This paper investigates three issues concerning female immigration in the European Union during the past decade: 1) the sequence of labor migration and family reunification is assessed; 2) family migration is examined in detail; and 3) the implications of the diversification of contemporary female migration are studied. In addition, it presents arguments regarding the necessity of considering the reality of changing patterns of employment, households, and social structures to increase our knowledge of European immigration. Family reunion, as much as full-fledged labor migration, reveals the multiple personal and familial strategies involved in the process of migration. Theoretization of international migration emphasizes its diversification including the growing significance of minority skilled migrants. Absence of a sustained dialogue between feminist and mainstream researchers in the field of migration studies is one of the major problems in achieving change in the theoretical understanding of gender international migration in Europe. It was also observed that the communication between migrant women and mainstream European feminist movements has been poor. Lastly, it was proposed that migration theories and models should revolve around the multiple aspects of women's lives in order to catch up with the changes of the last few decades in employment, household and social structures.  相似文献

Almost half Australia's population are an immigrant or the child of an immigrant. This paper traces changes in Australia's immigration policy over the postwar period and relates them to changing global and national developments. While Australian postwar immigration policy changes are similar in many ways to those in other “traditional” migration countries there are a number of distinctive elements. The effectiveness of those policies in achieving government goals is assessed and it is concluded that most objectives of policy have been successfully achieved. Nevertheless there are a number of challenges which Australian policy makers face over the next decade.  相似文献

This article examines migration policy in Australia with reference to the "White Australia" policy prior to 1975 and the multicultural policy thereafter. Mass immigration has not caused major social tensions. Mass tourism has been welcomed. Australian attitudes have changed from fear of massive numbers of Asians and mass poverty and ignorance to multiculturalism. Suspicious attitudes toward Asians, however, are still present among a minority of Australians. The most influential arguments against Asians are the concerns about employment of new arrivals and the environmental impact of an increasing population. Although there are many cultural differences, Australia is linked to Singapore, Malaysia, and the Philippines in that all have a history of British or American influence. Educated Indians and Sri Lankans are linked to Australians by their common language and Christian religion. The integration of Asians in the business and financial community holds the potential for economic gain over the years. The author finds that the Australian relationship to Asia is more acceptable in public arenas than the comparable changing relationship between Britain and Europe. The roots of a Whites-only policy extend back to 1901, when the Commonwealth Immigration Restriction Act was ratified. The exclusion of non-European immigrants was not specified in the law. The mechanism for exclusion was included in the law. Undesirable immigrants could be excluded. Under mass migration programs after 1947 the population of non-English speaking Europeans increased. By 1973 government shifted from an assimilationist approach to a multicultural approach due to pressure from the Department of Foreign Affairs. Numerous historical events occurring during 1942-80 drew Australia out of its isolationist position in the world. At present about 25% of the total population are of non-British origin. Over 900,000 would have been excluded under the old migration policy. In 1991, 665,315 persons were born in Asia, of which the largest numbers came from Mainland China, Malaysia, and the Philippines. Asian immigrants are either refugees from Viet Nam, Cambodia, and Laos or voluntary Asian immigrants.  相似文献

The article discusses five types of spouse migration. Data on the country of origin of migrant spouses and their sponsoring partners suggest that the largest component of spouse migration is chain migration for marriage, with previous immigrants sponsoring partners from their former home country. Other smaller components are sponsorship of spouses by the second generation from the parents' country of origin; sponsorship of foreign spouses by Australians for intermarriage; and family reunion of spouses separated by refugee movements. Spouse migration from English‐speaking or European countries is often motivated by a preference for Australia's climate or lifestyle rather than marriage to an Australian partner, unlike spouse migration from other parts of the world where the process is more closely related to marriage.  相似文献

The objective of this article is to examine the shift in the intergenerational mobility of Indian immigrant entrepreneurs in Australia. Based on a qualitative methodology, this article reports on the differences in the entrepreneurial attitudes of push and pull and the aptitudes of social and human capital between pre 2000 and post 2000 immigrant entrepreneurs. The findings suggest that the post 2000 Indian migrant entrepreneurs in Australia are mostly pull motivated, have higher qualifications than the pre 2000 arrivals, speak better English, have professional educational qualifications relevant to their business, and operate predominantly in the service sector. They take fewer years to get into business and are less dependent on immigrant social capital resources than pre 2000 arrivals. The study proposes that, compared with social capital resources, human capital resource have a greater impact on entrepreneurial propensity in the case of second generation Indian migrant entrepreneurs in Australia.

