Britain: moving towards a work and opportunity‐focused welfare state?   总被引:1,自引:0,他引:1  
A major aim of the Labour Government elected in May 1997 was to change British social policy away from passive income maintenance towards promoting employment, investment and opportunity. Many of its policy initiatives bear the clear imprint of a social development model. Investment in education and health are seen as paramount, community rebuilding through partnership-based economic renewal and the promotion of social capital through neighbourhood renewal are all explicit priorities in the government's spending plans. Note: this approach to policy will continue in Britain now that Labour has been returned for a second term in the June 2001 general election.  相似文献

This exploratory study sought to assess the job satisfaction of employed Australian single mothers who had mandatory employment participation requirements. In particular, we sought to identify the characteristics of the job and the individual that were closely associated with participant's job satisfaction. Self‐report data on job satisfaction, employment characteristics and parenting stress were collected from 155 employed single mothers. Participant job satisfaction was compared to female Australian population norms and linear regression analyses determined the job‐related and individual predictors of single mothers' job satisfaction. Findings from this exploratory study revealed that single mothers involved in a mandatory welfare‐to‐work program experienced significantly lower job satisfaction than the Australian female population. The individual variable, parental distress, negatively predicted each of the six job satisfaction domains while being employed on a casual basis was inversely associated with three domains (job security, work hours and overall job satisfaction). The Australian government purported that making the transition from welfare to work would improve wellbeing for program participants, under the assumption that ‘any job's a good job‘. However, the relatively low levels of job satisfaction experienced by single mothers in the current study provide little support for this assumption.  相似文献

Participatory policy making is a contested concept that can be understood in multiple ways. So how do those involved with participatory initiatives make sense of contrasting ideas of participation? What purposes and values do they associate with participatory governance? This paper reflects on a Q‐method study with a range of actors, from citizen activists to senior civil servants, involved with participatory initiatives in U.K. social policy. Using principal components analysis, supplemented with data from qualitative interviews, it identifies three shared participation preferences: participation as collective decision making, participation as knowledge transfer, and participation as agonism. These preferences demonstrate significant disagreements between the key informants, particularly concerning the objectives of participation, how much power should be afforded to the public, and what motivates people to participate. Their contrasting normative orientations are used to highlight how participatory governance theory and practice frequently fails to take seriously legitimate diversity in procedural preferences. Moreover, it is argued that, despite the diversity of preferences, there is a lack of imagination about how participation can function when social relations are conflictual.  相似文献

This study explores the influences of neoliberalism on the design and operation of regulation policy in the Australian trucking sector. It examines the introduction of a programme of voluntary self-regulation and considers why despite known weaknesses, regulators persist with such policy reforms. The study draws on qualitative research involving representatives of policy and regulatory agencies as well as industry participants. The analysis examines the role of markets in directing truck operator interest towards public policy compliance objectives. This generates a diversity of responses from firms ranging from willing compliance to deceptive ritualism. The findings reveal how voluntary self-regulation appeals to some segments of industry and how in this case it also signals a shift in regulatory culture, facilitating a new and more engaging dialogue between industry and regulators around compliance and safety concerns. This study shows that advances in industry-regulator engagement help explain why neoliberal policy influences are often readily embraced by regulatory agencies. Here, we see how programmes of voluntary self-regulation present both symbolic and substantive value for key policy actors.  相似文献

This paper, however, is concerned with a narrower question: Will the pandemic turn out to be a turning point in the US economy? From the time that development of a National Disability Insurance Scheme arrived on the agenda of the Australian Labor Government's 2008 Ideas Summit, the lives of disabled Australian citizens have been widely discussed, consulted on, planned for and acted on. This discourse analysis (Fairclough 2003; 2010) critiques the ways in which disabled lives have been framed in these high profile policy debates, with detailed focus on two key policy documents. The Shut Out Report: the Experiences of People with Disabilities in Australia (2009) (2009) and Disability Care and Support (Productivity Commission 2011) are both grounded in extensive national consultations and provide significant evidence about the ways that disabled Australians talk about the problems they face and the solutions they advocate. The paper employs the well‐known recognition‐redistribution debate of Nancy Fraser and Axel Honneth (2003) to interpret the findings that narratives of suffering, burden and marginalisation predominate in current policy conversations. This tends to push out discussions concerning the non‐redistributive aspects of disability reform, potentially contributing to non‐integrationist discourse entrenched over 150 years of policies of segregation. Minority voices advocating social integration are present but muted. At this stage, their influence is undetermined.  相似文献

