E-mail: HollandS1{at} cf.ac.uk Summary The paper begins by introducing Isaiah Berlin's concepts ofpositive and negative liberty and the application of these conceptsto child protection. There is discussion of some recent debateson the social and political context of state social work andchild protection in particular. The authors then consider, inturn, the experience of children, parents and social workersin the child protection system. There is also a considerationof partnership and rights. The conclusion is that opportunitiesfor statutory child protection to be liberating are limited,but that there is more potential than the most pessimistic accountsmight allow. Rather than libertarian child protection, socialworkers can aim for child protection practice that is respectful.The paper concludes with some principles for respectful practice,based on the ideas of Richard Sennett. Most importantly, Sennett'sideas recognize the importance of relationships in social welfareand acknowledge the context of inequality within which socialwork takes place.  相似文献

Two successive terms of a New Labour government have requiredsocial work practice in the UK to occupy a particular publicpolicy context that is, at best, indifferent and, at worst,hostile to some of the professional interests and traditionalconstituencies of social workers. It is an established part of the conventional wisdom of socialwork theory and practice that attention to ethnic differenceis at the core of best practice. This principle is endorsedin welfare legislation or in the training and education of socialworkers in most European countries. Little empirical evidenceexists, however, to demonstrate that this principle guides practitionerdecision making, or to verify the claim that it benefits ethnicminority clients. At a cross-national level, no robust evidenceexists to illustrate similarities or differences in social workresponse to ethnicity. This article reports on aspects of astudy that examines these concerns within the context of childprotection. It demonstrates, perhaps surprisingly given nationalvariations in legislation and professional practice, that overall,country by country, the child’s ethnic affiliation evokeslittle significant response by social workers, confirming alargely universalist approach. However, through a detailed focuson the qualitative data, this paper considers the nature ofthe references to ethnicity that are made by social workersin terms of how they confirm or refute the dominant approachto multiculturalism within social work.  相似文献

Summary The relationship between professional education and beginningpractice is examined by considering whether the personal modelsof social work developed and reviewed by the individual duringsocial work education survived the transition from student toautonomous practitioner. Fifteen University of Queensland socialwork graduates were engaged in a task of making explicit theirpersonal models of social work, by way of repertory grid technique,in their first eight months of employment. The repertory gridwas used as a conversational tool to monitor the developmentof and changes in their personal models of social work. Thesocial workers were thus engaged in a process consciously reflectingon the meaning of, and the reasons for, these developments andchanges. Whilst the study found that personal models do survivethe transition to social work practice, it also highlightedareas of concern. On the whole graduates did not feel preparedfor work, and the initial period of practice was one of considerabledifficulty. Many experienced considerable difficulty in subsumingthe organizational context within their personal model of socialwork.  相似文献

Summary Interactions with other organisations and occupations in thewelfare network form an indispensable part of contemporary socialwork practice. Yet attempts at collaboration between socialworkers and others are beset by obstacles which create instabilityand potential disorder. The usual organisational responses tosuch problems are of limited relevance. Even so, day-to-daycollaboration is accomplished. This is explained and analysedas a negotiated order which is underpinned by interdependencebut framed by inequality of power and authority. The negotiativedevices of social workers are discussed and some implicationsof the analysis for social work education are identified.  相似文献

Summary The central argument in this article is that social work hasalways been a practice at the fringes. The phrase is used inits best sense and in at least two meanings: (1) that socialwork has been at the edges of the mainstream of scientific discourse,not because of any intrinsic deficiency in the profession butbecause of the nature of the practice; (2) that, in the postmodernsense, social work has been a collage where science, art, rationalityand intuition, systematic and asystematic knowledge meet. Inthis latter sense, this article proposes, social work can representa very desirable convergence of paradigms that needs to be acknowledgedand celebrated. Perhaps the most significant contribution ofpostmodernism is that it accommodates this possibility.  相似文献

Summary This paper analyses a demonstration project that enabled socialworkers to practise effectively in their home community (a Bedouin-Arabcity in the Negev, Israel) where gender relations are patriarchaland the interface of social work and cultural practices hadpreviously impeded professional functioning. Collaborative workwith cultural mediators, individuals with high social statusand knowledge of community traditions, rendered interventionsmore culturally appropriate, bridged gaps between the culturaland professional canons, and promoted social work's role ina society that had a limited understanding of, and experiencewith, the profession. Future social work practice and researchcould focus on further enhancing women's choice making opportunitiesin this patriarchal culture.  相似文献