Policy Implications

  • This research has implication for Australian immigration policy, labour laws and settlement services of migrants. It recommends successful implementation of policies and durable solutions for Indian immigrants in the labour market in Australia.
  • The Australian Government will be assisted in examining and identifying future options for the intake of temporary and permanent migrants that improve the income, wealth and living standards of Australian citizens, improve the budgets and balance sheets of Australian governments, minimize administration and compliance costs associated with immigration, and provide pathways both for Australian citizens to be altruistic towards foreigners, and for Australia's international responsibilities and obligations to foreign residents to be met. Improvements in the labour laws would promote the effective integration of Indian immigrants into society.
  • Further, Indians in the USA have contributed immensely to the entrepreneurial spirit due to the government support for migrant SMEs and the small business venture funds. The Australian government can replicate this policy, reduce restriction on employment opportunities and enhance entrepreneurship for all migrants.

This study examines the impacts of immigration policies adopted by the Korean government, vis‐a‐vis other economic, social, demographic, and political factors, on labour migration from developing countries to South Korea using a modified gravity model. The model is extended to marriage‐related migrants to gain insights on marriage migration. The positive results in three out of the five immigration policies examined affirm that liberal policies are associated with increased migration, especially for preferred groups like ethnic Koreans, marriage migrants, and professionals. The positive effects of “push” factors such as population, unemployment, and inflation are generally similar to their effects on migration to the US, Canada, Germany, and the UK despite its more rapid transition from a migrant‐sending into a migrant‐receiving country. Political terror's non‐significance may be due to South Korea's limited asylum policy. Finally, the results of the extended model imply that marriage migration share plenty of similarities with labour migration.  相似文献

In 1716, 3 prominent families of the original Kuwaitis agreed that 1 family would control finance and commerce, another seafaring activities, and the 3rd the government. This continued allegiance has been instrumental in shaping migration policy in Kuwait. Migration to Kuwait began in the 1930s-1940s to meet labor needs of the oil industry and the social infrastructure. This began a steady increase, with several setbacks in the early 1970s, of the migrant population. Between (1959-1964), Kuwait had to determine how it would exist and operate as an independent state. The new state established migration policy based on a need for national identity and on weighing the interests of 4 political groups: the ruling family; the wealthy merchants; the Arab Nationalist Movement; and Kuwaiti Nationalists. 3 migration laws emerged which satisfied the 4 groups and in some form continued into the 1980s. These laws basically allowed the continuation of free immigration of labor with the government controlling entry, movement, rights, and employment of the migrants while stressing neutrality and reciprocity with other states, especially Arab states. 1 law greatly limited the number of citizenships to nonKuwaitis and guaranteed economic control and major share of profits to Kuwaitis. Between 1965-1984, many changes to migration policy occurred for political, demographic, and economic reasons. 1 such change was an amendment restricting naturalization to Muslims, thereby not allowing naturalization of the growing Asian migration population, to preserve their cultural authenticity. By 1984, following 1 rebalance of the distribution of Kuwaitis and nonKuwaitis, economic declines, and security threats, migration policy shifted back to population balance. Kuwaiti history shows, however, that experimenting with migration policy and population balance cannot establish internal political and social cohesion. Since 2000, increasing numbers of Nepali nurses have crossed national borders to participate in the global healthcare market. The most common destination countries are the UK, US, Australia and New Zealand. In particular, educated middle‐class women are attracted to nursing with the full support of their families. There have been profound changes in women's position in Nepali society. As a female only profession in Nepal, nursing provides an excellent focus on how and why these changes have occurred. Based on a multi‐sited ethnography, including in‐depth interviews with nurses and their families, conducted in Nepal and the UK from 2006–2008, this article discusses the changing nursing profession within the broader context of gender dynamics. Between 2000 and 2008, around 1000 Nepali nurses migrated to the UK. International nurse migration hugely affects nurses' immediate family dynamics. This article illustrates how migrant nurses' husbands have to accept a compromised social position, from being family bread‐winners in Nepal to dependent husbands in the UK .

Policy Implications

  • Since the late 1990s, a new women‐migration phenomenon has emerged in Nepal. The Nepal government's current women migration policy has created a serious controversy, which requires urgent policy attention.
  • Because of British work permit regulations, Nepali nurses migrate to the UK on their own. Typically the UK government gives little consideration to how its international nurse recruitment practices and work permit policy affects migrants' family life. There is a need for a family‐friendly immigration policy.
  • Female / nurse migration has a profound impact on nurses' families' lives in the UK. This area requires further enquiry.