The present study evaluated the effects of a cognitive‐behavioral program on disruptive and delinquent behaviors among a sample of adolescent girls placed in a residential center in Quebec (Canada). This study also investigated the moderating impact of depressive symptoms on program effectiveness. The study used a quasi‐experimental design to allow comparisons between 104 girls in the treatment group and 78 girls in the comparison group over 18 months. Findings showed that the program contributed significantly, albeit modestly, to a decline in some forms of disruptive/delinquent behaviors. Results also indicated that girls with a higher level of depressive symptoms at admission also reported higher involvement in a myriad of disruptive/delinquent behaviors and that for some types of problem behaviors, this higher involvement persisted over time. In general, however, the seriousness of the depressive symptoms that the girls reported at admission did not interfere with the effectiveness of the cognitive‐behavioral program.  相似文献

This study aims to examine service quality in the emergent society-run homes (SRH) in Beijing from the perspective of residents in the context of ‘Socializing Social Welfare’ policy reform. Quantitative and qualitative research methods were combined to provide a comprehensive approach. A novel instrument for measuring service quality was developed and validated. Nine dimensions and three domains of service quality were identified and explored. The measuring instrument reveals that service quality in the SRH is barely satisfactory. With the findings of this study and the corresponding recommendations, it is hoped that the quality of institutional care service for the elderly can be improved, the social capital of the SRH can be promoted, and an integrated system of diversified care services can be formed and serve the needs of the increasing population of aged people.  相似文献

Approaches to risk assessment and management in child protection have been developed largely within an objectivist paradigm and this has led to an emphasis on prediction, control and culpability. This paper argues that the objectivist paradigm has failed to provide valid and reliable measures of risk and has replaced a focus on the subject (the individual) with a one-sided focus on objectified risk factors. Because of these limitations, it is argued that risk should be explored from an alternative, subjectivist paradigm. The paper outlines the implications of this shift for social work practice with children and their families, by advocating the re-instatement of the subject and a return to 'relationship' as the guiding rationale for social work intervention.  相似文献

This paper draws on the findings of a research study that examined the factors that influence local decision‐making in cases where a child or young person is being considered by residential workers, social workers and senior managers for placement in a secure unit. After outlining the research problem and case study approach taken, the paper focuses on explicating the findings of the study that relate to the impact of group membership, goals, roles and norms on group performance in such cases. The paper illustrates how attending to these four areas, and the way in which power relations impact on them, may help those developing and managing groups to improve decision‐making practice.  相似文献

This study shows that although Norway and Sweden have rather similar family policies, the seemingly small differences that exist reflect different national ideals of care, and these differences encourage parents to employ different gendered moral rationalities. However, Sweden's ideal of ‘equal‐sharing/professional care’, encourages fathers to take longer leaves than the Norwegian ideal of ‘partial sharing plus choosing between professional or parental care’. Given their different national ideals of caring, different gendered moral rationalities emerge. While in Norway the dominant gendered moral rationality among our interviewees is ‘man‐doing‐his‐duty’, in Sweden two different rationalities arise: the ‘breastfeeding‐plus‐sharing’ rationality and the ‘male‐opt‐out’. This conclusion is based on 60 interviews with mothers and fathers in Oslo and Stockholm.  相似文献

With social security provisions in Kenya remaining under‐reported in the more recent literature, this overview covers recent reforms in key areas of the country's social security system. In the health sector and in old‐age pension provision social security is still mainly workerist (biased toward those in formal employment), and attempts to expand coverage have had limited effect only – cash transfer programmes, for instance, have been expanded but in practice they do not universally cover the entitled categories. Thus, although the Kenyan social security system now has a considerable pro‐poor social assistance component it remains biased toward those in formal employment, to the benefit of the highest income quintile.  相似文献

The causal relationship between financial development and economic growth is examined, utilizing the superexogeneity methodology. We use annual data for Korea during 1971–2002, during which Korea has experienced both phenomenal economic growth and a variety of financial liberalization and reforms. In our tests for superexogeneity, we find that financial development control causes economic growth, but the reverse is not true. Our empirical results provide evidence in favor of the ‘finance causes growth’ view for the case of Korea while rejecting the ‘growth causes finance’ view. The policy implication is that Korea should give policy priority to financial reform rather than economic growth, because only a decisive and accelerated pace of financial restructuring can ensure a sustainable growth in the medium or long term.  相似文献

In an intriguing account, the hypothesis is proposed that elevating effects of quantity of childcare on aggression might not, as other research has suggested, be dissipating over time, but instead be diffusing across groups of children. Paradoxically, this diffusion may also affect children with little or no experience with non-maternal care. If supported, this hypothesis may cause great concern about the increasing childcare use in western countries. In this commentary, we take a closer look at this hypothesis, focusing on limitations in ethnic and cultural diversity of the available data, on the inconclusive role of temperament, on the causal nature of some conclusions, and on the role of the father as a non-maternal caregiver.  相似文献

