Building on the concept of ‘multicultural middle class’, this paper explores social inclusion of professionally educated and employed non‐Anglophone immigrants in Australia. We focus specifically on the perceptions and implications of ‘foreign accent’ in the interaction between two groups of middle‐class Australians: non‐Anglophone immigrants and Anglo‐Australians. ‘Non‐Anglophone immigrants’ are defined as those who arrived in Australia as adults, grew up speaking a language other than English, and therefore usually speak English with a ‘foreign accent’. ‘Anglo‐Australians’ are defined as people born in Australia who grew up in families/households where only English was spoken, therefore speaking with a ‘native Australian’ accent. Through a survey of a targeted sample of respondents, the two groups were asked about their intergroup communication, wider interaction (e.g., intermarriage, friendships and working together) and mutual perceptions. Our findings indicate high levels of agreement between the two groups that Anglophone/non‐Anglophone communication is minimally hindered by comprehension problems due to foreign‐accented speech and cultural differences. Although the positive picture that emerges may reflect specific experiences and attitudes of middle‐class professionals and may not be generalisable, increased contact of the 'multicultural middle class' with its Anglo‐Australian counterpart is likely to be a factor in dissociating foreign accent and negative stereotyping.  相似文献

Australia's ‘old‐old’ population is growing even faster than the total aged population and despite improved incomes, living conditions, health risk behaviours and health care this will result in a concomitant increase in the numbers of older people with disabilities. This paper examines ABS 2003 survey data on the incidence of disability among older Australians and their need for, and utilisation of, formal and informal care. It uses this as a basis for projecting the incidence of disability among older Australians and the need for informal and formal care up to 2031. These indicate there is a major challenge since the aged care workforce has grown only slowly in Australia and is concentrated in the older working ages presaging a loss of workers through retirement. There needs to be a significant effort put into attracting workers to both the skilled and unskilled parts of the aged care industry.  相似文献

Immigration to Australia has long been the focus of negative political interest. In recent times, the proposal of exclusionary policies such as the Malaysia Deal in 2011 has fuelled further debate. In these debates, Federal politicians often describe asylum seekers and refugees as ‘illegal’, ‘queue jumpers’, and ‘boat people’. This article examines the political construction of asylum seekers and refugees during debates surrounding the Malaysia Deal in the Federal Parliament of Australia. Hansard parliamentary debates were analysed to identify the underlying themes and constructions that permeate political discourse about asylum seekers and refugees. We argue that asylum seekers arriving in Australia by boat were constructed as threatening to Australia's national identity and border security, and were labelled as ‘illegitimate’. A dichotomous characterisation of legitimacy pervades the discourse about asylum seekers, with this group constructed either as legitimate humanitarian refugees or as illegitimate ‘boat arrivals’. Parliamentarians apply the label of legitimacy based on implicit criteria concerning the mode of arrival of asylum seekers, their respect for the so‐called ‘queue’, and their ability to pay to travel to Australia. These constructions result in the misrepresentation of asylum seekers as illegitimate, undermining their right to protection under Australia's laws and international obligations.  相似文献

The ‘age of metrics’ or ‘the metric tide’ in the form of bibliometrics has largely by‐passed Social Policy. This study aims to broaden the focus from the most cited articles in Social Policy journals to discover the most cited works in Social Policy or ‘Social Policy's Greatest Hits’. It finds some 24 works with over 2000 Google Scholar citations, but only nine of these are by social policy writers. In terms of total citations, Gosta Esping‐Andersen's The Three Worlds of Welfare Capitalism is the clear leader by a significant margin, with the most cited Social Policy (or Social Administration) writers being Peter Townsend, Richard Titmuss, Ruth Lister and Jane Lewis. In addition to total citations, it presents citations per year, and ‘Social Policy citations’ (i.e. the use made of the work within the discipline of Social Policy). This list is headed by Gosta Esping‐Andersen and Paul Pierson, with the leading social policy writer being Jane Lewis. This article presents a set of the ‘most plausible contenders’ for the works with greatest influence within Social Policy or ‘Social Policy's Greatest Hits’. It is concluded that, even with its flaws, bibliometrics is an important approach to exploring the vast field of Social Policy.  相似文献

This article explores intersecting notions of leisure among middle‐aged people with intellectual disabilities in the setting of the Swedish welfare state. The participants are recipients of long‐term disability services and have experienced the changing ideological frameworks of the welfare effort, which has recently focused on normalisation, inclusion and participation. Structured activities are arranged by disability services in order to normalise living conditions and provide recreation for disabled people. However, the range of activities is constrained by financial resources, by notions of gender and age and by an institutionalised emphasis on the work ethic – leading to constructions of leisure partly as ‘time beside’ where ‘free time’ activities should not interfere with the duties of the working week. The participants' limited resources and their lack of a strong voice limit their ability to demand their legal rights and leave many of them with ‘too much time with too little to do’. Key Practitioner Message: ● A common idea of leisure is the relationship between social and physical activities, well‐being and health;People with disabilities, regardless of age, engage in fewer leisure activities than the general population due to a lack of resources;Even with legal rights, the lack of a strong voice as well as institutional constraints limit their leisure opportunities.  相似文献

