A unified immigration policy is one of the prerequisites for establishing the free movement of people within the European Union (EU). This paper considers the difficulties in establishing a joint policy on the free movement of people within the EU by focusing upon changing immigration policies in Spain. By comparing Spain, a country of only recent, small-scale immigration, to Germany, a country with a longer history of non-European immigration, obstacles to developing and effectively implementing coordinated immigration policies among EU members can be elucidated. The administrative control of entry, estimates of legal and illegal immigrants in the country, and the status of bilateral relations with Morocco are examined in order to highlight the political difficulties encountered in a unified immigration policy both within Spanish society and for the EU. Spain is both a threshold to the EU and a destination. Border control may be the easiest part of implementing a joint immigration policy in the EU. It is more difficult to control settlement. In addition, high rates of unemployment may result among the native host country populations as immigrants more readily accept low-skilled, low-paying jobs.  相似文献

This paper reviews economic policies and instruments available to the developed countries to reduce unwanted migration from developing countries, not all of which is irregular migration. Countries generally welcome legal immigrants and visitors, try to make it unnecessary for people to become refugees and asylum seekers, and try to discourage, detect, and remove irregular foreigners. There are three major themes: 1. There are as many reasons for migration as there are migrants, and the distinction between migrants motivated by economic and non–economic considerations is often blurred. Perhaps the best analogy is to a river – what begins as one channel that can be managed with a dam can become a series of rivulets forming a delta, making migration far more difficult to manage. 2. The keys to reducing unwanted migration lie mostly in emigration countries, but trade and investment fostered by immigration countries can accelerate economic and job growth in both emigration and immigration countries, and make trading in goods a substitute for economically motivated migration. Trade and economic integration had the effect of slowing emigration from Europe to the Americas, between southern Europe and northern Europe, and in Asian Tiger countries such as South Korea and Malaysia. However, the process of moving toward freer trade and economic integration can also increase migration in the short term, producing a migration hump, and requiring cooperation between emigration and immigration destinations so that the threat of more migration does not slow economic integration and growth. 3. Aid, intervention, and remittances can help reduce unwanted migration, but experience shows that there are no assurances that such aid, intervention, and remittances would, in fact, lead migrants to stay at home. The better use of remittances to promote development, which at US$65 billion in 1999 exceeded the US$56 billion in official development assistance (ODA), is a promising area for cooperation between migrants and their areas of origin, as well as emigration and immigration countries. There are two ways that differences between countries can be narrowed: migration alone in a world without free trade, or migration and trade in an open economy. Migration will eventually diminish in both cases, but there is an important difference between reducing migration pressures in a closed or open world economy. In a closed economy, economic differences can narrow as wages fall in the immigration country, a sure recipe for an anti–immigrant backlash. By contrast, in an open economy, economic differences can be narrowed as wages rise faster in the emigration country. Areas for additional research and exploration of policy options include: (1) how to phase in freer trade, investment, and economic integration to minimize unwanted migration; (2) strategies to increase the job–creating impacts of remittances, perhaps by using aid to match remittances that are invested in job–creating ways.  相似文献

This article analyzes the links between migratory processes and the evolution of nationality legislation in Spain. We argue that this case challenges the theoretical models that link immigration to liberalizing reforms in citizenship law. Despite large‐scale immigration experienced over the last two decades, Spanish nationality law has remained strongly focused on keeping ties with Spanish communities abroad. To account for the high degree of stability of Spanish citizenship law we structure our analysis along three basic lines: the historical conceptions derived from Spain's past as a colonial power, as well as its tradition as a country of emigration; the lack of incentives for political actors to introduce the reform of citizenship law in the political agenda; and the strategies adopted by those political actors in relation to the politicization of immigration.  相似文献

Are there best practices to foster economic development, reduce population growth, and protect the environment in source countries of unauthorized migration, in a manner that reduces emigration pressures and redirects migration towards legal channels? This paper outlines cooperative actions that can be undertaken by both source and receiving countries to better manage the movements of people over national borders. There are two broad approaches to foster wanted migration and to reduce unwanted migration. First, maximize migration’s payoffs by ensuring that the 3 Rs of recruitment, remittances, and returns foster economic and job growth in emigration areas. Second, make emigration unnecessary by adapting trade, investment and aid policies, and programmes that accelerate economic development and thus make it unnecessary for people to emigrate for jobs and wages. Most of the changes needed for stay–at–home development must occur in emigration areas, but immigration areas can cooperate in the management of immigration, guest workers, and students, as well as in promoting freer trade and investment, and in targeting aid funds. In a globalizing world, selective immigration policies may have important development impacts, as with immigration country policies toward students, and workers in particular occupations, such as nurses and computer programmers, as well as with mutual recognition of occupational licenses and professional credentials. Trade policies affecting migration are also important, such as trade in services and laws regulating contracts between firms in different countries that allow the entry of lower wage workers as part of the contract. opening channels for legal migration can deter irregular migration.  相似文献