A paradox of officially rejecting but covertly accepting irregular migrants has long been identified in the immigration policies of Western immigrant receiving states. In South America, on the other hand, a liberal discourse of universally welcoming all immigrants, irrespective of their origin and migratory status, has replaced the formally restrictive, securitized and not seldomly ethnically selective immigration rhetoric. This discursive liberalization has found partial translation into immigration laws and policies, but contrary to the universality of rights claimed in their discourses, governments reject recently increasing irregular south–south migration from Africa, Asia, and the Caribbean to varying degrees. This paper applies a mixed methodological approach of discourse and legal analysis and process tracing to explore in how far recent immigration policies in South America constitute a liberal turn, or rather a reverse immigration policy paradox of officially welcoming but covertly rejecting irregular migrants. Based on the comparative analysis of Argentina, Brazil and Ecuador, the study identifies and explains South American “populist liberalism” in the sphere of migration. We highlight important implications for migration theory, thereby opening up new avenues of research on immigration policy making outside Western liberal democracies, and particularly in predominantly migrant sending countries.  相似文献

ABSTRACT

The influx of Central American families fleeing gang violence in the countries of El Salvador, Guatemala, and Honduras has captured the attention of the government, citizens, and the media and has created a crisis of its own leading to strong rhetoric and policy changes from the current U.S. administration led by Donald Trump. This study conducts a textual analysis of 35 stories published by The New York Times about the Central American migrant crisis between January of 2016 and mid-May of 2019 and identifies four categories of content: New kinds of migrants at the U.S. border, the Central American migrant crisis, the Trump administration’s approach to the crisis, and critique of Trump policy. Sub-categories were also developed for three of these categories. The findings indicate that there has been a shift in the type of migrant who tries to cross the border or seek asylum in the United States. Instead of undocumented single men migrants at the U.S.-Mexico border, there are now Central American migrant families displaced by the gang violence in Central America. The stories analyzed in this study highlight the changes to U.S. border and immigration policy partly in response to changes in migration patterns caused by this crisis.  相似文献

This article challenges the view of many commentators that the capacity of liberal democracies to regulate international migration has been significantly compromised by the growth of international human rights norms and the role of independent judiciaries in enforcing those norms. Focusing on three Australian case studies that deal with deportation, mandatory detention of refugee claimants, and judicial review of migration decisions, the article concludes that international and domestic legal constraints still leave very substantial latitude to liberal democratic States to regulate the size and composition of international immigration flows. With only modest qualifications, migration policy remains “the last major redoubt of unfettered national sovereignty.”  相似文献

This article analyses the changing socio‐economic profile of the “multicultural” section of the Australian population, in the past officially referred to as people of “non‐English‐speaking background” (NESB). After importing low‐skilled NESB labor to service the manufacturing boom of the post‐war decades, at the end of the 1970s, following economic restructuring, the Australian immigration program was refocused on skilled intake which resulted in immigrants increasingly becoming a middle‐class demographic. Over the past three decades, a “multicultural middle class” (MMC) has been created from two sources: the intake of highly skilled NESB immigrants and upwardly mobile second and third migrant generations. The article documents this demographic change using census and immigration data, and discusses what it may mean for the future of Australian multiculturalism, which, according to many analysts, is in crisis and requires re‐articulation.  相似文献

A series of major reforms implemented through the mid 1980s sought to contain residential care and expand community care in Australia's long-term care system. While this goal has been maintained, a number of new policy initiatives followed the change of federal government in 1996. This article presents a systematic account of current policy objectives, implementation measures, and outcomes in three major policy areas: changing the balance between residential and community care, targeting in community care, and support for family caregivers. This analysis shows that while there have been shifts in emphasis from time to time, concerted policy efforts over the last 20 years have contained the growth of expenditure on long-term care and realized significant change in the service system.  相似文献

"The study investigates the departure from Australia of former settlers who arrived during the 1980 calendar year. The 1980 settler arrival cohort [consists] of 75,167 visaed migrants.... The study has three main aims: (i) to analyse departures from Australia of the 1980 settler arrival cohort with a view to gauging the success of Australia's immigration program in retaining settlers; (ii) to examine the retention rates of settlers with respect to characteristics...including age, sex, marital status, country of last residence, and settler eligibility category; and (iii) to consider implications of the findings." Australia's present immigration policy is discussed, previous research on return migration from Australia is summarized, and a detailed analysis of the departure data is presented. "This study found that by August 1984, 12.4 per cent of non-refugee settlers who arrived in Australia during 1980 had departed permanently but that only 0.6 per cent of the 1980 refugee cohort had done so." These figures represent a decline in immigrant departure rates since the 1960s and early 1970s. The effectiveness of migration policies has been widely contested. However, because of methodological and conceptual limitations, evidence has remained inconclusive. Moreover, prior studies focus on the effects of policies on inflows and fail to assess the simultaneous effect of policies on outflows. This is essential from a theoretical point of view as immigration restrictions may reduce both inflows and outflows and, hence, overall circulation. This renders the effect of immigration restrictions on net migration theoretically ambiguous. To fill this gap, and using unique migration and visa data from the Determinants of International Migration (DEMIG) project, this paper assesses the short‐ and long‐term effects of travel visa policy regimes on bilateral immigration and emigration dynamics. The results suggest that travel visa policies significantly decrease inflows, but this effect is undermined by decreasing outflows of the same migrant groups. This confirms that migration restrictions decrease circulation and tend to encourage long‐term settlement, and thereby sharply reduce the responsiveness of migration to economic fluctuations in destination and origin societies. We also identify asymmetric policy effects with migration flows declining only very gradually after a visa introduction but increasing almost immediately after visa removal.  相似文献