This article examines three policy statements on informal carers published in the UK in 1999—the National Strategy for Carers, the report of the Royal Commission on Long Term Care and the note of dissent by two members of the Royal Commission. These three documents contain two rather different approaches to policy for carers. On the one hand, the National Strategy and note of dissent emphasize respite care or short-term breaks for carers, and are concerned with sustaining the well-being of carers as well as ensuring the continuation of caring itself. The Royal Commission, on the other hand, emphasizes support for the older or disabled person who is being cared for, as a means of supporting the carer, and advocates carer-blind services. It is argued that this policy contains within it the potential to substitute for or replace the carer and that this represents a radical new departure for social policy for carers in the UK. The advantages and disadvantages of the two policy approaches are explored. It is argued that policies for carers should include both services specifically for carers, like breaks from caring, and services provided for the cared-for person, like domestic and personal care services. Wider issues about the proper boundary between family and state care are explored.  相似文献

This literature review analyses the adoption and development of a street‐level perspective in public management, social policy and social work. The last years have seen a prominent revival of a perspective based on Michael Lipsky's street‐level bureaucracy approach in the debates conducted within all three disciplinary fields. Based on 71 key publications in public management, social policy and social work, the review analyses the adoption of the street‐level bureaucracy approach during the period 2005–2015, pointing out the main themes of the debate within, as well as overlaps and differences between, the three disciplines. The findings show the potential of better integrating the different perspectives and taking stock of the articulated debate. Lastly, the review discerns a common viewpoint for further street‐level research, emphasising its importance for the critical analysis and understanding of street‐level work as a vital dimension of responsive and accountable institutions and as a decisive moment to shape positive policy outcomes on the ground. Key Practitioner Message: ? The use of discretion by frontline practitioners and their role as policy actors on the ground has become an important focus of research; ? This literature review shows that the debate has gone far beyond discussing discretion as an all‐or‐nothing issue, pointing out both positive and negative aspects of discretion and developing comprehensive frameworks to explain the use of discretion at the street‐level; ? However, street‐level research has traditionally rather neglected the notion of professionalism. The social work literature brings in the perspective of professionalism; more research efforts are needed to better explore and explain how professionalism matters in relation to challenges and dilemmas of different policy and practice fields.  相似文献

The family courts in England and Wales are being significantly reformed in line with the coalition government's aim to speed up the process and increase the numbers of children being adopted from care. In September 2013, the Court of Appeal handed down a judgment, Re BS (Children) [2013] EWCA Civ 1146, that has wide‐ranging implications for professional practice and decision making in care proceedings. The judgment challenges the policy direction and provides guidance about what is required before courts can make orders separating children from their birth families, particularly in cases of non‐consensual adoption. In this paper, we outline the changes occurring in the family justice system, some key elements of Re BS, and examine the challenges for implementing practice consistent with the requirements of Re BS. It is argued that the standards set by Re BS are unlikely to be fully implemented without much further attention to the complexities posed by the policy and practice context of social work with children and their families involved in care proceedings.  相似文献

This paper analyses child welfare workers' perceptions of ethnic minority children in England and Norway based on in‐depth interviews with 52 child welfare workers in 2008. We employ a child‐centric theoretical framework to explore up to what extent workers focus on minority children in their perceptions. We found that about half of our study participants (n= 27) did so, and many more in Norway than England. They perceived many risks and problems for minority children related to their ethnicity, including children's biculturalism and language skills, parenting methods, unequal treatment and racism, lack of social inclusion, and problems in school. Norwegian workers displayed a broad needs perception and embraced a change‐orientated perspective and held parents accountable for their children's educational success and social inclusion. English workers had a narrower approach, focusing on protecting children. We discuss how the cross‐country differences may be related to different welfare state and child welfare paradigms.  相似文献

In this article we measure the effect of inherited political capital in the form of family politicization on legislative candidates’ recruitment age and early careers. We differentiate the concept of family politicization between a narrow (i.e., party political) and a broad (i.e., non-party-political) interpretation. Results indicate that narrow family politicization is the only type that plays a role in speeding up political recruitment. However, only the route to candidacy is affected by family politicization, whereas for the route to power other factors absorb this effect, mainly the candidates’ pre-electoral party engagement. This implies that candidates from narrowly politicized families do not merely rely on inherited political capital to get elected, which rejects a popular opinion. On the other hand, the result that parental talking and brokerage professions speed up the candidates’ election, indicate that the home environment does not play a neutral role in the early career path either.  相似文献