While many academic accounts treat post‐communist Europe as just another site of Europeanization with an emphasis on ‘adaptation’ and ‘learning’, this article argues that EU integration and the transformation of post‐communist Europe is a much more complex, volatile and uncertain process; not so much one of adaptation but more a ‘quantum leap’, apparently bypassing the stage of a Keynesian regime. Post‐communist Europe is asked to join an EU agenda that has many features of what Jessop calls the ‘Schumpeterian Workfare Postnational Regime’ (SWPR). In that sense, EU integration of post‐communist welfare is not simply a ‘catch‐up’, it is a complex transformation process whereby, rather than EU Enlargement and Eastern Europe being seen as a threat to ‘Social Europe’, the EU imposes its own ‘social deficit’ and economic hegemony onto Eastern Europe.  相似文献

Although social work around the world is understood to be a ‘person‐in‐environment’ activity, policy in UK places more emphasis on individual characteristics than on environmental influences on development and behaviour. This results in social work practice which rightly places a strong emphasis on children's attachments to their parents and other significant people, but which largely fails to recognize their attachments to important places in their lives. Evidence from a range of disciplines is used to demonstrate the fundamental links that exist between place, identity and well‐being. The implications of this evidence for social work with children and families are explored, using practice examples to highlight some of the consequences of a lack of ‘place awareness’, as well as ways in which greater place awareness can be used to promote the well‐being of children and families.  相似文献

‘Person‐centredness’ is a ubiquitous term, employed in modern care services to signify policies and practices that attend to the uniqueness of each individual user. Despite being highly regarded in older adult community care services, there is much ambiguity over its precise meaning. Existing reviews of person‐centredness and its attributes have tended to focus on the medico‐nursing literature, neglecting other interpretations, such as those relevant to community social care. A new literature‐based concept synthesis reported here identified 12 common attributes within the broad themes of ‘understanding the person’, ‘engagement in decision‐making’ and ‘promoting the care relationship’. The review also contrasts how these attributes are applied across different interpretations of person‐centredness. The article argues that not all attributes necessarily pull in the same direction, and that older adults may require them to be delivered in different ways than they are to younger people. Thus, a ‘one‐size‐fits‐all’ approach should be discouraged in community care. Key Practitioner Message: ? ‘Person‐centredness’ is open to multiple interpretations, causing difficulties for services trying to gauge performance and quality; ? Three themes are central to person‐centred services: ‘understanding the person’, ‘engagement in decision‐making’ and ‘promoting the care relationship’; ? In recent years there has been increased interest in outcome‐based social policy‐making and management. The UK has been in the forefront of this movement but similar movements have been identified internationally. This interest in outcome‐based decision‐making has been given particular impetus through the ‘results’‐based movement in evaluation and performance management since the 1980s, which has increased in scope over time, slowly changing its emphasis from cost reduction and measuring outputs to measuring outcomes. This change has been widely welcomed by policymakers, practitioners and academics. However, there is evidence that the reality is often rather less than the rhetoric. Moreover, the ‘attribution problem’ of attributing changes in outcomes to specific social policies has remained a major issue. The conceptual solution of constructing ‘cause‐and‐effect’ models, imported from the policy evaluation field, has only recently become common for operationalising these models. This article outlines the evolution of interest in outcome‐based social policy‐making up to recent times and the growing realization of the importance of the attribution problem. It then outlines both how the ‘cause‐and‐effect’ policy modelling approach can partially tackle the attribution problem, but also its inherent limitations. Lastly, the article uses several case studies in current UK social policy‐making to demonstrate the potential importance of the reasoning embedded within cause‐and‐effect models but also the dangers in policy‐making which adopts this approach without understanding its conceptual basis or in fields where it is inappropriate, given the current state of our knowledge of social policy systems.  相似文献

Gambling by Aboriginal people is increasingly identified as a significant public problem in Australia, eliciting responses mainly concerned with measurement and harm minimisation. We adopt the utilitarian philosophy of John Dewey to critically examine the way this ‘problem’ is socially constructed. We recast our roles as pragmatic researcher‐activists in the ongoing struggle to have Aboriginal practices taken seriously We draw particularly on the work of a group of senior Yolnu Aboriginal consultants and re‐present their story of gambling alongside other research on the Aboriginal use of urban gambling spaces. This helps us develop a nuanced explication of the public problem, one that challenges existing discourses and proposed solutions. We identify an Aboriginal space being produced within existing casinos which is only supported reactively by government and casino owners, and met with anxiety by community service providers. We propose the radical idea of Aboriginal urban gambling venues as indicators of what is needed for a successful, state‐supported, socially inclusionary and non‐exploitative space for Aboriginal people, and what obstacles may stand in the way of achieving this. Through this process, we assess how, as participant researchers, we can help to reformulate of the public problem in a way that is more closely aligned to Aboriginal needs and aspirations.  相似文献