Within a very short space of time, the concept of personalizationhas come to occupy a central place within dominant social workand adult care discourses within the UK. Through an analysisof one influential model of personalization, this paper willexplore the factors behind the concept’s current popularity.I shall argue that this popularity is due primarily to its congruencewith key themes of New Labour thought, including individualization,responsibilization and the transfer of risk from the state tothe individual. I shall conclude that, given its acceptanceof the marketization of social work and social care, its neglectof issues of poverty and inequality, its flawed conception ofthe people who use social work services, its potentially stigmatizingview of welfare dependency and its potential for promoting,rather than challenging, the deprofessionalization of socialwork, the philosophy of personalization is not one that socialworkers should accept uncritically.  相似文献

Much attention has been given to the use of reflection in socialwork practice and education. The literature shows that reflectivedialogue can take place individually or in small groups. Inthis paper, the concept of dialogue is examined further at theinternal and external levels by referring to the works of Bakhtinand other related scholars. Two other concepts, phronesis byAristotle and kairos by Isocrates, are used to provide furtherinsights into understanding such processes. The relevance ofinternal and external dialogue to social work practice and educationis discussed. The integrated use of internal and external dialoguefacilitates a shift among different perspectives and bringsinto awareness the multiple voices of different parties. Sucha broadened view can limit the misuse of professional authorityand enable the social worker to give fuller expression to coresocial values such as respect, justice and equality.  相似文献

Summary Many people seem to accept, as self-evident, the notion thatblack children harbour unfavourable cognitions about themselvesand their racial group, and that they would rather be white.The present study investigated the prevalence of this notionamongst social work students, and also the extent of the influenceof this view on professional practice. The study involved 102postgraduate social work students at two British Universitiesin separate regions of the country. The respondents respondedindividually to three randomly distributed vignettes, whichwere identical except for the racial/ethnic origin of the principalcharacters: a white child, a child of ‘mixed-race’parentage and a black child. The respondents were required toassess the causes of the children's behaviour, as well as theirsocial and psychological needs. The results were analysed accordingto the number of respondents who mentioned particular causesof the children's behaviour and particular courses of actionto meet their needs. The analyses revealed significant differencesbetween the respondents' perception and interpretations of thechildren's behaviour. The analyses also revealed that the childrenwere differentially treated according to their race or ethnicorigin. The results are discussed in the light of assumptionsabout black self-concept, mainly derived from the social scienceliterature. The implications of the findings for the socialwork profession, individual practitioners, and their black clientsare also highlighted.  相似文献

Correspondence to Prof. Jan Fook, School of Social Inquiry, Deakin University, Geelong, Victoria 3217, Australia Summary This paper begins by summarizing the results of a qualitativeexploratory study of thirty experienced social workers whichwas undertaken in order to identify some characteristics ofsocial work expertise. Some of the features identified includea confidence with professional identity and an ability to dealwith complexities. Participants were also able quickly to prioritizerelevant factors and were aware of constraints and resources,but made conscious use of formal theory only minimally. Thefull results of this study are reported elsewhere (Fook et al.,in press). The main purpose of this paper is to explore theimplications of these results in developing a theory of socialwork expertise. The issues examined include the debates aroundthe relationship between theory and practice in social work,the generic versus the specialist nature of social work, therelevance of existing theories of expertise to social work,and the affirmation of artistic elements of social work practice.  相似文献

Summary This paper takes the motivation of the social work recruit asthe point of departure for an exploration of some aspects ofthe low-key politics of social work. Attempting to cut paststereotypical and occupationally agreed conceptions of why socialworkers enter their occupation, it suggests that the socialwork recruit's choice is most usefully understood as an attemptedsolution to central cultural problems in advanced capitalistsocieties, and it directs attention to the moral-political rootsof social work. While the choice of social work as a careerrepresents for some a sort of primitive political rebellion,the implications of this 'rebellion' are not grasped, and itbecomes the privatized solution of a privileged minority  相似文献

It identifies a range of factorsoperating to push social work in each direction. It discussesthe key significance for more liberatory social work of theroles and engagement of social work practitioners and serviceusers. Highlighting four key characteristics in the currentpolitical and policy context of social work: ambiguity, uncertainty,complexity and contradiction, it argues that social work isunlikely to develop a more emancipatory role, unless socialwork practitioners gain more support to play a central rolein its construction and develop much closer links and allianceswith service users and their organizations and movements.  相似文献

This study reports the findings of interviews with fifty socialworkers who volunteered to describe their personal experiencesof depression in the workplace. The findings confirm the literatureon the stresses of social work and provide an account of theways in which the social workers sought to reconcile their mentalhealth needs with their role as professionals. The study suggeststhe potential for those working at all levels in social workagencies to support social workers who are experiencing depression.At a time of shortages in the profession in the UK, and of effortsto enable those with mental health problems to remain in orreturn to work, the experiences of those social workers interviewedillustrate the managerial, training and human resource imperativesto provide more supportive workplaces.  相似文献