Using a ‘transitional’ perspective on migration, which combines three theoretical approaches on dynamic development‐migration linkages, this paper interprets the evolution of migration within, from, and to Morocco over the twentieth century. Colonization and the incorporation of rural areas, along with a certain level of socio‐economic development, have spurred internal and international wage labour migration both within Morocco and from Morocco to Europe. Migration seems to be the result of development rather than the lack of development. Populations from highly marginalized regions were less likely to participate in migration than populations from the three, moderately enclosed “migration belts” which had established traditions of pre‐modern, largely circular migration. At the onset of large‐scale emigration in the 1960s, the spatial patterns of labour migration were significantly infuenced by colonial bonds with Spain and France, selective labour recruitment, and Moroccan selective passport issuance policies. However, the influence of such policies rapidly decreased due to the effects of migration‐facilitating networks. Increasingly restrictive policies coincided with a growing reliance on family migration, permanent settlement, undocumented migration, and the exploration of new migration itineraries, and had no success in reducing migration levels.Alongside patterns of decentralizing internal migration, a spatial diffusion of international out‐migration has expanded beyond the historical migration belts in response to new labour opportunities in southern Europe. Persistent demand for migrant labour, along with demographic factors and increasing aspirations, suggest that migration over formally closed borders is likely to remain high in the near future. However, in the longer term, out‐migration might decrease and Morocco could increasingly develop into a migration destination for migrants from sub‐Saharan Africa, a transition process which may already have een set in motion.  相似文献

The aim of the paper is to investigate the relation between Non-Profit Organizations (NP) and immigration. In particular, we examine the services offered to immigrants in Italy and Spain, both noted for their similar patterns of migration. In these countries immigration is characterised by a lack of the so-called “real” (not just legislative) measures that take the needs of immigrants into consideration. Even though emergency policies exist to meet various contingencies, lack of awareness of population movements is probably behind the “absence” of the state.The hypothetic and causal connection between the NP sector and immigration will be studied using selected data. The positive results of the analysis are the first stage in considering the possible substitution of state institutions by the NP sector, with regard to immigrants.  相似文献

Over the last two decades, Spain has evolved rapidly from a classic labour exporter to a labour importer. Until the 1930s Spain's migration history was predominantly marked by emigration to the Americas, and from the end of World War II until the early 1970s by emigration to some industrialized countries in Western Europe. For the first time in modern times, Spain is now the second country in the world with large‐scale immigration. Its strategic location, a relatively permissive immigration policy and economic opportunities derived from Spain's entry into the European Community have positioned this country as a major destination for immigrants. Additionally, since the mid‐1990s international migration in Spain has dramatically changed in origin composition. Despite the common perception of Africa as the most important source of immigration, some Latin American countries, in a very short time, have become some of the major sources of immigration to Spain; indeed, the term “Latin‐Americanization” has been coined to describe this process. This being so, the aim of this article is twofold. First, we examine the main reasons behind the extremely rapid increase of Latin American migration to Spain during the last decade. This article examines the experiences of female migrants from Sub-Saharan Africa aiming to reach Europe via Morocco. The article argues that European immigration policies and policies of co-operation with neighbouring countries on the other side of the Mediterranean, have increased the sources of insecurity for migrants attempting to reach Europe, and shows how these insecurities are gendered.  相似文献

Accommodation centres are much more than means of securing asylum seekers’ housing needs. They are an embodiment of asylum and immigration policies. To understand these policies and their effects on asylum seekers, we need to ask what interests different institutional actors have in keeping asylum seekers in the centres. Based on the study of accommodation centres in the Czech Republic, in this paper I argue that the centres serve as tools of migration control. The prolonged confinement of a highly diverse group of people produced by the interconnectedness between asylum and immigration policies leads to asylum seekers’ disillusionment about the asylum procedure and nourishes various illicit activities. The centres enable state institutions to determine the nature of assistance available to asylum seekers, including legal aid provided by non-governmental organizations. By actively promoting the image of accommodation centres as benign places, the state also controls the dominant representation of refugee reception. In everyday practices in the centres, control and assistance are closely intertwined and produce an oppressive environment that engenders asylum seekers’ dependency.  相似文献