Well‐being and employment activation have become central and intertwined policy priorities across advanced economies, with the mandation of unemployed claimants towards employability interventions (e.g. curriculum vitae preparation and interview skills). Compelled job search and job transitions are in part justified by the well‐being gains that resulting employment is said to deliver. However, this dominant focus within the activation field on outcome well‐being – the well‐being improvement triggered by a transition to paid work – neglects how participation in activation schemes can itself affect well‐being levels for unemployed people – what we term ‘process well‐being’ effects. Combining theoretical literature with empirical work on the UK's large‐scale quasi‐marketized Work Programme activation scheme, we develop the limited existing academic discussion of process well‐being effects, considering whether and how activation participation mediates the negative well‐being effects of unemployment, irrespective of any employment outcomes. We further relate variation in such process well‐being effects to the literature on activation typologies, in which ‘thinner’ work‐first activation interventions are linked to weaker process well‐being effects for participants compared to ‘thicker’ human capital development interventions. Confirming these expectations, our empirical work shows that Work Programme participants have, to date, experienced a largely ‘thin’ activation regime in which participants are both expected to, and empirically demonstrate, similar if not lower levels of process well‐being than those who are openly unemployed. These concerning findings speak to all nations seeking to promote the well‐being of unemployed people and particularly those perusing ‘black box’ activation schemes based around quasi‐marketization, devolution and New Public Management.  相似文献

Debates around welfare change have tended to concentrate on the balance between market and state provision. Although there is increasing reference to a mixed economy of welfare, this generally signifies a greater emphasis on a third sector of voluntary/community level provision. However, the family sphere has been, and still remains, an important and dynamic source of welfare provision across changing regimes and between generations. With this as background, the article addresses three particular questions. First, how has the role of families in the welfare mix changed over time? Second, how do family ‘strategies’ adapt to structural changes in order to maximize collective/individual benefits in certain areas and how do these strategies evolve over generations? Third, is such family engagement in welfare influenced by policy shifts appropriately conceptualized as ‘re‐familization’ or ‘de‐familization'? These issues are explored in the comparative socio‐economic and cultural contexts of China and Japan and draw on qualitative research with three generations of families in Shanghai and Tokyo.  相似文献

We examined stress, coping and psychological adjustment of 68 children, aged 8–12, who were internationally adopted to Spain. Using the Kidcope, all children were asked about the most stressful general and adoption‐related problem they experienced and the use and effectiveness of various coping strategies when dealing with the problem. For all reported problems, the nature of the problem (personal, interpersonal, regarding others), the content, the degree of stress it created and its perceived controllability were analysed. Emotional and behavioural functionings were assessed with the Behaviour Assessment System for Children. About half of the children mentioned specific problems concerning the adoption, with inracial adoptees reporting less adoption‐related problems than transracial adoptees. For general and adoption‐related problems, interpersonal problems were mentioned most often. With regard to the content, ‘relationships’ and ‘victimization’ were mentioned most often for general and adoption‐related problems, respectively. Adoption‐related problems were appraised as less controllable. No differences emerged in terms of coping with general or adoption‐related problems except for ‘self‐criticism’. Overall, the children used many coping strategies and were generally well‐adjusted. Identifying the problems and coping strategies of adoptees is important in order to help these children and their families tackle these stressors.  相似文献

Social representations research is often undertaken by scholars who seek to ‘give voice’ to knowledge(s) that are held by socially disenfranchised individuals and groups. However, this endeavour poses a number of problems in practice, not least because it assumes that the ‘voices’ voiced by individuals and/or groups in social research will be unambiguous and uniform, and unchanged by the research encounter. Despite the growth of attention to the critical potential of social representations theory, there remains a lack of scholarship on the relationship between the theory's emphasis on the relational, or dialogical, nature of social life (the Ego‐Alter‐Object relation) and the implications of this for critical research. In this article, I argue that the dialogical epistemology from which social representations research must depart incites reflection upon (i) the design of empirical studies, which must equally attend to both ‘Ego’ and ‘Alter’, and (ii) the researcher‐researched relationship, which may itself be best viewed as an Ego‐Alter interaction. I make the case for adopting dialogical epistemology in critical social psychology, and argue that this is essential to undertaking ethical social research. I conclude by suggesting that claims to ‘giving voice’ have little place in critical social psychology in general, and social representations scholarship in particular.  相似文献