Today, in North America, the idea of complete assimilation ofimmigrants no longer seems relevant. Under the commonly espousedideologies of multiculturalism and pluralism, the goal of socialwork with immigrants is now integration into the host society,whether that be economically, socially and/or psychologically(Li, 2003). However, critics argue that the traditional ideaof immigrant assimilation continues to lurk behind social policiesand social services for immigrants, in that the successful integrationof immigrants is prompted by their conformation to the dominantculture (Balgopal, 2000). While a growing body of literatureon social work with immigrants has resulted in an increasedunderstanding of this diverse population and its needs, theliterature still lacks coherent theoretical and ideologicalframeworks necessary to inform effective models of service delivery.Social work literature on immigrants also requires criticalinterrogation of the impact of social science theories, particularlyin terms of long-held assumptions of culture and acculturation.In this paper, a critical review of literature on acculturationand social work with immigrants will be followed by findingsof a qualitative study with skilled immigrants in Canada. Basedon the research findings, an anti-oppressive approach to socialwork with immigrants is proposed.  相似文献

E-mail: mekadag{at}yahoo.com Summary This article raises concerns about the ethnocentric nature ofexisting paradigms within the social sciences that form thebasis for social work theory and practice with black familiesand children. In addition, it highlights the theoretical deficitswithin existing social work models that do not reflect the worldviewsof diverse communities in British society. Can existing socialwork models continue to express ethnocentric value systems asthe universal way to explain human behaviour in the light ofgrowing demands for pluralism not only between groups but alsobetween epistemologies and worldviews? The author argues foran alternative paradigm that is grounded in the cultural andhistorical reality of the black experience. A broad base of information and discussion of the African-centredworldview and the development of African-centred perspectivesin social work is explored. African-centred perspectives insocial work challenge the profession to express its core principlesof equality, social justice and self-determination in embracingalternative worldviews and paradigms as legitimate and validbases for social work theory and practice.  相似文献

This paper presents the findings from a cross-national studyof expert mental health social workers in Melbourne, Australiaand San Jose, California, USA. In this study, expert socialworkers were selected based on a peer-nomination process andthey were invited to participate in two-hour focus group interviewsin which they described memorable practice situations. Detailedaccounts of these practice situations were gathered from nineteenAustralian and American expert practitioners employed in community-basedmental health settings. The study findings corroborate manyof the dimensions that are explicated in a theory of professionalexpertise developed by Fook et al. (2000). Further, the findingsdescribe the skilful and ethical comportment of these socialworkers in the context of often complex and challenging practicesituations. Narrative accounts are used to demonstrate the distinguishingdimensions and features of expert practice described by Fookand her colleagues, especially when providing services to peoplewith chronic mental illness. In-depth articulation of practiceexpertise using cross-national data enhances social work researchand pedagogy by providing important exemplars that inform morefully the development of empirically based practice theories.  相似文献

The Rules and Requirements for the Diploma in SocialWork exemplify these changes, and the document containing themis a useful focus for an analysis of what is at stake. Thisarticle employs discourse analysis to examine the ideologicalfunctions of the Dip.S.W. regulations and their relationshipto wider social discourses, having in mind both the discipliningrole of discourse and its possibilities for transformation.It identifies a dominant regulatory discourse, and an oppositionalliberatory discourse which are in dialogue with each other andwith related discourses. The article considers the constructionof social work in the document in its surveillance, managerialist,competence-based functions. The analysis also looks for contradictoryvoices in these discourses and in CCETSW'. Welsh Language Policyand Equal Opportunities Statement, which might offer sites ofresistance and refusal. It is argued that the shape of the stagesocial work has entered into is not inevitable, and the destabilizingpotential of such an analysis creates a space for the imaginationof alternatives.  相似文献

This article examines the current interest in leadership ingeneral and the growing interest in leadership in social work,in particular. It highlights the lack of a generalized definitionof the word and the different ways it is interpreted in socialwork. The implicit assumptions on which much leadership writingappears to be founded are noted. Leadership can be seen as afurther development of the managerial agenda, from one perspective,or as a countervailing factor maintaining professional autonomy,from another. In considering some of the components of leadershipas identified by some in the field, the paper considers theextent to which these skills are exclusive to leadership andasks whether they might already be present but overlooked inthe profession. The paper concludes that expectations of leadershipwithin social work would benefit from debate and clarificationif this is to be a useful future theme.  相似文献