The gendered nature of the immigration experience is shaped and reinforced by law, legal consciousness, and the normative understandings they help constitute. This article provides an overview of the role of gender in migration processes from a law and society perspective, and includes an empirical focus on the new immigration to Italy and Spain as an illustration of the utility of such an approach. Beginning with a brief summary of the literatures of feminist jurisprudence and law and migration, respectively, the small body of scholarship at the intersection of these fields is reviewed. The author then examines the new immigration to Italy and Spain and argues that this immigration and the policies that shape it highlight the role of the state in gendering immigrant labor and offer new angles from which to consider the interplay of gender, race, migration status, and marginality. In concluding, the author proposes that such exploration of immigrants’ experiences in southern Europe reveals the surprising complexity of immigrants’ multiple marginalities, and exposes the powerful contingencies of economic context, prevailing stereotypes, the particulars of state policy, and the agentive power of people struggling to survive.  相似文献

This article examines available means and activities of sending countries in their efforts to exert control over the "long-term temporary" emigration process. In the European case, the structure of migration has provided sending countries with ongoing channels for promoting their interests. In this picture the political dimensions of immigration are analyzed as epiphenomenal, dependent, or inconsequential. It is assumed that 1) state power directly correlates with economic power, and 2) economic and strategic power differences between states necessarily imply inequality in social and cultural terms. Although emigration may not serve the long-term "objective" interests of senders, it does provide a short-term safety value from the point of view of political managers. Both sending and receiving countries' interests are best served by a system of temporary labor migration, not permanent immigration. The receivers' ability to act according to narrow economic self-interest is restricted by a host of multilateral agreements that regulate and define the obligations and rights of the participants in international migration. Bilateral agreements not only specify the conditions of recruitment, employment, and family migration, they also provide a continuing basis for sending country influence throughout the migration process. Sending states that have a long history of emigration tend to have more developed and articulated emigration policies and commensurate institutional structures to channel and control the migration process in all stages--leaving, working abroad, and returning. The reluctance of Europe's immigrants to serve their social and political ties to their countries of origin is reinforced by the sending countries' activities aimed at insuring the continued long-term but temporary nature of migration.  相似文献

The effectiveness of migration policies has been widely contested. However, because of methodological and conceptual limitations, evidence has remained inconclusive. Moreover, prior studies focus on the effects of policies on inflows and fail to assess the simultaneous effect of policies on outflows. This is essential from a theoretical point of view as immigration restrictions may reduce both inflows and outflows and, hence, overall circulation. This renders the effect of immigration restrictions on net migration theoretically ambiguous. To fill this gap, and using unique migration and visa data from the Determinants of International Migration (DEMIG) project, this paper assesses the short‐ and long‐term effects of travel visa policy regimes on bilateral immigration and emigration dynamics. The results suggest that travel visa policies significantly decrease inflows, but this effect is undermined by decreasing outflows of the same migrant groups. This confirms that migration restrictions decrease circulation and tend to encourage long‐term settlement, and thereby sharply reduce the responsiveness of migration to economic fluctuations in destination and origin societies. We also identify asymmetric policy effects with migration flows declining only very gradually after a visa introduction but increasing almost immediately after visa removal.  相似文献

This article synthesizes research on political outcomes associated with increasing immigration, with an emphasis on cross‐national studies of European countries, where immigration is a relatively newer phenomenon compared to the United States and other traditional immigrant destinations. We begin with explanations of and research on anti‐immigrant sentiment, not a political phenomenon in itself but considered an important precursor to other relevant political attitudes. Next, we review scholarship on the relationship between immigration and support for the welfare state, as well as exclusionary attitudes regarding immigrants' rights to welfare benefits. Then, we review research on immigration and political party preferences, in particular radical right parties, whose platforms often combine anti‐immigration and welfare chauvinistic positions. We conclude by discussing how these processes may ultimately shape social policies, which may in turn influence immigration itself.  相似文献

The aim of this paper is to study the relationship between internal migration and Spanish regional convergence between 1972 and 1998, a period between the mass emigration prior to the 1970s and the mass immigration of the end of the twentieth century. The main results indicate that internal migration led to a fall in Spanish regional development gaps. However, internal migration did not lead to the disappearance of these gaps in the long term. Some regions will always receive workers, others will send them out and a third group will experience a sequence of migration reversals. The econometric methodology used allows us to identify structural breaks and to differentiate between long‐ and short‐term effects. This approach enables predictions to be made for internal migration flows in the long term in the absence of shocks.  相似文献

