban, low-income African American and Latino adolescents is critical. Given the complexity of the mental health and social needs of urban youth, novel approaches to service delivery may need to consider individual (i.e., motivation to succeed in the future), family (i.e., adult support within and outside of the family), and community-level (i.e., work and school opportunities) clinical components. Step-Up, a high school-based mental health service delivery model has been developed to bolster key family, youth and school processes related to youth mental health and positive youth development. Step-Up (1) intervenes with urban minority adolescents across inner-city ecological domains; (2) addresses multiple levels (school, family and community) in order to target youth mental health difficulties; and (3) provides opportunities for increasing youth social problem-solving and life skills. Further, Step-Up integrates existing theory-driven, evidence-based interventions. This article describes Step-Up clinical goals, theoretical influences, as well as components and key features, and presents preliminary data on youth engagement for two cohorts of students.  相似文献

Transnational physician migration has concerned states' health and migration policies for many years. Recent developments have increased attention to the outcomes of these flows in the global south, where physician emigration is undermining public health policies. Cuba's exporting of medical professionals presents an alternative dynamic, based upon both an ideology of humanitarian solidarity and a need to secure hard currency earnings. The benefits and challenges arising from a bilateral agreement between Cuba and South Africa to supply Cuban doctors to South Africa and training at the Latin American Medical School (ELAM) for South African medical students are addressed. The benefits of skills enhancement and professional development are noted, as well as the economic benefits for both the Cuban government and individual doctors, while concerns with the appropriateness of the medical training provided at ELAM for the South African health context and the sustainability of the current policy are discussed.

Policy Implications

  • Strategic bi‐lateral agreements offer a productive route towards more sustainable management of skilled migration.
  • When migration agreements include skills training, attention is needed to ensure the training provided is appropriate to the destination context: attention needs to be paid to the appropriateness of the medical training afforded to South African medical students in Cuba for health requirements in South Africa.
  • International migration agreements can form part of a broader policy suite aimed at realizing public health and other development priorities. However, attention must be paid to the suitability and sustainability of the outcomes of these practices.

This article presents a reconceptualization of individual religiosity based largely on a structural variant of symbolic interactionism and incorporating "religious salience," the importance of religion to an individual. The reconceptualization links the Glock-Stark multidimensional conceptualization of religiosity to the concept of role-identity as used by Stryker and other identity theorists. Two components of religiosity are proposed: (1) religious norm adherence , the quality of one's religious role performance (the focus of the Glock-Stark model); and (2) religious identity salience , the importance of a person's religious identity relative to that person's other identities. Procedures for measuring religious identity salience are considered. It is proposed, based on structural symbolic interactionism and cognitive behaviorism, that the degree and dimensional structure of norm adherence are strongly influenced by identity salience, contingent on costs and rewards associated with each normative behavior.  相似文献

South African child sexual abuse workers active in low-income communities bear witness to stories of sexual and physical abuse, neglect, pervasive deprivation, and violence. North American, British, and European workers’ emotional experiences have been captured in the literature, and a gap remains to be filled by those of their South African colleagues. This research aims to focus on the emotional experiences of social workers who engage therapeutically with sexually abused children in the Helderberg basin of the Western Cape, and resonate in some way with readers working in situations of poverty and trauma in other parts of the world. This study employed an explorative inductive research method, and followed a critical realist and contextual constructionist approach. Multiple-case study data collection took place by means of semi-structured interviews with social workers who engage therapeutically with sexually abused children. Data were examined by means of thematic analysis, and psychoanalytic theory was employed to analyse defences that surfaced during interviews. There were similarities in emotional experiences between South African participants and their abovementioned counterparts. The research also identified salient features of working with child sexual abuse in South Africa. The emotional experiences of doing such work, coupled with participants’ ways of managing sexually abused children’s material, gave rise to possible vicarious traumatisation symptoms and allowed for a psychoanalytic understanding to be put forward. The research also reports on useful measures that might enable individuals to continue interventions. To enable ongoing effective therapeutic engagement, social workers should have access to opportunities for acknowledging countertransferences and processing dynamic material defended against. The research contributes to knowledge of working in South Africa by exploring the emotional experiences of those who help sexually abused children daily, and by investigating the psychological impact prolonged therapeutic engagement has on workers active in Western Cape low-income communities.  相似文献

This paper discusses how far local authority anti-poverty strategies consider the impact of poverty on children. After outlining some findings on child poverty and linking these with current debates on children's rights, it examines a selection of anti-poverty strategies. Although examples of good practice are highlighted, the paper concludes that in general issues affecting children living in poverty are insufficiently addressed and that anti-poverty strategies should be refocused to take account of the needs and rights of children.  相似文献

The impact of disability on the living conditions of people living in specifically resource‐poor areas in South Africa has not previously been addressed. This paper presents a comparison of people with a disability and their non‐disabled peers with respect to some key poverty indicators among a sample of Xhosa speaking individuals in resource‐poor areas of Eastern and Western Cape Provinces. A questionnaire on the level of living conditions (household composition and socio‐economic characteristics) and a detailed disability questionnaire that captured more specific details of the disability experience of the individual with a disability were adapted to the South African context and utilised. Despite the improved situation of households with a disabled family member in terms of financial resources (due primarily to the allocation of disability grants), other measures of poverty (education and employment) remain divisive for those with disabilities.  相似文献