The US is the target for international migration, now more than ever. Population growth and economic stragnation in the Third World are increasing the pressures for out-migration, and current immigration law is wholly incapable of responding to the ever increasing flow of illegal immigrants. Border apprehensions of illegal aliens in the US were up 40% during 1983, and total apprehensions reached 1.25 million by the year's end. Recent public opinion polls have disclosed that an overwhelming majority of the American public demands immigration reform, and yet we as a nation have been distinctly unwilling or unable to respond to this clear public sentiment. This paper discusses the politics of the "Simpson-Mazzoli" Immigration Reform and Control Act, previous immigration legislation, current counterproposals for US immigration policy, and the political realities of immigration reform.  相似文献

This paper examines the structure of the present system of immigration control in Australia in the context of its origin, evolution, and responses to current human rights and anti-discrimination standards. The system has serious shortcomings because it confers broad discredionary powers on immigration officals and provides no comprehensive system of judical review. Since the 1970s the system has been gradually losing its legitimacy and has become a subject of challenges by various groups; its efficiency has been undermined and it breeds social conflict and systematic human rights violations. The 1958 Migration Act contains a level of discretion unknown in other "machinery" legislation, conferring a wide range of discretionay power on 1) the minister, 2) authorized officers, 3) officers, and 4) prescribed authorities. The current review system, in response to political pressure and in the context of administrative law reforms, provides for limited access to judicial review under the Administrative Decisions Act of 1977. The ethnic gains of the 1970s were achieved when Australian society was going through a period of profound liberal changes. The 1980s have brought continuing high unemployment and high inflation rates, a large budget deficit and associated restraints in government expenditure, as well as a substantial cut in the immigrant intake after the Labor Victory of March, 1983. Overall, an entirely new immigration control system should be developed that will aim at providing a better balance between stability, predictability, and fairness of the system on the one hand, and the need for government to maintain its ability to adapt its program to fluctuations in economic and social conditions both within and outside Australia on the other hand.  相似文献

"The scale of overseas immigration and the exceptional importance of the role played by migrants in demographic, economic and cultural trends in Australia makes the immigration policy one of the key components of Australian politics. Both the immigration policy and the outcomes of this policy are shaped by four major groups of factors: demographic, economic, cultural, and political in a broad sense. The weighting of these factors changes from period to period. This paper looks at the extent to which some of these factors affect regional differentiation of the immigration pattern. The analysis is focused on the influences of employment structure and other socio-economic characteristics of different Australian regions, exerted on overseas migration to these regions." This study of emigration dynamics in Pakistan focuses on Pakistan's position as one of the world's leading manpower exporters. The study opens with a review of the history of international labor from the subcontinent. The second section looks at the problems with the collection of data on international migration and then considers the volume of international migration, migrant destinations, return migration, undocumented migration, and the stock of migrant workers abroad. The third section describes the economic and demographic context for overseas migration through a consideration of gross national product and the remittances of migrant workers, growth in gross domestic product, poverty and income distribution, the state of the population, labor force and employment, a profile of migrant workers, and the government's employment policy. The political and social context for overseas migration is the topic of the next section, and the discussion centers on emigration policy, institutional arrangements for manpower export and the welfare of migrants, and the economic resettlement of return migrants. Consideration of the future trends in international migration from Pakistan focuses on the cyclic nature of overseas labor migration, the existence of networks to facilitate such migration, uneven distribution of enabling resources in Pakistan, the paucity of available data, and governmental/cultural factors that promote and restrict such migration. It is concluded that both individual Pakistanis and the government consider overseas migration a positive force but that a reliance on such an ad hoc measure has costs that have not been considered by Pakistan's policy-makers.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献