This article will review the processes of professionalization of social work in Spain. With the advent of democratic Spain, many professions began a process of transformation. Those rooted in the relationship between the citizens, their rights and obligations, and the state, were among the first to be challenged. Social work was one of them. Soon thereafter, the European Union (EU), which Spain joined in 1986, brought forth greater challenges and incentives to change. In 1999, Spain and 29 other countries signed the Bologna Declaration, which committed the country to the development of a shared domain (often referred to as ‘espacio común’) with European higher education. This article reviews the historical process of insertion of social work, heavily influenced by the Catholic tradition of caring, into the universities. The paper examines the model of social work education in Spain, before and during Franco's era, and the professionalization (sometimes referred to as ‘tecnificación’) of care-giving and training-paradigms that followed the advent of democracy. Current models and efforts to bring Spanish social work into EU compliance have narrowed the gap with the Anglo-Saxon world; but have they distanced social work in Spain from its roots?  相似文献

There has been a bias in standard international migration data collection and research toward immigration and destinations while emigration origins have been neglected. This has hampered our ability to provide a substantial empirical base for migration and development policy decision making in origin areas. While improvement of migration data collection in origin countries remains an important priority, this paper argues that much can be learned about emigration from low income countries from immigration data in high income destinations. Migration stock and flow data from Australia are used to provide information on the scale and nature of movement between Asia and Australia. It establishes that there are important but different flows in both directions which belie traditional conceptualisations of south‐north migration and this has significant implications for the effects of migration on economic development.  相似文献

It focuses on development consequences of labor emigration with a view toward the formulation of policies which can shape those consequences into a positive force for development, discussing a wide variety of potential costs and benefits generated by labor emigration. The issue of private versus public choice relative to emigration is examined, as [are] the major economic benefits and costs of labor emigration and the influence of development objectives on the valuation of these costs and benefits. During the past 15 years, the Chinese migrant community in Spain has grown significantly. Originally a small and dispersed population, it now ranks fourth among the migrant groups from non‐European Union (EU) countries. Its increasing presence in daily urban life is evident everywhere. Even though the Chinese community has a long history of settlement in Spain, the Spanish population still considers the Chinese as a closed and somewhat mysterious community. References to exaggerated stereotypes and prejudices regarding their activities and social organization can often be overheard in daily conversations. However, China, usually considered exotic and remote, has recently assumed greater importance in Spain's foreign policy. Thus, the Spanish Government has drawn up the Asia‐Pacific Framework Plan for 2000–2002 as part of its international policy considerations, thereby extending its interests to include areas well beyond its traditional foreign policy focus on Latin America. The Government's objectives are to expand its economic relations with Asia, to enhance trade and tourism with the area, expand the development cooperation with China, the Philippines, and Viet Nam — countries defined as top priorities for the Spanish Government — and to reinforce linguistic and cultural ties with these countries (Bejarano, 2002). In support of the Asia‐Pacific Framework Plan, the Casa Asia (House of Asia) was established in Barcelona in 2002, an institution created to organize academic and artistic activities in order to promote the knowledge of the region among Spaniards, and to foster political, economic, and cultural relations with Asia. The Government intends to pursue two important objectives related to the increasing commitments it is seeking to establish with China, and which are also of relevance to the overseas Chinese as the principal social actors involved. First, the strengthening of commercial exchanges with the People's Republic of China (PRC) are likely to benefit import‐export activities among the Chinese migrants, and be supported by their knowledge and practical experience of the respective social environments. Second, the dissemination of information on Spain is expected to establish and maintain stronger links in both directions. In the near future, these initiatives may also be instrumental in increasing the movement of people between China and Spain. Besides these primary objectives, the initiative pursues another important aim — the promotion of the social integration of the Chinese migrant community in the country. This paper addresses these issues, including data sources and their availability on Chinese migrants in Spain, the relevant local legal framework and how it influences the development of the Chinese migrant group, its sociodemographic composition, and migratory patterns. Finally, it addresses the changes in their economic activities.  相似文献

The heavy reliance on foreign labour in the care sector by Western countries (particularly those in southern Europe) is fuelling a growing feminization of migration in many emigration countries. This migration has a new impact on the countries of origin: it adds the problem of “care drain” to the better known “skill drain” problem ‐‐ which has already been extensively examined in the literature. In this article, we investigate how this phenomenon is taking place in Romania. In particular, the article explores the compensatory strategies put in place by Romanian families and local welfare states to limit the impact of care drain. Furthermore, it considers the persistence of a “care shortage” problem, which constrains both individuals and local institutions in Romania and requires the establishment of new social and cooperation policies. The research is based on the results of qualitative interviews conducted between the winter and spring of 2006 with 30 Romanian female care‐workers living in Turin and Rome, and with 40 family members of female care‐workers (often belonging to the same family units as the women interviewed in Italy) in Romania. With a view to gaining a more comprehensive overview of the phenomenon, more than 35 privileged observers were also interviewed in both countries in which the field work was carried out.  相似文献