Aristotle claims that friendship of the highest kind – ‘character friendship’ – is stable and enduring, once established. He is sensitive to one limitation placed upon such friendships: that, owing to their extreme closeness, devotion and intimacy, they can only be actualised with a small number of people. However, Aristotle is otherwise surprisingly cavalier about the formation and sustaining of character friendship, as if those are relatively unproblematic from psycho‐moral and psycho‐social perspectives. The main aim of this article is to repair the dearth of attention paid to these problematic areas. More specifically, after a brief rehearsal of some Aristotelian essentials in Section 2 , I address five potential problems attached to character friendships between ‘equals’ in Section 3 (of substitutability, self‐verification, mismatched developmental levels, divergent developmental paths, initiation and trust) and five problems between ‘unequals’ in Section 4 (of proportionality, the disciple's and the guru's conflicting motivations, paternalism, role inertia), closing with some summarising remarks in Section 5 . My conclusion is that despite the attractiveness and plausibility of much of what Aristotle says, his account of character friendships cannot be endorsed without various caveats and qualifications.  相似文献

The work that is done with children and young people by the practitioners of health, education or social care forms part of their experience of growing up, and can have a profound impact on their future outcomes. Children may find themselves ‘impotent at the hands of powerful others’, particularly where their behaviour causes concern. This paper reports on a key theme from the author's doctoral research, demonstrating the ways that the emotion‐laden interactions between practitioners in multi‐agency children's services, children and parents, affected the diagnosis, treatment, communication and outcomes for children's well‐being, as defined within Every Child Matters. Exploring the emotion within interactions permits a different perspective on ‘need’, and finally, the paper argues for a more careful and emotionally reflective practice from those who work with children.  相似文献

I argue that the ontology of human social institutions and collective intentionality could be anchored in the normative notion of ‘practical reasonableness’ as collective reason for action. This involves the deontic idea of mutuality, accepted rules, and shared attitudes of other‐regardedness. I examine John Searle's three primitive notions of social ontology: collective intentionality, assignment of social functions, and constitutive rules and procedures. I use these notions to provide a plausible basis for understanding how people reason, in order to arrive at practically reasonable decisions and collective agency. Searle argues that social reality, institutions, processes, and facts are grounded in collective intentionality and the acceptance of social rules, procedures, and functions. I argue that collective intentionality and socially accepted rules are anchored in the need for human interdependence that engenders the social rules and norms or attitudes of ‘practical reasonableness’. I analyze the concept of ‘practical reasonableness’ as a representation of human mode of reasoning that involves collective intentionality.  相似文献

Developments in sociological theory since the 1960s have been responses to disciplinary problems rather than changes in fashion. The problem of topic and resource—where sociology has to use everyday understandings and practices as study resources even though they are legitimate topics of enquiry—has been an important and sometimes neglected spur to many of these developments. The turn to discourse, conversation analysis and the rise of Bourdieu's reflexivity are all attempts to address the problem, but each is shown to be unsatisfactory in different ways. In summary, they seek to address the issue as requiring either a principled methodological or a principled theoretical solution, and neither approach is capable of comprehensively addressing the matter. It is argued that these ‘solutions’ depend, in turn, on one of two particular construals of what the ‘problem’ consists in, neither of which is necessary or coherent. Each, it is argued, depends on a philosophical trick: making language out to need formal improvement (the Bertrand Russell trick) or introducing inappropriate scepticism to everyday life (the René Descartes trick). It is suggested that treating topic and resource not as a problem but as something which opens up new areas of investigation successfully deflates the issue and avoids unnecessary theoretical and methodological contortions.  相似文献

Before the recession, Labour ministers claimed that much unemployment in the UK was voluntary. While social policy authors have repeatedly countered such claims by stressing that unemployed people generally possess a strong work ethic and employment commitment, their accounts typically neglect the role that choosiness in job search behaviour plays in deciding individuals' employment status. Fifty in‐depth interviews with both unemployed and employed respondents exposed considerable diversity in attitudes towards ‘dole’ (being unemployed and claiming unemployment benefits) and ‘drudgery’ (doing less attractive jobs). The more educated were more likely to prefer ‘dole’ to ‘drudgery’ (this was also found using National Child Development Study survey data), yet they usually found jobs despite their greater choosiness. Those with very low educational attainment often desperately wanted jobs but could not find them due to their low employability – which might offer an explanation for the often replicated (yet paradoxical) finding that unemployed people generally exhibit a strong work ethic and pro‐employment attitudes and behaviours. Furthermore, the findings indicate that the scope for many Jobseeker's Allowance claimants to increase their net income by undertaking an unattractive job is greater than social policy authors often imply. The question of ‘who must do the least attractive jobs?’ has been neglected by both social policy academics and policy‐makers.  相似文献
